State making arrangements to reclaim highland regions to substitute terrace farming for shifted cultivation

Yangon, 16 April - Chairman of the State Peace and Development Council Commander-in-Chief of Defense Services Senior General Than Shwe, left PyinOoLwin by car at 7 am on 14 April and inspected extended construction of the road section between PyinOoLwin and Nawnghkio.

Then, the Senior General and party proceeded to Hsipaw Township in Shan State (North) from Nawnghkio by car and inspected progress of Mandalay-Lashio Road, thriving coffee and perennial crops and environmental conservation tasks along the road. Next, the Senior General and party arrived at historic Bawkyo Mokhtaw Pagoda in Hsipaw Township where they were welcomed by departmental officials, members of the Pagoda Board of Trustees and local populace. Afterwards, Senior General Than Shwe and wife Daw Kyaing Kyaing and party paid homage to the pagoda.

The Senior General then paid homage to Yadana Manaung Buddha Image in the Gandakuti Taik of the pagoda and offered gold foils to the image. Next, the Senior General and party paid obeisance to Yandana Nyanaung, Yan-dana Zanaung and Yandana Yanaung Buddha images in the Gandakuti Taik. The Senior General and wife donated cash to the funds of the pagoda to the Pagoda Board of Trustees who presented the photo of the pagoda to the Senior General. Afterwards, the Senior General and party left Hsipaw by car and arrived in Lashio in the afternoon.

They were welcomed there by Minister for Mines Brig-Gen Ohn Myint, Deputy Commander of North-East Command Col Hla Myint, senior military officers and departmental officials. The Senior General and party left Lashio at 9.30 am on 15 April for Muse. The Senior General and party were welcomed there by Officiating Tactical Operations Commander Lt-Col San Shwe Tha, Muse District Peace and Development Council Chairman Lt-Col Soe Win, departmental officials, members of the Union Solidarity and Development Association and social organizations.

Then, the Senior General and party met with Muse District and Township level departmental officials at the Yeiktha in Muse. The Senior General heard reports on areas of the district and township, population and sufficiency of rice in the region presented by chairmen of District and Township Peace and Development Councils. Member of the State Peace and Development Council Maj-Gen Thiha Thura Tin Aung Myint Oo and Commander Brig-Gen Myint Hlaing gave supplementary reports. Senior General Than Shwe then gave guidance. He said the two basic requirements must be fulfilled in striving to modernize and develop the nation.

They are production of adequate amount of food for the people of the nation and industrial development. Thus, the government has been giving encouragement to efforts to ensure region-wise and State/Division-wise food sufficiency. In Muse District also, efforts are being made to extend paddy sown acreage, increase the per acre yield, find means to supply water and reclaim the highland regions to ensure rice sufficiency. The practice of shifted cultivation has led to depletion of forests and deterioration of the environment in the region. As the people who earn their living depending on the traditional shifted cultivation are migratory people, their social standard is low.

The State is making arrangements to reclaim the highland regions to substitute terrace farming for shifted cultivation. The project is closely related to the rural development undertakings. All will have to strive for the regional development projects to cover the rural areas. Ever flourishing of Union Spirit, which is the love and unity and the will to live in weal or woe of the entire national races, is important in making arrangements and efforts in all sectors for regional development. In view of the sizeable area of the nation, the condition of the rich natural resources and the population, the nation will become the most advanced and developed nation, if all the national races will strive in unity and harmony to fulfill the requirements for national development.

Hence, the State service personnel who have been assigned duties in the region, will have to accept themselves as the local people and strive for regional development in cooperation with the local people. The Senior General and party inspected the development undertakings of Muse by car. Member of the State Peace and Development Council member of Central Panel of Patrons of the Union Solidarity and Development Association Maj-Gen Soe Win met secretaries of Muse District and Township USDA, executives and members at District USDA Office. Member of the State Peace and Development Council Chairman of Central Organizing Committee of Myanmar War Veterans Organization Adjutant-General Maj-Gen Thein Sein met members of Muse District and Township WVO. Senior General Than Shwe and party arrived back in Lashio by helicopter in the afternoon.

On 15 April, members of the State Peace and Development Council Maj-Gen Thura Shwe Mann, Maj-Gen Ye Myint and Maj-Gen Tin Aye, together with the ministers met members of Shan State Peace and Development Council (North) and departmental officials at the meeting hall of North East Command in Lashio. Chairman of Shan State Peace and Development Council (North) Commander of Brig-Gen Myint Hlaing reported on area of Shan State, population, land utilization, successful implementation of the targets set for 2001-2002 economic plan, arrangements for implementation of the targets set for 2002-2003 economic plan, efforts for rice sufficiency in the state as a national tasks, undertakings for eradication of narcotic drugs in the region, exploration of minerals, transport and requirements.

Minister for Agriculture and Irrigation Maj-Gen Nyunt Tin reported on arrangements for terrace cultivation method instead of shifting cultivation one, extended cultivation of perennial crops such as rubber, coffee and tea in the region and dam projects for availability of water. Minister for Electric Power Maj-Gen Tin Htut reported on arrangements for Shweli Hydel Power Project and cooperation with private entrepreneurs for power supply in the region. Minister for Science and Technology U Thaung reported on opening of government technical college and computer college and courses for students and the ministry's arrangements for of human resource development.

Minister for Energy Brig-Gen Lun Thi reported on distribution of fuel. Minister for Mines Brig-Gen Ohn Myint reported on exploration of natural resources. Minister for Industry-1 U Aung Thaung reported on development of industrial sector in Shan State (North). Maj-Gen Ye Myint reported on coordination for development of the regions related to Momeik-Mabein region. Then, member of the State Peace and Development Council Maj-Gen Thura Shwe Mann explained the purpose of Senior General Than Shwe's tour to Shan State (North). He said the party led by Head of State witnessed the progress on road transportation, thriving of plantations, conservation of forests along the way from PyinOoLwin to Lashio. It is needed to maintain and upgrade this situation.

Although economy of Shan State (North) has been increasing year after year, efforts are to be made to increase the average annual per capita income. Efforts for local rice sufficiency are satisfactory, but more efforts are to be made rapidly using ways and means for rice sufficiency. Due to shifted cultivation system, forest depletion can be seen in Shan State, Kachin State, Chin State and Am region in Rakhine State, and production of the plantations is not good. So, to change shifted cultivation into modern terraced cultivation, Head of State Senior General Than Shwe has already guided to implement the land reclamation project in highland region. All-round development of Shan State {North) including land reclamation in highland region should be made, he said.

Member of the State Peace and Development Council member of Central Panel of Patrons of the Union Solidarity and Development Association Maj-Gen Soe Win together with Deputy Commander Col Hla Myint of North-East Command met with secretaries, executives, ward organizers and members of state/district/township USDAs at Shweli Yeiktha in Lashio yesterday morning. Secretary U Aye Thaung of Shan State (North) USDA briefed on tasks of the association being undertaken for rural development tasks. Then, Maj-Gen Soe Win urged the members to actively partake in the rural development tasks.

Member of the State Peace and Development Council Chairman of Central Organizing Committee of Myanmar War Veterans Organization Adjutant-General Maj-Gen Thein Sein met members of state/district War Veterans Organization Supervisory Committees, members of Lashio Township WVO Organizing Committee and members of WVOs. Secretary of Shan State WVO Supervisory Committee Police Col Thien Han briefed on tasks being carried out. Then, Chairman of the Central Organizing Committee Adjutant-General Maj-Gen Thein Sein explained objectives of the organization, tasks to be undertaken, the needs to be respected by the people as a reliable organization upholding the Our Three Main Causes and the needs for the organization to be endowed with qualification like international organizations.

Members of the State Peace and Development Council Maj-Gen Thura Shwe Mann of the Ministry of Defence, Maj-Gen Ye Myint, Adjutant-General Maj-Gen Thein Sein and Quartermaster-General Maj-Gen Thiha Thura Tin Aung Myint Oo, together with Commander Brig-Gen Myint Hlaing, met Tatmadawmen and families of regiments and units under Lashio Station and greeted cordially at the Station Hall of North-East Command in Lashio this morning.

State Peace and Development Council Chairman Senior General Than Shwe and wife Daw Kyaing Kyaing present provisions, offertories to monasteries in Lashio

Yangon, 16 April - A ceremony to present provisions and offertories to monasteries in Lashio, Shan State (North) was held at Thirimingala Manhsu Shan Kyaungtaik in Lashio at 9.30 am today. Chairman of the State Peace and Development Council Commander-in-Chief of Defense Services Senior General Than Shwe and wife Daw Kyaing Kyaing attended the ceremony and presented "soon", edible oil, salt and offertories to Sayadaws.

Present on the occasion were Vice-Chairman of the State Sangha Maha Nayaka Committee Agga Maha Pandita Agga Maha Saddhammajotikadhaja Bhaddanta Kavindacara of Lashio Myole Kyaungtaik and patron Sayadaws of other Kyaungtaiks in the town, members of the State Peace and Development Council, the Commander-in-Chief (Navy), the Chief of Staff (Air), the Shan State (North) Peace and Development Council Chairman North-East Command Commander, ministers, the Deputy Minister for Health, officials of the State Peace and Development Council Office, departmental officials, state, district and township level officials and guests.

Sayadaw Bhaddanta Kavindacara administered the Five Precepts. Senior General Than Shwe and Daw Kyaing Kyaing presented "soon", edible oil, salt and offertories to Sayadaw Bhaddanta Kavindacara and Sayadaws of other Kyaungtaiks. Daw Kyaing Kyaing presented robes to nuns of nunneries in Lashio through the patron nuns. Members of the State Peace and Development Council and party also presented offertories to Sayadaws. Sayadaw Bhaddanta Kavindacara delivered a sermon. The congregation shared the merits gained.

( 3 ) Secretary-1 and wife attend Maha Thingyan Festival of Ministry of Home Affairs

Yangon, 16 April-Secretary-1 of the State Peace and Development Council Lt-Gen Khin Nyunt and wife Dr Daw Khin Win Shwe attended the Maha Thingyan Festival of families of the Ministry of Home Affairs and enjoyed the water festival together with the staff families of the ministry this afternoon.

Accompanied by officials of the State Peace and Development Council Office, Secretary-1 Lt-Gen Khin Nyunt and wife Dr Daw Khin Win Shwe arrived at the Maha Thingyan Pandal of the Ministry of Home Affairs in the compound of the ministry at 1 pm. They were welcomed there by Minister for Home Affairs Col Tin Hlaing and wife Daw Khin Hla Hla, the ministers and thier wives, Deputy Minister for Home Affairs Brig-Gen Thura Myint Maung and the deputy ministers, heads of department and their wives, and staff families of the ministry.

Then, the Secretary-1 and wife, and party were entertained to songs and dances by damsels of the ministry, the Prisons Department, the General Administration Department, the Myanmar Police Force and the Bureau of Special Investigation. Next, the Secretary-1 and wife and party presented gifts to members of Maha Thingyan yein troupe of the ministry. Afterwards, Minister Col Tin Hlaing extended New Year greetings. Then, the Secretary-1, and wife, Minister Col Tin Hlaing and wife, the ministers and their wives, the deputy ministers, heads of department and their wives merrily enjoyed the Maha Thingyan Festival by dousing each other with water.

( 5 ) Commander inspects tax-free markets in Yangon

Yangon, 16 April - Chairman of Yangon Division Peace and Development Council Commander of Yangon Command Brig-Gen Myint Swe inspected tax-free markets in Yangon this morning.

Commander Brig-Gen Myint Swe arrived at Yankin tax-free market near the office of the Ministry of Industry-2 on Kaba Aye Pagoda Road in Yankin Township here at 6.45 am today where he was welcomed by Commander of No 2 Military Region Col Tin Oo Lwin and officials.

The commander inspected vegetables shops of Yangon City Development Committee, regiments and units under Yangon Command, Hmawby Station, departments and entrepreneurs, fish, meat and egg shop of YCDC, Ngwepinle sea fish shop of Myanmar Economic Holdings Limited, sea fish shops of companies and entrepreneurs, oil shops of MEHL and rice shops of Yangon Division Peace and Development Council and Myanmar Rice and Paddy Wholesalers Dealers Association.

After attending to the needs, the commander proceeded to Tamway tax-free markets on Kyaikkasan Road in Tamway Township where Chairman of Yangon East District Peace and Development Council Lt-Col Aung Pyae and officials welcomed him. He inspected vegetable shops, oil shops and fish, meat and egg shops there and cordially greeted customers and attended to the requirements.

Then, he visited Hanthawady tax-free market at the corner of Hanthawady and Kyundaw streets in Kamayut Township. He was welcomed there by Commander of No 3 Military Region Command Col Yan Naing Oo and Chairman of Yangon West District Peace and Development Council Lt-Col Maung Maung Shein. Commander Brig-Gen Myint Swe visited the vegetable shops of the Ministry of Home Affairs, the Ministry of Energy, the YCDC, the regiments and units under Yangon Command, entrepreneurs, meat, fish, egg and milk shops of the Ministry of Livestock Breeding and Fisheries, the YCDC, the regiments and units under Yangon Command and the MEHL, fresh fish shops of Central Fish Market in Kyimyindine Township and the YCDC, grocery shops, oil shops of the MEHL, rice shops of the Yangon Division Peace and Development Council and the Myanmar Rice and Paddy Wholesalers Association. After fulfilling the requirements, the commander left there.

( 6 ) Prizes presented for Yangon Mayor's Maha Thingyan Pandal

Yangon, 16 April - The prize presentation ceremony of 1363 ME Yangon Mayor's Maha Thingyan Pandal was held at the pandal at 7 pm today. Chairman of the Preservation of Traditional Culture and Prize Presentation Committee Mayor U Ko Lay and officials attended the ceremony and presented prizes.

Mayor U Ko Lay presented the first prize (K 300,000 each and the trophy) to Shwepyithitsitho Decorated Float of Engineering Department (Building) and Yenan Thuza Decorated Float of Engineering Department (Water & Sanitation), the second prize (K 250,000 and the trophy) to Engineering Department (Roads & Bridges) and Mayor's special prize (K 200,000) to Pyichit Arman Thingyan Maung Yein Troup of Bocho Ward in Bahan Township. Vice-Mayor Col Maung Pa presented the first prize (K 300,000 and the trophy) to Kyun-nokto-the Decorated Float of Thuwunna, the second prize (K 250,000 and the trophy) to Zaydaw Maung Decorated Float of the Markets Department and the third prize (K 200,000 and the trophy) to Thingyan Minthagyi Decorated Float and Mayor's special prize (K 200,000) to Ponnadaw Yein Troupe. Then, Daw Khin Khin, wife of the mayor and Daw Khin Nyunt Myaing, wife of the vice-mayor presented prizes for other competitors. After that prize winning decorated floats and yein troupes presented entertainment.

( 7 ) Families of Military Intelligence Units celebrate Thingyan Festival

Yangon, 16 April -Families of the Military Intelligence Units celebrated Thingyan Festival in the compound of Military Intelligence Unit on Pyay Road this morning. Families and members of the Military Intelligence Units, dance troupes and invited guests took part in the festival. Myanma Traditional Thingyan songs and dances were presented and those present doused one another with water in festive mood.

( 8 ) Merry-makers, Thingyan revelers enjoy water festival in Yangon City

Yangon, 16 April- Merry-makers, revelers and the people joyfully participated in the water festival of 1363 ME Myanmar Traditional Maha Thingyan Festival in downtown Yangon and townships in Yangon Division on Atet Day today.

Big and small pandals were built on roads in the townships where the people took part in the water festival in accord with the directives of Myanmar Traditional Maha Thingyan Discipline Enforcement Committee. Motorized revellers thronged U Chit Maung Road, around 12 buildings in Yankin Township, along Inya Road and Kaba Aye Pagoda Road, Anawrahta and Maha Bandoola Roads in Latha and Lanmadaw Townships where Thingyan pandals were crowded with the people. Likewise, the people enjoyed the water festival in suburban areas from morning to evening. Meritorious deeds were performed in urban areas of Yangon City. Refreshments were served free.

The people including service personnel who took the Maha Thingyan vacation kept the Sabbath and practised meditation at pagodas, monasteries and meditation centers. Members of the Sangha administered Desana and the precepts. During Thingyan Festival, film stars and vocalists presented songs and dances to the audience at the water-throwing pandals in Yangon City.

At the pandal of the Ministry of Progress of Border Areas and National Races and Development Affairs in Thakayta Township, visiting national races such as Kachin national races from Panwa region of Kachin State, Kachin, Lawaw and Shan national races from Lwejei region, Kayah national races of Bawlakhe region of Kayah State, Shan national races of Whaeshan region of Kayin State, Kayin national races of Myainggyignu region, Chin national races of Kyikha and Paletwa regions of Chin State, Naga national races of Leshe and Lahe regions of Sagaing Division, Palaung national races of Mantong and Kutkai regions of Shan State (North), Wa national races of Pangsan and Mongmaw regions, Lahu national races of Mongpauk region of Shan State (East), Lahu and Akha national races of Adee region of Tachilek, Shan and Lahu national races of Monghsat region, Salong national races of Kawthoung and Bokpyin regions of Taninthayi Division, totalling 197, who are visiting here to enjoy the water festival at the invitation of Chairman of Work Committee for Development of Border Areas and National Races Secretary-1 of the State Peace and Development Council Lt-Gen Khin Nyunt, presented traditional dances to the audience. At the pandal of Pwintphoo Batik Store at the corner of Theinbyu and Daw Thein Tin Streets, the people and revelers were served with meals.

Similarly, the water festival pandal of Hnin Hnin Khaing Co Ltd in front of Youth Training Centre in Thuwunna, the Iron Cross music band entertained the people with songs. Deputy Minister for Information Brig-Gen Aung Thein attended the water festival at the pandal. Likewise, the water festival pandal, sponsored by Aung Myin Thu General Services, Win Japanese Language Centre, Summit Parkview Hotel, Imperial Leather, Tokyo Pipe and New Cussons Beauty soap company, in front of Summit Parkview Hotel was crowded with merry-makers, revelers and the public.

( 9 ) Yangon Mayor's Maha Thingyan Pandal successfully closed

Yangon, 16 April - The closing ceremony of the Yangon Mayor's Maha Thingyan Pandal was held at the pandal at 5 pm today. Joint-Secretary of YCDC U Kyi Win extended the New Year greetings and announced the closing of the pandal for 1363 ME Maha Thingyan Festival. YCDC families, Thingyan revellers, yein troupes and artistes successfully closed the pandal with the singing of Mantaung Yeikkho song.

Traditional cultural troupes of border areas, currently here at the invitation of the chairman of the Work Committee for Development of Border Areas and National Races presented traditional dances. From morning till evening, yein troupes Santawwin, and Pabu Thuza of Basic Education High School No 3, Mingala Taungnyunt, BEHS No 1 Yankin, BEMS No 4 Mayangon, Manawhari, Hlathwekywe of BEHS No 5 Mayangon, BEMS No 6 Kyauktada, Mingalamay, Bayintnaung Hteikhtar, Thin-gyan Hteikhtar, Shweyamin, NweU Kabya, Nandaw-unmay, Phu Pwint Waise, Padaukmay, Pandaiwe, Yin-thuzar, Pwintthitsa, Nguthitsa, Thidayesin, Shwepadaukphu, Myaye Nanda, Dagonmay, HlathuzaÑntertained the public with yein dances and the people and motorized revelers thronged the front and both sides of the Mayor's Pandal.
