YANGON, 10 Jan. - A mass rally to support national and rural development tasks organized by Sagaing   Division Union Solidarity and Development Association was held at the sports ground in Khinmon   Village in ChaungU Township, Sagaing Division, on 9 January morning. It was attended by members of   Monywa, ChaungU, Kani, Budalin, Salingyi, Yinmabin, Pale and Ayadaw Township USDAs in  Monywa  District, members of Sagaing, Myaung and Myinmu Township USDAs in Sagaing District,  members of  Shwebo, Wetlet, Tabayin, Taze, YeU, KhinU, Kanbalu and Kyunhla Township USDAs in  Shwebo  District, members of Mawlaik and Phaungpyin Township USDAs in Mawleik District,  members of  Katha, Kawlin, Wuntho, Pinlebu, Banmauk, Indaw and Htigyaing Township USDAs in  Katha District,  members of Hkamti, Homalin, Leshi, Lahe and Nanyun Township USDAs in Hkamti  District, members  of Tamu Township USAD in Tamu District totalling 43,800 marching in five columns  namely the rural  socio-economic promotion column, the rural health care promotion column, the rural  educational  standard promotion column, the rural cultivation and domestic water supply column and the  rural  transport improvement column. Monywa District USDA Secretary U Tin Win Myint presided over  the  mass rally together with Sagaing Division USDA executives U Kyaw Min and U Win Tint. Kalay   Township USDA member Daw Win Win Mar acted as master of ceremonies and Tabayin Township  USDA executive Daw Hnin Hnin Khaing as co-master of ceremonies.

Chairman of the mass rally Secretary of Monywa District USDA, Sagaing Division, U Tin Win Myint  said the meeting was held to support the mass rally held in Hlegu Township, Yangon Division, on 6   January 2002. The USDA, a national organization, was formed with the sons and daughters of the  people  to serve the national interests. All the USDA members are required to actively take part in  developing the  nation and rural areas. In his address delivered at the opening of USDA courses, USDA  Patron Senior  General Than Shwe said: "The USDA was founded to serve the nation's interests.

As the nation is leading towards progress, the entire association should accelerate its momentum in
striving to further develop the country. The association members should make concerted efforts with the   utmost physical and intellectual ability for the success of the third short-term five-year national economic   plan and rural development tasks in accord with the future programmes." The ceremony was held on 26  December 2001.

In conclusion, he urged the USDA members to firmly uphold the guidance of the USDA Patron and to   accept all the State's nation-building endeavours as the national task, to maintain and safeguard peace   and stability, to actively take part in national development endeavours and pay attention to rural  development tasks. Member of ChaungU Township USDA, Monywa District, Sagaing Division, Daw   Theingi Win Shwe tabled a motion supporting the nation-building endeavours of the State. She said   river-water pumping stations have been installed to irrigate cultivable lands with water from Chindwin,   Mu and Ayeya-wady rivers; and tube-wells, artesian wells and water-overflowing wells have been sunk  to  utilize underground water.

The government has been implementing river-water pumping projects to irrigate 60,000 acres of land, to   supply water to 20,000 acres of crops in Monywa, ChaungU and Butalin townships from aquifers, to  build 99 water-overflowing wells which will irrigate 10,000 acres in Yinmabin Township, and to  modernize a network of canals in Tabayin Township which had the capacity to irrigate 120,000 acres of  land. Irrigation projects are being implemented in accord with the land and water condition of the  respective regions. Kindat Regulating Dam was built in the division to irrigate 150,000 acres.

The Head of State opened the Thaphanseik Dam in Kyunhla Township, Sagaing Division, which is
feeding water into the regulating dam, on 17 April 2001. Built on Mu River, Thaphanseik Dam is
included in the list of the biggest dams in Southeast Asia. It will irrigate over 500,000 acres of crops,  and helps preserve the environment. The dam will make less intense the burning hot weather of Anya  and also make the region green and lush with more trees and vegetation cover. Thanks to the facility,  Anya will get more rainfall annually. Plans are afoot to build Namaw Dam in Wuntho Township and  Hsegyi Dam in Kalay Township.

Total sown acreage in Sagaing Division increased from 3.39 million acres in 1997-98 up to 3.809
million acres in 2001-2002 by 419,000 acres within four years. In the transport sector, Hsinphyushin  Bridge was built on Chindwin River in ChaungU Township, Monywa District, in 1998. Another bridge  on the river near Monywa will be commissioned into service soon; the project began in 2000.

At present, the smooth road connecting Monywa and Tamu via Kalay and Kalaywa will help boost
border trade. Member of Monywa Township USDA U Nay Aung seconded the motion tabled by  member of ChaungU Township USDA Daw Theingi Win Shwe. He said that the motion he was going  to second was to be supported by the association and all the people all over the nation. Due to the  participation of the public, the development tasks of the State are making progress. Hsinphyushin Bridge  was built in Sagaing Division in 1998.

The commodity flow between Sagaing, Mandalay and Shan State on the eastern bank of Chindwin  River and Chin State and Magway Division on the western bank has become swift. In addition, the  guidance of Head of State Senior General Than Shwe on building highways linking regions aims at  further strengthening the ties of friendship among national races and improving their standard of living. If  the condition of transport improves, there will be economic development in the regio. At the same time,  there will be more dealings among national races and the ties of amity and friendship among them will  become stronger. As a result, Union Spirit will flourish all the more.

In conclusion, he said that evidently, the development tasks of the State undertaken by the government  are improving. These tasks are directly beneficial to the people and serve as good foundations for the  development of the new generation youth. He called on all to maintain and safeguard these good  foundations and to take part in undertaking these tasks.

Executive of Pale Township USDA U Kyaw Hla Myint tabled a motion calling for the participation and  cooperation of USDA members in undertaking the rural development tasks. He said that it can be seen  obviously that the development tasks of the government directly benefit rural people. In the rural areas  of Sagaing Division, there were once scarcities of rain for three years on end. The yield of crops  decreased. In the eight districts of Sagaing Division, 918 lakes were built in 360 villages in 2000-2001.

Altogether 484 wells and lakes have been built in 324 villages since 2001-2002. As there is now a lot  of water for agriculture in Sagaing Division, there is no need to worry about water. A study of  agricultural work shows that over 15.8 acres of land has been extended during the period of the third  five-year plan, and about 150 million baskets of paddy can be produced in Sagaing Division. About 60  million baskets of paddy are sufficient for the states and divisions in Upper Myanmar. Arrangements are  being made to extend the cotton sown acreage from 0.15 million acres of land to 0.2 million acres of  land.

Cotton cultivation will be extended so that over 35 million viss of cotton needed for the state-owned  factories and privately-run factories can be produced. Local farmers will make efforts to increase he  yield  of cotton by cultivating cotton on 0.795 million acres of land and on 0.14 million acres of irrigated  land.  In the livestock breeding sector of Sagaing Division, 738,890 dairy cattle, 135,542 uffaloes,  338,549  pigs, 71,510 ducks, 11,282 geese, 138,066 goats and 375,351 sheep are being raised. The  requirements  for the meat and egg consumption of Sagaing Division can be fulfilled. In accord with the  guidance of  Head of State Senior General Than Shwe, five rural development tasks have been carried  out since 2000- 2001.

Up to now, 484 artesian wells, dams and lakes and 446 miles and 3 furlongs of rural roads have been   built. Altogether 50 bridges have been built. With the participation of departments concerned, USDA   members and local people, 679 schools and 119 rural health centres have been upgraded and furnished.   Executive of Wetlet Township USDA Daw Win Kyaing seconded the motion tabled by executive of  Pale  Township USDA U Kyaw Hla Myint. She said that a tarred road, 120 miles long, stretching from   Letkhoakpin village on the western bank of Chindwin River to Kalaywa is being built in Sagaing   Division.

Once 60 villages on both sides of that road lagged behind in development as a result of difficult
transport. As the government is building that road, the condition of transport will improve and the
education, health and economic sectors will develop. She called on all the USDA members to  participate  in undertaking the rural development tasks of the State. Then, the rally passed decisions to  support the  development tasks of the State undertaken by the government, the rural development tasks  laid down by  the State and participation of USDA members in the State development tasks and rural  development  tasks. Then, the rally came to a close by chanting slogans.
