YANGON, 18 July-The eleventh meeting of the
Management System Reform Committee of Myanmar Police Force was held
at the hall of the Ministry of Home Affairs this afternoon, attended
by Chairman of the Committee Secretary-1 of the State Peace and
Development Council Lt-Gen. Khin Nyunt. Secretary-1 Lt-Gen. Khin
Nyunt said success has been achieved to a certain degree in forming
the Management System Reform Committee of MPF in 1994 to develop
the Myanmar Police Force in form as well as in essence.
Arrangements are under way to transform MPF to become a body which
is in accord with the national modernization and development, and
which wins the public reliance and trust. Head of State Senior
General Than Shwe has already given guidance to reform the MPF in
line with the international development.
During the inspection of the Central Police
Training Unit in PyinOoLwin Township in April 2000, he said " Police
should be patriotic, they should have ability and they should be
modernized."
Discussions were centred on the guidance at the
tenth meeting of the Management System Reform Committee of MPF and
the meeting also realized the important sectors. During the
inspection of the Unit in April this year, the Head of State gave
further guidance, saying " In the past the police force was formed
as machinery for prolongation of the colonialism. Opening of the
training courses is an arrangement to change the attitude of the
police. In addition to possessing the professionalism, the police
should be trained to be endowed with patriotism. The police force
should be a patriotic force." Moreover, the Head of State said "
The police should be trained to possess the unyielding spirit and
the daring spirit in defending the nation."
The police force is the most responsible
organization to ensure security in the villages. Security of farming
equipment, crops and draught cattle is important as loss of the
equipment and the animals will ruin the farmers" business and
morale. Thus, police should patrol the rural areas to ensure
security at the villages in discharging duties for the prevalence
of community peace and the rule of law. As the MPF is a nation's
reserve force, its members should be continuously trained to give
support to the national defence task in addition to their normal
duties in times of national emergency.
The MPF should also be trained to lead and
organize other national reserve forces such as the Auxiliary Fire
Brigade and the Red Cross. The police should have the humanitarian
spirit, should be cordial and polite and always be ready to help
the public. They should strive for the MPF to firmly emerge as a
reliable force for the public.
Modern training aids have already been provided
to the police training schools and the Criminal Investigation
Department has been equipped with advanced equipment. The MPF is
playing a leading role in combating narcotic drugs. Due to the
efforts of the anti-drug bodies including the MPF the poppy
cultivation and opium production have been falling significantly.
As the chemicals used in manufacturing the
stimulant pills have never been produced in the nation, police
should cooperate with the neighbouring countries to prevent the
chemical from entering the nation and to deter manufacturing of the
pills at the borders. Instead of putting a blame on each other,
cooperative efforts should be made to fight against the danger of
the narcotics. As MPF is a member of the ASEAN Police Force and
also of the Interpol, it is working in cooperation with the two
bodies.
Thus, the MPF should strive to become a police
force pre-eminent in police tasks, combating the drugs and crushing
transnational organized crime to further raise the nation's dignity.
The Secretary-1 then urged the MPF to strive to become a patriotic
organization, to cooperate with the people in warding off dangers
threatening the national sovereignty and territorial integrity, to
defend the nation together with the Tatmadaw in times of emergency,
and to dutifully discharge the duties assigned to them by the State
in addition to their normal duties.
Also present on the occasion were Minister for
Home Affairs Col Tin Hlaing, Chief Justice U Aung Toe,
Attorney-General U Tha Tun, Chairman of the Civil Service Selection
and Training Board Dr Than Nyunt, Judge Advocate-General Maj-Gen
Thein Soe, Deputy Chief of the Office of the Strategic Studies
Deputy Director of Defence Services Intelligence Maj-Gen Kyaw Win,
Deputy Minister for Home Affairs Brig-Gen. Thura Myint Maung,
Director-General of the State Peace and Development Council Office
Lt-Col Pe Nyein, departmental heads, Director of Myanmar Police
Force Col Soe Win and officials.
Then, Vice-Chairman of the committee Minister Col
Tin Hlaing reported on tasks for changing of the form and essence
of the Myanmar Police Force in accordance with the guidance of Head
of State Senior General Than Shwe, training of the members to be
imbued with skills, scholarship of the members of MPF to promote
the skills, measures taken to response to wrong accusations on drugs
on Myanmar, using of modern electronic devices, progress in
introducing reward and punishment system, measures taken to ensure
rule of law and peace and tasks for the convenience of the staff.
Then, Secretary of the committee Col Soe Win reported on tasks
carried out to implement the decisions laid down at the tenth
meeting. The chairmen of the respective subcommittees and the
participants gave suggestions.
In his concluding address, the Secretary-1 said
MPF is achieving success in its functions during the seven years
after the formation of the Management System Reform Committee of MPF.
At the training centres, priority has been given to change their
conviction, uplift their patriotism, enhance their potency and
modernize the organization in accord with the guidance of the Head
of State. Thus, the MPF members while trying to further accelerate
the momentum of the success gained in reform tasks should strive to
contribute to the national-development undertakings and to help
people and to serve national defence duties in addition to their
normal duties in accord with the guidance of the Head of State.

(2) Dagon Township Basic Education Middle
School No 1 gets four-store y building
YANGON, 18 July -A new four-story building in
Basic Education Middle School No 1 in Dagon Township was inaugurated
this morning at the school, with an address by Chairman of Myanmar
Education Committee Secretary-1 of the State Peace and Development
Council Lt-Gen. Khin Nyunt.
Also present were member of the State Peace and
Development Council Chairman of Yangon Division Peace and
Development Council Commander of Yangon Command Maj-Gen Khin Maung
Than, ministers, the chairman of Civil Service Selection and
Training Board, deputy ministers, the vice-mayor, officials of the
State Peace and Development Council Office, directors-general and
chairmen of the departments and the organizations under the
Ministry of Education, education officials, the headmistress of the
school, teachers, members of the school board of trustees, members
of Union Solidarity and Development Association, guests and
students.
Headmistress Daw Win Myint Thu and Chairman of
School Board of Trustees U Kyaw Win Aung formally opened the
building. The Secretary-1 unveiled the plaque. Accompanied by
officials, the Secretary-1 visited the demonstration media room, art
room and inspected the building. U Kyaw Win Aung explained efforts
being made to open the building. The Secretary-1 said till 1999, the
school was a basic education primary school which was continuously
bringing out outstanding students.
The school has been upgraded to a middle school
level to uphold the tradition. As the government is implementing the
education promotion programmes with active participation of the
people, it is also systematically fulfilling all the requirements.
It has extended new school buildings, repaired the existing ones,
provided modern teaching aids, enabled students to get access to
modern teaching equipment in order to produce brilliant students
and raise the national education standard to meet the international
level.
There are now more outstanding students than
ever. The school has continuously produced students who are
outstanding in sports, preservation of culture and arts. The
students have also demonstrated their skills to foreign guests who
visited the school. It is a pride for the teachers and the parents.
The students should continue to strive to become
brilliant youths for the nation's future. The teachers, the people
and the government should collectively strive for the school to gain

YANGON, 18 July - Minister of Land Resources of
the People's Republic of China Mr Tianfengshan and delegation who
are visiting Myanmar at the invitation of Minister for Mines
Brig-Gen. Ohn Myint this afternoon visited Uto plantation and
resort of the Yangon City Development Committee in Taikkyi Township
together with Minister for Mines Brig-Gen. Ohn Myint, Deputy
Minister U Myint Thein, directors-general and managing directors of
departments and enterprises under the Ministry of Mines and PRC
Ambassador to Myanmar Mr Li Jinjun.
At the Club House, Chairman YCDC Uto plantation
and resort Col Thaung Wai explained matters relating to the camp to
the visiting PRC Minister and delegation, Minister Brig-Gen. Ohn
Myint and party. Next, they were shown round the paddy, vegetables

(7) Ministers inspect education promotion
tasks
YANGON, 18 July-Minister for Science and
Technology U Thaung and Minister for Education U Than Aung,
together with Director-General Dr Thein Myint of the Higher
Education Department (Upper Myanmar) and Director-General Lt-Col
Win Htain of the Basic Education Department No 2 (Upper Myanmar),
arrived at Monywa in Sagaing Division on 16 July. The ministers
together with Chairman of the Sagaing Division Peace and
Development Council Commander of North-West Command Maj-Gen Soe Win
inspected implementation of national education promoting programme
and attended to the needs. Then, the commander, the ministers and
party proceeded to the Pyinnya Alin modern electronic library in
Monywa and inspected the computer training room, the electronic
library room and the computer CD-ROM room. They discussed matters
related to preparations for opening of a New Century Resource
Centre in Monywa. The ministers and party inspected tasks for

Director-General of MRD (Upper Myanmar) Dr Myint
Lwin reported to the minister and party on tasks being undertaken
for research. The minister gave instructions on boosting research
work, giving priority to research which is useful in practical
field, implementing projects in order to produce medicines which
are effective in curing TB, hypertension, diabetes, diarrhoea and
dysentery. Then, the minister inspected progress of research work,
tasks being undertaken for research work and model herbal
plantation. Later, the minister and party inspected the Midwifery
Training School being opened at PyinOoLwin District General
Hospital. Matron In-charge of the school reported on conducting
training and requirements to the minister who attended to the
needs. Afterwards, the minister inspected renovation of the

(8) Sports Minister inspects sports camps
YANGON, 18 July-Chairman of Myanmar Olympic
Committee Minister for Sports Brig-Gen. Thura Aye Myint, together
with MOC member Deputy Minister for Hotels and Tourism Brig-Gen. Aye
Myint Kyu, met with tentatively selected footballers (men) who were
undergoing training for XXI SEA Games at Padonma Stadium and spoke
words of encouragement to them this morning. Then, the minister and
party met with billiards players and tentatively selected
footballers (women) who were undergoing training at Aung San
Stadium and gave instructions. Later, the minister and party
inspected training of rowers, messing rooms at the Myanmar Rowing

Mayor inspects fish breeding
tasks
YANGON,, 18 July-Chairman of the Yangon City Development Committee
Mayor U Ko Lay, together with officials, arrived at Yangon
Kyaikthalekwin region in Twantay Township and inspected fish
breeding tasks this morning. Joint-Secretary of YCDC U Kyi Win,
member of the committee Col Tin Soe, Head of Production Department
U Than Sein, the heads of departments and officials reported on
production and distribution of fish to the tax-free markets, raising
of over 15,000 ducks, incubation of 30m fingerlings, and future
tasks to the mayor. At the briefing hall of the camp, Col Tin Soe
reported on breeding of various fishes on 979 acres and future
tasks with the help of charts. The mayor then inspected the
plantations of kitchen crops at the roadsides of the Production Road
and called for extended breeding of fish, duck and pig, minimizing
of wastage, systematic supervision and utlization of modern
techniques.

Stimulant
pills, arms seized in Tachilek
YANGON, 18 July-A combined team comprising
members of local intelligence unit and Myanmar Police Force, acting
on information, searched the house of Aik Yut of Wanna Village in
Mong Phone (A) Village-tract, Tachilek Township, Shan State (East)
and arrested Aik Yut and Aik Win of Hway Lay Lan Village in Mong
Phone (B) Village-tract together with 220 stimulant tablets, 0.0324
kilo of low-grade opium, a .22 pistol, a magazine and 30 rounds of
ammunition on 16 June. On further investigation, the authorities
searched the house of U Seinna of Wanna Village and arrested him
together with 4,875 stimulant tablets. The police station concerned
filed them under the Narcotic Drugs and Psychotropic Substances
Law.
