Defence Services Senior General Than Shwe received visiting State Councillor and Secretary General of
the State Council of the People's Republic of China Mr Wang Zhongyu and party at the Credentials Hall
of the Pyuthu Hluttaw Building here at 11 am today.Also present at the call together with Senior General Than Shwe were Vice-Chairman of the State Peace
and Development Council Deputy Commander-in-Chief of Defence Services Commander-in-Chief

(2) Secretary-1 opens Bagan International Data Centre and Teleport, Myanma ICT Park
YANGON,, 21 Jan.- Ceremonies to open Bagan International Data Centre and Teleport and Myanma
ICT Park were held at the respective buildings in Hline Township this morning, attended by Chairman of
Myanmar Computer Technology Development Council Secretary-1 of the State Peace and Development
Council Lt-Gen. Khin Nyunt.Also present on the occasions were visiting State Councillor and Secretary General of the State Council
of the People's Republic of China Mr Wang Zhongyu and party, members of the State Peace and
Development Council Maj-Gen. Soe Win of the Ministry of Defence and Adjutant-General Maj-Gen.
Thein Sein, Chairman of Yangon Division Peace and Development Council Commander of Yangon
Command Brig-Gen. Myint Swe, the ministers, the chairman of Civil Service Selection and Training

heads, chairmen and members of NGOs, chairmen and officials of IT companies in Myanmar and guests.A ceremony to open the Bagan International Data Centre and Teleport building was held at the entrance
to the building at 9 am. The Secretary-1 formally unveiled the signboard of the building with the use of
thermal sensitive palm reader. Then, the Secretary-1 and party and Chinese guests viewed the Internet
Website and modern equipment installed at the building. Next, a ceremony to open Myanmar ICT Park
was held in front of the park.The Secretary-1 formally opened the park with the use of the smart card. Afterwards, the Secretary-1
unveiled the plaque of the park with the use of the finger pass security system. Then, opening of the
Myanmar ICT Park was held at the meeting hall of the park. Chairman of Myanmar Computer
Technology Development Council Secretary-1 of the State Peace and Development Council Lt-Gen. Khin
Nyunt delivered an address.Secretary-1 said it is an auspicious day for the entire nation as a milestone has been erected for ICT
development in Myanmar. The ceremony is more significant as it coincided with the seminar on the e-
ASEAN Task Force, Myanmar-Japan IT Task Force and Myanmar ICT and economic potentials.At present, technological developments are occurring with high acceleration in the world. If a nation is
not able to overcome the challenges and to take the opportunities resulting from the process of
globalization and ICT development, it will be left behind and the digital divide will become wider. The
government after carefully assessing the global changes has understood that ICT plays a vital role in
striving to build a modern and developed nation. In a developing nation like Myanmar, ICT development
is impossible without the government's ardent and energetic support.The government will render assistance to the IT develop with utmost efforts. At the Fourth Informal
ASEAN Summit which was held in Singapore in November 2000, Chairman of the State Peace and
Development Council Senior General Than Shwe and heads of other ASEAN nations signed the e-
ASEAN Framework Agreement. A national-level organization, the Myanmar e-National Task Force, was
formed to implement the task. The suggestions presented by the organization included setting up of an
international level ICT Park.And the government has now practically implemented the task to set up the ICT Park. The nation
thanked Mr Roberto Romulo, the chairman of e-ASEAN Task Force, for his efforts to develop ICT in the
entire ASEAN region. He said ICT Park was the result of cooperation of respective departments and
Bagan Cybertech and Myanmar ICT Development Corporation under the guidance of Myanmar
Computer Technology Development Council. Bagan Cybertech was established in October 2000 as an
economic enterprise with the objective of providing necessary communication infrastructure for regional
IT companies that produce software and services on IT, he said. MICTDC believed that private sector
plays an pivotal role in establishment of Myanmar ICT Park. With this belief, the MICTDC formed with
30 regional companies was founded in March in 2001 and construction of ICT Park started, he added.He expressed thanks for assistance provided by the respective departments. He said he believed that
Bagan Cybertech and MICTDC would become strong and consolidated companies soon with the
assistance of Myanmar Computer Federation and departments under the guidance of MICTDC and they
would have capability to compete with other companies in the world. Myanmar ICT Park will provide
modern communication services to local and foreign IT companies in software production. E-commerce,
e-learning and other IT related works can be implemented by the work programmes and services of ICT
Park and e-government will come true. Ministry of Health and Ministry of Education now apply
information technology and other ministries will use performances of ICT Park. Myanmar has now
entered a new era of information and technology development after launching of ICT Park, he said. He
said he believed success would be achieved and hoped that assistance and cooperation would be provided
by friends from abroad.The Secretary-1 also expressed thanks for those who rendered assistance to construction of ICT Park.
Then, Chairman of e-ASEAN Task Force Mr Roberto Romulo, Chairman of Multimedia Development
Corporation, Mr Tan Sri Dato Dr Othman Yeop Abdullah of Malaysia and Vice-Chairman of Myanmar
e-National Task Force Deputy Minister for Social Welfare, Relief and Resettlement U Hlaing Win gave
speeches. Vice-Chairman of Myanmar e-National Task Force Deputy Minister for Social Welfare, Relief
and Resettlement U Hlaing Win and Chairman of Multimedia Development Corporation Mr Tan Sri
Dato Dr Othman Yeop Abdullah of Malaysia signed an MoU relating to ICT and exchanged documents
in the presence of the Secretary-1.The Chairman of Multimedia Development Corporation of Malaysia presented souvenirs to the
Secretary-1 and Deputy Minister U Hlaing Win. Deputy Minister U Hlaing Win also presented the
souvenir to the Chairman of Multimedia Development Corporation of Malaysia.Then, the Secretary-1 presented souvenirs in commemoration of the opening ceremonies to visiting PRC

(3) Making self-reliant efforts for progress of own regions amounts to uplift of national prestige and

Races Secretary-1 of the State Peace and Development Council Lt-Gen. Khin Nyunt and party,
accompanied by Chairman of Shan State (East) Peace and Development Council Commander Brig-Gen.
Chit Than, inspected lychee plantations in Loihsansaw region by helicopter on 18 January. The
plantations are covered by the opium-substitute crop cultivation project.On arrival at Wanhon Model Farm of the Loihsansaw region opium-substitute crop cultivation project,
the Secretary-1 and party were welcomed by Brig-Gen. Tun Tun of Monghsat Station, Wa national race
leader U Pau Yuyi and party and local people. Wa youths sang the national anthem. The Secretary-1
said, the government is desirous of all-round progress of the national people. It wishes to further promote
the health, education and social standard of the national people. The government is always providing
assistance to the endeavours of the Wa people for economic development.The success in opium-substitute crop cultivation project of the Wa people will end all the accusations
against the nation concerning the narcotic drugs. The Wa people are gaining success in their agriculture,
livestock breeding and industrial production works. Various kinds of products were displayed at the booth
of Hongpang Group at the Myanmar-Thai Friendship Trade Fair. As regards the opium-substitute
farming, continuous efforts should be made to lay firm economic foundations including the industrial
sector and to realize the aims of the drug elimination project. Liaison officer of Shan State (North)
Special Region 2 U Khin Maung Myint said the Wanhon Farm was set up in 1997-98. Since its
establishment, the Secretary-1 has visited it many times.All the officials of the farm are making utmost efforts for its progress as they have understood the
goodwill of the Secretary-1. In 2002, the farm will produce up to 200,000 kilos of fruits. Seasonal crop
cultivation fields will be established to the most possible degree to replace the slash-and-burn method.
The aim of the project is to produce enough Making self-reliant efforts for progress of own regions
amounts to uplift food for the former poppy farmers. Of the 30,000 projected acres, over 10,000 acres
have been reclaimed to date.In Wanhon region, over 500 acres have been reclaimed to grow summer paddy of a Chinese strain whose

with the help of the experts. Loihsanson project has been implemented to grow one million coffee plants.
Up to 1,000 acres have been put under 100,000 coffee plants. Another 300,000 plants will be planted in
the coming monsoon. As Mongmaw region has gained success in growing tea, plans are under way to put
100 acres in Loihsanson region under tea.All the Wa leaders and Wa ethnic people are striving to take part in the nation-building endeavours,
regional development undertakings and the project to free the whole Wa region from drugs by the year
2005. They are undertaking the tasks in accord with the directives of the Secretary-1 and dignitaries of
the State. U Pau Yuyi then explained the health and education tasks being carried out for regional
progress. The Secretary-1 gave suggestions. In Monghsat, Chairman of Myanmar Education Committee
Secretary-1 Lt-Gen. Khin Nyunt inspected the Township Basic Education School. He visited the art
room, audio-visual room, computer room and domestic education training room.At the meeting hall, the Secretary-1 met with Headmaster U Tin Sein and teachers. He discussed staff
affairs. The next morning, the Secretary-1 and party visited Shwepya Orange Farm in Monghsat. U
Khattiya, the owner of the farm, reported to the Secretary-1 on cultivation of 6,000 orange trees on 30
acres, production and distribution. He also inspected an orange farm of Monghsat Station. At the
Monghsat District Peace and Development Council Office, the Secretary-1 met with local authorities and
departmental personnel. The chairman of the District Peace and Development Council reported on
regional development undertakings.The Secretary-1 attended to the needs, saying that he has visited the area once or twice a year to render
assistance for progress of the region located in the remote border area. As the dignitaries of the State are
providing assistance, departmental personnel also should organize the local people to strive for progress
of their region. At present, Monghsat region is gaining development in various sectors.He had witnessed the success in growing orange at a farm of a local entrepreneur. Over 10,000 acres of
land have been reclaimed in Wanhon region. These are the examples of the local people's zeal and
perseverance. Making self-reliant efforts for progress of their own regions amounts to uplift of national
prestige and integrity. Otherwise, lack of economic progress will lead to decrease in living standard and
morale of the people. The departmental personnel should organize the Wa youths to be endowed with
high spirit, self-reliant spirit, the will to preserve and promote the traditions and culture and intellectual
power. They should work as models in leading the local people to strive with zeal and perseverance for
regional development.The departmental personnel should make harmonious and active efforts to uplift the national pride, to
develop the regional economy, to improve the living standard of local people and to work in the interests
of the local people. At the regional battalion in Mongton Township, the Secretary-1 and party met with
local authorities, departmental personnel, members of Union Solidarity and Development Association
and Maternal and Child Welfare Association and local elders. Officials reported on construction of a
station hospital, a building for Pungpa-hkyem basic education high school and TV relay station, and
cultivation of monsoon and summer paddy, kitchen crops and vegetables and farming. U Kyaw Hla a Wa
national, explained road, bridge, agriculture and livestock breeding undertakings of Mongton Township.The Secretary-1 said as peace is prevailing in Pungpa-hkyem region at present, the government is giving
priority to progress of the region.The economic, health, education and social sectors of the region are gaining development. However, the
remnants of the drug smuggling group are trying to harm the peace and stability and to break up the
national solidarity with the help of foreign organizations tin order o dominate the region again. There will
be no regional peace as long as there is disunity among the national people and there will be weakness in
efforts to develop the economy, trade, health and living standard. Moreover, the regional people will not
be able to live in peace. Understanding the conditions, all the regional people should harmoniously strive
with the Spirit of national solidarity and Union spirit for progress, peace and stability of their region.
Chairman of Myanmar Education Committee Secretary-1 Lt-Gen. Khin Nyunt presented computers and
teaching aids for Ponparkyin Village affiliated Basic Education High School to Headmaster U Thein Lay.
The Secretary-1 presented gifts to service personnel there and towns elders.The Secretary-1 went to Ponparkyin Village rural health care centre where they were welcomed by Dr
Aung Min Lwin, health assistant and nurses. The Secretary-1 greeted the health staff. The Secretary-1
and party inspected development of Ponparkyin Village. The Secretary-1 and party went to Mongtong
where they were welcomed by Col Than Myint of Mongtong Station, members of Township Peace and
Development Council, departmental personnel, USDA members, Maternal and Child Welfare
Association members, Women's Affairs Committee members and local people. The Secretary-1 met
Tatmadaw members and families at Pyi Nyein Aye Hall of Mongtong Station.The Secretary-1 spoke at length on the government's endeavours for national development, peace and
tranquillity, national solidarity, keeping the Union Spirit alive, emergence of a modern developed nation,
providing assistance to local people for raising their living standard during the inspection tour of high-
ranking officials to all parts of the country, the need for Tatmadaw members to discharge duties for
security of the State, defence and perpetuation of sovereignty, welfare of Tatmadaw members and serving
the interest of the State. The Secretary-1 and party went to Mongtong Basic Education High School
where they were welcomed by Township Education Officer U Tun Myint, Headmaster U Maung Maung
Maw and teachers. The Secretary-1 met members of Township Peace and Development Council,
departmental personnel and members of USDA and MCWA.Chairman of Township Peace and Development Council U Maung Maung Zin reported on
communications, water supply from dams and power supply. Head of Township Health Officer Medical
Superintendent Dr Yu Wai reported on health care services, TEO U Tun Myint on academic matters. The
Secretary-1 fulfilled the requirements. He said he came to the region for raising the living standard of
local people in Mongtong, Monghsat and Tachilek and to fulfil the requirements under the guidance of
Head of State Senior General Than Shwe. At a time when the government is laying emphasis on uplift of
living standard of the people in border areas, local people are to accelerate the development momentum,
he said. Although Myanmar regained her independence 50 years ago, the country lagged behind in
development because of lack of peace and stability.After the restoration of peace and tranquillity in the country, achievements have been made in all border
areas. There is still no peace in some border areas in Mongtong and the environs of Monghsat. In the past
there was no peace and stability in these areas due to drug trafficking organization that fought against the
government, he said. That organization returned to the legal fold. But the remnants of the organization
kept on opium trafficking with the help of external organizations. Drug trafficking group is disrupting
community peace and tranquillity, fighting against the government and making instigations among
national races, he said. The region suffered armed struggle of feudalists, Burma Communist Party and
drug trafficking groups at successive periods after regaining independence.The Secretary-1 spoke of the need for local people to make endeavours for regional development with
diligence, unity and the Union Spirit after realizing the importance of community peace and tranquillity
and annihilation of armed struggle.He called on departmental officials and the people for boosting production of agriculture and livestock
breeding and improvement of education and health. He said own traditional culture and customs are to be
safeguarded as it is a border region. By doing so, high morale of youth, uplift of national prestige and
integrity and the spirit of safeguarding the interest of the State and the people and perpetuation of the
Union will emerge. With the consolidation of patriotism among the youths, the spirit to build the country
in own way will emerge.Efforts are to be made for strengthening of the national solidarity and perpetuation of the Union, he
added. He called for cooperation with departmental officials and local people for emergence of a peaceful,
modern, developed nation. The Secretary-1 presented computers and teaching aids video tape to
Headmaster U Maung Maung Maw. The Secretary-1 and party inspected audio visual room, computer
skill room and language lab and training of students. The Secretary-1 and party inspected domestic
science room and library.The Secretary-1 and party inspected operation theatre, wards, warehouse for medicines. Maj-Gen. Aung
Htwe met Tatmadaw members at Yangyiaung Hall in Monghsat. Commander Brig-Gen. Chit Than
reported on building of regiments and units, health and fitness. Maj-Gen. Aung Htwe reported on
keeping spirit to love and cherish the Tatmadaw and observing military rules, training and organizational

(4) Chinese goodwill delegation visits Shwedagon Pagoda, Myanma Gems Museum, National Museum,
Thanlyin BridgeYANGON,, 21 Jan. - The visiting Chinese goodwill delegation led by State Councillor and Secretary
General of State Council of the People's Republic of China Mr Wang Zhongyu visited the Shwedagon
Pagoda in the morning and the Myanma Gems Museum, the National Museum and the Thanlyin Bridge
in the afternoon today. At 10.15 am, the visiting Chinese delegation, together with Chairman of Civil
Service Selection and Training Board Dr Than Nyunt, Ambassador of the People's Republic of China to
Myanmar Mr Li Jinjun and officials, arrived at the Shwedagon Pagoda, where they were welcomed by
Deputy Minister for Religious Affairs Brig-Gen. Thura Aung Ko, Chairman of the Construction Work
Committee for All-round Renovation of the Shwedagon Pagoda Deputy Commander Brig-Gen. Hsan
Hsint, members of the pagoda board of trustees and officials. The delegation paid obeisance to the pagoda
and went round the pagoda clock-wise.Next, visiting State Councillor and Secretary General of State Council of the People's Republic of China
Mr Wang Zhongyu signed in the visitor's book of the pagoda and presented cash donation for the pagoda
to the board of trustees.Afterwards, the pagoda board of trustees presented a photo of the pagoda and the book on " Historical
documents of the hoisting of the Htidaw atop Shwedagon Pagoda " to the delegation as a token of
dhamma gift. The PRC delegation visited the Myanma Gems Museum on Kaba Aye Pagoda Road at 2
p.m., where they were welcomed by Managing Director of Myanma Gems Enterprise of the Ministry of
Mines U Khin Oo and officials. Then, the delegation was conducted round the museum by officials. After
that, visiting State Councillor and Secretary General of State Council of the People's Republic of China
Mr Wang Zhongyu signed in the visitor's book and then exchanged souvenirs with Managing Director U
Khin Oo.Next, the visiting delegation went to the National Museum on Pyay Road, where they were welcomed by
Deputy Minister for Culture U Soe Nyunt and officials. Deputy Minister U Soe Nyunt and officials
conducted the delegation round the museum. Later, visiting State Councillor and Secretary General of
State Council of the People's Republic of China Mr Wang Zhongyu signed in the visitors' book and
exchanged souvenirs with Deputy Minister U Soe Nyunt. Then, the visiting Chinese delegation proceeded
to the Yangon-Thanlyin Bridge, which was constructed in five years with cooperation of engineers and
technicians of both countries as a milestone of friendship between Myanmar and China and were
completed on 31-7-1993.They were welcomed there by Deputy Minister for Rail Transportation U Pe Than and officials of
Myanma Railways, who conducted the delegation round the bridge. Afterwards, visiting State Councillor
and Secretary General of State Council of the People's Republic of China Mr Wang Zhongyu and party
together with Chairman of Civil Service Selection and Training Board Dr Than Nyunt, Deputy Minister
for Rail Transportation U Pe Than and officials of MR posed for documentary photo in front of the stone
inscription of the bridge. Visiting State Councillor and Secretary General of State Council of the People's

foreign correspondents.Replying to queries on nuclear power issue, U Khin Maung Win said: "As you all know, international
media recently carried the news that Myanmar is trying to build a nuclear research reactor. Statements of
some news agencies could be open to misinterpretation. It was also stated in connection with the false
news that Myanmar had secretly given asylum to the two nuclear scientists from Pakistan about over a
month ago. "The Vice-Chief of Military Intelligence himself had categorically denied that the news was totally
untrue. "Now, I would like to say again that the news was totally wrong. To give you an account of
international news on this issue, it can be said that Myanmar has been interested in peaceful use of
nuclear power for the people since long time ago" he added.He went on to say " You probably will remember that there used to be a department called Union of
Burma Applied Research Institute (UBARI) in Myanmar. A nuclear power department had been formed
under the institute since 1956. The department handled matters related to radioactive materials needed by
the ministries. Moreover, Myanmar joined International Atomic Energy Agency (IAEA) in 1957. Since
that time, Myanmar has attended meetings of IAEA regularly and cooperated with it. The trainees were
sent abroad under the scholarship programmes sponsored by IAEA. In other words, Myanmar people
have received the nuclear technology for peaceful use from IAEA.""Myanmar is a country that has actively participated in disarmament. Up to now, Myanmar has been
actively participating in the First Committee of the General Assembly of the UN that is the main
committee for disarmament of the United Nations. Myanmar chaired the First Committee at the General
Assembly of the UN in 2000. Therefore, Myanmar is always in the forefront in nuclear non-proliferation.
In 1992, Myanmar signed the Non-Proliferation Treaty (NPT) which is the main international treaty in
non-proliferation of nuclear weapons. "Also said "On the other hand, according to the treaty, a signatory country's efforts for peaceful use of
nuclear technology and acquiring nuclear technology are recognised as the sovereign right of a country.
Moreover, Myanmar signed Regional Cooperative Agreement in 1994. Myanmar technicians have been
sent to seminars, workshops and training programmes sponsored by the organisation.."" In 1995, Myanmar also signed the Safeguards Agreement of IAEA which plays a vital role in preventing
wrongdoings in nuclear issues. In 1995, Myanmar together with other ASEAN member countries, also
signed the agreement on establishing nuclear-free zone in Southeast Asia under the leadership of
ASEAN. The agreement was ratified in 1996. According to the agreement, countries in Southeast Asia
are prohibited from producing, storing and giving permission to transport nuclear weapons through their
territories."" I have presented the background history in order to express the fact that Myanmar's interest in nuclear
power is not for the wrong purpose but for peaceful use of nuclear power in the interest of the people.
Now, Myanmar has to import isotopes made of nuclear power to be used in health, education and
agricultural sectors. Sometimes, we have experienced inconveniences in doing so. Another fact I would
like to present is that modern technologies are needed for building the country a peaceful modern
developed one. Ways and means are to be sought for making endeavours for development of the country.
In this regard, the government has studied nuclear technologies in striving for progress of medical,
technological and communication sectors. "" New Ministry of Science and Technology was established in October 1996. The ministry has been
carrying out tasks for peaceful use of nuclear power that started since 40 years ago. In finding new ways,
we have come to know that a nuclear reactor is needed for availability of radio isotopes for promotion of
research works and nurturing of youth scientists and engineers. Taking into account of these situations,
feasibility studies have been made for construction of a nuclear research reactor. We have received a
proposal from the Russian Federation. Myanmar has followed systematic procedures on this issue
according to international obligations. ."" The Ministry of Science and Technology informed Director-General Dr M El Baradei of IAEA that
Myanmar has an intention of building a nuclear research reactor and asked IAEA for advice and
assistance. Moreover, Myanmar delegation that attended IAEA Meeting met the director-general and
discussed the issue on September 21. IAEA sent a delegation to Myanmar from 18 to 21 June, 2001 in
response to the official report and proposal of Myanmar. ."" The delegation comprising experts presented a report based on the findings. Myanmar's consideration of
building a nuclear research reactor is based on the peaceful purposes getting modern technologies needed
for the country, availability of radio isotopes being used peacefully, training technicians and performing
feasibility study for generation of electricity from nuclear power. In doing so, Myanmar has openly
carried out tasks in accord with international treaty. To tell you the truth, there are already nuclear
reactors in five neighbouring countries of Myanmar except for Laos. So, there is no need to worry about
this issue because if we carry out the tasks, we will do it systematically. "Then, the press conference came to an end.

Business Outlook and Opportunities " jointly organized by Bagan Cybertech of Myanmar, Information
and Resource Centre of Singapore and Sasakawa Southeast Asia Cooperation Fund of Japan, was held at
Traders Hotel on Sule Pagoda Road this afternoon.It was attended by the ministers, the Chief of Staff (Navy), the Chief of Staff (Air), the deputy ministers,
officials of embassies in Yangon, e-ASEAN Task Force, Myanmar e-National Task force, Sasakawa
Southeast Asia Cooperation Fund of Japan, Information and Resource Center of Singapore, officials of
Cybertech and Myanmar ICT Park, participants, local and foreign IT technicians and guests.First, Chairman of e-National Task Force, Minister for Communications, Posts and Telegraphs Brig-

Forum of United Kingdom, Mr Martin Jarrold on " The Role of VSAT in Emerging Economies ". Then,
the first day of the seminar came to a close in the evening. The conference will continue tomorrow at the

(7) Govt spends K 121.2m for education sector, K 241.5m for health sector in Kachin State Kachin State
USDA holds mass rally to support national and rural development tasks
YANGON,, 21 Jan.-Kachin State Union Solidarity and Development Association held a mass rally to
support the national and rural development tasks of the Government near Bala Min Htin Bridge in Sitapu
Ward, Myitkyina, Kachin State on 15 January morning. A total of 12,400 USDA members marched to
the venue in Myitkyina District column comprising 5,630 members from Myitkyina, Waingmaw,
Mohnyin, Mokaung, Phakant, Tanai, Chiphwe, Sawlaw and Njinyan Townships led by U Pyo Si; Putao
District column comprising 3,570 members from Putao, Machanbaw, Nagmon, Khaunglanphu and
Sumprabum Townships led by U Phon Yi Min; and Bhamo District column comprising 3,000 members
from Bhamo, Shwegu, Mansi and Momauk Townships led by U Tin Nwe. Kachin State USDA Secretary
U Rah Wan Jom presided over the rally together with Bhamo District USDA Secretary U Tin Nwe and
Phakant Township USDA Secretary U Mya Ohn. Ayeya Ward USDA Executive of Myitkyina Township
Daw Yu Yu Kyi acted as master of ceremonies and Putao District USDA Executive Daw Sannai Nanseng
acted as co-master of ceremonies.First, Secretary of Kachin State USDA U Ra Wan Jom made a speech. He said that the Government has
laid down the national policy Ñ non-disintegration of the Union, non-disintegration of national solidarity
and perpetuation of sovereignty and is implementing it diligently. Altogether 17 armed groups had
returned to the legal fold and they are now striving together with the Government in the interests of the
nation as a result of gaining mutual understanding. Rural development task is one of the objectives of the
third five-year short-term plan being implemented by the Government. Over 70 % of total population
reside in rural areas. Hence, priority should be given to rural development.All-round efforts must be made to fulfil the requirements of the rural areas. Emphasis should be placed
on ensuring better transportation, rural water supply works, developing agriculture and livestock breeding
works and promoting education and health services in rural areas. The public participation is required in
undertaking these tasks to reduce poverty. In Kachin State, the net sown acreage is 546,002 acres. The
paddy cultivated acreage in the past was 0.27 million acres and now the number increased to 0.39 million
acres. Before 1988, Kachin State was not self- sufficiency in rice.Now, it has gained 112 per cent of self-sufficiency in rice. The self-sufficiency in edible oil is 111 per
cent. At the opening ceremony of USDA's Myanmar Affairs and International Studies Course No 4,
Management Course No 23 for USDA executives and International Relations Course No 7, Patron of the
USDA Senior General Than Shwe mentioned the duties to be shouldered by the USDA members at
different levels, he said. He continued to say that USDA members are to take organizational measures for
ensuring success of the third five-year short-term plan as well as to make efforts for ensuring success of
rural development tasks. In conclusion, he urged the USDA members to accept the nation- building tasks
as the national tasks and to safeguard the prevalence of peace and tranquillity; to participate in the
nation-building tasks and to give serious attention to rural area development.Next, Waingmaw Township USDA Secretary U Bom Yein tabled a motion calling for the support of the
nation-building endeavours of the Government. He said that the significant achievement has been made
during the period of a decade since the basic tasks have been implemented by the government for the
national development. USDA members are to participate in implementing the basic tasks without fail.
Transport infrastructures which play a key role in promotion of socio-economy of the people, have been
set up. More motor roads, railroads and major bridges, airports and ports have been constructed. Bala
Min Htin Bridge in Kachin State is one of the major bridges.It has been built with a view to ensuring better transport among national races in Kachin State. This
facility reflects goodwill, generosity and loving kindness of the Head of State. Altogether seven major
bridges in Kachin State have been constructed from 1994 to 2000. They are the 320-foot long Tapain
Bridge in Momauk Township costing K 27 million, the 500-foot long Tabat Creek Bridge in Waingmaw
Township costing K 4.2 million and over US $ 0.2 million, the 2,688-foot long Bala Min Htin Bridge in
Myitkyina costing K 1077.3 million and US $ 5.9 million, the 260-foot long Nammyit-kha Bridge in
Waingmaw Township costing K 21.1 million and US$ 0.102 million, the 320-foot long Malian Bridge in
Waingmaw Township costing K 70.3 million and US $ 0.13 million, the 400-foot long Namhsanyan
Bridge in Momauk Township costing K 209.3 million and US $ 0.09 million and the 325-foot long Mole
Creek Bridge in Momauk Township costing K 69.7 million and US$ 0,03 million.In addition, the Myit-kyina-Shwebo-Mandalay road, the Myitkyina-Sum-pranbum-Putao road, the
Myitkyina-Tanai-Pansauk-Lido road, the Myitkyina-Bhamo road, the Myitkyina-Sadone-Kanpaikte road,
the Myitkyina-Gwayhtaw-N'jnyan road, the Bhamo-Momauk-Kyauksakhan-Seinlon-Lweje road, the
Myitkyina-Kamaing-Phakant road and the Shwegu-Katha-Tagaung-Mandalay road have been
constructed and put into service.The government has spent K 525.4 million for construction of roads in Kachin State. Airports in
Myitkyina, Bhamo and Putao have also been upgraded, he pointed out. In the communication sector, 543
telephone exchanges have been extended throughout the country up from 239 in 1988. In Kachin State,
there was one auto exchange before 1988 and now three digital microwave links, one analog link, five
auto exchanges in Bhamo, two local sattellite communication stations, 33 rural area communication
stations, 73 post offices and 27 telegraph stations were built at a cost of US $ 9.16 million and K 1328.89
million.Now, direct calls can be made through auto exchanges in Bhamo, Mogaung, Monyin, Hopin and
Myitkyina. More auto exchanges in Phakant, Myitkyina, Bhamo townships are under construction and
contacts will soon be made through e-mail, fax and Internet. Moreover, arrangements have been made for
installation of telephone lines in 15 major villages in Kachin State, he added. Myitkyina Degree College
has been upgraded to Myitkyina University, and one technological college and one computer college have
been opened in Myitkyina and computer college, technological college and degree college are under
construction in Bhamo.At present, there are 1,308 schools in Kachin State up from 1,178 in 1988. There are now 161,740
primary students,76,768 middle school students and 24,224 high school students. There were 154,264
primary students, 33,424 middle school students and 5,447 high school students in 1988. In conclusion,
he tabled the motion calling for support of rural development tasks and nation-building endeavours of the
Government and urged all USDA members to actively take part in those tasks.Then, Ayeya Ward USDA Executive Daw Ei Ei Kyi of Myitkyina Township USDA seconded the motion
calling for regional development tasks of the Government tabled by Waingmaw Township USDA
Executive U Bom Yein. She said at present, 0.54 million acres of sown acerage have been cultivated
compared with 0.35 million in the past. Per acre yield of paddy has increased from 46 baskets to 59.
Production of paddy has increased to 23.3 million baskets from 11.6 million baskets. So, there was food
sufficiency in the region and the surplus paddy was exported to China and Malaysia earning US$ 1.75
million in 2000-2001.In transport sector, roads have been built to places which were difficult to access in the past. Smooth
transport from northernmost to southernmost, from easternmost to westernmost in the State is the result
of farsightedness of the Head of State. Major projects are being implemented for power supply and there
will be sufficient power supply in near future. As all parts of the country have made progress in harmony,
aim of building up the nation into a peaceful, modern and developed one can be achieved. Hence, border
regions development is given priority. Small villages in border areas are now becoming urban-like major
villages.In border areas, 6243 miles of earthen road, 1396 miles of gravel road, 281 miles of tar road and 679
big and small bridges have been built. Schools, hospitals, dispensaries, power stations, industries,
agricultural and livestock breeding farms have emerged unprecedentedly here and there in border areas.
As regards Kachin State, there emerged 6 middle schools, 39 primary schools, 2 hospitals, 1 station
hospital, 13 dispensaries, 4 streets and ten bridges in Kachin Special Region-1 with the expense of 98.91
million kyats .Similarly, there emerged 6 middle schools, 60 primary schools, 5 station hospital, 40 dispensaries, ten
streets and five bridges in Kachin Special Region-2 with the expense of 173.6 million kyats. All have
been known that the national development tasks of the Government are meeting with success
tremendously. These accomplishments are directly benefiting the people and they are, in fact, good
infrastructures for new generations. In conclusion, she urged the USDA members to maintain the
momentum of development and actively participate in the endeavours. Then, member Daw Shi Zaw Lun
Hlan of Myitkyina Township USDA tabled the motion calling on the members to take part in
development tasks being undertaken by the State.She said in carrying out tasks for rural area development, the State has striven for harmonious
development in water supply, transportation, education and health sectors including economic,
agriculture and livestock breeding. In Kachin State there lived 1 million people and transportation was
very difficult, and there went only one train a day from Myitkyina to mainland in the past. So, out of
600,000 people living in Myitkyina, about 1,000 people could travel by train daily for their health,
education and social affairs.Likewise, there was only a ship to be relied on for 300,000 people residing in Bhamo and only about 200
people could travel by water. There were delays in travelling in Kachin State. Now, all means of transport
Ñ railroad, motor road, waterway and air can be used now. As a result, nationals from different regions
and tourists from foreign countries could happily attend Wan-pau Nein-gon Khon-ra Manau Festival
(Myitkyina Majoi) held recently, she pointed out. For the rural education, the Government has also
opened new 5,336 basic education schools during a decade and now there are altogether 39,082 school.
At present, there are 1388 schools in Kachin State, and 15 basic education school branches, 45 affiliated
schools and 10 past-primary school are opened in small and large villages. Moreover, five e-learning
centres and 42 schools with multimedia class rooms are also opened in Kachin State.The State has spent K 121.2 million for education sector in Kachin State, she added. For the latest
information and news, 22 retransmittion stations have been constructed in Kachin State, she said. In
education sector, over 90 per cent of school-age children are pursuing their education and efforts are
being made to be able to raise up to 100 percent. In health sector, there were 1,337 rural health care
departments in the past and there are now 1,402. The regional dispensaries are extended up to 84 from
64.In Kachin State, there were 56 rural health care departments and 58 and there were 195 rural
dispensaries in the past and now 208. The dispensaries are extended up to 20 from three in the past. More
doctors, nurses and mid-wives are also appointed. The State has spent K 241.5 million for health care
tasks in Kachin State and striven for promoting of health standard of the people including those in rural
areas, and for increasing of life expectancy, she added. In conclusion, she said the association is to take
part with might and main in rural development tasks being undertaken by the State. Afterwards,
Executive U Nan Zein Kun Phan of Bhamo Township USDA seconded the motion calling for active
participation of USDA members tabled by member Daw Shi Zaw Lun Hlan of Myitkyina Township
USDA.He said the association is to actively take part in the rural development tasks organized by the State and
Kachin State Peace and Development Council for the economic development of people in rural area that
is the basic for agriculture sector. At present, sown acreage of Kachin State is 0.54 million of acres and it
is 0.19 million acres more than in the past. So, there is sufficiency of rice in Kachin State and the socio-
economic life of the people has increased. To promote the living standard of the people, the Kachin State
Peace and Development Council has reclaimed 73,652 acres of land in Talawgyi Region in Myitkyina
Township, Chaungwa Region and Mongpok Region in Monyin Township, Pandunag Region in Waimaw
Township, Kamine Region in Phakant Township and Hukaung Region in Tanai Township in Myitkyina
District.Similarly, 19213 acres of lands in Bhamo District and 126731 acres in Putao District have been
reclaimed. Kachin State Peace and Development Council has made arrangements for 2096 vehicles and
40 bus lines for smooth transportation, he pointed out. In conclusion, she urged all the members of the
association to actively take part in the rural area development tasks and seconded the motion calling for
taking part in the rural area development tasks. Then the rally passed resolutions in support of the
national and rural development tasks carried out by the State and active participation of USDA members

(8) Entries invited for 57th Anniversary Armed Forces Day Poetry competitions
YANGON,, 21 Jan. - The subcommittee for organizing poetry competitions of Work committee for
holding poetry and arts competitions will hold poetry competitions in commemoration of the 57th
Anniversary Armed Forces Day, which falls on 27 March 2002. Short and long poems must feature
points on the objectives of the 57th Anniversary Armed Forces Day, fine traditions of the Tatmadaw,
Konbaung Era (AD 1824-1885), colonial age (AD 1885-1948), independence time (AD 1948-1988), and
the State Law and Order Restoration Council and the State Peace and Development Council period to this
day. Religious tasks, nation-building tasks, narcotic drugs eradication tasks and restoration of peace of
the State Peace and Development Council may also be composed. The competitions will be categorised
into long-poem level-1 and level-2 and short-poem level-1 and level-2.Apart from those who won the first, second and third prizes in the national level competitions, the others
are to enter level-2 competitions. Short poems must be between 100 and 300 stanzas and long ones
between 1,000 and 2,000. A suitable title for the entry can be given. Free verses and modern poems will
not be taken into consideration. The entry must be written only on one side of paper, must be own
creation of the competitor. The competitor must send two copies of his works together with his resume

YANGON,, 21 Jan.- People visited the Software and Solution Technology Exhibition at MICT Park in
Hline Township from 9 am to 5 p.m. today. A total of 38 technological companies including Bagan
Cybertech, Bagan Entertainment, GeoComp, MPT, MCC, Mastech, Inforithm + Maze Media, SSI and Ta
Ta Info Tech displayed booths at the exhibition. Softwares relating to e-Government, e-Commerce, e-
Business and e-Entertainment were shown at the booth of Inforithm + Maze Media Ltd, UPS Business
Softwares at the booth of Mastech Co Ltd, maps drawn with the use of GIS Method and softwares at the
booth of Suntac Technologies Co, matters related to software producing training at the booth of SSI Co,

EDUCATION REQUIREMENT
Foreign monks, nuns and laymen who apply for one-year Diploma course must have passed at least the Matriculation or equivalent. For the layman who is Myanmar citizen must have their first degree, B.A. or B.Sc. Myanmar monks and nuns who apply for Diploma course must not be younger than 18 and not older than 45. Age limit for students who apply for one-year Diploma course only will be given consideration. The Selection Board reserves the right to decide whether a particular applicant has met the requirements or not.
ENTRANCE EXAMINATIONForeign candidates are required to sit for the written examination at the Embassy of Myanmar in country of their residence, or at the examination centre in Yangon, Myanmar. There will be two question papers, namely, one on English proficiency and the other on general Knowledge relevant to Buddhism. The closing date for submitting application form for Diploma course is 15th December 2001. The written entrance examination for Diploma course will be held on 8th January 2002. A candidate who passes the written examination must sit for personal interview at the Embassy of Myanmar in the country of their residence before joining the University. The admission policy of the University is liberal and flexible enough to get the qualified students for Diploma course. Priority will be givento foreign students. The students who joins the University is required to bring a proper medical certificate recently taken from any recognized authority showing physical and mental fitness.
VISA & OTHER EXPENSES
Once a foreign student is admitted to the Diploma course, the Ministry of Religious Affairs will take care of visa application and its extension. Tuition, boarding and messing for foreign students will be provided free by the University. Travelling expenses for joining the University will not be borne by the University.
