(2) Joint Statement on the goodwill visit to the Lao People's Democratic Republic of General Maung Aye, Vice-Chairman of State Peace and Development CouncilYANGON, 6 Dec-The following is the text of the Joint Statement on the goodwill visit to Lao PDR of General Maung Aye, Vice-Chairman of the State Peace and Development Council issued in Vientiane today.
1. At the invitation of HE Mr. Samane Vignaket, President of the National Assembly of the Lao People's Democratic Republic, HE General Maung Aye, Vice-Chairman of the State Peace and Development Council of the Union of Myanmar and wife Daw Mya Mya San paid a three-day goodwill visit to Laos from 4 to 6 December 2000. HE General Maung Aye was accompanied by a high-level delegation consisting of HE Lt-Gen Win Myint, Secretary-3 of the State Peace and Development Council, HE Maj-Gen Thein Sein, member of the State Peace and Development Council and Commander of the Triangle Region Command, HE Maj-Gen Nyunt Tin, Minister for Agriculture and Irrigation, HE U Win Aung, Minister for Foreign Affairs, HE Col. Tin Hlaing, Minister for Home Affairs, HE Maj-Gen Hla Myint Swe, Minister for Transport, HE Brig-Gen Pyi Sone, Minister for Commerce, HE U Aung Phone, Minister for Forestry and HE U Aung Khin, Minister for Religious Affairs and other senior officials.
2. HE General Maung Aye and party were accorded a warm welcome and a cordial reception by the Government and the people of Laos, reflecting the close bonds of friendship existing between the two countries and between the two peoples.
3. During the visit, HE General Maung Aye and National Assembly President HE Mr. Samane Vignaket held discussions on matters of mutual interest of the two countries. The discussions were conducted in an atmosphere of mutual friendship and understanding. The two sides noted with satisfaction the excellent friendship and cooperation between the two countries and agreed to further enhance these ties to the mutual benefit of the two peoples. They also pledged to increase their cooperation in the regional and international context and reaffirmed their adherence to the Five Principles of Peaceful Co-existence.
4. The two sides are pleased to announce the establishment of Lao-Myanmar Friendship Association and Myanmar-Lao Friendship Association in the respective capitals.
5. A protocol on border trade, pursuant to the Trade Agreement between Myanmar and Laos, was signed during the visit by the Commerce Ministers of the two countries.
6. During the course of his stay in Vientiane, HE General Maung Aye had the opportunity of holding discussions with President HE Mr. Khamtay Siphandone, Prime Minister HE Mr. Sisavath Keobounphanh and Deputy Prime Minister and Minister of National Defence of Laos HE Lt-Gen Choummaly Sayasone. HE Lt-Gen Win Myint, Secretary-3 of the State Peace and Development Council who was accompanying HE General Maung Aye, also held discussions with HE Mr. Thongsing Thammavong, Party Central Committee Politburo member and Head of Organizational Board in Charge of Mass Organizations, while accompanying Ministers held meetings with their counterparts. All these discussions were held in a cordial atmosphere, contributing greatly to the deepening of mutual
understanding between the two countries.7. HE General Maung Aye, wife Daw Mya Mya San and party visited sites of historic, cultural and economic interest in Vientiane. They also paid a visit to the historic city of Luang Prabang.
8. On behalf of HE Senior General Than Shwe, Chairman of the State Peace and Development Council and Prime Minister of the Union of Myanmar, HE General Maung Aye conveyed cordial invitations to HE Mr. Khamtay Siphandone, President of the Lao PDR and HE Mr. Sisavath Keobounphanh, Prime Minister of the Lao PDR, to pay official visits to Myanmar at a mutually convenient time, and the invitations were accepted with pleasure.

YANGON, 6 Dec - Vice-Chairman of the State Peace and Development Council General Maung Aye and wife Daw Mya Mya San, accompanied by Secretary-3 of the State Peace and Development Council Lt-Gen Win Myint and wife Daw Khin Cho Oo and goodwill delegation members, left here by special flight for the Lao People's Democratic Republic on 4 December to pay an official goodwill visit at the invitation of the President of the National Assembly of the Lao PDR Mr. Samane Vignaket and arrived at Wattay International Airport, Vientiane in Lao PDR at 9.55 am local time.
General Maung Aye and wife Daw Mya Mya San and party were welcomed at the airport by Deputy Prime Minister and Minister of Foreign Affairs of the Lao PDR Mr. Somsavat Lengsavad and wife, Ambassador of Lao PDR to Myanmar Mr. Ly Bounkham and welcoming party, Ambassador of Myanmar to Lao PDR U Sein Win Aung, Military Attaché Col. Maung Cho, embassy staff and their families.
General Maung Aye and wife Daw Mya Mya San and party, accompanied by Deputy Prime Minister and Minister of Foreign Affairs of the Lao PDR Mr. Somsavat Lengsavad and wife, went to Hor Kham Presidential Residence in Vientiane. They were welcomed there by President of the National Assembly of the Lao PDR Mr. Samane Vignaket and wife. Then, the welcoming ceremony for Myanmar delegation was held in front of the Presidential Residence. Vice-Chairman of the State Peace and Development Council General Maung Aye and President of the National Assembly of the Lao PDR Mr. Samane Vignaket proceeded to the saluting dais and took the salute of the Guard of Honour.
The State Band played the national anthems of Union of Myanmar and Lao PDR. Afterwards General Maung Aye and President of the National Assembly of the Lao PDR Mr. Samane Vignaket inspected the Guard of Honour. Mr. Samane Vignaket presented the welcoming party including the Deputy Prime Minister and wife, ministers and their wives and high- ranking officials of Lao PDR to General Maung Aye. The General also presented his entourage to President Mr. Samane Vignaket. Then, General Maung Aye and wife Daw Mya Mya San called on President of the National Assembly of the Lao PDR Mr. Samane Vignaket and wife at Hor Kham Presidential Residence. Vice-Chairman of the State Peace and Development Council General Maung Aye called on President of the Lao PDR Mr. Khamtay Siphandone at the Headquarter of Central Committee of Lao PDR People's Revolutionary Party in Vientiane at 5.15 p.m. local time.

President of the Lao PDR Mr. Khamtay Siphandone was accompanied by Deputy Prime Minister and Minister of Lao PDR Mr. Somsavat Lengsavad, Minister at the President Office Mr. Soubom Srithirath, Minister to the Central Committee Office Mr. Bousone Boukhavanh, Ambassador of Lao PDR to Myanmar Mr. Ly Bounkham and high ranking officials.
Vice-Chairman of the State Peace and Development Council General Maung Aye said Head of State Senior General Than Shwe had sent a message of felicitations to the President of the Lao People's Democratic Republic. He said that the President has been to Myanmar twice as the head of government delegation on goodwill visits and that Senior General Than Shwe invited the President to pay another goodwill visit to Myanmar.
Exchange of the two leaders' goodwill visits and friendship have further strengthened bilateral cooperation between the two countries and this will enable them to find new areas for greater cooperation, he stated. General Maung Aye also expressed wish that Laos and Myanmar will promote bilateral cooperation. President of the Lao PDR Mr. Khamtay Siphandone said he felt honoured to receive Myanmar goodwill delegation and noted that Myanmar goodwill delegation arrived at the auspicious time Laos was celebrating the 25th Founding Anniversary of the Lao People's Democratic Republic.
He stated that Myanmar goodwill delegation's visit indicated the brethren spirit of the two nations and that he felt encouraged for being able to strengthen friendship with neighbours. He said he felt elated specially for the reason that Laos can establish friendly relations with Myanmar like true brothers. He expressed wish that he has been to Myanmar twice, and is willing to pay a goodwill visit again when it is opportune.
After the call, Vice-Chairman of the State Peace and Development Council General Maung Aye and party had documentary photos taken together with President of the Lao PDR Mr. Khamtay Siphandone and party. At 3.30 p.m., General Maung Aye called on Prime Minister of the Lao PDR Mr. Sisavath Keobounphanh. Prime Minister Mr. Sisavath Keobounphanh said Myanmar has become peaceful and stable, and national consolidation has become more and more steadfast. He noted with appreciation Myanmar has achieved economic progress, and expressed belief that General Maung Aye's goodwill visit will enhance bilateral cooperation between the two countries. General Maung Aye spoke at length on the tasks being carried out for national development, and also expressed belief that the two countries can cooperate in various sectors.
At 10.30 p.m., Vice-Chairman of the State Peace and Development Council General Maung Aye and President of the National Assembly of the Lao PDR Mr. Samane Vignaket held discussions at the LPDR National Assembly Hall. Together with General Maung Aye were Secretary-3 of the State Peace and Development Council Lt-Gen Win Myint, member of the State Peace and Development Council Chairman of Shan State (East) Peace and Development Council Commander Maj-Gen Thein Sein, Minister for Agriculture and Irrigation Maj-Gen Nyunt Tin, Minister for Commerce Brig-Gen Pyi Sone, Minister for Forestry U Aung Phone, Minister for Foreign Affairs U Win Aung, Minister for Home Affairs Col. The two parties exchanged views on the tasks for national development and bilateral cooperation. Mr. Samane Vignaket stated that the opportunity for the two parties to be able to hold discussions indicated the existing friendly relations between the two countries, and that Myanmar is friendly neighbour of Laos. He said that as General Maung Aye's goodwill delegation reached Laos, they were able to exchange their views on development of the two countries, and that the General's goodwill visit would bring about bilateral cooperation benefiting the two peoples. General Maung Aye stated that though it was his first goodwill visit to Laos, the cordial, warm welcome accorded to him by the hosts made him feel as if he was paying a visit to relatives. He noted that Myanmar and Laos have common ideals in culture, customs and religion, and the leaders of both countries have founded and promoted friendly relations. He expressed belief that bilateral cooperation between the two countries will continue to flourish. In the evening, President of the National Assembly of Lao PDR Mr. Samane Vignaket and wife hosted dinner in honour of General Maung Aye and wife Daw Mya Mya San and Myanmar goodwill delegation at Lane Xang Hotel. Mr. Samane Vignaket gave a speech and toasted together with those present at the dinner.

First, Daw Mya Mya San and party paid obeisance to ancient Buddha images.
They then viewed ancient Buddha images and cultural heritage. Daw Mya Mya San signed in the visitors' book and presented cash donations for the museum. At Sisaket museum, Daw Mya Mya San and party paid homage to ancient Buddha images. After presenting donations for the museum they visited it. Madame Souvanh Vigna-ket, wife of President of the National Assembly of Lao PDR Mr. Samane Vignaket, called on Daw Mya Mya San, wife of General Maung Aye, at the Presidential Residence. Also present on the occasion were Daw Khin Cho Oo, wife of Secretary-3 Lt-Gen Win Myint, Daw San Yon, wife of Minister for Foreign Affairs U Win Aung, and Daw Htwe Yi, wife of the Myanmar Ambassador. Daw Mya Mya San then met Chairperson of Lao Women's Union Mrs. Onechanh Thammavong. Also present at the meeting were Daw Khin Cho Oo, Daw San Yon and Daw Htwe Yi. Daw Mya Mya San and party visited Siti Lao and Kanchana traditional looming enterprise in Vientiane.
(4) Secretary-1 inspects construction of Lawka Chantha Abhaya Labha Muni Image
YANGON, 6 Dec-Secretary-1 of the State Peace and Development Council Lt-Gen Khin Nyunt and officials arrived at Mindhamma Hill in Insein Township this evening. The Secretary-1 and party were welcomed by Deputy Minister for Home Affairs Brig-Gen Thura Myint Maung, Deputy Minister for Religious Affairs Brig-Gen Thura Aung Ko, experts, members of Mindhamma Hill Board of Trustees and officials.
The Secretary-1 inspected progress of work on construction of Lawka Chantha Abhaya Labha Muni Image. The Secretary-1 inspected construction of the Image and stone sculptor U Taw Taw reported on progress of work and tasks to be undertaken.
The Secretary-1 gave instructions. The Secretary-1 read and inspected Gatha on the Image written by Maha Dhammacariya U Sumangala (Waw) of the State Pariyatti Sasana Tekkatho (Yangon). The Secretary-1 presented cash award for 16 sculptors to U Taw Taw.
The Secretary-1 inspected construction of Gandakuti Kyaungdawgyi and stairways and retaining walls. He then gave instructions. The Secretary-1 inspected Buddha images and pagodas made of marble powder. Sculptor U Aung Thwin reported on work. The Secretary-1 met pilgrims on Mindhamma Hill. Deputy Minister Brig-Gen Thura Aung Ko, Joint Secretary of Mindhamma Hill All-round Construction Committee Commander Khin Maung Oo (Navy) and officials presented cash award to the sculptors individually in front of the Image.
(5) Greening of airports, improvement of services coordinated
YANGON, 6 Dec-A coordination meeting on greening of airports and improvement of services was held at the Ministry of Transport this afternoon, attended by Secretary-2 of the State Peace and Development Council Lt-Gen Tin Oo. Also present were Minister for Hotels and Tourism Maj-Gen Saw Lwin, Minister for Energy Brig-Gen Lun Thi, Minister for Electric Power Maj-Gen Tin Htut, deputy ministers, officials of the State Peace and Development Council Office , heads of departments and officials.
The Secretary-2 said ensuring better transport is a main factor for national development and the government has been making concerted efforts for improvement of transport facilities such as building new roads, repairing old ones and constructing new major bridges. He said these endeavours include construction of new airports and renovation of old ones for convenience of tourists and entrepreneurs and for transport of cargo. Yangon International Airport is being extended and Mandalay International Airport has been constructed and opened.
The new Hanthawady International Airport Project is under way and Tachilek, Kengtung, Myeik and Kawthoung airports are being renovated, he said. The Secretary-2 said officials are to report on arrangements for greening and cleanliness of Yangon and Mandalay International Airports, passenger transport service from the airport to the town and convenience of local passengers and tourists. Deputy Minister for Transport Brig-Gen Kyaw Myint reported on Yangon International Airport Extension Project, greening of airport and its environs, cleanliness and security matters, greening of Mandalay International Airport and roads, transport of passengers from the airport to the centre of Mandalay and construction of Hanthawady International Airport.
Minister Maj-Gen Saw Lwin reported on arrivals of tourists via Yangon and Mandalay International Airports and border checkpoints and cooperation with neighbouring countries for increase in arrivals of tourists to Myanmar. Deputy Minister for Finance and Revenue Brig-Gen Than Tun reported on use of funds in development of airports. The Secretary-2 then took part in the discussions and gave instructions.

Chinese Buddhist mission arrives
YANGON, 6 Dec-A five-member Chinese Buddhist mission led by Vice-President of Buddhist Association of the People's Republic of China Mr. Dao Shuren arrived here by air this afternoon. The mission was welcomed at Yangon International Airport by Deputy Minister for Religious Affairs Brig-Gen Thura Aung Ko, Director-General of Department for Promotion and Propagation of the Sasana U Sann Lwin, Director-General of Religious Affairs Department Dr Myo Myint, Pro-Rector (Admin) of International Theravada Buddhist Missionary University Dr Hla Pe, PRC Ambassador Mr. Liang Dong and officials. The mission which is on a goodwill visit to Myanmar from 6 to 13 December at the invitation of Ministry of Religious Affairs will also attend the convocation of the State Pariyatti Sasana Universities to be held in Mandalay on 10 December.
Minister for Information meets Toyo Foundation Admin D-G
YANGON, 6 Dec-Minister for Information Maj.- Gen Kyi Aung met Administrative Director- General Mr. Naomichi Kamezawa of the Tokyo Foundation, Japan, at Myanma Radio and Television on Pyay Road at 2 p.m. today.
They discussed Japanese cartoon series donated by the foundation to MRTV. Also present at the call were Deputy Minister Brig- Gen Aung Thein and officials.

YANGON, 6 Dec-Minister for Industry-1 U Aung Thaung together with Deputy Ministers Brig-Gen Thein Tun and Brig-Gen Kyaw Win and officials arrived at No 1 Soap Factory of Myanmar Pharmaceutical Industries in Hlaing Township this morning and inspected the soap boxes to be delivered, production processes of Shwe Wa Soap, Carbolic Soap and Sunlight Soap and gave necessary instructions. The Minister inspected the boilers, fuel tanks and warehouse and gave instructions on work site safety, prevention of fires and keeping the goods clean. The Minister and party arrived at Win Thuza Shop in Sangyoung Township and inspected the sale counters and gave instructions. The Minister said that according to the guidance of the Head of State, Win Thuza Shops are opened in townships and sold the products of the Ministry of Industry-1 at reasonable prices; the officials are to supervise the sales and storage of goods smoothly, to strive their best and to abide by the rules and policies of the Ministry.
(8) Arrangements for opening Kokang Region narcotic drugs control museum discussed
YANGON, 6 Dec- A coordination meeting on displaying of exhibits at the Kokang Region narcotic drugs control museum was held at the meeting hall of Myanmar Police Force this morning. It was attended by Secretary of the Central Committee for Drug Abuse Control Director-General of MPF Police Maj-Gen Soe Win, senior officers of the Ministry of Defence, officials of the work committee, the Superintending Engineer of Public Works, officials of CCDAC and guests. Police Maj-Gen Soe Win delivered the opening address. He said the opening ceremony of the museum is to be held in the very near future, and he called for efforts to get the exhibits ready for the museum. The exhibits include sculptures, photos, paintings, and documentaries on agriculture and livestock breeding appropriate for Kokang region. Police Maj-Gen Soe Win also spoke at length on the work to display exhibits at the museum. Afterwards, members of the CCDAC and departmental officials reported on the arrangements and preparations. The meeting came to a close with the CCDAC Secretary's remarks.
Talks to mark World AIDS Day held
YANGON, 5 Dec-Talks to mark World AIDS Day co-sponsored by Department of Health and Myanmar National Working Committee for Women's Affairs was held at Practicing School of Institute of Education today. It was attended by Vice-Chairperson of MNWCWA Professor Dr Daw May May Yee, Working Committee member Dr Daw Khin Win Shwe, Adviser at the Education Board Daw Khin Than Nwe, Secretary Director-General of Social Welfare Department U Sit Myaing and members, advisers, the chairperson and members of MMCWA, members of Yangon Division CWA, Rector of the Institute U Han Tin and officials, film stars and students. Professor Dr Daw May May Yee explained work of MNWCWA concerning control of AIDS. Film stars Academy Dwe and Academy Htet Htet Moe Oo gave talks on anti-AIDS. Dr Daw Khin Win Shwe presented K 30,000 donated by the committee to Rector U Han Tin for staff welfare.
(9) 10 Aungmye Thazan NLD members resign of own accord
YANGON, 6 Dec -Ten members resigned from the National League for Democracy of Aungmye Thanzan Thazan Township, Mandalay Division. Ten members of Aungmye Thazan Township NLD, Mandalay Division, of their own accord , resigned by sending letters of resigned resignation to Aungmye Thazan Township Multiparty Democracy General Election sub- Commission and party concerned on 30 October 2000 as they no longer wished to participate in party politics of NLD.
