(1) Development Affairs
Department builds 4,194.5 miles of roads in five-year period from
fiscal 1996-97 to 2000-2001
Secretary-1
urges DAD staff to strive for public convenience, regional
development
YANGON, 30 May-An annual work coordination
meeting of Development Affairs Committees of
Development Affairs Department of the Ministry for Progress of
Border Areas and National Races and Development Affairs was held at
the National Theatre on Myoma Kyaung Street this morning, with an
address by Secretary-1 of the State Peace and Development Council
Lt-Gen. Khin Nyunt.
Also present were member of the State Peace and
Development Council Chairman of Yangon Division Peace and
Development Council Commander Maj-Gen Khin Maung Than, the
ministers, the Chief Justice, the Attorney-General, the
Auditor-General, the Chairman of Civil Service Selection and
Training Board, the Chairman of Yangon City Development Committee
Yangon Mayor, the deputy ministers, officials of the State Peace
and Development Council Office, heads of departments, resident
representatives of UNDP, UNICEF, Japan International Cooperation
Agency (JICA) and Bridge Asia Japan, the director-general of
Development Affairs Department, the deputy director-general,
directors of State and Division Development Affairs Committees,
Deputy Superintending Engineers, Executive Officers of 285 Township
Development Affairs Committees and engineers.
The Secretary-1 said the State Peace and
Development Council is making endeavours with added
momentum to keep abreast with the development of international
community and to raise the living
standard of the people. In doing so, urban development and
development affairs play an important role and harmonious
development of rural and urban regions is the prime requirement for
emergence of a peaceful modern and developed nation which is the
national goal, he said.
Only when there is harmonious development and
economic progress in all the regions in the Union will quality of
life of the national people improve. Such development will
strengthen family spirit and the Union Spirit among the national
races, he added.
That was why, he said, the government
systematically laid down development tasks in order to possess the
characteristics of a city in urban regions including Yangon and
Mandalay. The government also carried out the tasks to raise
socio-economic life including public health, clean surroundings,
secure transport, business and recreation in peace, he said.
He said Yangon City Development Committee was
formed under the supervision of the Chairman of the State Peace and
Development Council and Mandalay City Development Committee under
the supervision of the Prime Minister. In order to implement
development tasks of all regions in the Union including border
areas except Yangon and Mandalay, duties were assigned to
Development Affairs Department under the Ministry of Progress of
Border Areas and National Races and Development Affairs, he said.
Therefore, he said, DAD undertakes the works of
major cities, border areas and rural regions. The works include
development of towns and villages, narrowing the development gap
between urban and rural regions, ensuring smooth transport to rural
regions, safety production of goods, trade and recreation and
peaceful social life. The tasks of DAD are great in volume and these
noble tasks are undertaken for all walks of life at grassroots
level, he said.
He said the executive officers and
engineers-in-charge were assigned such noble duties and spoke of
the need for them to conscientiously discharge their duties for
national development and high standard of living of the people
without worries.
Now there are 285 Township Development Affairs
Committees and five development committees were formed according to
their significant conditions. State and Division Development Affairs
Committees were assigned duties to supervise those committees.
He said Development Affairs Committees are
regional organizations which have to lay down plans in conformity
with the situation in the regions and carry out the tasks on
self-reliance basis.
He said DACs established funds after collecting
tax and revenues in the respective townships in accord with rules
and laws and carried out development tasks for the people. The
regional committees undertake the tasks depending on income. Only
when there are much funds can the development tasks be implemented
fully.
The Secretary-1 spoke of the need to fully
collect the tax, to serve the interest of the people and to realize
the objectives and said collection of tax should not be a burden for
the people.
He said income of DACs was about K 392 million in
1989-90 fiscal year and the income increased up to K 4,626.85
million in 2000-2001. From 1989-90 to 2000-2001 the government
provided K 1,495.97 million to small towns in far-flung areas that
could not stand on their own income. Sibintharyayay Bank Ltd was
opened in 1996 and the bank provided profits gained from banking to
low-income townships. Now DACs has become self-funded
organizations, he said.
According to the manpower, set-up, income and
vehicles, DACs can now possess capacity to carry out the tasks in
their own way, he said.
The Secretary-1 said DAD is responsible for
development of the regional situation based on the income.
Financial situation is important in implementing its task. Thus,
correct and precise calculations are required in implementing the
tasks as targeted.
The department has given priority to implementing
road, bridge and water supply projects in fiscal 2000- 2001. Roads
and bridges linking towns and villages as well as between villages
are being built for their rapid progress.
Head of State Senior General Than Shwe has given
guidance, saying, "Village roads should be upgraded for smooth and
speedy arrival of rural goods to the towns. Coordinations should be
made to upgrade the roads linking villages and towns which were
called district council roads in the past. Priority is to be given
to laying down projects to renovate the rural roads phase by phase
as development of village roads will lead to economic, education
and health progress of the rural people." Thus, the department
should uphold the guidance in implementing its tasks.
During the five-year period from fiscal 1996-97
to 2000-2001, the subordinate bodies of DAD have build 4,194.5
miles of roads, to which the department has provided K 2,840.571
million and the public, K 782.474 million. In the previous fiscal
alone, the DAD subordinate bodies used K 1,217 million in building
1,124 miles and five furlongs of roads.
Head of State Senior General Than Shwe has given
the following guidance for progress of the rural areas:
to ensure better and smooth transport for rural
areas;
to implement rural water supply projects;
to promote the education standard of the rural
people;
to enhance the rural health care projects; and
to develop the rural economy.
The task to build better and smooth transport for
rural areas and rural water supply system concerns directly with
DAD and the other three tasks also depend on the success of DAD’s
projects. Thus, the department should strive with energetic efforts
for the successful implementation of the tasks in accord with the
guidance.
The objective of the Ministry for Progress of
Border Areas and National Races and Development Affairs is "Rapid
progress and moderinzation of towns and villages". A peaceful,
modern and developed nation will emerge only when there is
proportionate progress among all the regions of Myanmar. Thus, the
DAD staff should strive from their respective sectors with national
outlook in order to fully materialize the national goal. In so
doing they should seek the supervision of local authorities,
cooperation of other departments and participation of the local
people.
As their everyday work is closely associated with
the people of different strata of life, they should stay away from
acts that may cause public annoyance; and they should deal the
people with respect to win public cooperation.
They should work with goodwill to bring
convenience to the people in every transport, trade and social
sectors. In this way they will gain full public support which may
lead to rapid progress of their tasks.
Upholding the conviction that the degree of
public satisfaction and progress they have made is the
indicator showing their accomplishments, they should always make
work reviews for stage-by-stage
progress of their tasks.
In conclusion, the Secretary-1 urged them to
strive for progress of towns and villages to enable the nation to
get abreast of the international countries; to strive with zeal for
socio-economic development of rural areas and people while
upholding the Head of State’s guidance; and to strive energetically
with goodwill for progress of the towns and villages, for uplifting
of the living standards and socio-economic standards of the people
and ensuring a pleasant live for the public as a national duty.
The Secretary-1 and party inspected documentary
photos on rural and bridges and measures undertaken for water
supply, scale models of Sanpya village, Thandaung hill station
project, Lashio city hall, Nyaunghnitpin and Kya-in region
vegetable special zone and road construction project, modern
