Secretary-1 inspects agricultural tasks for all-year round greening of 30-mile perimeter of Yangon City

YANGON, 19 July - Secretary-1 of the State Peace and Development Council General Khin Nyunt, accompanied by Member of the State Peace and Development Council Lt-Gen Khin Maung Than, Chairman of Yangon Division Peace and Development Council Commander of Yangon Command Maj-Gen Myint Swe, ministers, the Chief of Staff (Navy), deputy ministers, officials of the State Peace and Development Council Office, departmental heads and officials, left here by helicopter and arrived at Zwebat Sluice Gate in Waw Township, Bago Division, this morning.

They were welcomed there by Chairman of Bago Division Peace and Development Council Commander of Southern Command Brig-Gen Ko Ko, local authorities and departmental officials.

At the briefing hall, Minister for Agriculture and Irrigation Maj-Gen Nyunt Tin reported on 140,000 acre-foot water storage capacity of Moeyungyi Lake, arrangements for supply of water from Baidah, Kawliya, Bawni and Zaungtu dams, benefits gained due to construction of Zwebat and Kapin sluice gates, and preparations for supply of water from Moeyungyi Lake through canals in Bago, Thanatpin and Thongwa for greening the 30-mile perimeter of Yangon City and cultivation of paddy and other crops.

Director-General of the Irrigation Department U Kyaw San Win reported on such benefits gained as prevention of floods in farmlands, reclamation of wetlands and supply of enough water for cultivation of monsoon and summer paddy after the construction of Zwebat Sluice Gate, and feasibility study being carried out for construction of Wingadat, Manpyo and Kokko sluice gates; Commander Brig-Gen Ko Ko, on agricultural tasks being undertaken with water supply from Moeyungyi Lake and some 10,000 acres of virgin and fallow lands to be reclaimed thanks to supply of water from Moeyungyi Lake through Bago-Sittoung Canal along Thanatpin-Thongwa; and Commander Maj-Gen Myint Swe, on cultivation of crops on 55,000 more acres in Kayan, Thongwa, Kyauktan and Thanlyin townships in summer with water from Moeyungyi Lake.

Regarding the reports, the Secretary-1 said that the canal system benefits 10,000 more acres of farmlands in Bago Division and 58,000 more acres in Yangon Division. He added that in the future more virgin and fallow lands will be reclaimed and it will need more irrigation water. Arrangements are therefore to be made in advance for ensuring greater water storage capacity of Moeyungyi Lake. The Secretary-1 gave instructions on the dredging up sand and silt from the bed of the lake phase by phase for its durability.

The Secretary-1 and party inspected the lake and its environs and Zwebat Sluice Gate.
They went to Minywa spillway in Thanatpin Township, where they were welcomed by No 77 LID Commander Brig-Gen Than Htay, local authorities, departmental personnel, social organizations and people.

At the briefing hall, Minister Maj-Gen Nyunt Tin presented a report, saying that Bago-Sittoung Canal situated between Myitkyo Village in Waw Township and Tarwa Village in Thanatpin Township is 37 miles and seven furlongs long with two 30-foot-wide gates on its edges for vessels. They are Tarwa Sluice Gate on Bago River bank and Myitkyo Sluice Gate on Sittoung River bank. In addition to these, it also has Kyaikpadaing, Bagan-Nyaungbin, Minywa and Amya sluice gates. Among them, Minywa Sluice Gate is the major one. Now, Bago-Sitoung Canal and related irrigation facilities have benefited cultivation of over 37,400 acres of summer paddy and supply of fresh water to the villagers along the canal. The minister also reported on arrangements for supply of more water from Zaungtu Dam and repairing of Minywa Sluice Gate.

The Secretary-1 gave instructions on systematic measures for repairing of Minywa Sluice Gate and dredging of Sittoung Canal. He met with members of Thanatpin Township Peace and Development Council, departmental officials, townsfolk and social organizations. Those present reported on regional development tasks including education and health sectors and supply of potable water. The Secretary-1 fulfilled their requirements, saying that officials, departmental heads and social organizations are to make collective efforts for the development of respective regions through correct leadership and management and constant renovation. In doing so, the Secretary-1 gave instructions to officials concerned on regional development tasks to be carried out in cooperation with local people after constantly and occasionally making field tours right down to the grassroots level.

Next, the Secretary-1 presented cash assistance to Minywa Tarwa and Minywa villages Maternal and Child Welfare Associations, and inspected Bago-Sittoung Canal. He cordially met with the villagers.

The Secretary-1 and party headed for Kayan Creek Sluice Gate in Thanlyin Township. Local authorities, departmental personnel, social organizations and local residents welcomed them. Minister Maj-Gen Nyunt Tin reported on salient facts about Kayan Creek Sluice Gate that will benefit some 30,000 acres of farmlands; and the deputy director-general of the Irrigation Department, on kind and size of the sluice gate, arrangements for construction of the gate, and earth works. Commander Maj-Gen Myint Swe gave a supplementary report.

The chairman of Kayan Township Peace and Development Council reported on agricultural tasks of the region. The Secretary-1 attended to the needs, and cordially met the farmers. At the meeting, the farmers presented conditions in cultivation of paddy in the past and at present.

The Secretary-1 said that in Kayan Township, the Shwehle sluice gate construction project is being implemented, which will guard against entering sea water into the farmlands in the rainy season and will benefit over 10,000 acres. He added that construction of Kayan Creek sluice gate will also benefit some 30,000 acres of farmlands. On completion of the project, farmers can carry out multiple cropping.

The government has been spending a huge sum of money on development projects in suitable regions.  The Secretary-1 urged the farmers to make efforts for carrying out multiple cropping seizing these golden opportunities.

Next, the Secretary-1 and party inspected earth work of Kayan Creek Sluice Gate.

Afterwards, the Secretary-1 and party proceeded to Letkhokkon Village in Kungyangon Township, Yangon South District, where they were welcomed by members of the District and Township Peace and Development Councils, departmental officials and members of social organizations. Next, Secretary-1 General Khin Nyunt met with the District and Township Peace and Development Councils and departmental officials and members of social organizations at the hall.

First, Commander Maj-Gen Myint Swe reported on work being carried out in Yangon South District for cultivation of paddy and other crops under the 30-mile perimeter of Yangon all year round greening project.

Next, Director U Kyaw Thein of Irrigation Department reported on building of embankment, sluice gate and drains at the required places in Mokkyun region, Yangon South District.

Next, Manager of Yangon Division Myanma Agriculture Service U Aung San reported on availability of water in Mokkyun region, kinds of crops cultivated in the region, cultivation of paddy, pulses and beans and sunflower, arrangements being made for cultivation of edible oil crops.

Afterwards, Chairman of Kungyangon Township Peace and Development Council U Kyaw Shwe and Township Education Officer U Myint Lwin reported on work being carried out for regional development including education and health.

Next, Secretary-1 General Khin Nyunt attended to the needs and made a speech. He said that he together with those in-charge of the regions, ministers, departmental officials were there to fulfil the needs for regional development including Mokkyun region and for cultivation of paddy and other crops 30-mile perimeter of Yangon and all the year round greening project under the guidance of the Head of State.

Whenever they arrived at Mokkyun region in the rainy season, they witnessed the inundation.

The wetlands of the region were turned into farmlands by channelling the drains. It was obvious that the farmlands were now being put under monsoon paddy.

For ensuring the successful implementation of the tasks for cultivation of paddy and other crops 30-mile perimeter of Yangon and all the year round greening project, the sluice gates and drains required for agricultural purpose were constructed and the old ones were renovated. As a result, floods and sea water in the rainy season can be prevented. The irrigation facilities help provide water supply for summer paddy.

Single cropping could be introduced in the region in the past, and double and multiple cropping are now being undertaken. The region where the projects being implemented is near Yangon, and there is easy access and management.

On completion of the project, 440,000 more acres of farmlands, where there is no water in summer, could be put under paddy and other crops, thereby contributing towards the development of the national economy. The project is being implemented under the leadership of the Chairman of Yangon Division Peace and Development Council the Commander of Yangon Command and with the assistance of the Ministry of Agriculture and Irrigation within three years.

If the project is completed earlier, it will contribute much to farmers sooner. Thus, the division, district and township level departmental officials are to make tremendous efforts in harmony to ensure the earlier completion of the project.

Next, Secretary-1 and party paid homage to Kohsu Phayagyi Pagoda in Letkhokkon Village and presented cash toward the funds of the pagoda.

Next, the Secretary-1 and party arrived at Letkhokkon Basic Education High School where they were welcomed by Headmaster U Kyi Win and teachers and students.

Later, the Secretary-1 and party looked into the school and donated computers there.

After inspecting the school, the Secretary-1 and party arrived back here in the afternoon.




Secretary-1 attends Waso robes-offering ceremony of Aung Myay Bawdi Dhamma Yeiktha Alodawpyae Monastery

YANGON, 19 July - Waso robes-offering ceremony of Aung Myay Bawdi Dhamma Yeiktha Alodawpyae Monastery on Pin Shwe Nyaung Street in Tamwaylay Ward, Tamway township took place at 2 pm today.

Secretary-1 of the State Peace and Development Council General Khin Nyunt attended the ceremony and presented Waso robes and offertories to monks.

Present on the occasion were State Sangha Maha Nayaka Committee Vice-Chairman Abhidhaja Maha Rattha Guru Dawei Sayadaw Bhaddanta Acinnabhivamsa, Joint-Secretary Sayadaws, Agga Maha Pandita Nyaungdon Sayadaw Bhaddanta Awsadabhivamsa and Agga Maha Pandita Kalaywatawya Sayadaw Bhaddanta Jagarabhivamsa, Sayadaws, Agga Maha Saddamma Jotikadhaja Alowdawpyae Monastery Presiding Sayadaw Bhaddanta Ariyabhivamsa and members of the Sangha, Secretary-1 of the State Peace and Development Council General Khin Nyunt and wife Dr Daw Khin Win Shwe, Chairman of Yangon Division Peace and Development Council Commander of Yangon Command Maj-Gen Myint Swe, ministers, officials of the State Peace and Development Council Office, departmental heads, wellwishers and lay persons.

First, the ceremony was opened with the three-time recitation of Namo Tassa, and Dawei Sayadaw administered the congregation with the Five Precepts. Next, Sayadaws and members of Sangha recited parittas.

The Secretary-1 and wife donated Waso robes and provisions to the monks.

Then, the commander and the ministers also donated Waso robes and provisions to the monks.

Kalaywatawya Sayadaw delivered a sermon, followed by sharing of merits gained. Later, the ceremony came to a close with of three-time recitation of Buddha Sasanam Ciramtitthatu.

56th Anniversary Arzani Day observed

YANGON, 19 July - The 56th Anniversary Arzani Day was observed at the Arzani Mausoleum this morning. On behalf of the Chairman of the State Peace and Development Council, Chairman of the 56th Anniversary Arzani Day Observance Committee Minister for Culture Maj-Gen Kyi Aung, attended the ceremony, saluting the State flag, laying wreaths at the tombs of national leader Bogyoke Aung San and his fallen comrades, paying tribute to them and dispensing metta.

Also present on the occasion were Chief Justice U Aung Toe, Attorney-General U Aye Maung, Auditor-General Brig-Gen Tin Aye, Chairman of 56th Anniversary Arzani Day Observance Executive Committee Deputy Minister for Culture U Soe Nyunt and executives, the secretaries of the sub-committees, senior military officers of Tatmadaw (Army, Navy and Air), members of the Guard of Honour and senior officials of Myanmar Police Force and Fire Bridge.

On arrival at the the Arzani Mausoleum at 7.55 am, Chairman of the 56th Anniversary Arzani Day Observance Committee Minister for Culture Maj-Gen Kyi Aung was welcomed by Chairman of 56th Anniversary Arzani Day Observance Executive Committee Deputy Minister for Culture U Soe Nyunt.

Together with Chief Justice U Aung Toe, Attorney-General U Aye Maung, Auditor-General Brig-Gen Tin Aye, Minister for Culture Maj-Gen Kyi Aung took the respective places before the tombs of Arzanis.

Next, those present saluted the flag of the Union of Myanmar.

Next, on behalf of the Chairman of the State Peace and Development Council, Chairman of the 56th Anniversary Arzani Day Observance Committee Minister for Culture Maj-Gen Kyi Aung together with Chief Justice U Aung Toe, Attorney-General U Aye Maung, Auditor-General Brig-Gen Tin Aye laid wreaths at the tombs, after which all those present saluted the State Flag.

At that time, the State Flag was flown at half mast and the Guard of Honour of Tatmadaw (Army, Navy and Air) also saluted the fallen leaders. This was followed by the dispensing of metta and two-minute silence in memory of the Arzanis.

Chairman of the 56th Anniversary Arzani Day Observance Committee Minister for Culture Maj-Gen Kyi Aung, Chief Justice U Aung Toe, Attorney-General U Aye Maung, Auditor-General Brig-Gen Tin Aye, Chairman of the 56th Anniversary Arzani Day Observance Executive Committee Deputy Minister for Culture U Soe Nyunt left the Mausoleum.

Later, families of the Arzanis laid wreaths at the respective tombs. First, U Aung San Oo, eldest son of Bogyoke Aung San, and wife Daw Le Le Nwe Thein laid a wreath at Bogyoke Aung San's tomb and paid tribute to him, and dispensed metta.

Next, families of other Arzanis laid wreaths at the respective tombs and dispensed metta.

Diplomats of foreign missions and resident representatives of UN agencies in Yangon also laid wreaths at the tombs of Arzanis and paid tribute to them.

Next, the representatives of the Union Solidarity and Development Association, Myanmar War Veterans  Organizations, the Myanmar Fire Brigade, the Myanmar Red Cross Society, the Myanmar Writers and Journalists Association, the Myanmar Motion Picture Asiayon, the Myanmar Music Asiayon, the Myanmar Thabin Asiayon, the Myanmar Traditional Artists and Artisans Asiayon also laid wreaths and paid tribute to the martyrs.


Measures for boosting production of long staple cotton coordinated

YANGON, 19 July - The meeting for ensuring boosting per acre yield of long staple cotton reaching up to 400 viss took place at the meeting hall of Myanma Cotton and Sericulture Enterprise under the Ministry of Agriculture and Irrigation yesterday morning.

It was attended by Minister for Agriculture and Irrigation Maj-Gen Nyunt Tin, the chairman of Myanmar Academy of Agricultural, Forestry, Livestock and Fishery Sciences and members, departmental heads and officials.

At the meeting, the minister made an address. In his address, he dealt with matters on boosting per acre yield of long staple cotton reaching up to 400 viss.

Officials reported on extended use of high-yield strains of long staple cotton.

They also made suggestions for boosting per acre yield, and reported on future tasks.

Next, Minister for Agriculture and Irrigation Maj-Gen Nyunt Tin gave instructions on strenuous endeavours to be made for markedly boosting per acre yield of the ten major crops, concerted efforts to be made for boosting per acre yield of long staple cotton reaching up to 400 viss, and cultivation of crops season-wise all year round for boosting production of crops based on the ten major corps.


Commander attends opening of Sakhantha Bridge in Mogok

YANGON, 19 July - A ceremony to open Sakhantha Bridge in Shawliwaing Ward in Mogok was held at the bridge on 16 July morning.

Present were Chairman of Mandalay Division Peace and Development Council Commander of Central Command Maj-Gen Ye Myint, senior military officers, Deputy Chief Engineer U Sai Thein Maung of Public Works (Upper Myanmar), local authorities, departmental officials, social organizations, well-wishers and local people. Engineer in-charge U Khin Maung Kyaw of Public Works reported on construction of the bridge. Wellwisher U Thein Tun handed over documents related to the bridge to Deputy Chief Engineer U Sai Thein Maung.

PyinOoLwin District Senior Engineer U Tin Htwe and wellwisher U Thein Tun formally opened the  bridge. The commander and party passed through the bridge. Sakhantha Bridge, across Yeni Creek, is located on Mogok-Momeik Road in Shawliwaing Ward, Mogok. It is a bailey bridge, 40 feet long and 12 feet wide, built at a cost of K 4,059,500 contributed by the local people and Public Works. In the afternoon, the commander attended the ceremony to offer Waso robes to members of the Sangha at Yadana Theikdi Parahita Monastery in Mogok.

Also present were member of the State Sangha Maha Nayaka Committee Mogok Thatipathan Monastery Sayadaw Agga Maha Saddhammajotika Bhaddanta Sunanda and 15 members of the Sangha. Sayadaw Bhaddanta Sunanda administered the Five Precepts. Next, the commander and party offered Waso robes to the Sayadaws. Afterwards, the commander presented prizes to 12 students who passed the matriculation examination in 2002-2003. The Sayadaw delivered a sermon, followed by sharing of merits.


Greening of Yangon International Airport and Runway

YANGON, 19 July - The Zone-5 Working Committee for Greening Yangon International Airport and Its Environs and Runway held the coordination meeting No 6/2003 at the meeting hall of Maso Farm and Resort Centre of Yangon City Development Committee at the corner of No 2 and No 7 Highways yesterday afternoon, with an address by YCDC Vice-Chairman Vice-Mayor Col Maung Pa. Chairman of Zone-5 Working Committee Col Maung Pa gave instructions on successful completion of ploughing, thriving of paddy and water supply for greening tasks in the summer.

Secretary of the Working Committee YCDC member U Aung Soe and Joint-Secretary Head of Parks and Playgrounds Department U Nyunt Pe reported on their works. Next, officials reported on their respective sectors.

Also present were local authorities and farmers of 14 villages.

On 18 July, the vice-mayor and party saw over completion of ploughing the farmlands in Dagon Myothit (South) and (East) townships. Next, they inspected tasks being undertaken for corried supplying water to the croplands in Laydaunntkan, Shandegyi (Lower), (Upper) and Hsadalin villages and attended to their needs.


Construction tasks inspected in Rakhine State

YANGON, 19 July - Minister for Construction Maj-Gen Saw Tun and officials arrived at Deedokpauk Bridge Construction Project on Ma-ei-Kyaukphyu road on 16 July. Officials reported on work progress. The minister gave instructions and inspected the work site. Next, they inspected temporarily-built bailey bridge and construction of the road section. The minister inspected the Londawpauk Bridge Construction Project on Ma-ei-Kyaukphyu road. Officials reported on progress of work. The minister gave instructions on use of quality materials and ensuring timely completion of the project.

They also inspected the road section between Londawpauk and Sanepauk and left necessary instructions. They proceeded to the office (project) of Road Special Group. Officials reported on matters related to construction tasks. The minister stressed the need for systematization and full use of heavy machinery.


Deputy Chief Justice meets with judges in Yangon Division

YANGON, 19 July - Deputy Chief Justice U Than Oo met with judges, staff officers, deputy heads of department from the division, district and township courts in Yangon Division and gave instructions on judicial affairs to them at the Dhammayon of the Supreme Court on Gyartawya Street this afternoon. Present were Supreme Court Justice Dr Tin Aung Aye, U Myint Thein and U Chit Lwin, the director-general and directors of the Supreme Court, division, district and township level judges, staff officers and deputy heads of department numbering 204.

In his address, the Deputy Chief Justice said judges have to abide by codes of conduct and disciplines, correctly judge the cases without corruption in accord with the law, take effective measures concerning management of court, abide by the rules and regulations of service personnel and supervise the courts at different levels.

Two Thai culprits handed over

YANGON, 19 July - Two Thai culprits, Mr Suchart Julaprom, 32, and Mr Pirom Jarasmanachote, 35, were handed over to Assistant Commissioner Police Maj-Gen Aswin Kwanmuang of Central Investigation Bureau of Thai Royal Police Force in Tachilek yesterday morning.

The culprits were mainly involved in the incident in which Mr Supakid Pankeav, the representative-elect in Karnjanaburi District, was shot dead on 28 June 2003. To escape the arrest, they sneaked into Tachilek in Myanmar via Ponhton ferry at Maesai Creek.

According to the information given by Thai Royal Police Force in Maesai, Thailand, a combined team comprising members of the local intelligence unit, Myanmar Police Force and Tachilek Anti-Drug Squad arrested the culprits in Mekhaung Ward in Tachilek on 15 July morning. Myanmar is cooperating with ASEAN countries, as well as with the regional and sub-regional countries in transnational crime control and strengthening the friendship between the two countries.


Waso robes offering ceremony held

YANGON, 19 July - The 13th Waso robes offering ceremony of the State Peace and Development Council Office was held at Aletawya Sanpya Sarthintaik on Dhamazedi Road, Bahan Township at 5 am today, attended by Sayadaws and members of Sangha of Yangon Division Sangha Nayaka Committee, Kamayut Township Sangha Nayaka Committee, Bahan Township Sangha Nayaka Committee and Aletawya Sanpya Sarthintaik, Director-General of the State Peace and Development Council Office Lt-Col Pe Nyein, heads of department, advisers and staff families, guests and wellwishers.

At first, staff families offered dawn 'soon' to the Sayadaws and members of the Sangha and the ceremony was opened with three-time recitation of Namo Tassa and the congregation received Five Precepts from Aletawya Sanpya Sarthintaik Presiding Sayadaw Agga Maha Ganthavacaka Pandita Bhaddanta Gadamalabhivamsa.

The director-general, heads of department, staff families and wellwishers offered Waso robes and alms to the Sayadaws and members of Sangha.

National C'ship Basketball Tourney continues

YANGON, 19 July - The National Championship Basketball Tournament, organized by Myanmar Basketball Federation, continued at Aung San Gymnasium at 9 am today.

In the men's event, the Ministry of Industry-1 team beat Cyclone team 104-41 points, Yangon Command team beat KKS 75-43 points and the Ministry of Agriculture and Irrigation team beat the Ministry of Home Affairs team 106-46. In the women's round robin event, Ceramics Industries (A) team beat Yangon Division team 82-28.

In the men's U-18 event, LSK team beat Phoenix team 57-44.

The tournament continues tomorrow. Yangon Command team will meet with Shadow team, and North-East Command team, with Swan Swan team in men's event. In the women's round robin event, Ceramics Industries (A) team will play against Ceramics Industries (B) team. In the men's U-18 event, ILBC team will be in action against Bahan-2 team.


Drug

Drug possessor sentenced

YANGON, 19 July - A combined team comprising members of the local intelligence unit and Tachilek Special Anti-Drug Squad, acting on information, searched the house of Law Rel, No 55, Pahlyan Village, Ward 2, Hongleik Village-tract, Tachilek Township on 11 March, and seized 15 stimulant tablets.

Tachilek Police Station filed him under Section 15/16 (C) of Narcotic Drugs and Psychotropic Substances Law. Tachilek District Court sentenced Law Rel to five years' imprisonment under Section 15 and seven years' under Section 16 (C) to serve separately on 20 June.
