according to the permission of the Patron of the MWVO (Central).
Then, Patron of Myanmar War
Veterans Organization (Central) Chairman of the State Peace and
Development Council Commander-in-Chief of Defence Services Senior
General Than Shwe delivered an address. He said: First, I would like
to express pleasure to meet all of you, who after discharging the
duties in line with the 12 traditions of the Tatmadaw, retired from
the Armed Forces, and are residing in various parts of the nation,
at this conference as a gathering.
The Myanmar War Veterans Organization was founded
in December 1975. The Myanmar War Veteran Law together with the
rules and regulations was enacted in August 1989. The Myanmar War
Veterans Central Organizing Committee was reformed in October 1998,
with the participation of in-service military personnel, as War
Veterans are required to maintain their perpetual contact with the
Tatmadaw and to materialize the goals of MWVO in accord with the
developing and changing political and economic systems of Myanmar.
You had enlisted in the Tatmadaw after making the resolution to
daringly serve the duty of national security and defence.
You have placed in the fore the Four Oaths. The
Four-Oath is the determination to discharge all the
national duties in every sector at the risk of life in unity and
under the single command. Thus, the Four- Oath is also your firm
determination even after you had retired from the Armed Forces.
After becoming the patriotic soldiers, you have striven with zeal
and perseverance, and without fail, for non-disintegration of the
Union. With the sacrificing spirit, you have overcome all the
hardships and sufferings in safeguarding the life and property of
the entire people. You are the persons who have augmented the glory
of the disciplined and qualified Tatmadaw.
Due to the unity and the sense of comradeship
among yourselves, you have love and the will to safeguard each
other with the sacrificing spirit. Owing to your loyalty, obedience,
endurance, perseverance and courage you have won victories one
after another. You have also won the reliance of the people because
of your excellent training, combat skills and experiences of
sacrifice.
As you are truly experienced soldiers, I fully
believe that you will be able to materialize the aims of the MWVO
with firm resolution. You the War Veterans should always be in unity
with the Tatmadaw. The Tatmadaw is always taking care of the War
Veterans. It is because of the strong bonds between the War
Veterans and the Tatmadaw, you have always taken pride in your
military service though you had retired from the Armed Forces for
various reasons. Thus, today's MWVO is a body formed with the
Tatmadawmen who have loving kindness and attachment to War Veterans
and the War Veterans themselves who always take pride in their
service.
The members of the reformed MWVCOC have made
visits throughout the length and breadth of the nation, and founded
17 State/Division Supervisory Committees, 64 District Supervisory
Committees and 313 Township Supervisory Committees. After the
organizational tasks have been completed, three courses have been
conducted in Hmawby for State/Division and District Supervisory
Committee members and four courses for Township Supervisory
Committee members in States and Divisions in the training sector.
In addition to giving lectures on the subjects on military affairs,
the State policy, international affairs and War Veterans affairs,
the workshops on the national defence and security were also held at
the courses.
Conducting of such courses is to reinforce the
Vets with new strength. At present, you have been
organized on national scale. First, you should have firm ideology
for the consolidation of the
Organization; secondly, there should be organizational tasks based
on the ideology; and thirdly, you
should lay down precise work programmes.
MWVO is a non-governmental organization. Under
any government or at any time, it should always be a consolidated
organization which wins the love and respect of the people. It
should be an organization which is on a par with any War Veterans
Organization of the world. Regardless of the changes in time and
systems, you should always have the national ideologies and
principles to serve the interests of the State and the people.
These ideologies and principles must have
historical background and must be practical. Our nation had lived
under the divide-and-rule policy for over 100 years. The basic aim
of the divide-and-rule policy is to offer false incentives. Thus,
generally, there were splits between or among political forces
during the independence struggle. Fights occurred even among the
Thirty Comrades, who founded the Tatmadaw, due to differences in
political ideologies.
And also in the AFPFL, which is the leading
organization during the independence struggle, there
occurred cracks ten years later; and the inter-party splits were
leading to a blood bath in the nation. Soon after the regaining of
independence, the danger of Union disintegration appeared due to the
breaking up of unity among the national people.
As internal armed strife broke out in the entire
nation, the people had to live in fear owing to lack of
security for their life and property There was no progress in the
nation which is leading towards near
disintegration. Independence and sovereignty which were restored
with much life, blood and sweat of the Tatmadawmen and the people
were about to fall into others' hands.
In this context, the Tatmadawmen realizing and
giving respect to the loyalty of the fallen soldiers,
sacrificed much life and limb for the cause of Our Three Main
National Causes, which are, Non-
disintegration of the Union; non-disintegration of national
solidarity and perpetuation of sovereignty.
Afterwards, Vice-Chairman Maj-Gen Saw Tun
