YANGON, 2 Feb, - A ceremony to open Special Refresher Course No 47 for Basic Education Teachers was held at the Central Institute of Civil Service (Phaunggyi) in Hlegu Township, this morning, with an address by Chairman of Myanmar Education Committee Secretary-1 of the State Peace and Development Council Lt-Gen. Khin Nyunt.
Also present were ministers, the Attorney-General, the Auditor-General, the chairman and members of the Civil Service Selection and Training Board, deputy ministers, senior military officers, the director-general of the State Peace and Development Council Office and heads of department, Rector of CICS Col Win Maung and officials, course instructors and trainee teachers.
The Secretary-1 said that the continuous opening of special refresher courses for basic education teachers amounts to giving a fresh impetus to efforts for promotion of national education. While having an opportunity of attending such a kind of course full of national essence and with lofty aims, the teachers need to exert efforts for the promotion of their ability to train and nurture student youths in line with the aims of the State.
The State Peace and Development Council is making strenuous efforts to enable the Union of Myanmar to stand shoulder to shoulder with others by enlisting the strength of national forces. So, to strike a balance between promotion of national education and development of highly-qualified human resources, systematic education promotion programmes are being set into motion. In fact, development of highly-qualified human resources and promotion of national education are interrelated. Only the highly-qualified education system can help develop highly-qualified human resources; alternatively, only when there is development of highly-qualified human resources, will national education improve all the more. At present, science and technologies and electronics are improving fast; as a result, they have an influence on the economic, educational, health and other social fields of the society. Computer-aided teaching and learning programmes play a more and more important role in developing highly-qualified human resources and promoting national education.
Moreover, new communication technology which is improving with the passage of time is constantly bringing about changes in the economic, educational, social, defence and financial sectors. Therefore, not only individuals but also the entire human society need to be engaged in learning constantly, and only then will they be able to face the challenges of the future. With respect to coping with the challenges of the future, Head of State Senior General Than Shwe said in his address at the opening ceremony of Myanmar Affairs and International Studies Course No 4 of the Union Solidarity and Development Association, " The building of a modern, developed nation capable of overcoming the possible challenges of the future rests on development of human resources. Human resources are the key to national development. It is necessary to develop human resources who can constantly pursue technologies which are advancing rapidly in the world today."
Reforms are being carried out in the education sector in line with the guidance of the Head of State with the aim of developing human resources who can face the possible challenges of the future, creating Myanma society which is learning constantly in accord with the time and circumstances, promoting development of pedagogic methodology and creating a teaching and learning environment based on information and communication technology and full of teaching aids.
In this regard, the educational reforms have started right from the basic education sector; modern
teaching methodology and new progress-monitoring systems have been introduced; curricula have been modified in accord with the educational aims. Especially in the education sector, the government, students, teachers and the people have been cooperating in implementing the programmes of integrating the education system with the society. A study of the education sector today shows that programmes designed to improve the basic education sector have been implemented step by step; the aims to bring about a well-rounded education, to improve education up to the international standard and to bridge the gap of education between rural and urban areas are materializing. Moreover, at the third phase of the education promotion programme, a national education promotion
special four-year plan covering both the basic education sector and the higher education sector has been implemented. As a result, curricula of the basic education sector has been upgraded; e-education learning centres have been established in various parts of the nation; educational programmes can now be broadcast by use of Data Broadcasting System in towns and cities where universities and colleges exist; professors themselves are giving lectures. In improving the education sector in the time of the present government, the number of basic education schools grew up to 5,000.The number of students also increased from over 5.23 million in 1988 up to 7.26 million in the 2000-2001 academic year. As the number of students has increased, more teachers have been appointed. To improve the quality of the teachers, courses in teaching, correspondence teaching courses, education college-based teaching courses, township-based teaching courses, bridge courses for educational degree, educational degree courses, postgraduate diploma in teaching courses and correspondence educational degree courses are being conducted. Previously, there were only 32 universities and colleges under three ministries. Now there are 144 universities and degree colleges under 13 ministries.
There were over 130,000 university students in 1988; the number of university students grew up to
550,000 in the 2000-2001 academic year. Not only in the basic education sector but also in the higher education sector, new schools, universities and colleges are being opened; the government has also placed emphasis on the qualitative improvement of laboratories, libraries and teaching aids. In the education sector, the Ministry of Education alone spent K 1,290.5 million in 1988 and K 27,503.18 million in the 2001-2002 academic sector. In accord with the teaching and learning development programme, multimedia teaching centres have been opened in over 540 schools in the education sector. To receive the programmes broadcast from the central main station by use of Data Broadcasting System, 203 e-Education Learning Centres have been established in 116 townships. In the 2001-2002 academic year, 101 e-Education Learning Centres will be set up in another 73 townships. So there will be 304 e- Education Learning Centres in 189 townships. Over 40 Multimedia Resource Centres have been set up in the higher education sector, administrative departments and universities and colleges. Twenty-five centres have been linked with Wan Network of the Ministry of Education. Moreover, New Century Resource Centres, to which university and college students, academicians and researchers have access, have been set up in Yangon and Mandalay.
Plans are afoot to establish more centres in other cities. Libraries, which can be called education banks, are being upgraded to e-Libraries so much so that students and researchers can use them. In the basic and higher education sectors, measures are being taken develop information and communication technology. The government is also making systematic arrangements to create environment where the information and communication technology can be used extensively. In the threshold of 2001, e-Education system was set into motion, which must be recorded in the history of Myanmar Education. In the beginning of 2002, Bagan Cybertech International Data Communication & Teleport and Myanmar ICT Park were opened on a grand scale.
Bagan Cybertech ICT & Teleport is very useful for Interactive Distance Learning, Video Conferencing, Telemedicine, e-Banking, e-Government, Rural Telephony, Internet and Intranet systems. For the development of private computer industries in Myanmar ICT Park, private information and communication technology industries and Software development, IT courses, IT seminars and workshops can now be held. Myanmar ICT Park and Bagan Cybertech International Data Communication & Teleport can now provide access to all parts of Myanmar and the world. Arrangements can now be made to enable students to pursue information and communication technology at Myanmar ICT Park.
Myanmar Computer Scientist Association, Myanmar Computer Industry Association, Myanmar
Computer Enthusiast Association and Myanmar Computer Federation need to cooperate with students and to train and lead them in the information and communication technology sector. Implementation of the education promotion programmes and the national education promotion special four-year plans is making progress to some extent. To accelerate the rate of progress, it is necessary to assess implementation of the plans continuously and to take innovative measures where necessary. While efforts are being made to promote the extensive use of information and communication technology and modern teaching methodology and to develop highly-qualified human resources, the national education promotion programmes, especially rural education development programmes, education programmes for sending school-age children to school and enabling them to complete primary education and informal education programmes are to be implemented with added momentum. If highly-qualified human resources can be developed by combining formal education and informal education, and the national education programmes can be implemented successfully, a peaceful, modern and developed nation will soon emerge. The teachers need to participate in the effort to achieve the national education aims while striving to promote their ability.
In conclusion, the Secretary-1 called on all the teachers to strive to improve the education standard so that the Union of Myanmar is able to stand shoulder to shoulder with other nations, to strive for the successful implementation of the national education plans designed to develop highly-qualified human resources who are capable of facing the possible challenges of the future and to train students to be able to use information and communication technology so that they can become technicians and academicians.
