( 2 ) Communication sector plays important role not only in social and economic sector but also in national security and defence sector
Yangon, 20 Oct- Secretary-1 of the State Peace and Development Council Lt-Gen Khin Nyunt met officials of the Ministry of Communications, Posts and Telegraphs at the meeting hall of the Communications and Postal Training Centre at 9 am today and gave instructions on work implemented by the ministry.
Also present on the occasion were the ministers, the deputy ministers, officials of the State Peace and Development Council Office, departmental heads, heads of department of the Ministry of Communications, Posts and Telegraphs, the Myanma Posts and Telecommunications and the Directorate of Telecommunications, general managers, deputy general managers, project managers, project engineers, chief engineers, deputy chief engineers, assistant general managers, assistant general managers of States and Divisions, those in charge of the head office and based stations of the Myanma Posts and Telecommunications and directors and deputy directors of the Directorate of Telecommunications.
First, Minister for Communications, Posts and Telegraphs Brig-Gen Thein Zaw reported on organizational set-up and functions of the ministry and the department and the enterprise, matters related to radio frequency spectrum in the country, current communication network and arrangements for advanced extension tasks with the use of charts and data.
The Secretary-1 gave necessary instructions.
Then, the Secretary-1 said: Today the government is implementing systematic plans with the aim of enabling the Union of Myanmar to stand shoulder to shoulder with other nations, accelerating the growth of the national economy and improving the living standard of all the citizens.
In view of the international situation in the beginning of the 21st Century, it is found that every nation is making all-out efforts to promote their national interests and to see to it that they do not lag behind others in the process of development.
At the same time, science and technology, particularly electronic and communication technologies are advancing at a blistering pace, which has linked most of the nations in the world and has been bringing about rapid changes.
These significant changes have caused the world to be moving on the path full of unforeseen circumstances. The nations of the world are unavoidably involved in this process.
In the process of technological advances and globalization, Digital Divide has made wider the gap of technology and development among the nations of the world. Consequently, inequalities are on the increase among the nations of the world.
Therefore, all the nations of the world are working hard to develop communication technology, which plays a vital role in all the changes today and to put it to use in promoting national interests.
As is known to all, the Union of Myanmar is striving to put to use electronic and computer technology
and information and communication technology, which are popular in the world today, in such sectors of the nation as the education, health and social sectors.
Therefore, the Ministry of Communications, Posts and Telegraphs is required to use modern communication technologies effectively with
the aim of contributing to the development of the education, health, economic and social sectors of the State and facilitating the education, health and social work among national people living in different regions of the nation.
At a time when communication technology is effecting the changes of the world, all are to try their utmost to develop modern communication technology in the nation in accord with the time and to develop modern communication technology which facilitate communications with the international community.
Today the communication sector plays an important role not only in the social and economic sector but also in the national security and defence sector. Therefore, it is important to see to it that communication services in the nation are provided in accord with the law and rules and regulations, and in this regard, measures are to be taken in view of economic and social matters, preservation of national culture, national security and defence.
At a time when the government is striving to enable the Union of Myanmar to keep abreast with other nations in terms of development, the Ministry of Communications, Posts and Telegraphs was set up in 1992 to undertake the tasks of developing the communication sector, the main driving force of the national progress.
The Ministry of Communications, Posts and Telegraphs is providing communication services in accord with the law and rules and regulations and, at the same time, improving the quality of its services.
In 1987-88, there were 1,115 post offices, 310 telegraph offices, 245 telephone exchanges, 67,016 telephones. Now there are 1,294 post offices, 440 telegraph offices, 563 telephone exchanges and 277,807 telephones. Therefore, it is found that Myanma Posts and Telecommunications has been providing more postal, telegraph and telephone services.
New auto-telephone exchange projects, local satellite communication projects, microwave link extension projects, overseas auto-exchange and satellite ground station projects and Asian-Europe Submarine Cable Project are being implemented.
Cellular telephone system and CDMA telephone system have been put to use, and data communication, e-mail, internet and intranet are being introduced for the development of information and communication technology.
As a result, telephone, telegraph and postal services cover the entire nation including border areas and far-flung areas, and overseas communications are also improving.
Postal services are being provided by land, water and air and Expedite Mail Service (EMS) is being provided as well.
EMS is being provided from Yangon to 78 towns and from Mandalay to 51 towns.
Not only are there regular overseas postal services with 31 nations, but also Yangon-Singapore, Yangon-Bangkok and Korea-Yangon expedite mail services are being provided.
In addition, Myanmar DHL Ltd, in cooperation with DHL World-wide Express BV Company of Netherlands, is providing international expedite mail services between Yangon and 227 nations.
In the telegraph sector, ground cable lines were put up as of 1961, and later on, telegraph services were provided with the use of radio and teleprinters. Today, there are 65 telegraph offices which are providing telegraph services with the use of computer. Fax services are also available in 88 towns.
For the telephone communications, Analogue microwave links were set up in 1980. Now new microwave links are being extended up to border areas. Digital microwave links are also being set up.
Today, there are 165 digital microwave stations and 40 microwave stations for local communications.
For the overseas communications, there were only 63 overseas communication lines and one satellite communication station (B level). Now Thanlyin Satellite Station (A level) has been linked with many nations through Intelsat satellite and Thaicom satellite.
In addition, Asian-Europe Submarine Cable Project which will serve as a link with 33 nations is at the stage of implementation.
It can be found that modern electronic and communication technologies are being widely used in the international communication system. Only the use of high-technology can provide access to Internet, e-Mail and Data Communication.
Besides, Internet, e-Mail, Data Communication and information and communication technology have become influential not only in the economic, commercial, banking, national defence and security, education and health sectors but also in the personal social dealings.
The government is taking the lead in striving for information and communication technology with the participation of national computer scientists and entrepreneurs of computer industry.
As communication services play an important role in striving for the development of ICT, the Ministry of Communications, Posts and Telegraphs is participating in the ICT development task and working for the emergence of communication systems and links.
The Secretary-1 said the Posts and Telecommunications Department is successfully carrying out the tasks on National Radio Frequency Spectrum Allocations and drafting of rules and regulations on management in order to undertake the work on use of modern radio equipment and radio communication system and frequency management such as allocations of radio frequency spectrum and records,
After reviewing the requirements on radio frequency spectrum allocations for the present day and the future, the department has drawn up the Radio Frequency Spectrum Allocations in the Union of Myanmar which can be used in ten years without any major changes and amendments, he said.
He said the Ministry of Communications and Posts and Telegraphs has gained achievements and increased its earnings. In 1989-90 the earnings were K 414.52 million and they increased up to K 7,854.17 million in 2000-2001. The target for 2001-2002 is K 8,455.47 million and the ministry has now earned K 5,012.40 million including 22.57 million US dollars.
He said yearly average target was 14.3 per cent in GDP of the communication sector and it increased 17.6 per cent each year.
Though achievements have been made, the Secretary-1 spoke of the need to seek ways and means for extension of telephone, telegraphs and postal services.
He called for installation of more telephone lines, full operation of equipment and provision of communications requirements in agricultural and road and bridge projects.
In accord with Head of State Senior General Than Shwe's guidance on development of rural areas, efforts are to be made for wide use of telephone, telegraphs and postal services in rural areas, he said.
He also spoke on speeding up its momentum in border area development works.
At present, nine auto-radio telephone stations, 15 satellite communications stations and 45 telegraph offices were built and 45 radio telephones, 54 local exchanges and 21 carrier machines were installed.
Efforts are to be made to cover the development in communications in the whole country as well as international links, he said.
It is necessary to study the ever-changing communication technology, modern communication system and equipment continuously. He urged the personnel to actively take part in speedy implementation of Information and Communication Technology Park and Tele-port.
He said the government is making endeavours for development with momentum in combination with the related advanced technology and modern communications techniques in the education, health, economic and social sectors. He said efforts are to be made to provide services to those sectors through communication technology, he added.
Development for information and communication technology sector is being undertaken phase by phase due to financial limitations. The Secretary-1 spoke of the need to systematically lay down the better upgrading programmes for communication sector which can cover the future prospects and to make arrangements for development of technology like education and health sectors and for nurturing highly qualified human resources.
Today in economic, trade, financial, social, security and defence sectors, the communication technology is taking a leading role and making drastic progresses. Efforts must thus be made with nationalist spirit for emergence of international standard qualified communication sector which can safeguard the interests of the nation and the people, he stressed.
In conclusion, the Secretary-1 urged officials concerned to make efforts for development of modern communication technology and systems which are vital in enabling the nation to keep abreast with the world's nations; to strive for the communication sector to be able to contribute towards the development of educational, social, health, economic, security and defence sectors of the State in line with the international developments; and to strive for the communication sector to be able to provide correct and speedy services in view of promoting the socio-economic life of the entire people.
Afterwards, the Secretary-1 and party inspected training and learning at the communication courses at the training centre. Minister Brig-Gen Thein Zaw, Managing Director U Maung Maung Tin of MPT and officials conducted the Secretary-1 and party around the centre.
Next, the Secretary-1 and party inspected the e-Library of the training centre.
Then, the Secretary-1 inspected modern communication equipment and usage of them and gave necessary

Myanmar beat Malaysia 5-2 in friendly
soccer match
Yangon, 20 Oct- The friendly soccer match between former selected footballers of Myanmar and Malaysia was held at Youth Training Centre (Thuwunna) at 4 pm today.
Among the spectators were Secretary-3 of the State Peace and Development Council Adjutant-General Lt-Gen Win Myint, Commander of Yangon Command Maj-Gen Khin Maung Than, the ministers, senior military officers, members of the Panel of Patrons of Myanmar Women's Sports Federation, Secretary-General of Myanmar Olympic Committee Director-General of Sports and Physical Education Department President of Myanmar Football Federation U Thaung Htaik and officials and guests.
President of MFF U Thaung Htaik greeted the players.

Cuban Deputy FM calls on Ministers
Yangon, 20 Oct- Minister for Foreign Affairs U Win Aung received visiting Deputy Minister of Foreign Affairs of the Republic of Cuba Mr Jose Armando Guerra Menchero and party at his office at 9 am today.
Also present at the call were Deputy Minister for Foreign Affairs U Khin Maung Win and Director-General U Thaung Tun of the Political Department.

Cuban Deputy FM discusses with counterpart
Yangon, 20 Oct- The Deputy Minister for Foreign Affairs U Khin Maung Win and the visiting Cuban Deputy Minister of Foreign Affairs Mr Jose Armando Guerra Menchero held discussions at the Ministry of Foreign Affairs at 10 am today. The two Deputy Ministers exchanged views on matters of mutual interest and bilateral cooperation.
Subsequently, an Agreement for Economic and Technical Cooperation between the Government of the Union of Myanmar and the Government of the Republic of Cuba and an Agreement on Cooperation between the Ministry of Foreign Affairs of the Union of Myanmar and the Ministry of Foreign Affairs of the Republic of Cuba were signed by the two Deputy Ministers. In the evening, Deputy Foreign Affairs Minister U Khin Maung Win hosted a dinner in honour of the Cuban delegation at Karaweik Palace.

( 5 ) Minister inspects hospitals
Yangon, 20 Oct- Minister for Health Maj-Gen Ket Sein, together with Deputy Minister Professor Dr Kyaw Myint and officials of the Department of Health, inspected the orthopaedic hospital in Kyimyindine Township this morning.
Medical Superintendent Dr Kyaw San Win, Head of the Orthopaedic Department Professor Dr Kyaw Myint Naing and specialists reported on matters related to the hospital. Then, the minister inspected the new operation theatre, maintenance work of patient wards and Myanmar Tissue Bank. Professor Dr Kyaw Myint Naing reported on renovation of the hall to be used for the academic purpose. The minister gave instructions on the use of modern teaching aids.
Next, the minister met with the medical staff of the hospital and attended to requirements of the hospital.
Later, the minister and party went to the rehabilitation hospital in Mayangon Township. Officials concerned reported to the minister matters on the hospital. The minister also cordially asked after the warded patients and provided K 150,000 to 15 patients.
Minister Maj-Gen Nyunt Tin
inspects Ngamoeyeik Reservoir
Yangon, 20 Oct- Minister for Agriculture and Irrigation Maj-Gen Nyunt Tin this morning visited Ngamoeyeik Reservoir in Hlegu Township, Yangon Division.
The director of Yangon Division Irrigation Department reported to the minister on storage of water and water supply, the director (design) on storage of water for supply of fresh water to the people of Yangon all the year round in addition to water supply for agricultural purpose and the conducting of a feasibility study on construction of a support reservoir on Paung Lin Creek. Director-General U Kyaw San Win of the Irrigation Department reported on the water flow of Ngamoeyeik creek and the conducting of a feasibility study on construction of a support reservoir upstream Ngamoeyeik creek.
The feasibility study was carried out because the spillway releases about 200,000 acre-feet of extra water yearly although it supplies 327 acre-feet of water for drinking-water daily and over 200,000 acre-feet for agricultural purpose.
Afterwards, Minister Maj-Gen Nyunt Tin gave instructions to the officials of the Irrigation Department and members of Yangon Division Agricultural Work Coordination Committee on matters related to maintenance of the reservoir, irrigation canals and cultivation of crops.
He then inspected the storage of water in the main dam, the control tower and irrigation of water through the spillway, and gave instructions on maintenance of the dam. Next, the minister inspected the rubber seeds farm of Myanma Perennial Crops Enterprise near Ngamoeyeik Reservoir, and called on all to strive for the development of
work.

Cash donated for use in education
Yangon, 20 Oct- A ceremony to donate cash to the fund for construction of a hall to be used for giving free tuition was held at the Information and Public Relations Department in Pyigyidagun Township yesterday morning.
Free tuition is being given under the sponsorship of the Union Solidarity and Developmemnt Association of Pyigyidagun Township, Mandalay Division.
USDA CEC member U Than Shwe delivered a speech.
Altogether K 1 million K 200,000 each donated by USDA Headquarters, Yangon City Development Committee, Myan Gon Myint Companies Ltd, Wah Wah Win Construction Co and the City Bank was presented to Township USDA Secretary U Thein Hla.
Then, the wellwishers also donated cash towards the funds of USDA.
Minister Maj-Gen Saw Tun inspects construction of roads, bridges in Rakhine State
Yangon, 20 Oct- Minister for Construction Maj-Gen Saw Tun, accompanied by Deputy Minister Brig-Gen Myint Thein and officials, inspected road sections of Toungup-Maei Road on 17 October.
Minister for Construction Maj-Gen Saw Tun and party arrived at Maei Bridge Construction Project and inspected progress in construction tasks.
The minister and party passed through the Maei Bridge and then inspected construction of Maei-Kyaukkyipauk section on Maei-Kyaukpyu Road.
At the Sanepauk Bridge Construction Project on Maei-Kyaukpyu Road, Senior Engineer U Myint Oo and officials reported on construction of the approach structure and piers on Kyaukpyu bank.
The minister and party arrived at the site for construction of the fresh water lake which will supply water to construction of bridges near Yebyutaung Village on Maei-Kyaukpyu Road. Deputy Chief Engineer U Mya Nyo and officials reported on the target of work and condition of heavy machinery.
On 18 October, Minister for Construction Maj-Gen Saw Tun and party proceeded to Kyaukkyipauk Bridge Construction Project site. Officials reported on construction of the approach structure and piers.
Then, the minister and party inspected the places for bridges across Londawpauk Creek, Didok Creek, Than-thamagyi Creek, Thanthama-chay Creek, Thazintanpauk Creek and Wunphaik Creek and gave necessary instructions.
At Minkyaungchaung Bridge Project, officials reported on the target of the work and completion of the bridge and construction of the fresh water

Afterwards, the commander met officials, growers and buyers and attended to their
needs.
Myanmar delegation back from PRC
Yangon, 20 Oct- A Myanmar delegation led by Deputy Minister for Information Brig-Gen Aung Thein arrived back here by air from the People's Republic of China after exchanging views on broadcasting, movies and television and promoting cooperation between the two countries at the invitation of the General Bureau of Broadcasting, Movies and Television of PRC.
The delegation was welcomed back at Yangon International Airport by Minister for Information Maj-Gen Kyi Aung, Director-General of Myanma Radio and Television U Khin Maung Htay, Managing Director of Printing and Publishing Enterprise U Myint Thein, Managing Director of Myanmar Motion Picture Enterprise U Bo Kyi, Cultural Counsellor Mrs Ren Xiuzhi of the Embassy of PRC and officials of the Ministry for Information. The Myanmar delegation comprises General Manager of PPE U Thet Soe, Director of MMPE U Thein Tun Aung as members and Chief Editor U Win Tin of Myanma News Agency (Internal) of News and Periodicals Enterprise as the

Ninth Myanmar Traditional Cultural Performing Arts Competitions continue for sixth day
Yangon, 20 Oct- The Ninth Myanmar Traditional Cultural Performing Arts Competitions continued for the sixth day at the respective venues today.
The singing competition of the Ninth Myanmar Traditional Cultural Performing Arts Competitions was held at the National Museum on Pyay Road in Dagon Township; the dance competition at the National Theatre on Myoma Kyaung Street in Dagon Township; the song composing competition at the Kanbawza Theatre of the Fine Arts Department on Kaba Aye Pagoda Road in Bahan Township; the music competition at the Padonma Theatre in Sangyoung Township and the Kanbawza Theatre.
Present at the competitions were Dr Daw Khin Win Shwe, wife of Secretary-1 of the State Peace and Development Council Lt-Gen Khin Nyunt, member of the Panel of Patrons of the Ninth Myanmar Traditional Cultural Performing Arts Competitions Chairman of the Leading Committee for Organizing the Competitions member of the State Peace and Development Council Commander Maj-Gen Khin Maung Than and wife Daw Malar Tint , Minister for Foreign Affairs U Win Aung, Vice-Chairman of the Leading Committee Deputy Minister for Culture U Soe Nyunt and members of the Leading Committees, Chairman of the Working Committee for Organizing the Competitions Commander of No 3 Military Region Col Yan Naing Oo and members, chairmen and members of the subcommittees, senior military officers, heads of department, teachers and students and enthusiasts.
At the singing competition held at the National Museum, altogether 10 contestants took part in the basic education level (boys aged 15-20) classical song competition with the song
"Moelonpatle ."
In the afternoon, 11 contestants participated in the professional level (women) singing competition with the song
"Sonetawmaying."
Chairperson of the Panel of Judges Daw Tin Tin Mya supervised the competition.
The basic education level (girls aged 15-20) classical song competition, amateur level (men) and the basic education level (girls aged 5-10) modern classical song competition will be held at the same venue tomorrow.
The dance competition held at the National Theatre was supervised by Chairman of the Panel of Judges Wanna Kyawhtin U Sein Aung Min. Altogether 9 contestants took part in the professional level (men) dance competition.
In the afternoon, 16 contestants took part in the basic education level (girls aged 10-15) dance competition. Dance competitions came to a close today.
The amateur level marionette competition of modern duet dance competition will be held at the National Theatre tomorrow.
The song composing competition was held at the Kanbawza Theatre this morning.
The contestants of the amateur level song composing competitions practised singing the songs which they composed.
Chairman of the Panel of Judges Bogalay U Tint Aung supervised the competition.
The contestants of the professional level song composing competitions will practise singing songs which they composed at the same venue tomorrow.
The music competition was held at the Padonma Theatre this morning.
Altogether 6 troupes took part in the higher education level (men) Ozi competition and seven troupes in the basic education level (boys aged 15-20) Ozi competition.
Chairman of the Panel of Judges U Sein Ba Maw and members supervised the music competition.
The professional level (men) Ozi competition and the basic education level (boys aged 15-20) Ozi competition will be held at the same venue tomorrow.
The xylophone competition was held at the Kanbawza Theatre this morning.
Altogether 13 contestants participated in the amateur level (men) xylophone competition.
In the afternoon, five contestants took part in the higher education level (women) xylophone competition.
Altogether seven contestants took part in the higher education level (men) xylophone competition.
Chairman of the Panel of Judges Saung U Ye Nwe supervised the competition.
The basic education level (boys aged 5-10), the basic education level (girls aged 15-20) and the professional level (women) xylophone competitions will be held at the same venue

) Third International ICT Exhibition and ICT Forum conclude
Yangon, 20 Oct- The Third International ICT Exhibition and ICT Forum, jointly conducted by Myanmar Computer Scientists Association and Myanmar Computer Industry Association under the sponsorship of Myanmar Computer Federation, continued at the Traders Hotel on Sule Pagoda Road here this morning.
Present on the occasion were Secretary of Myanmar Computer Science Development Council Deputy Minister for Social Welfare, Relief and Resettlement U Hlaing Win, departmental heads, resource persons, officials and members of Myanmar e-National Task Force, Myanmar Computer Federation, Myanmar Computer Scientists Association, Myanmar Computer Industry Association and Myanmar Computer Enthusiasts Association, officials of computer-related companies and guests.
At the forum, Secretary of Malaysia Computer Producers Association (Asia and Pacific Region Computer Producers Federation) Mr Tan Chin Eng discussed matters on ICT opportunities of Malaysia, Vice-Chairman of Myanmar Computer Federation Rector of Yangon University of Computer Studies Dr Paik Tin on human resources development of computer science in Myanmar, Director of International Computer Science Cooperation Centre of Japan Mr Katamitsu Kono on IT history of Japan and the policy, Chief Engineer U Tint Lwin of Myanma Posts and Telecommunications on development of Myanma ICT infrastructure, Managing Director of KLG Systel Ltd and Leader of Myanmar-India IT Task Force Mr Kumud Goel on IT experience of India and development of IT and Chairman of Myanmar Computer Scientists Association U Thein Oo on development of application and production of computer technology in Myanmar.

Work Committee, Sub-committees and managers meet
Yangon, 20 Oct- The chariman of the Work Committee for Organizing the Ninth Myanmar Traditional Cultural Performing Arts Competitions, members of Sub-committees and team managers from states and divisions held a coordination meeting at No 1 Transit Centre (Bayintnaung) this evening.
Chairman of the Work Committee Commander of No 3 Military Region Col Yan Naing Oo made a speech. Sub-committee members and team managers reported on the competitions sectorwise.
The chairman attended to their needs and gave necessary
instructions.
