(1) ILO takes one- sided and arbitrary measures based on preposterous accusations and misinfomation given by runaway groups and insurgent groups

YANGON, 8 Dec-The Special Refresher Course No 42 for Basic Education Teachers concluded at Nawarat  Hall of the Central Institute of Civil Service in Hlegu Township this morning, with an address by Chairman  of Myanmar Education Committee Secretary-1 of the State Peace and Development Council Lt-Gen Khin  Nyunt.

Also present on the occasion were ministers, the Attorney-General, the Chairman of Civil Service Selection  and Training Board, deputy ministers, senior military officers, the director-general of the State Peace and  Development Council Office, department heads, the acting Rector of CICS, instructors and trainee  teachers. Chairman of Myanmar Education Committee Secretary-1 of the State Peace and Development  Council Lt-Gen Khin Nyunt delivered an address.

He said that with the participation of the entire national people, all-out efforts are being made to enable the  Union of Myanmar to stand tall for ever as an independent and sovereign nation in international community,  and in this regard, success has been achieved. As measures are being taken to nurture and train students to  be able to catch up with the improving conditions of the nation in future, today's students have found  themselves on the correct path of national causes and have been gradually acquiring the skills and  efficiency of a worthy citizen who has the ability to promote national interests. Myanmar is a nation with  great historical traditions and high and magnificent culture.

The colonialists' evil legacy cast a shadow over the Union for over 40 years after national races were  subjected to oppression and the divide-and-rule system for over 100 years. Due to neo-colonialists bent on  dominating the Union which emerged again as an independent and sovereign nation, the shadow cast over  the Union by the colonialists' evil legacy became darker and the Union had lagged behind in development  and found itself on the brink of collapse from time to time; these are unforgettable lessons of history. Thus,  the Tatmadaw government, with the participation of the entire national people, has carried out radical  reforms in all political, economic and social fields so as to enable the Union to firmly stand as a strong and  sovereign nation totally free from the shadow cast by the colonialists' evil legacy and domination of the  neo-colonialists. Preventing the recurrence of situations which caused the nation to lose independence and  sovereignty and which aroused suspicion and engendered dissensions among national races under colonial  rule is the basic factor and essence of all the national endeavours. The State Peace and Development  Council, while striving to build the base of political stability and peace and tranquillity which are orientated  to national solidarity, the economic base which depends on enterprises of national entrepreneurs and the  social base depending on the standard of health, fitness and education and quality of a worthy citizen, is  making efforts to enable the Union to paddle its own canoe and to firmly stand tall among the nations of the  world.

At a time when radical reforms are being carried out to enable the nation to catch up with the world  nations in terms of development, tremendous changes are also occurring with momentum on the  international front. In the international community of today, science and technology are advancing beyond  measure, and it is found that due to influence of development in computer and information technology, the  globalization process is gathering momentum. Developing nations expected that technological advances  would bring greater benefits to the entire mankind. In reality, the gap of technological advances and  economic development among developing nations is becoming wider and deeper due to domination and  manipulation of some big countries which have already gained the upper hand in terms of economic  development and technological advances. After the breakdown of the balance of power in the world, some  big nations with intent to steer international changing trends to their liking, are interfering in the internal  affairs of small developing nations by use of hegemonism.

On the other hand, the good conditions are occurring in the world as the nations suffering from the  domination of some big countries which have taken economic and technical advantage and the collapse of  the balance of power as an opportunity are committing random acts and ignoring the international norms  and basic principles; under the circumstances, developing nations facing the same fate get united to have  equality rights, to solve problems in a peaceful way and to end the domination practice of hegemonism. As  the growing gap between developed nations and developing ones cannot be remedied at present, some big  developed nations are still dominating many other nations.

Some big western nations, for example, which are applying pressure on and attempting to dominate  Myanmar, have used ILO to accomplish their political ends which are not concerned with Labour affairs.  A study of past events shows that shortly after regaining independence, Myanmar became an ILO  member, and ratified 1930 Convention 29 of ILO concerning forced Labour in 1955.

It has been for over 30 years after the Convention was ratified that any problems did not crop up. Only in  1991, were there accusations concerning so-called forced Labour, and it is found that attempts have been  made to take one-sided action against Myanmar. Evidently, it is a politically-motivated measure. The  measures taken by ILO have been based on preposterous accusations and misinformation given by  runaway groups opposing the State, insurgent groups and internal and external groups opposing the  government. These measures, therefore, have been taken one-sidedly and arbitrarily. Keeping with the fine  traditions of cooperating with ILO and out of goodwill, Myanmar informed ILO officials of objective  conditions and information. In addition, orders and directives prohibiting the use of forced Labour have  been issued right down to the grassroots level. Based on results achieved from holding discussions with  Technical Cooperation Mission, additional orders and directives were issued. It is found that neglecting  such constructive cooperation, the West bloc acted according to their plan. It is evident that due to pressure  applied by some big western nations, the Governing Body of ILO took measures with every intention of  getting Myanmar and the people to suffer, disrupting the rate of economic growth, impeding the  improvement of living standard of the people and per capita income and destroying nation-building  endeavours of the government. As such one-sided measures taken against Myanmar have been  unprecedented in the history of ILO, it is an undesirable matter for developing nations and small nations. It  is highly likely that some big nations, using such international organizations as ILO to accomplish their  political ends, will interfere in the internal affairs of small developing nations in future.

Myanmar people who love their race, need to strive with intense patriotism to be able to shape their own  destinies and to be fully qualified in order to build their own nation and safeguard their own nation against  danger of lawless interference. It is firmly believed that youths of today who will lead the nation in future,  will try their utmost with full nationalism to ensure the perpetuation of independence and sovereignty of the  nation and keep the Union in unity while opposing hegemonism and striving to enable the nation to stand tall  in the world. Education promotion programmes are being implemented to ensure emergence of the force of  youths who are outstanding in education and imbued with dynamic nationalism and patriotism. Therefore,  teachers who are playing a crucial role in nurturing student youths, are required to prevent the danger of  the destructive group bent on using the youths in a wrong way, and instil in the youth with the sense of  cherishing the truth and serving the interests of others.

They are also required to get Myanmar youths to clearly know the attempts of some big nations to disrupt  the progress of the State and the people. They also need to show the youths the correct way so that they  become intellectuals and intelligentsia who will make unrelenting efforts for the development of the State  and the people. It is the national goal to strive to enable the Union of Myanmar to stand tall as a sovereign  nation for ever in the international community.

Entertaining the notion that the nurturing of the student youths is very important for the future of the nation,  teachers need to take care of them as their flesh and blood. In conclusion, the Secretary-1 urged all to  strive for the successful implementation of education promotion programmes designed for the development  of human resources which are very important to build the nation into a peaceful, modern and developed one  and to enable the mother land to stand tall in the world, and to train the youths to become patriotic ones  who are the true strength of the nation in opposing attempts of some big nations and their lackeys to  politically, economically and culturally dominate the nation by using information technology and abusing  international organizations.

Then, the Secretary-1 presented model trainee awards to Junior Assistant Teacher U Kyin Ngwe of Basic  Education High School No 3 of Bago and JAT Daw Ma Ma Hnin Oo of BEHS No 6 of Mawlamyine and  other prizes to the respective outstanding trainees. Similarly, the Secretary-1 presented model hostel  awards to respective trainees of hostels.
