(1) Chairman of the State Peace and Development Council Senior General Than Shwe's message on the occasion of the 54th Anniversary Independence DayOn this significant and auspicious occasion of the 54th Anniversary of Independence Day of the Union of Myanmar, I extend my warm greetings to all the national peoples residing in the entire country. On this auspicious occasion of the new year, the independence and sovereignty which has been restored sacrificing the life, blood and sweat of many people of Myanmar is in its 54th year. Based on Union Spirit and patriotism, the national brethren took part in the anti-colonialist and national freedom struggles at the risk of their lives.
The victory of the patriotic heroes of the national races such as ethnic Kachin, Kayah, Kayin, Chin,
Bamar, Mon, Rakhine and Shan peoples has been recorded in Myanmar history. So also, endeavours of the people including the Tatmadawmen and the State service personnel who are the sons and daughters of the national races to safeguard and protect the independence through united strength during the present era must also be documented with honour.The Union of Myanmar had stood as an independent and sovereign nation with its own culture for years countable by the thousand. The nation has such fine glory and traditions due to the efforts to preserve national prestige and integrity and to strictly adhere to the social codes of conduct. Myanmar society has always handed down the traditions of being mindful in words, speech and deeds and cherishing the lineage, the character and the social and family values to the future generations. The new generations should have the ability to accept and preserve the good heritage and build a way of life that is in conformity with Myanmar society. Under the leadership of the Union Solidarity and Development Association, which is a national organization, students are striving to serve national interests.
Moreover, the national education promotion programmes are gaining considerable success in nurturing the students to be qualified and patriotic, and to possess firm Union Spirit. As the State pays attention to the capabilities of the youth and values them as investments for the future, the youth themselves should be imbued with the belief that they are the most basic of human resources. With this belief, they should strive to become persons who are fully endowed with the qualities of good citizenship and are able to take the responsibilities of the future society. In the information technology sector, technological universities, government technological colleges, government technological institutes, computer universities, government computer colleges and government computer institutes are training and producing a large number of technicians to develop the nation's human resources to lead towards emergence of a modern and developed nation. It is hoped that many scholars required for the future nation will emerge.
Further improvement of the living standard of the rural people is essentially important for the realization of the Twelve National Objectives for modernization and progress of the Union of Myanmar. Uplift of health and education of the rural people is included in the five rural-development tasks laid down by the State; the task is especially intended for the benefit of the youth and students of the rural areas. The 30- year long-term national education promotion plans have been launched both in the basic education and higher education sectors. More basic education schools have been opened, school admission days have been designated township wise to enable school age children to attend classes, and multimedia teaching centres have been opened with the collective participation of the parents, people and wellwishers with a view to providing rural and border areas equal opportunity to get access to basic education.
Due to these endeavours, over seven million students are now attending classes at the 39,927 basic
education schools. In the 2001-2002 academic year, 92.05 percent of the school age children who have already reached five are attending the primary classes. Programmes are being implemented for development of qualified human resources needed for the nation as well as for the regions. Efforts are being made to effectively launch the e-education system with the aim of getting the opportunity to pursue education overcoming the time and space limitations by means of information technology. Beginning fiscal 2000-2001, 203 e-learning centres have been set up to introduce the electronic-data broadcasting system. In fiscal 2001-2002, another 101 e-learning centres were opened in towns and large villages as well.With a view to promoting the health standard of the people of rural areas in the nation, priority has been given to conducting rural health care activities and opening rural health centres. Up to 1,402 rural health centres and 5,657 sub-centres have been opened to give special attention to the rural health care task. As regards progress of border areas and national races, priority has been given to building of dams to supply water to villages; and agriculture offices and centres, tractor stations, livestock breeding centres and veterinary centres for progress of the farming sector. In the transport sector, more and more gravel roads, tarred roads, large and small bridges and suspension bridges are being built year after year. Health care programmes for the national races have been covered the villages in border areas. National solidarity is important for Myanmar which is home to various national races.
The main factor that forges national unity is 'Union Spirit' which is based on patriotism. Patriotism is the spirit to preserve and protect the race, to respect and cherish the traditions and culture, to safeguard national interests and to oppose any insults against national prestige and integrity. This spirit is the national character or in other words, the 'soul' of the Myanmar people. Efforts have been made to successfully implement the national education promotion programmes to nurture and improve the character of youth.
Hence, the four objectives of the 54th Anniversary Independence Day have been laid down with the firm determination for the emergence of a modern and developed nation: The objectives are as follows: - all the national people to collectively safeguard the national independence and perpetuation of sovereignty;
- all the national people to be united to ensure non-disintegration of the Union and non-disintegration of sovereignty; - all the national people to strive for the building of a new, modern and developed nation; and
- all the national people to strive for the emergence of an enduring State Constitution.
On this auspicious occasion of the Independence Day, I, with love and respect, would like to urge the entire national races of the Union to strive to realize the four objectives with the united strength and highly qualified skill based on Union Spirit and patriotism.

(4) Secretary-1 attends opening of Independence Day Commemorative Exhibition
YANGON, 3 Jan. - Under the organization of the 54th Anniversary Independence Day Exhibition Work Subcommittee, the opening ceremony of year 2002 54th Anniversary Independence Day Commemorative Exhibition was held at the Tatmadaw Convention Hall on U Wisara Road, Dagon Township, this morning, attended by Secretary-1 of the State Peace and Development Council Lt-Gen. Khin Nyunt. The exhibition was held with the objectives of the 54th Anniversary Independence Day all the national people to collectively safeguard the national independence and perpetuation of sovereignty; all the national people to be united to ensure non-disintegration of the Union and non-disintegration of national solidarity; all the national people to strive for the building of a new, modern and developed nation; and all the national people to strive for the emergence of an enduring State Constitution.
Also present were members of the State Peace and Development Council Adjutant-General Maj-Gen. Thein Sein and Quartermaster-General Maj-Gen. Thiha Thura Tin Aung Myint Oo, Chairman of Yangon Division Peace and Development Council Commander of Yangon Command Brig-Gen. Myint Swe, ministers, the Yangon Mayor, deputy ministers, senior military officers, the chairman of the subcommittee and members, officials of the State Peace and Development Council Office, departmental heads, service personnel, members of the Union Solidarity and Development Association, students, chairpersons of the Myanmar Writers and Journalists Association and Women Entrepreneurs' Association and officials, and guests.
U Hla Win of the Myanma Radio and Television acted as master of ceremonies. Chairman of the
committee Deputy Minister for Information Brig-Gen. Aung Thein formally opened the exhibition. The Secretary-1 and party then viewed the central booth. Afterwards, they viewed the booth Myanmar where human beings originated of the Ministry of Culture, ancient Pyu civilization nations, the first Myanmar empire, the second Myanmar empire and the third Myanmar empire booth, making Independence efforts and regaining Independence booth of the Information and Public Relations Department, Queen Star Computer Centre's booth, World Peace IT Co. Ltd's booth, love-inspiring Myanma cultural arts booth, and the State's development perspectives booth.The Secretary-1 and party observed the booths of the Ministry for Progress of Border Areas and National Races and Development Affairs, the Ministry of Industry-1, the Ministry of Industry-2, the Ministry of Agriculture and Irrigation, the Ministry of Science and Technology, and the Ministry of Health, the drug elimination booth of the Central Committee for Drug Abuse Control, the towards the new nation booth of the News and Periodicals Enterprise, and Soft Guide computer booth, and left the Tatmadaw Convention Hall. At the exhibition, bookshops of NPE, the Sarpay Beikman, Inwa, and Today are being opened. The exhibition is opened from 3 to 11 January from 9 am until 5 p.m.. Admission is free.
(5) Only citizens with international level education will have ability to develop nation, uplift cultural standard in education age
Prizes presented to outstanding students for 2001-2002 School Family Day
YANGON, 3 Jan. - Prizes were presented to outstanding students for the 2001-2002 School Family Day at Diamond Jubilee Hall in Kamayut Township here at 2 p.m. today. Chairman of the Myanmar Education Committee Secretary-1 of the State Peace and Development Council Lt-Gen. Khin Nyunt delivered an address and presented prizes to the outstanding students.
The Secretary-1 said development of the nation and the race and cultural standard depend on the
nation's education level. Especially in the education age, only the citizens possessing the international level education will have the ability to develop the nation and uplift the cultural standard.Thus, the government is giving special priority to education development which serves the national
interests and leads to preservation of culture. At present, the education sector is changing and developing at an unprecedented speed. Changes in the intellectual, technical and technological sectors are penetrating and influencing other areas.Today's education is inter-related with the society and socio-economy; as the education sector is
experiencing continuous changes and developments, every individual will be able to achieve success in the community only if he constantly pursues his studies.Thus, it is the requirement of the education sector to produce all-round developed new generation youth who can effectively contribute towards progress of the political, economic and social sectors of the State in accord with the national requirement, new generation youth with high education of international standard who are proficient in teaching-learning methods and meet international education standard; and new generation youth who will cherish and promote social norms, traditions and culture and national character.
The education promotion programmes, the special four-year national education promotion programme and the 30-year sector-wise education plans have been laid down and implemented in accord with the State's education objective for emergence of an education system that can create a learning society capable of facing the challenges of the knowledge age. Other objectives such as development of human resources, effective utilization of the technologies, promotion of research work sector-wise, emergence of a learning society, uplift of the education standard and preservation of national values are also being realized.
In the basic education sector, the objectives including meeting the international education level,
emergence of human resources that can build and defend the nation, turning out of persons who have the innovative and creative skill, emergence of citizens who have firm patriotism and Union Spirit and who are able to preserve and protect the fine traditions and culture, emergence of world-class outstanding persons who have the ability to develop the entire human society, emergence of a learning society for the nation and individual life, ensuring of an equal teaching-learning opportunities between rural and urban areas and turning basic education schools into the main bodies helping to develop the respective regions.Similarly, efforts are being made to uplift the higher education sector in conformity with the changes and developments of the basic education sector. In so doing objectives have been laid down and implemented. They are: to produce human resources capable of building a peaceful, modern and developed nation; to strengthen and develop highly qualified human resources and human resources required by the respective regions; to create an educational environment endowed with intelligence and farsightedness capable of effectively utilizing the changing technologies in accord with the time; to turn Myanmar society into a learning society; and to continue to maintain and preserve Union Spirit and national interests, values and norms despite the on-going process of globalization.
In the higher education sector, there are now 144 institutions of higher learning where over 550,000
students are attending classes. In the basic education sector, over seven million boys and girls are
attending classes at 39,081 basic education schools and 3,379 affiliated and branch schools. The
government used K 31,997.44 million for the education sector this year up from 28,170.42 million in the previous year.The government has been laying down and implementing specific plans to develop the education sector in accord with the national goals. Due to the harmonious efforts of students, teachers, parents, people, school boards of trustees and wellwishers, success has been achieved to a certain degree in realizing the education aims and the brilliant new generation students are emerging.
The School Family Day has been held in the entire nation annually to enable students to demonstration their skills and the parents and the people to witness their skills, thus promoting their cooperative participation in the interests of the education sector. The Secretary-1 then elaborated on the success achieved in organizing the 2001-2002 central-level School Family Day from 27 December 2001 to 3 January 2002.
In conclusion, he urged the outstanding students to strive to become reliable intellectuals and technicians of the future nation taking the leading role in building and defending the developing nation; education staff at different levels and teachers to strive to be endowed with teaching skills in accord with the national education promotion programmes and to teach and nurture their pupils to become good citizens, all-round educated persons, intellectuals and technicians on whom the nation can rely; and parents, wellwishers and members of school boards of trustees to continue to participate in the State's education undertakings for successfully realization of national education aims.
Minister for Education U Than Aung said 92.05 percent of the children of school age who have reached five are attending classes at the schools in the present academic year. He explained the ministry's efforts to extend and upgrade the schools in the entire nation. Talented students training programme was initiated at 38 high schools in 14 major towns in 11 states and divisions. Setting up of multimedia teaching centres began in 1998-99 with the participation of school boards of trustees, parents, people and wellwishers. Up to the previous academic year, the centres have been set up at 410 schools. At present, 863 schools have multimedia teaching classrooms.
There are 203 e-education centre in the nation. Plans are under way to open another 101 centres. Also present were members of the State Peace and Development Council Maj-Gen. Soe Win and Adjutant- General Maj-Gen. Thein Sein of the Ministry of Defence, ministers, the Chief Justice, the chairman of Civil Service Selection and Training Board, the Yangon Mayor, deputy ministers, members of MEC, officials of the State Peace and Development Council Office, heads of department, diplomats of foreign missions, officials of UN agencies, directors-general and chairmen departments and boards under the Ministry of Education, rectors and principles of universities and colleges and others.

YANGON, 3 Jan. - 2001-2002 School Family Day skill demonstrations of outstanding students were presented at National Indoor Stadium-1 in Thuwunna here at 8 am today, attended by Chairman of the Myanmar Education Committee Secretary-1 of the State Peace and Development Council Lt-Gen. Khin Nyunt. Also present were members of the State Peace and Development Council Maj-Gen. Soe Win and Adjutant-General Maj-Gen. Thein Sein of the Ministry of Defence, Chairman of Yangon Division Peace and Development Council Commander Brig-Gen. Myint Swe, the ministers, the Chief Justice, the chairman of Civil Service Selection and Training Board, members of MEC, the Minister for Education, who is the chairman of Leading Committee for observance of the School Family Day, members of the leading committee, deputy ministers, officials of the State Peace and Development Council Office, heads of departments, diplomats of foreign missions, officials of UN agencies, directors-general and chairmen departments and boards under the Ministry of Education, rectors and principals of universities and colleges, education officers of in Yangon Division, school heads, teachers, students, parents, members of
school boards of trustees and others.Masters of ceremonies, Ma Kaythi Khaing, Ma Thiri Aung and Ma Khin Thanda Win of Sangyoung Township Basic Education High School No 2, read the agenda in Myanmar and Ma Khaing Thet Hsu of Botahtaung Township BEHS No 5 and Ma Naw Pasaw and Ma May Thitsa Lwin of Sangyoung Township BEHS No 2, in English. Eighth-grader Ma Thinza Myo Thant of Minbu Township BEHS No 1, first prize winner in all-round development contest, on behalf of the outstanding students, asked permission to open the ceremony. Outstanding students formally opened the ceremony. Ma Ei Ei Hlaing of Thakayta Township BEMS and Ma Shwe Zin Moe of Thingangyun Township BEHS No 1 sang the song 'School Family Day'.
Girl students of Kamayut Township BEHS No 2 danced to the song which was composed by Hinthada Myint Ngwe. Myanma Traditional Performing Arts Competitions, flag bearer troupe of Tamway Township BEHS No 1, the outstanding students who won first to tenth prizes in 2001 matriculation examination and band troupe of BEHS No 3 of Hmawby, which won second prize in A-level state/division band troupe contest. Then, first session of the ceremony was over.Then, the second session took place at the same venue. The students collectively sang the song titled 'Myanma Kyaung'. Later, Ma Hsumon Tun Myat of No 2 BEHS, Pathein who won all-round first prize in eighth standard and first year Myanmarsar honours student Maung Tin Min Latt of Yangon Eastern University gave accounts of their thought on successful implementation of the government in basic education and higher education sector of four-year special plan for national education promotion programme.
Next, student girls of No 4 BEHS Tamway and No 2 BEHS Kamayut performed dances of Bagan and Konbaung Periods in accompaniment of Pho Thingyan Myanma orchestra. Afterwards, selected students of Myanmar Wushu Federation collectively demonstrated Wushu skills. Students sang the song titled 'Pyawshwin Sinnhwe Sonnyi Pwe' by Dita Lulin U Ko Ko in accompaniment of piano by Ma Eiyimon of No 1 BEHS, Dagon and harps by students. Students of Sports Plus Education Training School collectively demonstrated their skills in various sports. The orchestra of students comprises 103 violins and win instruments performed. Student girls of No 1 BEHS Dagon sang 'Pyinna Khet Ei Adihtan" by Gatalulin U Ko Ko. Then, there was a break.
During the break, the Secretary-1 and party left National Stadium waving good-bye to the students who participated in the festival during the break. When the break was over, student girls of No 3 BEHS Mingalar Taung Nyunt demonstrated fan exercises and students of No 4 BEHS Tamway cane ring exercises. Students of Sports Plus Education Training School collectively demonstrated their skills in various sports. Students of No 1 BEHS Kamayut collectively demonstrated handkerchief exercises. Later, student girls of No 1 BEHS Dagon sang 'Pyinna Khet Ei Adihtan'. Afterwards, the ceremony came to a close.
(7) Committee for Construction of Lawka Chantha Abhaya Labha Muni Image meets
YANGON, 4 Jan.-The Committee for Construction of Lawka Chantha Abhaya Labha Muni Image held its meeting at the briefing hall on Mindhamma Hill in Insein Township, Yangon Division at 1 p.m. today. Chairman of the Committee Deputy Minister for Religious Affairs Brig-Gen. Thura Aung Ko made a speech on the occasion. Those present at the meeting reported on future tasks, arrangements for greening work, holding of consecration ceremony of the Image and Buddha Pujaniya and future programmes of Parikamma. Replying the reports, Chairman of the Committee Deputy Minister for Religious Affairs Brig-Gen. Thura Aung Ko attended to the requirements. The meeting ended with the concluding remarks by the chairman.
(8) Certificates for gallantry and certificates of honour awarded
YANGON,4 Jan.-The Commander-in-Chief of Defence Services presented the certificates for gallantry to three military personnel for their outstanding performance in discharging the national defence duties at the risk of their lives and the certificates of honour to 11 military personnel for their outstanding performance in discharging the national defence duties.
YANGON,4 Jan.-The Muse District Court handed down 16 years imprisonment under section 19 ( A) and 15 on a drug trafficker on 24-10-2001. Trafficker Yan Einteh was caught together with 350 grams of heroin in Muse on 5 May 2001. Members of local intelligence unit and specials anti-drug squad found the heroin on him when they stopped his motorcycle and searched him at 1 am in the town. Action was taken against Yan Einteh, 25, son of U Kaung Hsa, of ward 3, Namphetka Village, Kutkai Township, under the Narcotic Drugs and Psychotrophic Substances Law.
International Theravada Buddhist Missionary University will open in June for 2002 academic year. The first semester for academic year 2002 begins in June and ends in October. EDUCATION REQUIREMENT
Foreign monks, nuns and laymen who apply for one-year Diploma course must have passed at least the Matriculation or equivalent. For the layman who is Myanmar citizen must have their first degree, B.A. or B.Sc. Myanmar monks and nuns who apply for Diploma course must not be younger than 18 and not older than 45. Age limit for students who apply for one-year Diploma course only will be given consideration. The Selection Board reserves the right to decide whether a particular applicant has met the requirements or not.
ENTRANCE EXAMINATIONForeign candidates are required to sit for the written examination at the Embassy of Myanmar in country of their residence, or at the examination centre in Yangon, Myanmar. There will be two question papers, namely, one on English proficiency and the other on general Knowledge relevant to Buddhism. The closing date for submitting application form for Diploma course is 15th December 2001. The written entrance examination for Diploma course will be held on 8th January 2002. A candidate who passes the written examination must sit for personal interview at the Embassy of Myanmar in the country of their residence before joining the University. The admission policy of the University is liberal and flexible enough to get the qualified students for Diploma course. Priority will be givento foreign students. The students who joins the University is required to bring a proper medical certificate recently taken from any recognized authority showing physical and mental fitness.
VISA & OTHER EXPENSES
Once a foreign student is admitted to the Diploma course, the Ministry of Religious Affairs will take care of visa application and its extension. Tuition, boarding and messing for foreign students will be provided free by the University. Travelling expenses for joining the University will not be borne by the University.
