After fulfilling the requirements, the Secretary-1 gave a speech. He said:

Universities and colleges are being built in main areas of States and Divisions. In addition, development tasks including construction of universities and colleges are being carried out after designating the regions as the special development regions which lagged behind development in the past. For example, Taunggyi, Lashio and Kengtung in Shan State are forcused to carry out the regional development tasks. Likewise, the University, the Technological College and the Computer College have been built in Panglong region in the central area of Shan State after designating it as the special development region. There are 11 townships in Loilem District which is a wide area far from Taunggyi and Lashio. Students have faced difficulties to attend the university. Therefore, the university and colleges were established in historic Panglong region where the Union was conceived.

Similarly, universities, degree colleges and colleges have been opened in Myitkyina and Bhamo in Kachin State, Maubin in addition to Pathein and Hinthada in Ayeyawady Division and Myeik region located between Mawla-myine and Kawthoung which lagged behind in development.

New universities and colleges have been established in cities of States and Divisions and special development regions. However, though other necessary regions are not designated as special development regions, universities and colleges are being built there.

For example, though Mohnyin in Kachin State is not designated as a specil development region, a degree college and a Government Technical Institute are being built in the township with a view to avoiding difficulties of students in pursuit of education.

Likewise, though Myingyan Township in Mandalay Division is not designated as a special development region, a degree college and a Government Technical Institute are being built. Since Magway is a strategic region, the universities and colleges including the Institute of Medicine and University of Community Health were constructed and opened.

Arrangements have been made for building of the universities and colleges in Meiktila as it is at the centre of Myanmar. There are now the Institute of Economics, the Computer College and the Technological College in Meiktila. In addition, Myanmar Aerospace Engineering University was also opened in Meiktila.

Opening of more universities and colleges constitutes implementation of tasks for producing highly qualified human resources region-wise phase by phase in accord with the national education promotion 30-year long-term plan. This being so, top priority is being given to opening of more universities and colleges wherever necessary.

The new universities emerged with splendid buildings and they are equipped with full facilities as major projects have been drawn and implemented systematically.

Likewise, arrangements are being made to facilitate Meiktila University with splendid buildings to enable it to possess the characteristics of a university. With this end in view, arrangements have been made to construct a splendid building for the university.

With the emergence of more universities and colleges, education opportunities for the students are on the increase, and the teachers are in high demand.

This being so, the teachers are to strive to be the ones capable of discharging heavier duties. At the same time, the teachers are to get prepared for continued discharging of duties even though they are growing old if duties are assigned to them by State.

At a time when the government is creating education opportunities for the students, the teachers are to make strenuous efforts for the emergence of outstanding intellectuals and intelligentsia in accord with the national objectives. Next, the Secretary-1 and party inspected students learning at Computer Training Centre.

They went to the construction site of Meiktila General Hospital (200-bed) Project where they were welcomed by Director-General Dr Wan Maung of Health Department, Medical Superintendent Dr Ba Shwe, specialists and officials.
