( 1 Senior General Than Shwe sends message of felicitations to Ghana

Yangon, 6 March - Senior General Than Shwe, Chairman of the State Peace and Development Council of the Union of Myanmar, has sent a message of felicitations to His Excellency Mr John Agyekum Kufuor, President of the Republic of Ghana, on the occasion of the Independence Day of the Republic of Ghana which falls on 6 March 2002.

Yangon, 5 March - Mr Yaacov Avrahamy, newly accredited Ambassador of the State of Israel to the Union of Myanmar, presented his credentials to Senior General Than Shwe, Chairman of the State Peace and Development Council of the Union of Myanmar, at Dagon Yeiktha of the Ministry of Defence at 10 am today.

 Also present on the occasion were State Peace and Development Council Secretary-1 Lt-Gen Khin Nyunt, Minister for Foreign Affairs U Win Aung, Deputy Minister U Khin Maung Win and Director-General Thura U Aung Htet of the Protocol Department.

( 2 ) Preservation of fine traditions weakens in observing Thingyan Government does not accept any situation which will lead to tarnishing Myanmar traditions and culture and mode of dress

Measures required to be taken to avoid restricting youth's happiness

Yangon, 5 March - A meeting to discuss observance of the 1363 ME Maha Thingyan Festival was held at the Office of the Commander-in-Chief (Army) this afternoon, with an address by Secretary-1 of the State Peace and Development Council Lt-Gen Khin Nyunt.

 Secretary-1 Lt-Gen Khin Nyunt said Thingyan festivals have been held in accord with the fine Myanmar traditions since the government has assumed the duties of State. But weakness was found in preserving the good traditions in observing the festival since one or two years ago. Especially the outlandish style of dress and rowdy acts of some revelers were against the Myanmar culture. The Myanmar traditions and culture have existed under the influence of the teachings of Theravada Buddhism.

Thus, Myanmars have cherished and preserved their traditions and culture which are gentle and of high standard. It is one of the significant characteristics of the Myanmar people. Myanmars are matchless in preserving their traditions and culture and the mode of dress. The government will not accept occurrence of any situation resulting from penetration of alien cultures and improper means of some businessmen in seeking self-interests as it will lead to tarnishing the Myanma traditions and culture and the mode of dress.

Thus, all the Myanmar people will have to collectively safeguard the traditions and culture, which have been preserved and protected since yore, in all seriousness. All the officials have the duty to check all indecent acts and immodest mode of dress of the revelers to be able to observe the Thingyan in a disciplined way and as a festival which upholds and preserves the traditions and culture. The nation wishes to see all the youths freely taking part in the water festival in full happiness. It is required for all to guard against immodest mode of dress and rude manners that will do harm to community peace to be able to observe the festival in accord with the traditions and culture and in a civilized way.

Moreover, youth should be organized and educated to control themselves with common sense so that there should be no need to take tough measures that may lead to restricting their happiness. Social organizations and the artistes associations will have to launch educative programmes of their own from their respective sectors. The Panel of Patrons to observe the 1363 ME Maha Thingyan Festival, Discipline Enforcement Committee and the Committee to Preserve Traditions and Culture and to Present Prizes were formed and assigned duties. Chairman of Discipline Enforcement Committee Chairman of Yangon Division Peace and Development Council Commander of Yangon Command Brig-Gen Myint Swe and Chairman of Committee to Preserve Traditions and Culture and to Present Prizes Chairman of Yangon City Development Committee Yangon Mayor U Ko Lay explained arrangements being made to observe the water festival. The participants then presented suggestions. The meeting ended with concluding remarks by Secretary-1 Lt-Gen Khin Nyunt.

 Also present at the meeting were ministers, the Vice-Mayor, the deputy commander of Yangon Command, the military region commanders, the chairmen of District Peace and Development Councils, officials of the State Peace and Development Council Office, heads of department, the YCDC secretary and members, the secretary of Yangon Division Union Solidarity and Development Association, the chairmen and officials of Myanmar Red Cross Society, Myanmar Thabin Asiayon, Myanmar Music Asiayon and Myanmar Motion Picture Asiayon.

( 3 ) Secretary-1 attends opening of multimedia teaching centres at BEHS Nos 1, 2 in Loilem

Yangon, 5 March- Secretary-1 of the State Peace and Development Council Lt-Gen Khin Nyunt and party went to Myole Kyaungtaik in Loilem at 8 am on 3 March. They then paid homage to members of the Sangha from monasteries in Loilem and donated provisions.

 Next, Chairman of Myanmar Education Committee Secretary-1 of the State Peace and Development Council Lt-Gen Khin Nyunt attended the opening ceremony of multimedia teaching centres at Loilem Basic Education High School Nos 1 and 2 at the respective schools.

Also present on the occasions were member of the State Peace and Development Council Maj-Gen Aung Htwe of the Ministry of Defence, Chairman of Shan State Peace and Development Council Commander Brig-Gen Khin Maung Myint, ministers, the Chief of Staff (Navy), the Chief of Staff (Air), deputy ministers, officials of the State Peace and Development Council Office, departmental heads, local authorities, departmental personnel, members of the Union Solidarity and Development Association, social organizations, well-wishers, the Shan State Education Officer and members, members of the School Boards of Trustees and Parent-Teacher Associations, school heads, teachers, students and dance troupes. First, the ceremony to open the multimedia teaching centre was held at Loilem BEHS No 2.

Headmistress Daw Tin Oo Yi and Chairman of School Board of Trustees U Myint Thein formally opened the multimedia teaching centre. Then, the Secretary-1, unveiled the signboard of the centre. Next, the Secretary-1 and party inspected the Audio system room, the computer aided instruction room, the drawing and painting room, the projection room, the audio visual room and the domestic science room and performance of the students. Afterwards, the Secretary-1 and party watched the music performance of the students.

 The Secretary-1 presented teaching aids and video tapes to the headmistress. Then, the Secretary-1 accepted K 500,000 for Loilem BEHS No 2 donated by Commander Brig-Gen Khin Maung Myint and K 800,000 by the School Board of Trustees. After the ceremony, the Secretary-1 and party had the documentary photo taken together with SBT members, the headmistress, teachers and students. The ceremony to open the multimedia teaching centre was held at Loilem BEHS No 1 at 9.30 am. Headmistress Daw Khin Than Myint and SBT Chairman U Soe Myint formally opened the multimedia teaching centre. Then, the Secretary-1 unveiled the signboard of the centre.

Afterwards, the Secretary-1 and party inspected the computer skill room, the computer aided instruction room, the printed media room, the arts room, the language lab and the audio visual room and learning of students at the centre. Next, the Secretary-1 viewed music performance of the students. The ceremony to open the multimedia teaching centres of BEHSs in Loilem was held at BEHS No 1. Matriculation student Ma Nan Nan Soe spoke on the occasion. Loilem Township Education Officer U Win Myint Aung reported on the purpose of opening the multimedia teaching centres and installation of modern teaching aids.

On behalf of the School Boards of Trustees, SBT member of Loilem BEHS No 1 U Thaung Tun reported on efforts made for emergence of the multimedia teaching centres. The Secretary-1 delivered an address. In his address, Secretary-1 Lt-Gen Khin Nyunt said all the national races signed the Panglong Agreement in Panglong, Loilem District in 1947 after making a unanimous decision. As a result, Myanmar was free from the yoke of the colonialists in 1948.

But, the national races could not fully enjoy the friuts of independence as armed insurgency broke out soon after regaining the independence resulting from the dissensions created by the colonialists throughout the many years of colonial rule. This being so, the government was making efforts for the national unity to ensure prevalence of peace and tranquillity in the nation while taking the State duties. As soon as peace and stability has been restored, the government has spent a large amount of money in making efforts to develop the border areas and national races residing there. So, rapid development has been achieved in Northern, Southern and Eastern regions of Shan State and modern major towns emerged in the border areas.

While the whole region of Shan State is developing, they arrived there to ensure the tasks for development of whole Loilem District including Panglong where the Union was born, under the guidance of Head of the State Senior General Than Shwe. As priority will be given to the development of human resources that play a crucial part for Loilem District development, arrangement has been made for construction of a university and two colleges in Panglong region. It is the basic need to nature and bring about human resources in developing a region or a nation. Hence, 144 universities and colleges have been built throughout the country during the time of the Tatmadaw Government. Those infrastructures were built on self-reliant basis while there were sanctions posed by the foreign  countries.

Such achievements in getting good foundations in developing the entire Union are, in fact, the results of the relentless endeavours of responsible personnel headed by Head of State Senior General Than Shwe and the collective participation of the national people. At present, multimedia classrooms have emerged at Basic Education High Schools in Namhsan, Panglong and Loilem in Loilem District as a result of public participation.

 In conclusion, the Secretary-1 urged all the national people in Loilem District to accelerate the momentum of success so far achieved as well as to participate in implementing the human resources development tasks of the Government. Then, the Secretary-1 teaching presented video tapes for teaching aids to the headmistress. Commander Brig-Gen Khin Maung Myint presented K 500,000 for the school; the public K 800,000; the Ministry of Forestry K 300,000; the district chief engineer of Public Works (Local) and the district manager of the Myanma Agricultural Produce Trading K 200,000 each; and the district General Administration Department, the Ministry of Finance and Revenue, Public Works Bridge Construction Special Group No 9, the All Bus Lines Control Committee and shopkeepers of markets in Loilem, Panglong and Mongpon K 100,000 each to the Secretary-1, Maj-Gen Aung Htwe and Commander Brig-Gen Khin Maung Myint. After the ceremony, the Secretary-1 and party, together with members of the School Board of Trustees, the headmistress, teachers and students, posed for a documentary photo.

Later, the Secretary-1 and party arrived at Namsang where they were welcomed by Commander of Namsang Station Brig-Gen Kyaw Aung, officials and members of USDA. At the chosen site for construction of Namsang airport building, the Secretary-1 and party heard reports presented by Minister for Transport Maj-Gen Hla Myint Swe and officials on the site chosen for construction of the building, the architecture design of the building and arrangements for construction.

The Secretary-1 gave necessary instructions and inspected the chosen site. Next, the Secretary-1 and party went to the work site of Namsang-Mongnai-Linkhay road section upgrading and extension project. At the briefing hall, Deputy Managing Director of the Shwe Than Lwin Highway Co Ltd U Hla Yi reported on work being done for the project. The Secretary-1 left instructions.

Afterwards, the Secretary-1 and party inspected construction works for upgrading and extension of the 52-mile long road section. The Secretary-1 and party proceeded to Heho. They were welcomed there by Brig-Gen Kyaw Thu of Bahtoo Station, Deputy Commander of Eastern Command Col Myint Aung and officials.

At the airport lounge, Director-General of the Directorate of Civil Aviation U Win Maung reported on the project and Managing Director of the Asia World Co Ltd U Tun Myint Naing on work being made for the runway to be extended up to 8,000 feet in length and up to 100 feet in width. Ministers Maj-Gen Hla Myint Swe and Brig-Gen Lun Thi gave supplementary reports. Then, the Secretary-1 gave necessary instructions and inspected extension works.

Secretary-1 attends meeting on " soon " offering to members of the Sangha, title recipient Sayadaws

Yangon, 5 March- A coordination meeting on " soon ' offering of State Peace and Development Council Chairman Defence Services Commander-in-Chief Senior General Than Shwe and wife Daw Kyaing Kyaing to members of the Sangha and title recipient Sayadaws at Tatmadaw Dhammayon was held at the meeting hall of the Commander-in-Chief (Army)'s Office at 3.30 pm today, with an address by Secretary-1 of the State Peace and Development Council Lt-Gen Khin Nyunt.

Also present at the meeting were members of the State Peace and Development Council Adjutant-General Maj-Gen Thein Sein and Quartermaster-General Maj-Gen Thiha Thura Tin Aung Myint Oo, Chairman of Yangon Division Peace and Development Council Commander of Yangon Command Brig-Gen Myint Swe, ministers, the Yangon Mayor, senior military officers, officials of the State Peace and Development Council Office, departmental heads and officials.

Speaking on the occasion, the Secretary-1 said that annually, State Peace and Development Council Chairman Defence Services Commander-in-Chief Senior General Than Shwe and wife Daw Kyaing Kyaing offered " soon " to members of the Sangha and religious title recipient Sayadaws who attended the religious title offering ceremony, at Tatmadaw Dhammayon. Similarly, the " soon " offering ceremony to the Sayadaws will be held at the same venue this year.

Therefore, the work committee and sub-committees must strive for systematic holding of the " soon " offering ceremony based on the experience of the previous year. Then, Minister for Religious Affairs U Aung Khin reported on the invitation sent to the Sayadaws and title recipient Sayadaws. Next, chairmen and officials of the work committee for holding the "soon " offering ceremony and sub-committees reported on their respective sectors. Later, the Secretary-1 gave necessary instruction and the meeting came to an end.

( 5 ) A & I Minister meets agricultural farm personnel

Yangon, 5 March - Minister for Agriculture and Irrigation Maj-Gen Nyunt Tin met with the officials of the agricultural research farm, the seed production farm, the vegetables and horticultural farm of states and divisions at the meeting hall of the Myanma Agriculture Service (Head Office) in Kanbe here this afternoon, attended by Deputy Minister for Agriculture and Irrigation Brig-Gen Khin Maung and directors-general and managing directors of departments and enterprises under the ministry, officials and those in charge of farms.

 First, the minister urged officials of the state/division farms to coordinate with the departments and enterprises under the ministry for ensuring the production of quality agricultural produces and development of other sectors of the farms. Then, Deputy Minister Brig-Gen Khin Maung also gave instructions on work. Managing Director of the Myanma Agriculture Service U Tun Than and general managers discussed progress of works. Then, officials of the farms also took part in the discussions.

 

Fund Supervisory Committee for Pakokku U Ohn Pe Literary Award meets

Yangon, 5 March- The Fund Supervisory Committee for the Pakokku U Ohn Pe Literary Award held a meeting at the meeting hall of the Ministry of Information on Bo Aung Kyaw Road here this afternoon. It was attended by Chairman of the committee Deputy Minister for Information Brig-Gen Aung Thein, Chairman of the Committee for Pakokku U Ohn Pe Scholarship Award selection Deputy Minister for Education Brig-Gen Soe Win Maung, Chairman of Pakokku District Peace and Development Council Lt-Col Tin Soe, members of the two committees and guests.

Deputy Minister for Information Brig-Gen Aung Thein and Deputy Minister for Education Brig-Gen Soe Win Maung made speeches on the occasion. Secretary of the Fund Supervisory Committee Director (News) of News and Periodicals Enterprise U Hla Tun gave an account on progress in undertaking the resolutions of 1/2002 meeting. Then a general round of discussions followed. Afterwards, the meeting came to an end with concluding remarks by Brig-Gen Aung Thein.

( 6Health Minister views kidney transplant

Yangon, 5 March -Minister for Health Maj-Gen Ket Sein, accompanied by Deputy Ministers Prof Dr Mya Oo and Prof Dr Kyaw Myint and officials arrived at the Out Patient Department of the Yangon General Hospital here this morning and inspected installation of medical equipment for the department donated by the Japanese Government. He also inspected installation of machinery at operation theatres, intensive care unit, X-ray room and computer-aided X-ray room of the department.

 He inspected diagnozing the patient with the use of computer-aided X-ray and heard the reports by Medical Superintendent Dr Teik Wan. After attending to the needs, the minister and party inspected installation of new machinery for dental treatment being installed at Cost-Sharing Clinic and the set-up of the clinic. Then, the minister and party inspected kidney transplant at the operation room of the New Yangon General Hospital. Under the arrangements of Medical Superintendent Dr Aung Htut, the kidney transplant was jointly performed by Pathologist Prof Dr Kyaw Win and group, Director-General of Medical Research Department (Lower Myanmar) Renal Specialist Prof Dr Paing Soe and group, Head of Anaesthetic and Intensive Care Unit Prof Dr Tin Myint and group of YGH, Prof Dr Than Aye and group of Renal Department of YGH and Matron Daw Kyu Kyu Mon and nurses. Professor Gordon William of the Hammer Smith Hospital in England, Head of Renal Department Prof Dr Than Aye of the NYGH and Dr Phone Myint took out a kidney from Maung Aung Zaw Min, 32, who is the brother of the patient at 9.43 am this morning. Professor Gordon William, Prof Dr Than Aye, Dr Htay Htay Myint and Dr Kyaw Swa Hlaing transplanted the kidney to Maung Than Lwin Soe, 28. Afterwards, the minister, the deputy ministers and party inspected the lecture room where the operation was on screen using LAN system, and attended to the needs.

Minister tours oil and gas field

Yangon, 5 March -Minister for Energy Brig-Gen Lun Thi, together with officials, arrived at the Nyaungdon oil and natural gas field in Nyaungdon, Ayeyawady Division, this afternoon. At the briefing hall, Chief Engineer (Drilling) U Maung Ko reported on drilling of Nyaungdon test oil well No 10 and results. Managing Director U San Lwin of the Myanma Oil and Gas Enterprise gave a supplementary report.

The minister attended to the needs and laid down future tasks. Then, the minister presented cash awards to the employees who engaged in drilling the test well No 10, which produces about 5.736 million cubic feet of natural gas and 72 barrels of condensate per day. The natural gas is delivered to gas powered electric power stations in Yangon through the Nyaungdon-Yangon natural gas pipeline.

 Afterwards, the minister inspected the skid mounted LPG plant under construction in near Yogyi Village, Nyaungdon region. At the briefing hall, Managing Director U Kyaw Shein of the Myanma Petrochemical Enterprise reported on progress of construction. The minister gave instructions on timely completion and fulfilled the requirements. Upon completion, the plant will produce 30 tons of liquid-gas a day. Later, the minister inspected installation of the 28-mile long 10-inch natural gas pipeline (Nyaungdon-Myochaung to Yangon) and left instructions on timely completion and attended to the needs.

( 7 ) 333 gem merchants arrive

 Yangon, 5 March - A total of 333 gem merchants' 180 from 76 companies of seven countries and 153 from 60 local companies have arrived here to attend the 39th Myanma Gems Emporium at Myanma Gems Mart on Kaba Aye Pagoda Road. The merchants viewed the gems and jewellery on display at the emporium from 9 am to 5 pm today. They were briefed by Secretary of Myanma Gems Emporium Central Committee Managing Director of Myanma Gems Enterprise U Khin Oo and secretaries of Jade, Gems and Pearl Sub-committees. More gems merchants will arrive here on 6 and 7 March to view the jade and gems displayed at the emporium.

Afterwards, Chairman of the Leading Committee Maj-Gen Kyaw Win, accompanied by Deputy Chiefs of Armed Forces Training Maj-Gen Win Myint and Brig-Gen Thein Swe, Parade Commander Brig-Gen Hla Tun and officials, went to the local battalion in South Okkalapa Township and parade drills of Kyansittha Column at the battalion. At the office of the column, Column Commander Col Tin Hla reported to Maj-Gen Kyaw Win on accommodation of companies and welfare tasks. Then, Maj-Gen Kyaw Win inspected the public relations unit, hostels, mass halls and welfare shops and left necessary instructions.

( 8 ) Prizes presented to winners in National Tennis Championship

Yangon, 5 March- Final matches and prize presentation ceremony of the National Tennis Championship for 2002 was held at the Theinbyu Tennis Court here this evening attended by Patron of Myanma Tennis Federation Vice-Chief of Military Intelligence Maj-Gen Kyaw Win, President of the MTF U Chit Swe, General Secretary Dr Soe Myint and executives, invited guests and enthusiasts. After the final matches, Vice-Chief of Military Intelligence Maj-Gen Kyaw Win presented prizes to Khin Maung Win (Forestry) and Zaw Zaw Latt who stood first and second positions respectively in man's single open event and Tu Maw & Myat Khing Soe and Khin Maung Win & Aye Tun who stood first and second in men's double event respectively.

Then, Executive of MTF Lt-Col Khin Khin Chone presented first and second prizes to Amy Tun (Defence) and Kyi Mya Zaw (Livestock and Fishery) respectively in woman's single open event and Amy Tun & Pyi May Tun (Defence) and Kyi Mya Zaw & Htar Htar Lwin respectively in women's double event. President of MTF U Chit Swe presented first and second prizes to Kyaw San Win (Forestry) and Aye Tun (Forestry) who won first and second prizes respectively in above-35 age men's event and Aung Moe & Kyaw San Win (Forestry) and Maung Maung & Aye Tun (Forestry) who won first and second prizes respectively in the men's doubles event. Director-General of the Customs Department Col Khin Maung Linn presented prizes to Khin Win (Defence) and Ko Latt (Finance and Revenue) who won first and second prizes respectively in above-45 age men's singles event and Khin Win & Tin Maung Lwin (Defence) and Ko Latt & Lin Phay (Finance and Revenue) Khin who stood first and second respectively in men's doubles event. Executive of MTF Lt-Col Tun Myint presented prizes to U Maung Maung Lay & U Tun Ngwe and U Khin Maung Yoe & U Kyaw Myint who stood first and second respectively in above-55 age men's doubles event and to U Kyaw Khin & U Hau Ko Pau and U Kyaw Maung & U John Du who stood first and second respectively in above-60 age men's doubles event.

( 9 ) Drug traffickers sentenced

Yangon, 5 March - A combined team comprising members of local intelligence unit and Yangon Special Anti-Drug Squad, acting on a tip-off, searched Ma Nan Hla Nyunt and Ma Khin Pyone Yi in front of Koehtatgyi Pagoda on Bagaya Road in Sangyoung Township on 9 March 2001 morning.

The authorities found 2,000 stimulant tablets in Ma Nan Hla Nyunt's bag. On questioning, a total of 35,400 stimulant tablets were also seized from her house at No 32, Kyaunggon Street, Linlun (North) Ward, Sangyoung Township. In connection with the case, Sangyoung Police Station filed Ma Nan Hla Nyunt, 35, daughter of U Kyin, and Ma Khin Pyone Yi, 49, daughter of U Si Yu Pin Kaung of No 36, Baya Theikdi Street, Kyarkwetthit Ward, Tamway Township, under Narcotic Drugs and Psychotropic Substances Law. Yangon West District Court handed down a five years' imprisonment under Section 15 and a 20 years' imprisonment under Section 19 (A) on Ma Nan Hla Nyunt, and a five years' imprisonment under Section 15 and a ten years' imprisonment under Section 19 (A) /21 on Ma Khin Pyone Yi on 25-2-2002 to serve separately.
