( 2 ) White elephant welcomed in accord with tradition in Yangon
Yangon, 15 Nov - The sacred white elephant named
" Yaza Gaha Thiri Pissaya Gaza Yaza " was welcomed in accord with the tradition in Insein Township, Yangon, at 4 pm today.
Secretary-1 of the State Peace and Development Council Lt-Gen Khin Nyunt poured auspicious water, immersed in it with gold, silver and nine kinds of jewellery, and sacred water over the white elephant.
The welcoming-cere-mony took place at the temporary shed near Min-dhamma Hillock Garden in the township.
It was also attended by member of the State Peace and Development Council Chairman of Yangon Division Peace and Development Council Commander of Yangon Command Maj-Gen Khin Maung Than, ministers, deputy ministers, officials of the State Peace and Development Council Office, heads of department, members of the regal procession troupe and Teingya Sacred Umbrella Hoisting Group, members of the Sangha and the public.
Adviser at the State Peace and Development Council Office U Arnt Maung acted as master of ceremonies.
Patron of Lawka Chantha Abhaya Labha Muni Pagoda Board of Trustees U Shein Aung Bo read out the Thabbhazeya Mingala mantra and declared the ceremony open.
The Secretary-1 poured the auspicious water and sacred water over the white
elephant.
At the auspicious time, Adviser of the State Calendar Committee U Kyaw read out the Seinta Mani Mantra three times.
Members of the Teingya Sacred Umbrella Hoisting Group blew the conch shells
and beat the gongs to mark the successful completion of the
ceremony.
White elephant conveyed from Sittway to Yangon
Yangon, 15 Nov -Secretary-1 of the State Peace and Development Council Lt-Gen Khin Nyunt viewed the white elephant named Yaza Gaha Thiri Pissaya Gaza Yaza, which was conveyed from Sittway, Rakhine State, to Yangon by water, this afternoon.
The white elephant was conveyed and arrived at Aungzeya Timber Jetty of Myanma Timber Enterprise in Ahlon Township at 1.45 pm.
Secretary-1 Lt-Gen Khin Nyunt, ministers, the Mayor of Yangon, deputy ministers, heads of department and officials, viewed the white elephant on board Aungyadana Thit ship.
The white elephant was conveyed onto a float on which four white umbrellas were mounted at 2 pm, and the companion elephant
" Taing Chan Aung" onto another float.
Then, the elephants were conveyed from Aungzeya Timber Jetty to the temporary elephant-shed near Mindham-ma Hill Garden in Insein Township at 2.40 pm.
The floats passed through Ahlon Road, U Wisara Road, around the Shwedagon Pagoda, along Ahlon Road, Pyay Road, Parami Road and Mindhamma Road.
Members of the Union Solidarity and Development Association, Maternal and Child Welfare Association, teachers, students, members of Red Cross and Auxiliary Fire Brigade and people welcomed the white elephant along the route.
The float with the white elephant on board arrived at the temporary elephant-shed at 3.40 pm.
At a time when a peaceful, modern and developed nation is being built, a white elephant named Yaza Gaha Thiri Pissaya Gaza Yaza has been discovered, which is a good omen for the nation. It is assumed that the nation will be peaceful, prosperous and totally free from all the dangers because of the white elephant.

Minister U Win Aung delivers speech at 56th UNGA
Yangon, 15 Nov-Minister for Foreign Affairs of the Union of Myanmar U Win Aung, on 14 November, delivered a speech at 56th UN General Assembly being held in New York, United States of America.
The full text of the speech is as follows:
On behalf of the Dele-gation of the Union of Myanmar, I wish to extend our warmest congratulations to you on your well-deserved election to the presidency of the fifty-sixth session of the General Assembly.
Your election to this high office reflects trust and confidence of all the Member States in your diplomatic skills and leadership qualities and in your ability to guide our deliberations to successful conclusions. It is also a tribute to your country, the Republic of Korea, which is in the forefront in our common efforts to achieve the goals of the Organization. In the discharge of your heavy responsibilities, may I assure you of our full support and cooperation.
I also wish to express our deep appreciation to your distinguished predecessor His Excellency Mr Harri Holkeri of Finland for his able leadership and valuable contribution during the fifty-fifth session of the General Assembly.
May I also take the opportunity to congratulate our distinguished Secretary-General on his re-election to lead the Organization for a second term. I also wish to pay tribute to his tireless efforts and far-sighted initiatives to strengthen the United Nations. The award of the Nobel Peace Prize for our Secretary-General and the Organization is a well-deserved
recognition in this regard.
The international community was greatly shocked by the recent horrendous terrorist attacks in the United States of America.
We are profoundly saddened by the enormous loss of lives and property. We join the international community in extending our deep condolences to the people of the United States in general and the bereaved families in particular. Whoever committed or wherever committed, terrorism in any form or under any circumstances is unjustifiable. As a nation that had bitter experiences with terrorism, both on its own soil and against its aircrafts and diplomatic mission abroad, Myanmar is against terrorism in all forms and manifestations.
The challenges of combating terrorism are both difficult and complex.
Therefore it is essential that the international community come together under the aegis of the United Nations to overcome the enormous challenge.
In this regard, I commend the Secretary-General for organizing a treaty event at the United Nations Headquarters from 10 to 16 November 2001.
Myanmar is a party to four of the twelve
conventions on terrorism and on November 12 we signed the
International Convention for the Suppression of the Financing of
Terrorism and acceded to the International Convention for the
Suppression of Terrorist Bombings. In the aftermath of the economic
crisis of 1997, Asian countries are still striving to bring
themselves back into a path of sustained growth. However, the
current slowdown in major economies of the world is threatening to
negate whatever progress they have made.
As these economies continue with their present
structural reforms to sustain their economic recovery, they are
confronted with an international economic and trading environment
that is not very encouraging. This situation is creating
difficulties especially for many developing countries and
economies in transition. Commodity prices are declining due to
weakening world demand. External financing conditions are also
worsening. Factors such as indebtedness, declining Official
Development Assistance (ODA), low levels of domestic and foreign
investment continue to undermine the programmes of the most
vulnerable states. It is against this unfavourable backdrop that
Myanmar is striving to achieve economic development of the country.
There are also hindrances to our efforts to
promote the well-being of our people, such as denial of the Official
Development Assistance and application of unilateral and coercive
economic measures. However, we are resolute in our efforts to
achieve our goals by relying on our domestic resources and internal
strength and putting our comparative advantages to optimum use.
Our sustained national efforts for development
have resulted in 8.4 per cent average annual growth in the last Five
Year Plan, resulting in a substantial increase in per capital income
and better living standards for the people. In their respective
endeavours to bring about economic development and social progress,
the developing countries continue to face formidable challenges. The
debt burden, the declining ODA flow, lack of access to market and
technology and decline in Foreign Direct Investment (FDI) continue
to persist. The United Nations must play a central role to help
those countries help themselves.
In this regard, we do recognize the
important role of UN funds and programmes in international
cooperation for development. However, their important role should
not be undermined by practices not in conformity with the principles
underpinning the operation of these funds and programmes. Moreover,
they should not be used as a platform for exerting pressure on a
country that needs and deserves international cooperation in its
development efforts. While acknowledging the role of various funds
and programmes, we are particularly appreciative of the important
role of the United Nations Development Programme (UNDP). In the
United Nations Operational Activities for Development, UNDP serves
as the principal instrument for capacity building in developing
countries.
Myanmar regrets, however, that the United
Nations Development Programme is not allowed to have a country
programme for Myanmar. While UNDP continues its useful activities in
Myanmar, it is however prohibited from promoting capacity building
for reasons other than those for which the UNDP has been created. In
the present context of an extremely difficult economic and trading
environment, denial of the right of development to a country in need
of international cooperation is a matter that deserves redress in an
appropriate manner. HIV/AIDS pandemic poses a serious challenge to
the international community. The response of the international
community and the efforts being made at national, regional and
international levels to counter this global threat are very
encouraging.
However, the real challenge for us is the
high level of resources needed to effectively combat this disease.
It is therefore most welcome that a Global AIDS and Health Fund has
been established. With the determination and the will demonstrated
in the current efforts strengthened with adequate resources, we are
convinced that we will eventually win this war on HIV/AIDS. Myanmar
fully recognizes the nature and gravity of the HIV/AIDS problem and
is taking necessary actions at the national level and is enhancing
our cooperation at the regional and international level.
Let me take this opportunity to apprise the
august assembly about the political situation in our country. As you
are aware, Myanmar is in the process of establishing a multi-party
democracy with a sound economy. All the measures that we have taken
are directed towards that end in a focused manner. This is the
course of action, which we will pursue steadfastly to its logical
end, that is until democracy is firmly established. Learning from
our bitter experience in the past as well as from the lessons of
other countries with similar experience, we take great care to
ensure that the transition to a new system is peaceful, smooth and
effective and that the foundations we are striving to lay are placed
on a firm ground. We have also been taking effective measures for
national reconsolidation.
We have reached arrangements with 17 out of 18
armed groups who are now joining hands with the Government in
national development endeavours. In the same vein, we are making
national reconsolid-ation efforts also with the political parties.
Here, let me stress what the Secretary-General has so rightly
outlined in his report. Our national reconsolidation efforts are
homegrown and our goal of building a peaceful and democratic society
can only be successfully achieved by the people of Myanmar. Myanmar
continues to make relentless efforts to combat the scourge of
narcotic drugs. We have made considerable headway in the suppression
of opium and heroin.
The latest figures show that opium
production has declined by 38 per cent. To achieve this we have
tackled the problem in a holistic manner. We have strengthened our
legislation. We have enhanced our enforcement capacity. We have
combined this with a development programme to find alternative
livelihood so that people in remote areas do not have to resort to
growing opium. While we are taking effective measures against
cultivation, production and trafficking of opium poppy, we are also
taking action against the danger of amphetamine-type-stimulants (ATS),
relatively new but equally dangerous narcotic drug. Due to its
availability and affordable price, the wide spread use of ATS among
youths is an alarming situation in our sub-region. This situation
calls for renewed efforts at the national level and stepped-up
cooperation at the sub-regional level.
To enhance cooperation at the regional
level, Ministers from Myanmar, China, Thailand and Laos met in
Beijing in August and agreed to cooperate closely to fight the
problem. Our efforts have achieved tangible results in seizure of
drugs and traffickers involved. Myanmar fully understands how
important and urgent it is to combat this scourge to mankind. We
have the firm commitment at the highest political level and the
determination to translate these commitments into practical and
effective measures within the set timeframe.
I wish to inform the Assembly that we have also
enhanced our cooperation with the United Nations system. We continue
our cooperation with Mr Razali Ismail, Special Envoy of the
Secretary-General of the UN, who had completed his fifth visit to
the country in August. Another visit towards the end of this year
has also been agreed to Professor Paulo Sergio Pinheiro, Special
Rapporteur of the Commission on Human Rights visited the country two
times early this year.
Determined to resolve the issue of forced labour,
Myanmar is fully cooperating with the International Labour
Organization (ILO). In September 2001, the High Level Team of the
ILO paid three-week visit to Myanmar to objectively assess the
practical and implementation of and actual impact of the
legislative, executive and administrative measures adopted by the
Government to eliminate the practice of forced labour.
The Government extended full cooperation to the
team in arranging their meetings in Myanmar and fact-finding trips
to various parts of the country identified by it. Most importantly,
we gave the team unfettered freedom and unlimited access to carry
out its mandate successfully. Now let me make a few observations
concerning the work of the Organization. Last year, our Heads of
State and Government and leaders had gathered in this Assembly Hall
and charted a roadmap to guide our future actions. All our work and
energies must be directed towards how effectively to use this
roadmap to reach a peaceful and developed world. Peace and
development of the nations are the twin objectives of our
Organization.
While globalization has considerably
reduced our planet to a village level, the issues we face to achieve
peace and development are global in scale and complexity. As we are
acutely aware, no one country is capable of resolving these issues
on its own. It is only through concerted efforts and genuine
partnerships that we will be able to address these issues of global
scale. We believe that as the only universal forum with the most
comprehensive mandate, the United Nations must play a central role
and coordinate our actions in these efforts. At the same time the
United Nations must be further strengthened and vitalized to be able
to carry our its global mission effectively and expeditiously. This
would require the further strengthening of its organs and
institutions.
On our part, we must provide the Organization
with the resources and the level of support needed to implement its
mandate. It is also vitally important to give real effect to out
pledges with concrete actions if our Organization is to be
successful in building a world of peace and development. The United
Nations is an organization of sovereign states. While we have common
interest in many areas, there are also areas where the members have
diverse interests, areas where national interest of one member is at
variance with another member or a group of member states. But in
this rapidly globalizing world, there is no other avenue but that of
cooperation. When one member's interest is it variance with another,
we should try to find a common ground. If we have good will and
understanding towards each other and if we use it as a basis in
resolving our differences, there are no issues that are
insurmountable. It is on this basis that Myanmar intends to
cooperate with fellow members of the Organization in our endeavours
to attain the common aspirations of mankind, peace, economic
development and social progress of peoples the world over.

Home Minister opens new office building in Bahan
Yangon, 15 Nov Ñ A ceremony to open the new office building of Bahan Township General Administration Department of the Ministry of Home Affairs in Yangon West District, was held at No 80/81 Bo Sein Hman Street in the township at 7 am today.
It was attended by Minister for Home Affairs Col Tin Hlaing, Deputy Minister Brig-Gen Thura Myint Maung, the Director-General of Myanmar Police Force, directors-general and heads of departments under the ministry, No-3 Military Region Commander Col Yan Naing Oo, Yangon West District Peace and Development Council Chairman Lt-Col Maung Maung Shein and members, guests, social organizations, members of ward Peace and Development Councils and wellwishers.
The minister formally opened the building and made a speech. U Tun Hla Aung, township general administration officer, explained facts about construction of the building and expressed thanks.
The minister then received a computer set donated by ILBC principal U Tin Maung Win for the office, and presented certificates of honour to wellwishers.
The two-storey reinforced concrete building, 50 feet long and 60 feet wide, was constructed by Shwekyarpyan
Construction Co.
Myanmar delegation arrives back from Qatar
Yangon, 15 Nov-The Myanmar delegation led by Minister for Commerce Brig-Gen Pyi Sone arrived back here by air this evening after attending the fourth Ministerial-level Conference of the World Trade Organization held in Doha, Qatar.
The delegation was welcomed back at Yangon International Airport by Minister for Hotels and Tourism Maj-Gen Saw Lwin, Minister for Livestock and Fisheries Brig-Gen Maung Maung Thein, Deputy Minister for Commerce Brig-Gen Kyaw Hsan and officials, families of the delegates.
Members of the delegation Director-General of the Directorate of Trade U Nyunt Aye and Deputy Director U Tin Shwe Win also arrived back here on the same
flight.

( 5 ) Leading Committee for Observance of Armed Forces Day meets
Yangon, 15 Nov -The Leading Committee for Observance of the 57th Anniversary Armed Forces Day held its second coordination meeting at the meeting hall of the Resistance Park here at 3 pm today.
Chairman of the Leading Committee Adjutant-General Maj-Gen Thein Sein delivered an opening address at the meeting.
Also present at the meeting were Minister for Home Affairs Col Tin Hlaing, Minister for Social Welfare, Relief and Resettlement Maj-Gen Sein Htwa, deputy ministers, senior military officers, members of the Leading Committee, chairmen of the working groups and committees, officials and guests.
Secretary of the Leading Committee Deputy-Adjutant-General Col Khin Soe explained the minutes of the first meeting and progress of work.
Secretary of Management Committee of the 57th Anniversary Armed Forces Day Staff Officer (Grade I) of Yangon Command Lt-Col Min Naing reported to the meeting on work done by the committee.

Press conference on Thai Trade Fair 2001
Yangon, 15 Nov - A Press conference on Thai Trade Fair 2001, which is to be held with the permission of the Ministry of Commerce under the economic cooperation promotion programme between Myanmar and Thailand and organized by the Department of Export Promotion of Thailand and the Office of the Commercial Affairs of the Thai Embassy at the Trade Centre on Pazundaung Road, Mingalar Taungnyunt Township, from 29 November to 2 December, took place at the Hotel Nikko this morning.
Present were Ambassador of Thailand Mr Oum Maolanon, Minister-Counsellor (Commercial) Mr Matyaw-ongse Amatyakul and officials, Managing Director of News and Periodicals Enterprise U Tin Kha, Director (News) U Hla Tun and departmental officials, Chairman of Myanmar Foreign Correspondents Club U Sao Kai Hpa and members, chief editors and deputy chief editors of dailies and guests.
The Thai ambassador said that 127 Thai companies will open 157 booths at the trade fair.
To be displayed at the trade fair are cosmetics and consumer goods, machinery, stationery, foodstuff and beverages, packaging materials, ornamental materials, leather wares, textiles and cloth and fashion designs.
The minister-counsellor called for more use of Thai goods, and Thailand will also import more Myanmar goods.
He said that just as a Thai trade fair is held in Myanmar, so a Myanmar trade fair should also be held in Thailand; in this way, both countries will be able to enjoy economic benefits.
Then, the ambassador and the minister-counsellor replied to queries raised by the local and foreign journalists.

Spanish tourists visit Mandalay
Yangon, 15 Nov - Altogether 101 tourists visited Maha Gandayon Kyaungtaik in Amarapura Township and Maha Muni Buddha Image in Mandalay today.
The tourists arrived here on a chartered plane PG-9301 under the supervision of the Ministry of Hotels and Tourism and with the arrangement of Adventure Myanmar Travels & Tours Co Ltd and Tour Operator of Spain.

( 7 ) Tatmadaw Wushu Contest opens
Yangon, 15 NovÑThe ceremony to open Defence Services Commander-in-Chief's Shield Tatmadaw (Army, Navy and Air) Wushu Contest for 2001 was held in conjunction with the skill demonstration by selected athletes of Myanmar Wushu Federation at Kothein Stadium in Pathein on yesterday morning.
Present on the occasion were Chairman of Ayeyawady Division Peace and Development Council Commander of South-West Command Maj-Gen Thura Shwe Mann and wife, Deputy Commander Brig-Gen Tint Swe and senior military officers, division-level departmental officials, commanders of battalions/units, Chairman of MWF U Khin Maung Lay and athletes, and enthusiasts.
Commander Maj-Gen Thura Shwe Mann made a speech on the occasion.
Then, MWF athletes demonstrated their skills. Later, the commander presented cash awards to outstanding athletes.
At 10.30 am, the commander inspected preparations for opening a multimedia teaching centre of Chaungtha Basic Education High School in Pathein Township, where the headmistress and teachers conducted him round the school.
Next, the headmistress and members of the School Board of Trustees reported to the commander on work being carried out for opening the multimedia teaching centre. Director-General of No 1 Basic Education Department U Tin Nyo gave a supplementary report. Afterwards, the commander gave instructions on improvement of education standards and pass rate, and effective use of teaching aids. The commander inspected construction tasks in Chaungtha Beach Resort and left instructions on development of Chaungtha Beach and convenience of vacationers.
4th leg of London Golf Tour opens
Yangon, 15 Nov - The opening ceremony of the fourth leg of Myanmar London Golf Tournament 2001-2002, organized by Myanmar Professional
Golfers' Association and Myanmar Golf Federation, was held at Ayethayar Golf Resort, in Taunggyi at 7.30 am today.
Present were Chairman of Shan State Peace and Development Council Commander of Eastern Command Maj-Gen Maung Bo, Deputy Commander Col Myint Aung, Command Staff Col Win Hlaing, Tactical Operations Commander Col Myint Wai, senior military officers, MPGA General Secretary U Chan Han and executives, MGF executives, distinguished guests and enthusiasts.
The contestants and guests took position at the 1st Tee. After the first round, Win Aung (Pan-West), champion of the third leg, was leading with 72 strokes. Aung Win (YCDC) and Myint Thaung (K.M Golf Centre) tied at the second place with 74 strokes each in the professional
golfers' level.
In the amateur level, Zaw Zaw Lat was leading with 75 strokes, followed by Yin Aung Lat and Zaw Zin Win with 76 strokes each. The tournament was mainly sponsored by Rothmans of Pall Mall Myanmar Pte Ltd. To promote the standard of Myanmar's golf and turning out of new generation golfers, Yangon Airways, Kanbawza Bank Ltd, Eden Group Co Ltd, Ping, Wilson, K.M Golf Centre, Callaway and Canon (Accel International Co Ltd) officially cosponsored the tour. The second round of the tour continues tomorrow.
SEA canoe gold medalists arrive back
Yangon, 15 Nov -Myanmar Canoe Rowing team led by Vice-President of Myanmar Rowing Federation U Tun Oo, which took part in the third SEA Canoe Rowing Competition in Kuala Lumpur of Malaysia from 11 to 14 November 2001, fetched the championship shield, the best men's sportsmanship prize and the best junior level women's sportsmanship prize in the first junior level SEA Canoe Rowing Competition.
In the competition, Myanmar, Brunei, Indonesia, Malaysia, the Philippines, Singapore, Thailand and Vietnam participated. Myanmar Canoe Yangon team got 22 gold, 15 silver and one bronze in 38 events.
The victorious Myanmar Canoe Rowing team arrived back at Rangoon International Airport this afternoon, where they were welcomed by Vice-Chairman of Myanmar Olympic Committee Vice Adjutant-General Brig-Gen Maung Nyo and members of the Olympic Committee, members of the leading patron of Myanmar Women's Sports Federation, Deputy Director-General of the Sports and Physical Education Department U Thein Aung and officials, the Chairman of Myanmar Rowing Federation and executives, athletes from Myanmar Sports Federations, trainees of Sports Plus Education Training School and their relatives.

( 8 ) Stimulant tablets seized in Hpa-an
Yangon, 15 Nov- A combined team comprising members of local intelligence unit and Myanmar Police Force, acting on information, searched the Nissan truck with number plate 4a/1690 driven by Kyaw Lin Aung (a) Li Sin Lin, son of U Lauk Lu of No 219, Ward 3, Kutkai Township and Kyaw Kyaw Aung (a) Chwin Thaik Chan, who was in that car, son of U Chwin San Myint of Ward 3, Kutkai Township, and seized 6,850,000 stimulant tablets bearing WY letters, at the Thanlwin Bridge in Hpa-an, Kayin State on 13 October.
On further investigation, Aik Tun (a) Ar Li, son of U Law Lu of Ward 3, Tangyan, Pyin Chaung, son of U Liu Shin of Ward 3, Tangyan and Win Toh, son of U Aik Yi of Ward 7, Lashio, were also arrested at Power Hotel in Maha Aungmye Township, Mandalay, in connection with the case. Action is being taken against them under the Narcotic Drugs and Psychotropic Substances Law by the Police Station concerned.
Drug traffickers sentenced
Yangon, 15 Nov-A combined team comprising members of local intelligence unit and Mandalay Anti-Drug Squad, acting on information, searched Tun Tun (a) Eidoe sitting in Shwepyithit teashop at the corner of 28th Street and 75th Street in Mandalay at 8 pm on 22 January, 2001, and seized 1,980 stimulants weighing 198 gms. Further investigation led to the arrest of Win Naing (a) Elian.
Mandalay Police Station No-8 filed Tun Tun (a) Eidoe, 21, son of U Hason of No-135 Pyigyikyetthayi west 24th street, Aungmyaythasan Township and Win Naing (a) Elian, 23, son of U Maung Maung of Ward-2 14th street, PyinOoLwin Township under first information report 3/2001 and Section 15/19(A)/20(A)/21 of Narcotic Drugs and Psychotropic Substances Law.
Mandalay District Court heard the case and sentenced Tun Tun (a) Eidoe to 15 years imprisonment under Section 19 (A) and Win Naing (a) Elian to 15 years under Section 19(A)/21.
