First, Chairman of the State Peace and Development Council Commander-in-Chief of Defence Services Senior General Than Shwe delivered the address. In his address, the Senior General said:

You have already known that aims and objectives of your being trained at University for Development of National Races. I also believe that as you have been trained at the UDNR in accord with these aims and objectives, you will have already realized the attitude and conviction you should adopt when discharging your duties in your native towns at the end of this course.

However, I would like to give you some points so that you will be able to discharge duties seriously and carry out them in full essence and with firm conviction. The opening of the University for Development of National Races is for nurturing the youths from border regions like you and it is in accordance with the historic needs. Ours is the Union where all the national races have been living in unity through thick and thin. When our Union was enslaved, the colonialists governed it with divide-and-rule policy in such a way as to prolong their rule and destroy the strength of national unity. That was why, as is known to all, there was still no peace and stability in the country even after it had been independent for over forty years. Moreover, the entire mass of national races lagged behind in social and economic development. Not only that, the colonialists schemed to make the border areas where the national races reside lag far behind, local residents lack knowledge and become suspicious of one another. Therefore, just as the dark shadow of colonialists evil legacy cast the border regions for a long time and so did the consequences of this in social and economic spheres of these regions.

As it demands extraordinary efforts to overcome such bad conditions, the government has been taking unusual measures for the development of border areas after it had succeeded in bringing peace and stability there. Therefore, it can be seen that there has been rapid development in those areas owing to the systematic plans, large amount of money spent by government departments and the cooperation of the entire people between humanitarian organizations. In implementing the tasks for the development of the border regions, measures to raise the health and education standard of local public in the long-term interest has been incorporated. You have been chosen and trained as teachers at the University so that you yourselves would be able to participate in raising the education standard of the youths in your own regions. Moreover, schools for development of the youths of the border regions have been opened to give them vocational training also related to socio-economic subjects. Now, measures have been taken to open Nationalities Youth Resources Development Degree Colleges in Mandalay and Yangon to enable them to pursue higher education there and to discharge education, health and administrative duties in their respective regions.

Jan3000004.jpg (13542 bytes)Jan3000001.jpg (13405 bytes)

Opportunities have been created to enable outstanding students of the border area youth development schools, degree colleges and UDNR to continue their studies in other institutions of higher learning. At a time when there emerge good opportunities for youth of border areas to get access to higher learning, the role of UDNR students, who are to educate the youths of border areas, has become more significant and important. As much as the opportunities created by the State can be used effectively, nationality youth of border areas will emerge as the human resources with higher education en masse and the pace of progress in implementing the border area development tasks will further be accelerated.

Jan3000002.jpg (14283 bytes)Jan3000005.jpg (24167 bytes)

Thus, the trainees should organize the youths and their parents where they are assigned duty in kindling the youth's aspiration to pursue education, creating opportunities for them to pursue education and convincing them of the value of education in order to strengthen the education foundation of the local youth which is the most important task in striving for regional development. As uplifting of the education and knowledge of regional youth and people help promote national unity as a means, trainees should always conduct organization tasks. Another factor is that the trainees should play a leading role in ensuring adequacy in food, clothing and shelter conditions of the regional people and improving their socio-economic life. The tasks which will ensure adequate food, clothing and shelter conditions for the regional people and which will rapidly promote regional economy is agriculture and livestock breeding. As the trainees have practically learnt agricultural and livestock breeding sciences at the university, they should strive to become models in showing the way for systematic progress of agriculture, livestock breeding and other businesses of the local national races.

Thus, they should make efforts to promote agriculture and livestock breeding stage by stage in developing the national people's food, clothing and shelter conditions and economy. Moreover, they should always strive to organize the people with the conviction to ensure peace, stability and progress in the nation, to make the nation more powerful and to enhance the spirit of national solidarity and the Union Spirit. According to the events of the past and the present, it can vividly be seen that some big neo-colonialist countries that want to dominate and manipulate Myanmar are trying to destroy the spirit of national solidarity and the Union Spirit, which are the true internal forces of the Union, in order to weaken the Union and to put it under their influence. Due to development of science and technology in the world, the nations are facing changes and developments in relation to each other. Taking advantage of these global changes and developments, some big nations are trying to politically, economically, socially and culturally dominate the developing nations. It can be seen that some big nations are misusing their economic and technological advances in trying to sow discord among the national people.

It is required for the trainees to safeguard the nation with the spirit of national solidarity not to let the Union fall under the influence of the these big nations and the national people be deceived and divided by others. The entire national people should earnestly and firmly implement the three tasks  non-disintegration of the Union, non-disintegration of national solidarity and perpetuation of sovereignty  and should try to always vitalize the Union Spirit.

The Union Spirit is the will of the entire national people to live in unity through thick or thin in Myanmar. The trainees should organize the youth and local people of the regions where they are serving duties in enabling them to seriously uphold the Union Spirit. In implementing the task to modernize and develop border areas, they should strive to develop the human resources, to develop agriculture and livestock breeding in order to strengthen economy and for regional progress, to promote and propagate Union Spirit in the hearts of the national people in order to safeguard sovereignty from falling into the hands of some big neo-colonialist nations. It can be seen that the Union Solidarity and Development Association, which has emerged to serve the country's needs as a national duty, is actively serving the duty.

Thus, the trainees should take part in the USDA in organizing regional youth and people to partake in the nation-building undertakings of the government. When they begin to serve duties at their assigned places after completion of studies at the university, they should try to organize the people of the respective regions to promote and propagate their spirit of national solidarity and Union Spirit; they should try to uplift the education of the national races in order to develop human resources of the regions which will work for the regional and national progress; and they should organize the local people to conduct agriculture and livestock breeding as a means to develop their socio-economic life.

Next, on behalf of the trainees, Danu national Maung Nyi Nyi Lwin of Pindaya Township, Shan State (South) expressed thanks. He said; Efforts are being made to build peaceful modern developed nation that is national goal. In doing so, nurturing educated youths in short period is an important task. Primary teachership training has been given under a three-year course starting from Course No 33 in accord with the needs of the State. We are graduating soon, after three years of the course which the trainees in the past had to study for four years. We feel very pleased for getting a chance to perform duties assigned by the State one year earlier than those who are senior to us. We owe a lot to the State for caring us in all sectors to make us become school teachers. We promise to serve the country to repay the gratitude.

Our border regions have developed. And they are now completely different from ten years ago when there was no peace. These achievements have been attained because of the government'' endeavours for the development of border areas to minimize the gap of development across the country. The national people can distinguish good and evil for they have witnessed higher living standard. We, national people, will preserve the peaceful life gained by the goodwill of the government. I believe that border areas where we live will soon catch up with the regions that are already developed. It is encouraging to see cooperation among national people under the leadership of the government. It is necessary to educate local youths in efforts to continue endeavours for the development of our regions, border areas. Education promotion programmes are being carried out systematically.

Altogether 42,272 schools including affiliated schools have been opened at basic education level to educate youths. We promise to nurture our pupils to possess patriotic spirit, good character and knowledge. We have studied at school that a country is defined based on the territory, border, population, sovereignty and a strong government. Ours is a Union in which national people have lived through thick and thin since time immemorial. Myanmar has been an independent country with own monarchs and sovereignty except for about 100 years under the colonial rule and has enduring governments. Myanmar has stood tall in the world till present time for it has such qualifications. Only Myanmars are creator of their own future. Making the nation modern and developed one is national duty.

And it is also inborn duty for national brethren to protect and safeguard independence. Our country is sovereign one. We believe that there is no need to have urging encouragement, agreement and permission of anyone in carrying out development undertakings for the nation. We would like our country only to be a modern developed one. I would like to express our true will to take part in nation-building tasks to catch up with neighbouring countries no matter what we have to do according to tradition preserved since the time of our ancestors.

In conclusion, University for Development of National Races has been established with the aim of nurturing good national youth organizers to make undeveloped areas developed ones and education, health, economy and social sectors in the areas improve. Graduates of the university are assigned duty to gain the right view and spread union spirit among national people while carrying out regional development tasks. We promise to try our utmost to achieve these goals at assigned regions as we are good citizens nurtured by the State.

Tangon Naga national Ma Paing Hnin Thay of Leshi Township in Sagaing Division said although the Union of Myanmar where national races resided has existed independently in the world since history of mankind began, she was annexed and enslaved for over 100 years. We learnt in the literature and from forefathers that our country became an independent and sovereign state again due to the united struggle of all national races. After regaining independence, the imperialists intentionally practised divide-and-rule policy among the national races.

Therefore there was no peace for over 40 years. At last, the Tatmadaw took up duties of State for the interest of national races. The government is creating better condition for future State while making efforts for restoration of peace and emphasis is being placed on development of border areas and national races with added momentum. The University for Development of National Races taught us knowledge to contribute effectively toward the development of national races. We are going to discharge duties of State soon and pledge to take active part in regional development. Myanmars have ability and are brilliant people.

With the strength of new generation youths a peaceful, modern developed nation can be built. Implementation of education promotion programmes with the use of large sums of money is the government's investment with full cetena. In education sector the youths are being trained systematically to become intellectuals and intelligentsia with modern technology and to revitalize patriotism and the Union Spirit with the implementation of the education promotion programmes and the four-year special project for promotion of national education.

We are proud that education and health standard of the country can catch up with that of South East Asia nations in the future. Primary, middle and high schools were opened in the border areas and the youths improved their knowledge for they have opportunity to learn basic education.

Their participation in regional development is the achievement of the education promotion programmes. I would take part in the education promotion programmes for realization of education objectives. Myanmar is the legacy we inherited from our forefathers and it is the duty of all national races who are born in Myanmar to safeguard the heritage.

Some big nations are undermining the progress of our country for their interest with the use of power and they are also trying to break up the Union and solidarity among the national races in various means. I would like to stress the importance of unity handed down by the forefathers and they make us realize that Our Three Main National Causes are main duties to be safeguarded by the entire national races.

Jan3000006.jpg (13592 bytes)

Significant achievements have been made in political, economic and social sectors during ten years with the participation of national races under the leadership of the government and a new nation is to be built based on already-achieved better conditions with the strength of new generation youths. The Union Solidarity and Development Association consisting of various national races came into being to safeguard the interests of the State and the people. She said she promised to repay the gratitude of the State as reliable members of USDA after participating in the tasks of USDA that brought about national interest. The ceremony ended at 9.45 am. Senior General Than Shwe and party cordially greeted students and supervisor teachers.

* The opening of the University for Development of National Races is for nurturing the youths from border regions and it is in accordance with the historic needs.

* There has been rapid development in those areas owing to the systemic plans, large amount of money spent by government departments, cooperation of the entire people and humanitarian organizations.

* Some big neo-colonialist countries that want to dominate and manipulate Myanmar are trying to destroy the spirit of national solidarity and the Union Spirit, which are the true internal forces of the Union, in order to weaken the Union and to put it under their influence.

* Taking these global changes and developments of science & technology as an advantage, some big nations are trying to politically, economically, socially and culturally dominate the developing nations.
