(1) Government spends
over K 40.2 billion on construction of dams 122 dams including
Sunchaung Dam irrigate 1.716 million acres
YANGON, 24 June-A ceremony to inaugurate Sun-chaung
Dam built by Construction-3 of the Irrigation Department of the
Ministry of Agriculture and Irrigation was held at the Mingala
Mandat near the dam in Myothit Township, Magway Division, with an
address by Secretary-1 of the State Peace and Development Council
Lt-Gen. Khin Nyunt.
Also present were member of the Commander of
Central Command Maj-Gen Ye Myint, ministers, deputy ministers,
Council Col Zaw Min, officials of the State Peace and Development
Council Office, heads of department, departmental officials of
Magway Division, chairmen of Magway District, Magway, Myothit and
Taungdwingyi Township Peace and Development Councils, the director
of Construction-3 of the Irrigation Department and service
personnel, local people from 24 wards and village tracts, farmers,
members of the Union Solidarity and Development Association, Red
Cross and Auxiliary Fire Brigades, Maternal and Child Welfare
Association, band and pompom dance troupes totalling about 15,000.
The Secretary-1 said river-water pumping projects
and dam projects are being implemented phase by phase in hot and dry
Magway Division.
He said that he is pleased to learn that
agriculture and economy of farmers and local people in Magway
Division and their social and economic life will improve as
Sunchaung Dam is to be inaugurated. At a time when the government is
laying emphasis on development of agriculture through various means,
emergence of clusters of dams for people in the region relying on
agriculture will bring about benefits not only for Magway Division
but also for the State, he said. He said the Union of Myanmar has
good prospects for establishment of national economic life based on
the agricultural sector according to the geographical and weather
conditions and water and land resources. Most of the people in
Myanmar have been engaged in the businesses based on agriculture
since the time of the ancestors, he said. In efforts to achieve
strong national economic life and the progress of the nation through
self-reliance basis, the government is implementing the tasks for
the building of national economic life based on agriculture, he
said.
He said the government has encouraged the farmers
for development of agriculture with added momentum by providing them
with new cultivation methods, quality strains and modern farming
equipment. He said arrangements have been made in the region to
ensure the harmonious combination of reclamation of lands and
sufficient supply of water, as well as the building of irrigation
network, maintenance of dams, water storage and river-water pumping
projects. Accordingly, he said, irrigation facilities have been
constructed, repaired or maintained, and arrangements have been made
to restore more water, and river-water pumping projects implemented
near rivers to ensure supply of cultivation water.
The Secretary-1 quoted Head of State Senior
General Than Shwe as saying that it is necessary to
beneficially utilize natural resources such as the location of the
nation, geographical conditions,
population, water and land in future. According to the guidance of
the Head of State, the Secretary-1 said dams and reservoirs,
artisan wells and lakes and river-water pumping projects are
systematically built in arid Central Myanmar. He said arrangements
are being made not only for availability of water but also for
regional development, greening, drinking water supply and generating
of power in some regions. Magway Division relies on agriculture,
and paddy and other crops such as cotton, sugarcane, peas and beans
and maize and kitchen crops are successful in the region. He said
eight townships in Magway Division are included in the 108 model
townships for cultivation of monsoon paddy and nine townships are
also covered by the 52 peas and beans special zone townships.
This is why river-water pumping projects and
clusters of dams and reservoirs are being built for availability of
water. In Magway Division, 45 river-water pumping projects have been
implemented and benefited areas are nearly 50,000 acres. On
completion of Umin Koepauk and Tanyaung river-water pumping
projects in Chauk and Salin Townships, there will be another 20,000
benefited acres. Sunchaung Dam is the 122nd dam in the country and
it is the 22nd dam in Magway Division. Benefited acres of 22 dams
are over 150,000 acres. The dams and reservoirs were built with the
use of K 7,223.47 million on self-reliance basis without assistance
of any nation or organization. All over the nation 122 dams
including Sunchaung Dam are irrigating 1.716 million acres of land,
and the government spent over K 40.20 billion on construction of
dams. The money was used for the benefits of farmers and the people
in rural areas.
Dams, big and small, have been built with the aim
of developing respective regions and improving the economic and
social conditions of local people. Therefore, the amount of the
money used for construction of dams is very large. But it is the
investment for the long-term interests of the people. In response to
the goodwill of the government, farmers are required to carry out
agricultural work harder and harder. Now Head of State Senior
General Than Shwe has given guidance that efforts are to be speeded
up to close the gap of development between the rural and the urban
areas.
The Head of State has also given the guidance
that the requirements of villages are to be fulfilled with five
objectives to improve transport condition in rural areas, to ensure
sufficient supply of agricultural and drinking water, to uplift the
standard of education and health of the people in rural areas and to
develop agricultural and livestock breeding work of the people in
rural areas. Therefore, authorities are to make arrangements for
availability of drinking water as well as agricultural water from
the already-built dams for the rural areas. In the rural development
task of Central Myanmar, especially in Magway Division, the work for
availability of water and greening work have been included.
Therefore, local authorities and local people are
required to cooperate in the tasks for conservation of watershed
areas and the growing of trees. In order to augment family income,
local people are required to carry out tasks such as livestock
breeding and cultivation of kitchen crops. Now Anawrahta Bridge
linking the eastern bank and the western bank of the Ayeyawady River
in Magway Division has emerged, and Ayeyawady River Crossing Bridge
(Magway) is being built, and the transport condition is making
progress. Pathein-Monywa Highway, which passes through the western
region of the Ayeyawady River, has been built, and the two
Ayeya-wady River Crossing Bridges will soon emerge. Therefore,
Magway Division has become a centre of transport among Ayeyawady
Division, Rakhine State, Sagaing Division, Mandalay Division and
Shan State.
Local people need to strive to contribute to the
economic development of the State and to boost production work,
realizing the goodwill of the government. In conclusion, the
Secretary-1 urged all those present to maintain and safeguard
Sunchaung Dam and the canal system, to strive for the greening of
watershed areas and to use the dam in the most beneficial way and to
strive to achieve success as expected by the government, and called
for concerted efforts of local authorities, departmental employees
and local people to strive to accelerate the rate of development in
rural areas.
Then, Commander Maj-Gen Ye Myint said that today
is the day when Magway Division gets a new dam for the availability
of drinking water and agricultural water and the greening of the
region. To develop the agriculture sector which contributes most to
the progress of the nation, dams, diversion weirs and river-water
pumping projects are being implemented. The government has been
using a large sum of money for the development of the agriculture
sector and the improvement of living conditions of the people in
rural areas, thereby creating favourable conditions.
These favourable conditions are meant for the
long-term interests of posterity. Due to the farsightedness of Head
of State Senior General Than Shwe, the greening tasks of 13
districts in Magway Division are being carried out successfully.
There are altogether 22 dams including Sunchaung Dam opened today in
Magway Division. There have emerged about 140,000 acres of
cultivable land. The dams in course of construction in Magway
Division are Mone Chaung Multi-purpose Dam, Salin Dam, Palin Dam and
Bwetgyi Dam, and there are still a lot to be built. Afterwards,
Minister for Agriculture and Irrigation Maj-Gen Nyunt Tin said that
the newly-built dam will be greatly beneficial to Magway Division,
on which the State places its reliance for regional sufficiency in
rice and cultivation of export crops such as peas and beans, cotton
and sugar-cane.
Sunchaung Dam is the 122nd of its kind built in
the time of the present government. The irrigated areas have
increased due to arrangements for availability of agriculture water.
The total irrigated acres accounts for 19% of the 25 million acres
of the net cultivated land. In 1988-89 when the Tatmadaw government
assumed the duties of State, 11.8 million acres of land were placed
under paddy, and over 630 million baskets were produced. Now 15.7
acres of land have been put under monsoon paddy and summer paddy,
and over 1,000 baskets of paddy have been produced. The acres of
peas and beans have increased from 1.8 million acres up to 7.2
million acres, the acres of cotton from 0.44 million acres up to 0.8
million acres, the acres of oil crops from 5.03 million acres up to
6.6 million acres and the acres of sugar-cane from 0.24 million
acres up to 0.35 million acres.
Then, on behalf of local people, Secretary of
Myothit Township Union Solidarity and Development Association U Kyaw
Htay spoke words of thanks for construction of Sunchaung Dam. The
Secretary-1 presented awards to Director U Tun Aung Lwin and
Director U Kyaw Nyunt of Construction No 3 of the Irrigation
Department. Afterwards, the Secretary-1 formally unveiled the stone
plaque of Sunchaung Dam. Commander Maj-Gen Ye Myint and Minister Maj-Gen
Nyunt Tin formally opened Sunchaung Dam. After the ceremony, the
Secretary-1 and party, together with officials, posed for photos in
front of the archway of the dam.
Later, the Secretary-1 and party had a cordial
conversation and inspected the main dam, the spillway and the
control tower. Sunchaung Dam is built on Son Creek two miles east of
Myepyintha Village in Myothit Township. The embankment, 131 feet in
height and 9,400 feet in length, is built of earth. The water
storage capacity of the dam is 30,000 acre-feet, and the dam can
irrigate 7,000 acres of land.
