meets staff of Ministry of Immigration and Population
YANGON, 26 July-Secretary-1 of the State Peace
and Development Council Lt-Gen. Khin Nyunt met with the staff of the
Ministry of Immigration and Population and gave instructions at the
meeting hall of the Population Department on Maha Bandoola Street
this afternoon.
Also present were ministers, Minister for
Immigration and Population U Saw Tun, the Chief Justice, Deputy
Minister for Immigration and Population U Maung Aung, officials of
the Office of the State Peace and Development Council, departmental
personnel of departments under the ministry, advisers, departmental
heads and officials. Director-General of the Immigration and
National Registration Department Col Maung Htay reported on the
set-up and strength of the staff, functions and objectives of the
department and matters related to national registration and
immigration control. Then, Director-General of the Population
Department Col Tin Yee reported on the set-up, strength and
functions of the department, the number of the staff who had
completed training courses at home and abroad, successful
implementation of objectives of the ministry, aims and future tasks.
Secretary-1 Lt-Gen. Khin Nyunt said that
departmental heads of the Ministry of Immigration and Population who
are discharging tasks related to the collecting of demographic data,
immigration control and citizenship scrutiny are required to adopt
the attitude that the successful performance of their duty means the
safeguarding and promoting of interests of the country and people.
For a nation to stand tall among the nations of the world,
territorial integrity and national sovereignty are required.
Moreover, it is an international practice that each and every
country grants citizenship to those living in that country after
careful and systematic scrutinization and checks the arrivals and
departures of foreigners at the entrances and exits at the borders.
Therefore, carrying out the main duties of the
Ministry of Immigration and Population means safeguarding national
sovereignty and national interests to enable the Union to stand tall
among the nations of the world perpetually. When the Union of
Myanmar was under servitude, it was regarded just as part of another
colony. Therefore, it lost national sovereignty and integrity and
the colonialists allowed a limitless number of aliens to enter the
country. As the Union of Myanmar has a moderate climate and is rich
in natural resources, it is a country so much pleasant and
desirable. Moreover, it has a population proportionate to its area.
Therefore, it has an environment for the development of the Union
and the people residing in it. The fine tradition of Myanmar people
protecting the Union and their own races since the time of Myanmar
kings in Bagan period has been recorded in history. To uphold this
fine tradition, it is important for the ministry to accurately
record the population statistics based on citizenship, race and
religion.
The demographic data collected by the ministry
have proved that all the national races are residing in unity in
each state and division. Therefore, national registration cards
issued by the ministry in accord with the law are a symbol of pride
for those who have national spirit; as careful issue of national
registration cards the task full of national essence is a measure
taken to safeguard one's own race, it is necessary for those who are
performing this duty to be honest and upright. Issuing registration
cards to those who are not qualified to be a citizen is tantamount
to ruining one's own race and betraying the national cause.
Similarly, withholding the issue of registration cards to those who
deserve to be citizens is a grave offence since they lose the
opportunity to become citizens. It is also crucial to supervise the
issuing of household lists at different levels without malpractice.
Likewise, issuing the national registration cards
in accord with the law to citizens and foreigners and scrutinising
the citizenship are important for those concerned and the nation.
Due to aliens who were left as evil legacy in the Union of Myanmar
after the regaining of independence, armed revolts which broke out
at the border, weakness in immigration control at border areas, the
malpractice of employees who undertook national scrutinizing tasks
throughout successive eras and their failure to perform duty and
laxity of discipline, there have been a lot of difficulties in
carrying out national scrutinizing tasks. Therefore, at a time when
the nation has achieved stability, peace and tranquillity and
development, all are required to feel it a national duty to record
demographic data of the population of the State for the long-term
benefits of the present and the future of the nation.
In addition, international airports and sea ports
have increased in number in the State, and due to development of
border trade and tourism industry, the number of entrances and exits
of the State has been increased. As there is an increase in the
number of entrances and exits, the duty of the Immigration of
National Registration Department, which is responsible for the
control of arrival and departure of foreigners and their stay in the
nation, has become greater and wider.
Therefore, all are required to make sure that the
arrival and departure of foreigners are in accord with the law and
are to be controlled systematically, correctly and exactly. At the
same time, measures are to be taken to make sure that there are no
unnecessary delays and repeated scrutinization, red-tape system and
malpractice.
In exposing persons who enter the nation
illegally and taking action against them, from 1999 to date,
there were about 500 foreigners who entered the nation illegally,
and there are also many citizens
countable by the thousand who enter the nation illegally every year.
It is likely that there are other routes and ways through which some
people have entered the nation, so systematic measures and effective
action are to be taken.
As the task for control of illegal entry and
departure at the entrances and exits of the State is related to
national causes, the role of departments and organizations which are
to carry out it is of paramount importance. Therefore, the border
area inspection and control committee has been formed with
departments concerned to prevent illegal entry and departure of
people at border areas, smuggling of animals, animal products and
other commodities which are banned from time to time and to control
the entry and departure of people, commodities and traffic.
Immigration officers who are on these committees
are required to cooperate with those from other departments
concerned without discriminating duty. It is learnt that the
Immigration and National Registration Department is making
arrangements to set up a computer network covering Yangon
International Airport, Mandalay International Airport, Yangon Port
and 17 border entrances in order to be able to carry out
registration and scrutinizing tasks concerning the departure and
entry of foreigners and citizens. It is a very good system and needs
to be implemented as soon as possible. Out of a large number of
kinds of data collected in the State, demographic data and records
of the State are vitally important.
The demographic data is of paramount importance
in drawing up plans for the development of the State, evaluating
socio-economic development, taking measures for the defence and
security of the State, using human resources beneficially and
describing economic growth with indexes. At a time when national
plans were laid down and are being implemented to enable the Union
of Myanmar to keep abreast with other nations in terms of
development, it is very important to know the strength of national
forces and to get accurate demographic data .
Therefore, the main tasks of the Population
Department to collect the number of households to get accurate and
correct demographic data, to conduct a census and enumerate the
population of each region in the nation which contribute to
implementation of socio-economic plans and security of the nation,
to assess local and foreign demographic facts to lay down the
population policy of the State designed for improvement of living
standard of the entire national people are playing an important
role, and it is necessary to carry out these tasks systematically.
So, arrangements are to be made to employ modern
systems and technology, electronic devices and computer network
systems in enumerating the population in keeping with the time and
collecting socio-economic indexes. It is necessary to lay down
long-term plans and make arrangements for nurturing the new
generation to be well-versed in information technology, computer
technology, statistics and demography. Moreover, more and more
efforts are to be exerted for developing human resources who are
familiar with legal affairs, consular affairs and international
relations. As the duties and responsibilities of the Ministry of
Immigration and Population are related to the affairs of the State
and directly linked with the people, all the employees are required
to be dutiful, to perform duty according to the law, to have
patriotism and clear outlook, to have social graces, to be free from
malpractice and to have high morals.
Therefore, emphasis is to be placed on promoting
their morals. Today the Union of Myanmar is striving to further
strengthen the relations with other nations and to perform the
duties and responsibilities of a member of the world family. So, the
Ministry of Immigration and Population is required to promote
relations with such international organizations as UNFPA, UNHCR and
ASEAN population organizations. At the same time, it is required to
promote national interests. Likewise, the ministry is required to
cooperate with other ministries and organizations in order to be
able to carry out such tasks as immigration control and collection
of demographic data and indexes.
In conclusion, the Secretary-1 called on all
those present to carry out their duty with nationalism and clear
national outlook to make sure that the entry and departure of
citizens and foreigners and the stay of foreigners in the nation are
in accord with the law, to perform immigration control tasks with
patriotism for the benefits of national defence and security and
national economy, to collect and record demographic data and
indexes, as a national task, so as to ensure the successful
implementation of national plans, improve socio-economy and
effectively take measures for national defence and security and to
strive for the perpetual existence of the Union of Myanmar and
Myanmar people. After the meeting, the Secretary-1 inspected
computerized tasks of INRD and computerized work of PD on the
setting of a census questionnaire and enumeration of demographic
data from each state and division.

YANGON, 26 July - A ceremony to offer Waso robes
was held at Aungmyay Bawdi Dhamma Yeiktha Alodawpyi Kyaungtaik on
Shwenyaung Street in Tamwaylay Ward, Tamway Township, Yangon East
District, this afternoon. Secretary-1 of the State Peace and
Development Council Lt-Gen. Khin Nyunt attended the ceremony and
offered Waso robes and alms to Sayadaws and members of the Sangha.
Also present were Presiding Sayadaw of Alodawpyi
Kyaungtaik Agga Maha Saddhamma Jotikadhaja Maha Ganthavacaka Pandita
Bhaddanta Ariyavamsa, Sayadaws and members of the Sangha, Dr Daw
Khin Win Shwe, wife of the Secretary-1, ministers, deputy ministers,
the vice-mayor, officials of the State Peace and Development Council
Office, heads of department, disciples, members of Upathaka and
wellwishers.
The Secretary-1 and wife and the congregation
received the Five Precepts from Instructor of Dhammacariya Course of
Alodawpyi Kyaungtaik Taikok Saya-daw Bhaddanta Sucitta-bhivamsa. The
Sayadaws and members of the Sangha recited the Parittas. Then, the
Secretary-1 and wife offered Waso robes and alms to the Presiding
Sayadaw of Alodawpyi Kyaungtaik. Afterwards, the ministers, the
deputy ministers and the wellwishers offered Waso robes and alms to
the Sayadaws and members of the Sangha. Sayadaw Bhad-danta
Sucittabhivamsa delivered a sermon. The Secretary-1 and the
congregation shared merits gained for good deeds. Then, the ceremony

Information Technology Engineer Examination (Trial Test) held
YANGON, 26 July- Trial test for Japan Fundamental
Information Technology Engineer Examination was held at the
Student's Recreation Centre of Yangon University on 22 July. The
test was jointly conducted by Japan Information Technology Engineer
Examination Centre (JITEC), Central Academy of Information
Technology (CAIT) and Myanmar Computer Federation (MCF). The results
of the trial will be used for establishing a regular examination
system and the development of IT professional in Myanmar. First
Fundamental Information Technology Engineer Examination will be held
in May 2002 in Myanmar.

YANGON, 26 July - The group for prevention of
violence against women and rehabilitation under the Myanmar National
Working Committee for Women's Affairs held a seminar on conducting
research on violence within the family and assessing its findings at
the Social Welfare Department on Kaba Aye Pagoda Road, Mayangon
Township, this morning. Present were Vice-Chairperson of MNWCWA
Professor Daw May May Yee, members of the Working Committee, Leader
of the group for prevention of violence against women and
rehabilitation Dr Daw Khin Win Shwe and group members, Secretary of
the Working Committee Director-General of the Social Welfare
Department U Sit Myaing and working committee members, member of
Yangon Division Working Committee for Women's Affairs Daw Malar
Tint, delegates of state/division groups for prevention of violence

Under-graduate Curricula of Medical and Health Professional
Institutes concludes
YANGON, 26 July-The Seminar on Under-graduate
Curricula of Medical and Health Professional Institutes under the
Department of Medical Sciences, jointly sponsored by the Ministry of
Health and WHO, concluded at the Department of Medical Sciences this
afternoon, with an address by Minister for Health Maj-Gen Ket Sein.
Also present were Deputy Minister Professor Dr Mya Oo,
Director-General of Medical Science Department Prof. Dr Maung Maung
Wint, deputy directors-generals of the departments under the
ministry, rectors, heads of departments, officials and distinguished
guests. Deputy Director of the Medical Science Department Dr Ye Win

Minister Maj-Gen Ket Sein said future plans for
the curricula of medical are laid down and the Promotion of National

Preparations for extension of Heho Airfield inspected
YANGON, 26 July-Minister for Transport Maj-Gen
Hla Myint Swe, together with Director-General of Civil Aviation
Department U Win Maung, Managing Director of Myanma Airways U Tin
Hlaing Hmi and departmental officials arrived at Heho Airfield
yesterday. There the minister heard a report by Director-General U
Win Maung on the existing runway, preparations for extension of the
runway and collection of rocks for the runway extension project.
Then, the minister gave instructions on widening of the runway from
50 feet to 100 feet and starting of implementation of the project as
soon as possible. The minister next inspected the chosen site for
extension of the apron, the runway and the site chosen for extension
of the runway. Later, he inspected collected rocks for the
construction of the runway and the approach way and left
instructions.
Minister inspects Aquarium
YANGON, 26 July-Minister for Livestock and
Fisheries Brig-Gen. Maung Maung Thein, together with officials,
inspected the Aquarium of the Fisheries Department on Kandawgyi Ring
Road, here this afternoon. The director-general, directors and
officials of the department conducted the minister and party round
the museum. The minister gave specific instructions on introducing
Myanma gold fish in international market, enabling the public to get
knowledge of sea fish and fresh water fish, boosting in earning of

YANGON, 26 July-The Central Women's Hospital in
Mandalay held the opening of a course on systematic breast-feeding
for the first time to mark Systematic Breast-feeding Week at the
training hall of Mandalay General Hospital on 25 July. It was
attended by Medical Superintendent of the CWH Dr Mya Than, Professor
Daw Khin Thein Oo of Gynaecology and Obstetrics Unit and professors,
specialists, assistant surgeons, matrons, guests and trainees.

YANGON, 26 July- Monsoon paddy transplanting
skill competition (2001-2002) of Myitkyina Station was held at the
paddy field of local a unit in Myitkyina on 24 July. Present on the
occasion were Chairman of Kachin State Peace and Development Council
Commander of Northern Command Maj-Gen Kyaw Win, Commander of
Myitkyina Air Force Base Brig-Gen. Bo Kyi, Deputy Commander of the

YANGON, 26 July- First four-monthly coordination
meeting of Taninthayi Division No 1 Basic Education Department of
the Ministry of Education was held at No 1 Basic Education High
School in Myeik on 24 July. Present were Chairman of Taninthayi
Division Peace and Development Council Commander of Coastal Region
Command Brig-Gen. Aye Kway, Deputy Commander Brig-Gen. Tin Latt and

Applied Refrigerator and
Air-condition Course to be opened
YANGON, 26 July- The Applied Refrigerator and
Air-condition Course No 7 of Nay Win Industries Association, using
syllabus of City & Guild (6161 Series), will be opened in the first
week of August. The course will last for four months Module-1 for
Certificate will last for two months and Module-2 for Diploma two
months. After the course, trainees are to sit for the exam, and the
Visiting Verifier of City & Guild will examine the practical and
project tasks. The Engineering Certificate and Diploma of City &
Guild from the International Vocational Qualification will be
presented. Thirty trainees will be allowed to join the course and
entrance forms are to be submitted to Novel Win Engineering Centre.

Tree
planting ceremony held in Gwa Township
YANGON, 26 July- A tree planting ceremony jointly
conducted by Gwa Township Development Committee and Basic Education
High School of Gwa Township was held in the compound of the school
on 9 July. Personnel of Gwa Township Development Committee, teachers
and students totalling over 900 took part in planting 400 flower
trees and 300 shady trees in the school compound and on the street
in front of the school.

tours Mandalay, Sagaing
YANGON, 26 July-Central Executive Committee of
the Union Solidarity and Development Association Minister for
National Planning and Economic Development U Soe Tha together with
officials met with those in-charge and staff of Pakokku, Yesagyo,
Myaing, Pauk and Seik-phyu township Planning Offices at the hall of
Pakokku District Planning Office and heard the reports of the
officials on 23 July. After giving instructions there, the minister
proceeded to the Pakokku Industrial Zone and inspected production
of jeeps in the afternoon.
He also met with the executives and members of
the township USDAs and gave instructions. On 24 July, he accepted
4,236 membership applications of the local people and students of No
1 BEHS, Pakokku and attended the opening of multimedia teaching
centre there.
Then, he presented teaching aids to the
headmistress. In the afternoon, the CEC member met with the
executives, organizers and members of Seikphyu Township USDA and
heard the reports on regional development tasks by the officials.
The minister arrived at the Magway Division Planning Office and
heard the reports on the work done and future tasks of the
respective offices in the division at the Division Planning Office
and gave instructions. At night, he met with the executives and
members of township USDAs in the division at the hall of Magway
Division USDA office. He met with the officials and staff of

Township USDA held
YANGON, 26 July- Latha Township Union Solidarity
and Development Association held its Year 2001 annual meeting in
conjunction with USDA membership applications and cash presentation
at Mya Nyila Hall of No 2 Basic Education High School in Latha
Township this afternoon. It was attended by USDA CEC member
Brig-Gen. Pyi Sone, Yangon Division USDA Secretary U Aye Myint and
executives, Yangon West District USDA Secretary U Tin Win and
executives, Chairman of Township Peace and Development Council U
Kyaw Win and members, Township USDA Secretary U Aung Hoke Sein and

trainees tour Bagan-NyaungU
YANGON, 26 July- Trainees of the Myanmar and
International Affairs Studies Course No 3 of the Union Solidarity
and Development Association, led by Central Executive Committee
member Brig-Gen. Thein Aung, arrived at Magway Airport Project on 24
July morning. At the briefing hall of the airport, Project Manager
Engineer U Than Htwe of the Asia World Co. explained facts about
construction of the airport and presented honourable gifts to the
trainees who later observed the construction site. The trainees were
briefed on geographical condition, agriculture sector, industrial
sector and greening tasks by Chairman of the Magway Division Peace
and Development Council Col Zaw Min at the briefing hall of
Ayeyawady Bridge (Magway) Project in Magway.
Deputy Chief Engineer of the project U Han Zaw
explained facts about the bridge. After viewing the construction
site, the trainees visited the Magway Myathalun Pagoda where members
of the Pagoda Board of Trustees explained the history of the pagoda.
They donated cash to the funds of the pagoda. They were briefed on
the construction of Anawrahta Bridge (Chauk) in Chauk at the
briefing hall of the bridge yesterday morning. The trainees then
proceeded to Recreation Centre-2 of Chauk Oil Field where Director U
Sein Hlaing of Myanma Oil and Gas Enterprise explained the history
of the oil field and production to them. In the afternoon, they
visited the Hsinpyushin Pagoda in Bagan and attended the closing of
reliquary of Pagoda No 820. They also visited the Pyathadkyi Pagoda
and Bagan Archaeological Museum. They paid homage to the Shwezigon
Pagoda, the Bu Pagoda and the Alodawpyay Pagoda and made cash
donations at night.

heroin seized in Kyukok (Pansai)
YANGON, 26 July- Members of local intelligence
unit and Myanmar Police Force, acting on information, searched Ma
Marlu of Ward 6 and Ma Markot of Ward 4 of Monkoe, in front of
Development Market in Ward 3 of Kyukok (Pansai), Shan State (North)
and found 0.396 kilo of heroin in 18 soap-boxes on 6 July. Action is
taken against them under Narcotic Drugs and Psychotropic Substances
Law.
