Yangon, 18 March- Member of the State Peace and
Development Council Maj- Gen Maung Bo of the Ministry of Defence ,
accompanied by Deputy Commander of Coastal Region Command Brig- Gen
Tin Latt and departmental officials, went to Kyunsu on 16 March
morning.
Maj- Gen Maung Bo met departmental officials at
the Yeiktha of the local Naval Region Command. Cmdr Win Shein of the
local naval region command and Chairman of Township Peace and
Development Council U Tin Aung Kyaw reported on regional development
and agriculture & livestock breeding tasks. Maj- Gen Maung Bo
attended to their requirements.
At the Township Peace and Development Council
Office, Maj-Gen Maung Bo met departmental personnel and gave
instructions on efforts to be made for regional development.
Afterwards, Maj-Gen Maung Bo inspected Kyunsu
Township Hospital, construction of the township ring road and
generating of Kattalu hydel power plant and fulfilled the
requirements.
Kyunsu is located 14 miles west of Myeik. Local
people use only the waterway between the two township. So far, the
18 miles and one furlong tarred road, the five miles and seven
furlongs gravel road and five miles and five furlongs earth road
have been constructed in Kyunsu Township. Generating of Kattalu
hydel power can be supplied to Kyunsu in the whole day in rainy
season.

Their acts can break up unity within Tatmadaw
Yangon, 18 March - A Special Press Conference on the conspiracy to seize State power and to break up the Tatmadaw was held at Tatmadaw Guest House on Inya Road, here at 12.15 pm today.
Present were Minister for Labour U Tin Winn, Vice-Chief of Military Intelligence Maj-Gen Kyaw Win, Deputy Minister for Information Brig-Gen Aung Thein, Deputy Minister for Home Affairs Brig-Gen Thura Myint Maung, Brig-Gen Khin Aung Myint of the Ministry of Defence and senior military officers, heads of department, news and information officials of the Ministry of Information, correspondent U Sein Win of Kyodo news agency, Patron of Myanmar Foreign Correspondents Club U Hla Htwe, President U Sao Kai Hpa and members and invited persons.
Speaking on the occasion, Maj-Gen Kyaw Win said the conspiracy of U Aye Zaw Win and sons, Aye Ne Win, Kyaw Ne Win and Zwe Ne Win, to seize State power had already been explained at the Special Press conference held on 12 March 2002.
At the present Press conference, some of the evidences including communication equipment, military uniform and equipment, badges and cars which have been exposed and seized, and accounts of the witnesses would be shown.
A company under the command of a company commander was assigned duty to serve as the security unit of U Ne Win. Although the relations between the past successive company commanders of the security company and the brothers, Aye Ne Win, Kyaw Ne Win and Zwe Ne Win, were normal, the three brothers gave special privileges to the company commander who was assigned the duty two years ago to win friendship and influence over him.
Kyaw Ne Win provided the company commander with K 50,000 monthly to win friendship and to keep the commander under his control. Since February, the company commander informed Kyaw Ne Win that he had to attend the commanding officer course in March. Kyaw Ne Win told him that there were plans to coordinate with a senior military commander to make changes in the leadership of the State in March before the Armed Forces Day; that plans were made to assign a commander of a military command the post of the commander-in-chief of the Defence Services; that a trustworthy commander should be taking charge of personal security of his grandfather, U Ne Win, at the time of emergency, that he would present the matter to the officials concerned to give the company commander exemption from the course.
Aye Ne Win himself had met with the Vice-Adjutant-General and asked him to give the company commander exemption from the course. His reason was that he would not like to make any changes in the personal security commander of U Ne Win, as his grandfather had undergone heart surgery in Singapore not long ago; that he was anxious about the reduction in the number of persons who would be able to serve the convenience of his grandfather.
The Vice-Adjutant-General told him that the matter was not concerned with him; that it should be presented to the battalion and the military command concerned. At the same time, the company commander informed his commanding officer that the family of U Ne Win told him not to attend the course as a birthday party of U Ne Win was going to be held. The CO had to submit the matter to the different levels at the military command to give exemption to the company commander. When the authorities concerned searched him, they found 72 walkie talkies, batteries, rechargers, earphones and military gear from his boxes. Moreover, the authorities also seized camouflage rain coats, camouflage caps, camouflage boots, camouflage pistol holders, knife holders and magazine holders which were provided by Kyaw Ne Win and his family. Some of the seized belts, gear, magazine holders and gun holders were of foreign made.
They were bought by Kyaw Ne Win in Singapore. According to the interrogation, it was known that Kyaw Ne Win dropped a hint to some of his close friends about the changes to be made in State leadership before the Armed Forces Day and consulted with them about the matter. Aye Ne Win, Kyaw Ne Win and Zwe Ne Win disclosed the plan to the person they worshipped and asked him to give them protection for success of the plot. The three brothers gave him K 300,000. According to the witnesses, who are their associates, the five members of the family including Daw Khin Sanda Win made frequent irregular closed-door meetings last month. The family also held a closed-door meeting on 7 March 2002 before the three brothers met with the senior military commander.
Kyaw Ne Win presented a set of military uniforms to each soldier of that company. Moreover he provided bullet-proof vests, caps, bugle gear, combat boots, belts and camouflage green jackets and warm clothes for the company. According to the military traditions, the officers have to inspect the uniform of the soldiers in turn. The official supervisors have to inspect the soldiers in turn every Monday. The company commander has to inspect his soldiers in the last week of every month.
Kyaw Ne Win and Zwe Ne Win, together with the company commander, inspected the soldiers. The two brothers also inspected the hostels together with the company commander. According to the rules, only the commanders at different levels inspect the soldiers under their command. Kyaw Ne Win and Zwe Ne Win, who are civilians, breached the rules by inspecting the company, which amounts to attempts to influence the Army and which shows that they had a motive to break up the Armed Forces.
Monday military uniform inspection and daily hostel inspection were conducted in accord with a marking system. The first, second and third prizes were presented. From time to time, consolation prizes were also presented. Aye Ne Win, Kyaw Ne Win and Zwe Ne Win personally presented K 7,000 for first prize, K 5,000 for second prize, K 3,000 for third prize and K 1,000 each for two consolation prizes. Moreover, a luncheon was regularly given to the soldiers of the personal security company at the company office every Wed-nesday of the first week of the month. At the luncheons, ceremonies were held to present the first, second and third prizes by Aye Ne Win, Kyaw Ne Win and Zwe Ne Win respectively.
Kyaw Ne Win held sports meets for the company. He also provided the soldiers with sports gear. The company soccer matches were also held. Kyaw Ne Win hosted dinner at his own expense two times in honour of the winning team at the Sedona Hotel. Aye Ne Win, Kyaw Ne Win and Zwe Ne Win and their personal security guards totalling about 120 were present at the dinners. After the dinner, the company commander and Kyaw Ne Win gave speeches. The prize-presentation ceremony was also held after the dinner. Kyaw Ne Win presented a quartz watch, a walk-man radio cassette, and a package containing K 15,000 to every selected footballer of the battalion team and every footballer of the winning team.
Kyaw Ne Win also set up three poultry farms, one quail farm and one cattle farm for the welfare of the company. The brothers also took some of the officers and soldiers of the company together with them to recreation places like Ngapali. What has just been said is about the privileges that were given to a company, a sector of battalion of the Tatmadaw, to organize the company for self-interests.
They hosted dinners in honour of the winning soccer team of the company and presented valuable gifts with every intention of winning it over and making it their pocket unit.
When Golden Crown Co Ltd opened at the Nawarat Hotel was searched and raided, one Tharne & Tharne satellite phone, four Pasti satellite phones, four Erricsson satellite phones and communication equipment, GSM phones and communications equipment were seized. Moreover, what is significant is that when the
office of Aye Ne Win
was searched, a golden
embroidery resembling the State emblem and greeting cards bearing the golden embroidery were found.
In the greeting card is a family photo of U Ne Win,
U Aye Zaw Win, Daw Khin Sanda Win and sons Aye Ne Win, Kyaw Ne Win and Zwe Ne Win. Altogether 350 envelopes and cards were confiscated. It is learnt that in the beginning of year 2001, Aye Ne Win created the golden embroidery for the family. In foreign countries, family emblems are kept in the high social classes. Imitating the western style, they created the emblem with symbols representing the dignity of both sides of their parents. In the emblem, a peacock wearing the magaik crown is on the top. An arm badge with three swords, a tiger, a harp and a ngayant fish, about which were explained at the previous special press conference, is in the middle. On the left of the arm badge is a lion holding a symbolic dagger, which implies that their mother Daw Khin Sanda Win is Tuesday-born and the lion represents her. The holding of a symbolic dagger denotes controlling and giving instructions to the three brothers. On the right of the arm badge is a peacock sheltered by an open white umbrella. The peacock represents U Ne Win, and the picture means that U Ne Win is sheltered by an open white umbrella. The words under the arm badge are Panna, Saddha, Sama and Viri. Although Aye Ne Win said that it is a family emblem, it is made in a way it bears more than a passing resemblance to the State emblem. The symbolic dagger, the white umbrella and the magaik crown in the emblem form parts of royal regalia, and it seems as if they were creating a royal family. In the light of it, it can be assumed that the family of U Ne Win was trying to turn themselves into a royal family. It seems that if they managed to seize State power, they would establish the monarchy and try to maintain family power for life.
Then, business matters related to illegal import of cars without licences are going to be explained.
As instructed by Kyaw Ne Win, Director Wai Lin Hsan of Pyi Sone Kyaw Trading Company situated at the Nawarat Hotel bought cars without licences. Kyaw Ne Win also had cars bought by other car brokers besides Wai Lin Hsan. Out of the cars without licences, some were sold at a profit and some installed with false number plates and used not only by the family but also at the company. Matters pertaining to 15 cars without licences have been explained at the previous special press conference. According to the information about the use of cars without licences, on 6 February 2002, four cars without licences were seized in Namhsan and kept in Taunggyi. These four cars were those bought by Wai Lin Hsan with the use of K 100 million given by Kyaw Ne Win. Wai Lin Hsan and party went to Mae Sai in the neighbouring country, bought one Escalade worth K 40 million, one Pajero worth K 30 million, one Land Cruiser worth K 20 million and one Pajero worth K 10 million totalling four cars worth K 100 million and brought them into the
country through the illegal route.
Kyaw Ne Win not only bought cars without licences inside the country but also ordered cars from abroad illegally. A container addressed to Kyaw Ne Win and sent from the port of Tokyo, Japan, arrived at Asia World Port in Ahlon by mv Gissang on 27 November 2001. Although the container was addressed to Kyaw Ne Win of Maikha Street, Mayangon Township, he was not able to claim it for lack of an import licence. As the container was not claimed within 60 days, it was put on the list of auction. It was opened and checked to find one Isuzu car imported by Kyaw Ne Win. It is Vihe Cross Isuzu (98 Model) and was bought with Hondi system. These cars were confiscated in accord with the law and rules and regulations.
In view of these events, U Aye Zaw Win, Daw Khin Sanda Win and sons Aye Ne Win, Kyaw Ne Win and Zwe Ne Win supported the security company members and won them over, thus attempting to use them as their pocket unit. That company was supplied with communication equipment of various sorts, military uniforms and equipment bought illegally from abroad. They kept the company extravagantly supplied with every intention of using them for their aim. These acts can break up unity within the Tatmadaw. As Aye Ne Win, Kyaw Ne Win and Zwe Ne Win discussed the matter with some persons close to them, authorities managed to disclose those implicated in the plot against the State and some witnesses.
Kyaw Ne Win did business not within the framework of the law. He committed business malpractice, thus going beyond the framework of the law and rules and regulations prescribed by the State.
As the attempt of U Ne Win's family to seize State power and break up the Tatmadaw has been connected with business malpractice, action will be taken according to the existing laws.
Then, Maj-Gen Kyaw Win replied to the queries raised by the journalists.
The special press conference ended at 12.50 pm.

Yangon, 18 March- Minister for Education U Than Aung received member of Scholarship Selection Committee Professor Mr Kazuhiro Eto and party of Ministry of Education, Culture, Sport Science and Technology (Monbukagakusho) of Japan at Diamond Jubilee Hall of Yangon University at 2 pm today.
Similarly, the minister received Ambassador of the Russian Federation Mr Oleg V Kabanov at 3 pm.

Military columns practise marching from Myoma Grounds to Resistance Park
Yangon, 18 March- The military columns which will participate in the 57th Anniversary Armed Forces Day Ceremony practised the marching from Myoma Grounds to the Resistance Park from 6 am to 10 am today.
Under the leadership of Parade Commander Brig-Gen Hla Tun and Reserve Parade Commander Col Than Htay, Tatmadawmen, members of Myanmar Police Force, Fire Services Department and Red Cross Society from Anawrahta Column led by Col Thaung Shwe, Kyansittha Column led by Col Tin Hla, Bayintnaung Column led by Col Khin Maung Win, Nawade Column led by Captain Han Sein (Navy), Aungzeya Column led by Col Khin Maung Latt, Hsinbyushin Column led by Col Myo Thant, Bandoola Column led by Col Aung Min, Myawady Column led by Col Hla Moe and Aung San Column led by Col Thaung Zin practised parade drills.

Contract to export buckwheat to Japan signed
Yangon, 18 March- A ceremony to sign a contract to export buckwheat to Japan for the second time was held at the Ministry of Commerce today. Buckwheat is grown in the areas where poppy was produced as a poppy-substitute crop for eradication of narcotic drugs in Myanmar.
Present on the occasion were Minister for Hotels and Tourism Maj-Gen Saw Lwin, Deputy Minister for Commerce Brig-Gen Kyaw Hsan, Deputy Minister for Progress of Border Areas and National Races and Development Affairs Brig-Gen Than Tun, Director-General Col Than Swe, Managing Director of Myanma Agricultural Produce Trading U Min Hla Aung, Police Lt-Col Myo Thant of the Central Committee for Drug Abuse Control, Director of Myanmar Nippon AK2 Co Ltd U Yan Aung Tun and Mr Toshimishi and Mr Imamura of Japan International Cooperation Agency.
General Manager U Thein Lwin from Myanmar side and special representative U Aung Moe from Japanese side signed the contract.
Myanmar has been making efforts for eradication of narcotic drugs in all seriousness. Myanma Agricultural Produce Trading purchases buckwheat and export it to Japan every year.
More buckwheat is being grown for export.

( 4 ) Minister inspects hospital, rural health care centres
Yangon, 18 March- Minister for Health Maj-Gen Ket Sein, Director-General of the Health Planning Department Vice-Chairman of Myanmar Maternal and Child Welfare Association Dr Kyi Soe, Deputy Director-General of the Health Department Dr Soe Aung and officials inspected Letpanhla rural health care centre in Singu Township on 15 March.
The minister and party inspected Tagaung station hospital in Thabeikkyin Township in the evening. The minister met U Brang Jar and wife Daw Khun Jar who gave birth to quadruplets at the People's Hospital in Shwegu Township and presented K 10,000 and tins of milk powder.
On 16 March, the minister and Chairman of Kachin State Peace and Development Council Commander of Northern Command Brig-Gen Maung Maung Swe met Tatmadawmen and members of MCWA and social organizations who carried out sanitation work in the compound of 200-bed Bhamo General Hospital hailing the 57th Anniversary Armed Forces Day.
The minister and party then inspected the hospital.
The minister and party proceeded to Myothit station hospital in Momauk Township and visited Dong-phomyang rural health care centre. The commander and the minister arrived at the land reclamation camp in Bangdongyang region in Kachin Special Region-2. Director-General Dr Kyi Soe reported on matters relating to the health sector. H & T Minister inspects transport section
Yangon, 18 March - Minister for Hotels and Tourism Maj-Gen Saw Lwin, accompanied by Deputy Minister Brig-Gen Aye Myint Kyu and officials, inspected transport section of Myanma Hotels and Tourism Services this evening and left instructions on preventive measure of natural disaster for vehicles, systematic storage of fuel and security arrangements.
Culture Preservation and Prize Presentation Committee for Maha Thingyan Festival holds coord meeting
Yangon, 18 March- Yangon Mayor U Ko Lay delivered an address at the coordination meeting on Culture Preservation and Prize Presentation Committee for 1363 ME Traditional Maha Thingyan Festival at the meeting hall of Yangon City Development Committee this afternoon.

( 5 ) Minister attends opening of basic sailor course
Yangon, 18 March - The opening ceremony of the basic sailor course (1/2002) conducted by Inland Water Transport was held at the Ahlon Shipyard here this morning with a speech by Minister for Transport Maj-Gen Hla Myint Swe.
It was attended by Deputy Ministers Brig-Gen Kyaw Myint and U Pe Than, officials of the ministry and trainees. In his speech, the minister urged the trainees to participate in the nation-building tasks.
After the ceremony, the minister and the deputy ministers cordially greeted the trainees. The three
months' course, conducted for the first time for outsiders to
discharge at Inland Water Transport, was attended by 78 trainees.
Minister inspects Ministry of Information booth at Defence Services Museum
Yangon, 18 March- Minister for Information Maj-Gen Kyi Aung this evening inspected the Ministry of Information booth to be displayed at the Defence Services Museum in commemoration of the 57th Anniversary Armed Forces Day.
On arrival at the museum at 5.30 pm, the minister was welcomed by Deputy Minister for Information Brig-Gen Aung Thein, Director of Defence Services Museum and Historical Research Institute Col Ye Htut, the managing directors and directors-general of enterprises and departments under the ministry and officials.
The minister inspected displays at the Ministry of Information booth. The minister was conducted round the booth by officials.
The minister gave instructions on systematic displays of enterprises and departments under the ministry, excerpts from the speech of the Head of State, documentary photos and mottoes and nation-building endeavours.

( 6 ) MV Lady M arrives
Yangon, 18 March - Under the supervision of the Ministry of Hotels and Tourism and with the sponsorship of the Ministry of Transport, the ship MV Lady M of South-East Asia Liveaboards Co arrived at Nanthida jetty here this afternoon.
It was welcomed by officials of respective ministries. There are 11 crew members on board the ship and they will tour here and leave the jetty on 21 March.
CIFHC holds ordination ceremony
Yangon, 18 March -Under the patronage of Minister for Labour U Tin Winn and wife Daw Khin Nu, the tenth ordination ceremony for workers of Kyimyindine Township Inland Freight Handling Committee under the Central Inland Freight Handling Committee was held at the committee today.
Present were Minister for Labour U Tin Winn, Director-General of CIFHC U Maung Maung Ohn, departmental heads, service personnel and families of the workers. The minister presented robes and offertories to the Sayadaws. Then,
" soon " was offered to the Sayadaws. Altogether 50 workers were ordained into monkhood and offertories worth over 2 million Kyats were presented to the Sayadaws.

e-Commerce System Development Training opened
Yangon, 18 March - With the arrangement of Myanmar Computer Federation and with the assistance of Ministry of Economy, Trade and Industry (METI) of Japan, the opening ceremony of e-Commerce System Development Training was held at MICT park in Hlaine Township at 9.30 am today.
Vice-Chairman of Myanmar e-National Task Force Deputy Minister for Social Welfare, Relief and Resettlement U Hlaing Win, Representative of METI of Japan Mr Owaki made speeches.
Then, the deputy minister and guests viewed round the training hall. Altogether 49 trainees including entrepreneurs and staff from companies are attending the one-week course.
Coord meeting on Women's Affairs Activities
Exhibition held
Yangon, 18 March - A coordination meeting on holding the Women's Affairs Activities Exhibition, organized by the Myanmar National Committee for Women's Affairs, was held at the International Business Centre on Pyay Road here this afternoon.
Present on the occasion were Chairman of the Myanmar National Working Committee for Women's Affairs Deputy Minister for Social Welfare, Relief and Resettlement U Hlaing Win, Vice-Chairperson Prof Dr Daw May May Yee, Member Dr Daw Khin Win Shwe, Adviser to the Education Group of the working committee Daw Khin Than Nwe, Secretary Director-General of Social Welfare Department U Sit Myaing, members of the work committee, group leaders, chairpersons of the working committee from states and divisions, officials and invited guests.
Chairman Deputy Minister U Hlaing Win made an opening speech. Then, Vice-Chairperson Prof Dr Daw May May Yee briefed on the exhibition.

Sports equipment for judo donated
Yangon, 18 March-Under the cultural grant aid programme, a ceremony to present sports equipment for judo donated by Japan was held at Karatedo training hall of Aung San Stadium this afternoon.
Present were Minister for Sports Brig-Gen Thura Aye Myint, Ambassador of Japan Mr Shigeru Tsumori and officials, Director-General of Sports and Physical Education Department U Thaung Htaik and officials, President of Myanmar Judo Federation U Hla Thaung Myint and executives, guests and judo athlets.
The ambassador presented sports equipment for judo worth 40.2 million to the
minister.
USDA CEC member inspects rural development work
Yangon, 18 March - Central Executive Committee member of Union Solidarity and Development Association U Pan Aung, accompanied by officials, inspected renovation work at Mahazedi Pagoda in Bago yesterday morning and cordially greeted USDA members and staff of the Development Affairs Department contributing labour at the Bago-Kyaikpadaing road.
Then, he proceeded to Kyaikpadaing Village and paid homage to the Sayadaw of Shwe Dagonlay monastery. He also inspected renovation work at Shwe Dagonlay Pagoda, the basic education middle school branch and sinking of tube-well at the village and donated cash for the school.
Afterwards, he attended the foundation laying ceremony of Parahita Youth Library and formally opened the two storey building at the Panchangon Monastery. He also attended the novitiation ceremony of USDA at Thongwa Village in Thanatpin Township and donated K 100,000 for the basic education primary school in Kamase (East).
In the evening, he went to Ayeywa Taungpaw Parahita Geha and paid obeisance to the Sayadaw of Taungpaw monastery.

Fire at MAPT (Head Office)
Yangon, 18 MarchÑA fire broke out at the head office of Myanma Agricultural Produce Trading, at the corner of Pansodan and Merchant Streets, Ward-4, Kyauktada Township at about 11 pm yesterday.
The fire was put under control by fire engines in Yangon Division at about 1.55 am today.
