YANGON, 11 May' The Graduation Parade of the 104th Intake of Defence Services (Army) Officers Training School was held at the parade gound of the training school in Bahtoo Tatmyo this morning.

On behalf of the Commander-in-Chief of Defence Services, Deputy Commander-in-Chief of Defence  Services Commander-in-Chief (Army) General Maung Aye delivered an address.

The General inspected the cadet company and took the salute of the cadet companies.

Then, on behalf of the Commander -in- Chief of Defence Services, The General presented the Sword to  Best Cadet Award winner Cadet Award winner Cadet Myat Htoo.

YANGON, 11 May-Vice Chairman of the Sate Peace and Deve10pment Council Deputy Commander- in  Chief of Defence services Commander-in-Chief ( Army) General Aye, accompanied by Secretary-3 and  senior-Tatmadaw officers, officials of the State Peace and Development Council Chairman's Office and  departmental officials, left here by Tatmadaw aircraft for Kalaw, Shan State (South) yesterday afternoon.  Then, General .Maung  Aye and party together with Commander Maj Gen Maung Bo left there by  helicopter for Bahtoo Tatmyo in Yaksauk Township.

Secretary-1 receives Chairman of Council of People's Attorneys of LPDR

YANGON, 11 May - Secretary-1 of the State Peace and Development Council Lt-Gen Khin Nyunt received Chairman of Council of the People's Attorneys Mr Khampane Philavong and party of Lao People's  Democratic Republic at the Guest House of the Ministry of Defence at 3 pm today.

Present together with Secretary-1 Lt-Gen Khin Nyunt were Minister for Foreign Affairs U Win Aung,  Attorney-General U Tha Tun, Deputy Minister for Foreign Affairs U Khin Maung Win and Director-General of Protocol Department Thura U Aung Htet.
 
Jaya Transporter- 2 handed over to Java Marine Lines

YANGON ,11 May- A ceremony to hand, over Java Transporter, 2 (60 -m) built by Myanma Shipyard of  Ministry of Transport for Java Marine Limes Lines Ltd Singapore was held at Nanthida Jetty this morning, attended by Secretary-l of the State Peace and  Development Council Lt-Gen Khin Nyunt.

Also present were ministers, deputy ministers, officials , managing directors of the ministry, officials of  Java Marine Lines Pte Ltd and guest.First, Managing ;Director of Myanma Shipyard U Percy Maung  Maung and Mr B H Lau of Java Marine Lines Pte Ltd signed and exchanged the documents. Myanma  Shipyard and Java Marine Lines Pte Ltd signed an agreement to build Jaya Transporter-l (50 -m), Jaya  Tran,sporter-2 (60-mim) and Jaya Supply Transporter (56 m) for Java Marine Lines Pt Ltd. Myanina  Shipyard handed over the Jaya Transporter-1 in April 1999 and the Jaya supply Transporter (56 m)-in  August 2000 to Jaya Marine Lines -Pte Ltd respectively. The Jaya Transporter-2, is 63 meters long, 12  meters wide. Operated by a 22-member crew, the ship can load up to, 940 tons of freight, and its two 540  hp engines can  travel up to 9.5 nautical miels per hour. Its draught is 2.5 is meters.

(3) Secretary-1 addresses opening ceremony of Ministerial Meeting of Signatory Countries to MoU

YANGON,  11 May - A ceremony to open the Ministerial Meeting of the Signatory Countries Cambodia,  China, Lao, Myanmar, Thailand and Vietnam' to the 1993 Memorandum of Understanding on Drug  Control in East Asia and the Pacific Sub-region, hosted by Myanmar for the first time and co-organized  by UNDCP, was held at the Hotel Equatorial on Alanpya Pagoda Road this morning, with an opening  address by Secretary-1 of the State Peace and Development Council Lt-Gen Khin Nyunt.

Also present on the occasion were ministers, deputy ministers, Ambassadors and officials of foreign missions from ASEAN member nations, resident representatives and officials of UN agencies, officials of  the State Peace and Development Council and departmental heads, officials of social organizations,  representatives of UNDCP and delegates of the Ministerial Meeting of the Signatory Countries to the 1993  MoU on Drug Control in East Asia and the Pacific Sub-region, observers, Patron of Myanmar Foreign  Correspondents Club U Sein Win, President U Sao Kai Hpa and member correspondents, local and  foreign journalists and guests.

Speaking at the opening ceremony, the Secretary-1 said:

First of all, I wish to express my sincere appreciation for having the opportunity to speak on this auspicious occasion of the opening ceremony of the MoU Six Nations Ministerial Meeting.

In today's world, the political, economic and social fabrics of individual nations as well as peace and stability of the various regions of the world face increasing threats ranging from the illicit production, transportation and trafficking of narcotics drugs, to drug-related crimes, and narco-terrorism, as well as  from money laundering and trans-border crimes committed by organized gangs.

Moreover, the phenomenon of drug addiction among youth is increasing world-wide. This problem not  only affects individual families but also impacts directly or indirectly on the society as a whole.

The process of globalization as well as the advances made in information and communication systems and  networks mean that the world is growing smaller. At the same time, it can be seen that these  developments have opened the door for the criminal elements to take advantage of these conditions for  their nefarious schemes.

The menace posed by narcotic drugs to the entire world cannot and must not be underestimated. The  problem of narcotic drugs is not confined to any single nation. Nor can it be resolved by any one nation. On the other hand, given the differences in political, economic, social, administrative, judicial, cultural, traditions and religious conditions of countries, the strategies and methods used by individual countries cannot be identical. Each country must adopt the solution best suited to its own conditions.

Since the narcotics problem is a trans-national issue, national initiatives must be accompanied by international, regional and even sub-regional cooperation if our fight against narcotic drugs is to be successful. We are gratified to note that the United Nations have taken the lead in combating this menace  to mankind. The importance of adhering to and implementing of the various UN instruments on narcotics  cannot be overemphasized. Similarly, regional and sub-regional cooperation like that of ASEAN, ASOD,  AMMTC, ASEANAPOL, ASEAN PLUS CHINA as well as vigorous implementation of MoU Sub-regional Action Plans are essential for our task. Likewise, bilateral cooperation is also necessary.

Cooperation between nations must be based on mutual understanding, goodwill and respect. At a time  when the nations of the world are drawing up and implementing the Global Programme of Action, the so-called certification and decertification process does not serve anybody. Sometimes such actions are  undertaken after turning a blind eye to the nation's achievements in antinarcotic endeavours. What is  worse is that the decisions to undertake such measures are based on political grounds or in disguise for  reasons to interfere in the internal affairs of other states. It is therefore prime time that we replace such  outmoded processes with practical steps to increase international cooperation.

We in Myanmar are committed and determined in our fight against narcotic drugs. We are undertaking  this commitment as a national cause and as well as a duty to the international community.

Myanmar is now in the process of implementing the 15-Year Narcotics Elimination Plan starting from  year 1999-2000. The objective of the Plan is for the total elimination of cultivation, production and abuse  of narcotics in the whole country by the year 2014. We have now completed the first 2 years of the Plan  and the results have been most heartening. It has been universally acknowledged that the cultivation and production of opium in the country has fallen drastically, particularly in the last two years. The seizures within the country and in the neighbouring countries and in the region as well as the opium yield surveys  jointly undertaken with the United States have confirmed that Myanmar's endeavours have been effective.  We are very glad that in the course of your stay in our country, you will be able to witness at first hand the  true conditions of narcotic suppression efforts as well as attend the ceremony for the destruction of seized  narcotic drugs.

Even as fight against opium-based narcotic drugs is attaining significant success, a new menace has emerged in recent years. This is the threat posed by ATS, the Amphetamine-type-stimulants. Previous to  1996, there were no cases of metamplhetamine stimulants in Myanmar. However, since that year, our law  enforcement personnel began to make significant seizures of the drug. Investigations show that the origins  of the problem came from other countries and then spread into Myanmar. The raw meterials, the  precursor chemicals, the required equipment and machinery, the producers, chemists and technicians as  well as the funds all came from outside the country.

We are very aware of the menace posed by the new drug. We are determined to stop the spread of the  stimulants and are taking vigourous actions to suppress them. But our efforts alone is not enough since  this is a trans bordeer issue. It is of utmost importance to control the flow of ephedrine, precursor  chemicals and the equipment that can be use in the production of the stimulants. Likewise, demand  reduction measures should also be implemented simultaneously. Making allegations and accusations  against each other will serve no useful purpose. We must get our act together and work with each other if  we are to achieve significant success in combating this new enemy. On our part, I wish to assure that,  even as Myanmar is doing everything possible internally, we are ready to cooperate with the neighbouring  and regional countries in trying to eliminate this threat.

In this regard, we in Myanmar attach great importance to the present MoU Six-Nation Ministerial Meeting. The deliberations during the course of the Meeting will make valuable contributions in strengthening the cooperation between our nations. Moreover, the signing of the Protocol on Partnership  as well as the Project Document on Drug Control Advocacy and Capacity Strengthening in East represent  new measures to ensure the effectiveness of our cooperation. They will surely impart new momentum for  implementation of Sub-regional Action Plan.

In conclusion, may I wish the Meeting every success and all of you a most pleasant and enjoyable stay in  our country. On behalf of Executive Director Mr Pino Arlacchi of UNDCP, Representative of Bangkok- based Drug Control in East Asia and the Pacific Sub-region Mr Sandro Calvani gave a speech and the  opening ceremony came to a close.

After the opening ceremony, the Secretary-1 cordially met delegates.Then, Secretary-1 Lt-Gen Khin  Nyunt had documentary photo taken together with representatives of UNDCP and Drug Control in  East  Asia and the Pacific Sub-region and leaders of the six signatory countries to the 1993 MoU on Drug  Control in East Asia and the Pacific Sub-region.

(4)  Myanmar strongly protests against intrusion and rocket attack by Thai military aircraft

YANGON, 11 May ' The Ministry of Foreign Affairs launched a strong protest against the intrusion and rocket attack by Thai military aircraft against Myanmar territory in Kayin State as well as in eastern Shan  State yesterday.

A Thai jet fighter, believed to be a F-16 fighter aircraft, flew over Wawle, Thebawbo and Kyauket areas in  Kayin State at about 9.20 am at an altitude of approximately 3,000 feet and fired five rockets. Two of  them exploded, one hit a cow shed in Kyauket area and another hit the grain storage hut a few yards  outside the Gawli village. Both areas are about 500 yards from the border and well inside Myanmar  territory.

The second attack by a Thai fighter jet occurred at approximately 10.30 am in Mongyawn area in eastern  Shan State. In this incident, one rocket fired from the Thai jet fell near Lawsansaw village and the other  rocket exploded near the Hwai-aw creek. As a result of these air strikes, six people including two children  were slightly injured and three cattle killed. Lawsansaw village is approximately 300 yards from the  border and the Hwai-aw creek is approximately two miles from the border.

With regard to these incidents, the Thai Ambassador to Myanmar Mr Oum Maolanon was summoned to  the Foreign Ministry and handed a strong protest note by Deputy Minister for Foreign Affairs U Khin  Maung Win at 11 am today. The Deputy Minister also informed the Thai Ambassador that the Myanmar  reserved the right to take appropriate action to protect its national sovereignty and territory integrity.

The Ministry of Foreign Affairs held a special briefing for the Heads of Mission in Yangon, today at 1 pm  in Wun Zin Min Yar Zar Hall, at the ministry regarding the incident. Deputy Minister U Khin Maung  Win made a computer-assisted presentation on the situation and later answered the questions raised by the  diplomats. Afterwards, the diplomats viewed the maps of the area with keen interest.

A similar briefing was held for military attaches of foreign embassies at Tatmadaw Guest House on Inya  Road at 1 pm.Military attaches led by Acting Dean of the Military Attaches Military Attaché of Embassy  of Japan Col Hirofumi Yasu were present.General Staff Officer (Grade-1) of Defence Service Intelligence  Lt-Col Ngwe Tun clarified the incident.
 
Ministerial Meeting of the Signatory Countries to 1993  Memorandum of Understanding on Drug Control  held

YANGON, 11 May'Ministerial Meeting of the Signatory Countries of the 1993 Memorandum of Understanding on Drug Control organized Nations drug Control Programme, hosted by Myanmar took  place at Hotel Equatorial on Alan Pya Phaya Road at 10 am today.

It was attended by representatives of UNDCP and drug control programmes in sub region of East Asia and  the Pacific, heads of delegations of Signatory Countries of the 1993 Memorandum of Understanding on  Drug Control; Lt-Gen Em Sam An Secretary General of National Authority for Combating Drug of  Cambodia, Mr Yang Fengrui Director-General of NNCC of China, Gen Thammarak Isarangkura  Chairman of Lao National Commission for (L.C.D.C) of Laos, Col Tin Hlaing Chairman of CCDAC and  Minister for Home Affairs' of Myanmar, Gen Thammarak Isarangura Minister to the Prime Minister's  Office of Thailand, Pol Gen Le The Tiem Vice-Minister Vietnam National Committee on AIDS, Drugs  and Prostitution Control of  Vietnam, delegates and observers. First, Previous Chair of Ministerial  Meeting held in Vientiane in 1999 Minister to the President's Office Chairman of Lao National  Commission for Drug Control and Supervision ( L.C.D.C) Thammarak Isarangkura extended greetings .

Then, delegates Head of  Myanmar Delegation Chairman of CCDAC and Minister for  Home Affairs Col  Tin Hlaing as meeting Chairman. Next, Col Tin Hlaing delivered an opening  speech.

Afterwards, Chairman of the Senior Officials Committee (SOC). Meeting Secretary of CCDAC  Director- General of Myanmar  Police Force Police Maj-Gen Soe Win gave a summary report on the of its meeting  held from outco9 to 10 May 2001. Later the delegates of respective countries and UNDCP made  statements. Yangon Declaration and press Release were approved. And timing and  venue of the next  SOC and Ministerial Meeting were decided. Then, Delegation of respective countries and UNDCP gave  concluding remarks.

The meeting concluded with words of thanks by Head of Myanmar Delegation Col Tin Hlaing.

Then, Project Document Singing Ceremony was held.The meetings of Ministers and Senior Officials of  the Signatory Countries to The 1993 Memorandum of Understanding on Drug Control and High Level  Bilateral Meetings on Drug Control (HILB) were attended by 69 delegates of member countries, head  office of UNDCP and subregions, 12 observers, eight foreign correspondents of AP, AFP, REUTERS,  DAP and NHK news agencies, patron, chairman and members of Myanmar Foreign Correspondents Club  and local and foreign journalists.Ministerial Meeting of the Signatory Countries to the 1993   Memorandum of Understanding on Drug Control will be held in Vietnam in 2003. Senior Officials  Committee (SOC) Meeting will be held in People's Republic of China in 2002.

In the evening, Chairman of CCDAC Minister for Home Affairs Col Tin Hlaing hosted a dinner at
Karaweik Palace in honour of the delegates.

(5) National Convention Convening Commission meets

YANGON, 11 May-The National Convention Convening Commission held its meeting at the meeting hall  of NCCC this afternoon. Present at the meeting were NCCC Chairman Maj-Gen Saw Lwin, Vice-Chairman Maj-Gen Sein Htwa and members. The National Convention Convening Work Committee and  National Convention Convening Management Committee reported matters pertaining to the National  Convention. The members of NCCC took part in the discussions. The meeting ended with concluding  remarks by the chairman.

President of UMFCCI meets Korean delegation 

YANGON, 11 May-President of the Union of Myanmar Federation of Chambers of Commerce and Industry  U Win Myint, General Secretary U Zaw Min Win and members of Central Executive Committee met a  seven-member delegation led by Mayor Mr Park Hyun-Yang of Inchon District, the Republic of Korea at  the Head Office of UMFCCI this morning. They discussed matters related to promotion of bilateral trade,  investment in industry and exports.

Minister inspects construction of Kanbawzathadi Palace

YANGON, 11 May- Minister for Culture U Win Sein, accompanied by Director-General of Department of  Archaeology U Nyunt Han, Director-General of Department of Cultural Institute U Myint Thein Swe and officials, arrived at re-construction site of Kanbawzathadi Palace of King Bayintnaung in Bago this morning. At the briefing hall, Superintending Engineer U Kyi Tun and officials reported to the minister on progress of construction work and future tasks. The minister gave instructions. The minister inspected bronze bells, bronze scales and bronze weight of Konbaung Era. Assistant Director of Department of  Archaeology U Myat Swe conducted the minister round the site. Minister U Win Sein inspected Myanma handicraft work at the work site and gave instructions to officials.

(6) Minister inspects construction of Mandalay-Tagoung-Bhamo-Myitkyina Road

YANGON, 11 May- Minister for Construciton Maj-Gen Saw Tun, accompanied by officials, arrived at the construction site of Tanga Bridge on Mandalay-Madaya-Mogok Road on 8 May. In the briefing hall, Deputy Superintending Engineer U Hsan Win of Bridge Con- struction Special Group 14 reported on targets of the work and progress of constructions tasks. The minister inspected Mandalay-Tagoung-Bhamo-Myitkyina Road. At Twinnge Camp, Deputy Superintending Engineer U Win Maung of Bridge Construction Special Group 14 and officials reported on progress of work and future tasks. The minister and party headed for Tagoung Project Office of Mandalay-Tagoung-Bhamo-Myitkyina Road. Officials reported on target of Tagoung-Shweli (Nga-O) section and completion of construction tasks. At Shweli Bridge (Nga-O) construction site, Deputy Superintending Engineer U Hsan Win and officials reported on completion of the approach bridge on Nga-O bank. Shweli Bridge (Nga-O) is located on andalay-Tagoung-Bhamo-Myitkyina Road. Then, the minister inspected the road section of Mandalay-Tagoung-Bhamo-Myitkyina Road in Shwegu Township. After hearing reports of officials, the minister gave necessary instructions.

Workshop Demonstration on the Philippines & Myanmar Dances held

YANGON, 11 May -The Workshop Demonstration on the Philippines & Myanmar Dances, organized by  University of Culture (Yangon) and the Philippines Embassy, was held at the National Theatre on Myoma  Kyaung Street this afternoon.Present were Daw San Yon, wife of the Minister for Foreign Affairs,  Ambassador of the Philippines Mrs Phoebe A Gomez, officials and students.The Philippines cultural  troupe and the Myanmar dance troupe presented songs and dances.

Commander inspects cultivation, livestock breeding tasks

YANGON, 11 May' Member of the State Peace and Development Council Chairman of Yangon Division Peace and Development Council Commander of Yangon Command Maj-Gen Khin Maung Than inspected progress of work of vegetable cultivation at Yangon Division Vegetables and Poultry Farming  Special Zone near Nyaunghnapin Village of Hmaw- by Township this afternoon.

The commander arrived at the zone at 3 pm and inspected the raising of hens at the poultry farm.

In the briefing hall, the officials reported on vegetable cultivation at the special zone-1, land preparations at the special zone-2 and digging of fish ponds at the special zone-3.

Private entrepreneurs for agriculture and livestock breeding reported on cultivation matters and livestock  breeding tasks.

In response to the reports, the commander said that as the rainy season falls at present, entrepreneurs who  have obtained plots at Yangon Division Vegetables and Poultry Farming Special Zones should carry out  agriculture and livestock breeding work with added momentum; Supervisory Committee for Special Zones  will provide assistance for the entrepreneurs; and fish breeders are to dig the fish ponds at the zones as  soon as possible. The commander attended to their needs.

Then, the commander inspected cultivation of vegetables and poultry farming.Afterwards, the commander  inspected cultivation of vegetables and preparation to grow vegetables in green houses being undertaken  by Aung Engineering Co Ltd.The commander left the special zone in the evening.

In the special zone, over 1,800 acres of land have been put under vegetables. A total of 20,000 hens are  being raised. In the region, 400 acres of land were cleared to construct over 30 buildings. In the fish  breeding sector, 500 fish ponds will be dug soon.

(7) Duty assigned to leaders of Trachoma Control and Prevention of Blindness teams

YANGON, 11 May- A ceremony to assign duty to leaders of the group in the Trachoma Control and  Prevention of Blindness project was held at the meeting hall of the Ministry of Health on Pyidaungsu  Yeiktha Road this afternoon, attended by Minister for Health Maj-Gen Ket Sein. Also present were  Deputy Minister Prof Dr Kyaw Myint, directors-general, rectors and officials. The minister gave a speech.  Then, the minister presented duty assignments, operating microscopes, medical equipment and medicines  to eye specialists, leaders of the teams, who will implement the Trachoma Control and Prevention of  Blindness pro-ject in extended township Kyaukpadaung, Gangaw, Myaing and Taungdwingyi.

The Ministry of Health started elimination for trachoma and blindness in dry regions in 1964. At
present, five project areas were divided. Out of the townships where out break of the diseases still remain  by six per cent the six townships were selected to extend the projects. There were 64 per cent of trachoma  and blind persons in local populace in middle area of the country about 40 years. As Trachoma Control  and Prevention of Blindness projects like an operation were carried out, outbreak of the disease infection  decreased down to 0.8 per cent. The ministry is implementing the projects with added momentum to eliminate the disease at all.

YANGON, 11 May- A ceremony to donate medicines for children to Myanmar Maternal and Child Welfare  Association was held at the multi-purpose hall of MMCWA at the corner of Thanthuma Road and Parami  Road in South Okkalapa Township at 10 am today. Present were Chairperson of MMCWA Professor Daw  Kyu Kyu Swe, Vice-Chairperson Dr Daw Khin Win Shwe, CEC members and wellwishers. Dr Daw Khin  Win Shwe accepted Kyat 2.8 million worth medicines for children donated by Managing Director Mr Sudhir Gandhi of Mega Product Ltd and Kyat 2.8 million worth syrups for children by Country Manager  Mr Gilbert Tan of Glaxo Smith Kline Pharmaceutical Co and presented certificates of honour to the  wellwishers. Chairperson of MMWCA Professor Daw Kyu Kyu Swe spoke words of thanks.
 
Mayor inspects agricultural, livestock breeding tasks

YANGON, 11 May- Chairman of Yangon City Development Committee Mayor U Ko Lay, accompanied by  officials, inspected agricultural and livestock breeding project tasks in Uto-Kyarin region in Taikkyi  Township, this morning. The mayor arrived at Intwingyi area of in Uto-Kyarin region. Officials reported  on extended reclamation of 1,000 farmland acres. The mayor gave necessary instructions. On arrival at  Kyontahmyin Duck Farm, the mayor gave instructions on extended breeding from 21,000 to 30,000 ducks  and sales of eggs at tax-free markets and urban markets at the reasonable price. Then, the mayor inspected  the Myodaw Farm and construction of the recreation centre. Afterwards, the mayor inspected construction  of the building for Research Centre for Paddy, Vegetables and Fruits, paving laterite on the entrance roads  and left necessary instructions.

Water supply programme for rural areas discussed

YANGON, 11 May- A coordination meeting between officials of Development Affairs Department led by Director-General Col Myo Myint and dry zone water supply study team from Japan International Cooperation Agency was held at Engineering Division of DAD, 245, Than-hlyetsun Road, Botahtaung Township, this morning. Director-General Col Myo Myint adressed the meeting and explained the  functions and duties of DAD. Then, they discussed the water supply work currently carried out in the dry  zone and future programmes. The DAD in collaboration with JICA is drawing up a master plan for supplying water to the villages in Mandalay and Magway Divisions and the work will take eighteen  months.

(9)  Stimulant tablets seized in Tachilek

YANGON, 11 May-A combined team comprising local intelligence unit and Myanmar Police Force, acting  on information, on 28 April, searched room No 2 of building No C/92, Shwedagon Pagoda Road, Makaokham Ward, Tachilek, Shan State (East), and arrested Ma Nan Sein and her daughter Ma Nan Wo  Thaung together with 390,000 stimulant tablets. Further investigation led to the arrest of Ma Aye Aye  Kyaing (a) Ma Nge who carried the drugs with the use of a Van with Number plate 3 Kha/4699, and  ownerless 74,000 stimulant pills at No 8 of building No 6/24, Fifth Street, Hsanhsai (Low) Ward,  Tachilek. Action was taken against Ma Nan Sein, daughter of U Thein Aung of Lwemway Street, Ward 2,  Pahlyan Village, Kengtung Township, and her daughter Ma Nan Wo Thaung and Ma Aye Aye Ky aing (a) Ma Nge, daughter of U Khin Kyaing of No 1/18, Bogyoke Street, Wankaung Ward, Tachilek, under  Narcotic Drugs and Psychotropic Substances Law.
