(1) State Peace and Development Council Chairman Senior General Than Shwe sends felicitations to LPDRYANGON, 2 Dec- On the occasion of the National Day of the Lao People's Democratic Republic which falls on 2 December 2000, Senior General Than Shwe, Chairman of the State Peace and Development Council and Prime Minister of the Union of Myanmar, has sent messages of felicitations to His Excellency Mr Khamtay Siphandone, President of the Lao People's Democratic Republic and to His Excellency Mr Sisavath Keobounphanh, Prime Minister of the Lao People's Democratic Republic.
(2) Religious freedom enjoyed fully, freedom of worship safeguarded by law, administrative and social meansYANGON, 1 Dec - The 83rd Annual General Meeting and AD 2000 Thanksgiving Service of Kayin Baptist Convention were held at Hpu Tha Byu Memorial Hall in Kayin Baptist Theological Seminary Compound in East Gyogon Ward, Insein Township, this morning.
Secretary-1 of the State Peace and Development Council Lt-Gen Khin Nyunt extended greetings. Also present were ministers, deputy ministers, officials of the State Peace and Development Council Office, heads of department, President of Kayin Baptist Convention Reverend Waldo Thein, General Secretary Reverend Dr Honor Nyo, President of Myanmar Council of Churches, General Secretary of Myanmar Bible Society, Chairman of Church Affairs and Peace Committee and Adviser to Kayin Baptist Convention Reverend Saw Margay Gyi, the principal of Kayin Baptist Theological Seminary, executives of Kayin Baptist Convention, advisers and members. On the occasion, President of Myanmar Council of Churches Reverend Waldo Thein extended greetings.
Then, the Secretary-1 said that in the Union of Myanmar where national races are residing, unity built through loving kindness and peace and tranquillity maintained through justice are the most important elements to keep the Union in peace and perpetuity. All Myanmar national people made up of Kachins, Kayahs, Kayins, Chins, Bamars, Mons, Rakhines and Shans and other national races have been living in the Union of Myanmar through thick and thin, and they regard themselves as the flesh and blood of the Union. So the ties of kinship among them are indivisible. They have maintained the tradition of living in peace and unity in the course of history countable by the thousand, which is the striking characteristic of Union-born national races. As all the national races have freedom of faith throughout the history, all the religions are flourishing in the country. It is a significant characteristic of Myanmar that national races have freedom of faith and the right to maintain their own cultural traditions, and have resided in peace and unity in the country.
In fact, all the faiths teach all their faithful to be imbued with loving kindness, compassion and sympathy and to have high moral character, and also contributes to the flourishing of peace and tranquillity and justice in the society. The Secretary-1 expressed belief that the nation under the prevalence of peace and loving kindness will be able to stand tall with pride among the international community if all live in accord with the teachings of their respective religions. He said the state is rendering assistance and protection to all in ensuring religious freedom in the nation and for flourishing of all the faiths in the Union. At present, cent-per-cent religious freedom is flourishing in the nation; protection is being given from the legal, administrative and social point of views in ensuring religious freedom on all fronts and in all corners.
It is a significant fact that though the government is giving priority to the promotion and propagation of the Theravada Buddhism, the religion of the majority, it is also providing assistance and protection for the flourishing of other religions. Not only the government but also the religious leaders and all those who have devotion should ward off the slanderous acts that will lead to eclipsing of noble principles such as loving kindness, unity and peace and tranquillity. Peace and tranquillity is prevailing in almost every part of the Union as the leaders of all the religions are actively taking part together with the government in endeavours to free the national people from disagreements and suspicions and to build mutual love, respect, understanding and trust among the national people.
Efforts to win regional peace of the peace-loving local elders and influential persons of Kayin State including Kayin religious leaders have gained success only to a certain extent; thus more efforts are required to win total peace in the state. Some of the internal and external organizations are launching accusations against Myanmar that there exist racial and religious discriminations in the country and are applying various means to weaken national solidarity and diminish the peace prospects; such perpetration are being launched with intent to break up the Union.
As the State respects and values national unity, it will always strive for winning national consolidation. All the prominent persons and religious leaders who are at the meeting should harmoniously strive with Union Spirit for the flourishing of noble situations such as peace, unity and development in the Union. General Secretary Reverend Dr Honor Nyo spoke words of thanks. Afterwards, a special prayer session was held. Reverend Dr Clifford Kyaw Dwe blessed all those present. Secretary-1 Lt-Gen Khin Nyunt and party then posed for a photo with KBC members.
Firm spirit, hard training and effective management required to win sports victoriesYANGON, 1 Dec- The 3/2000 meeting of Myanmar National Olympic Council was held at Padamya Hall of National Indoor Stadium-1 in Thingangyun Township this afternoon, attended by Chairman of MNOC Secretary-1 of the State Peace and Development Council Lt-Gen Khin Nyunt.
Also present were member of MNOC Secretary-3 of the State Peace and Development Council Lt-Gen Win Myint, MNOC member ministers, members of the Committee for Ensuring Sports Victories, members of Myanmar Olympic Committee, officials of the State Peace and Development Council Office, presidents of Myanmar Sports Federations, officials of the Sports and Physical Education Department and guests.
Speaking on the occasion, the Secretary-1 said though the government and the people are rendering unprecedented encouragement and assistance to raise the nation's sports standard and to gain sports victories, results achieved in the sector had not been satisfactory. Prospects for progress can be seen in some sport events such as rowing, archery and volleyball, but the majority of sports have not yet made progress in proportion to the assistance and encouragement they are receiving.
It is required to lay down systematic programmes on all fronts including mobilization of new generation athletes and training and administration. Firm spirit, hard training and effective management are required, and the State and the people have fulfilled all the requirements to uplift the sports standard and to win victories. Sports victories are connected with the nation's dignity; thus, all the athletes, sports coaches and managers are required to strive to win victories with sporting spirit as well as patriotism and the spirit of loving the nation. They should criticize themselves and decisively remedy weaknesses.
The government will provide effective assistance in order to uplift the nation's dignity through sports victories. Chairman of Myanmar Olympic Committee Minister for Sports Brig-Gen. Thura Aye Myint reported on mobilization of new blood athletes, giving training to athletes for the 21st SEA Games, hiring foreign sport coaches, participation in the international sport competitions in Year 2000 and giving training with respect to sports events. Then, the Secretary-3 spoke of the need of officials to draw training programmes and to train athletes rigorously. Sport training is to be given with high morale and rigorous discipline.
To uplift the standard of football in the entire nation, the Union Solidarity and Development Association and Myanmar War Veteran Organization hold football matches every year. Afterwards, those present at the meeting took part in the discussion. In conclusion, the Secretary-1 said that to win victories at the SEA games, systematic plans are to be drawn up and systematic training is to be given as well. The government and the people will continue to give assistance with added momentum, and in response to the goodwill of the government and the people, athletes need to try their utmost to undergo training and take part in the competitions. Taking in mind the fact that winning victories at sport competitions mean redounding to the honour of the nation, all need to undergo training with full patriotic spirit.
(3) Introduction of Universal Transverse Mercator Projection in progress
YANGON, 1 Dec- A meeting was held to explain use of Universal Transverse Mercator Projection (UTM) in mapping the entire Myanmar this morning at International Business Centre, attended by Secretary-2 of the State Peace and Development Council Lt-Gen Tin Oo.
Also present at the meeting were Minister for Forestry U Aung Phone, Minister for Rail Transportation U Pan Aung, Minister for Energy Brig-Gen. Lun Thi, Chief of Armed Forces Training Maj-Gen Win Myint, senior military officers of the Ministry of Defence, Deputy Minister for Forestry Col. Thaik Tun, heads of the State Peace and Development Council Office and the respective departments, officials and guests. Speaking on the occasion, Minister U Aung Phone explained the purpose of switching from Lambert Conical Orthomorphic Projection to UTM in mapping the whole nation, saying LCO was used in drawing maps in Myanmar in the previous century.
He also explained in detail the benefits of the new projection and the phase-by-phase plans in introducing UTM with the use of modern equipment. Deputy Director-General of Survey Department U Maung Maung Tin reported to the meeting on progress in connecting basic demarcations of the entire Myanmar with international survey data in gathering precise and reliable survey facts and implementation of the pilot project and the advanced mapping programme. He also replied to queries raised by the participants. The Secretary-2 looked into the requirements. He then inspected modern mapping equipment and samples of the maps.
(4) Yangon Command wins Defence Services Commander-in-Chief's Trophy
YANGON,1 Dec - The final match of the 39th Defence Services Commander-in-Chief's Trophy Tatmadaw Soccer Tournament was held at Thuwunna Sports Ground in Youth Training Centre this evening. Yangon Command beat No 66 Light Infantry Division 4-3.
Present were Adjutant-General Lt-Gen Win Myint, Chief of Staff (Navy) Captain Soe Thein, Chief of Staff (Air) Maj-Gen Myint Swe, Commander of Yangon Command Maj-Gen Khin Maung Than, Judge Advocate-General Maj-Gen Thein Soe, directors of Ministry of Defence, military attaches of foreign embassies in Yangon, senior Tatmadaw officers, guests, officers, their families and spectators.
After the final match, Chief of Staff (Navy) Captain Soe Thein presented second and third prizes to No 66 LID and No 11 LID. YANGON, 1 Dec-A ceremony to open the Commander-in-Chief (Air)'s Shield Shooting Championship was held at No 74 Squadron this morning, attended by Chief of Staff (Air) Maj-Gen Myint Swe. Also present on the occasion were senior military officers of Commander-in-Chief (Air)' Office, commanders of air base headquarters and air bases, heads of squadrons and camp commanders and guests. (6) Myanma Posts and Telecommunications and Shanghai Bell Co sign contract
YANGON, 1 Dec- Myanma Posts and Telecommunications of Ministry of Communications, Posts and Telegraphs and Shanghai Bell Co of People's Republic of China signed a contract Cross Bar Exchange Replacement and Expansion Project in Yangon and other townships at Communications and Postal Training Centre on Lower Pazun-daung Street this morning.
Present were Minister for Communications, Posts and Telegraphs Brig-Gen. Win Tin, Managing Director of Myanma Posts and Tele-communications U Maung Maung Tin, the general manager, heads of department, invited directors-general and managing directors and officials, Ambassador of PRC Mr Liang Dong and embassy staff, President of Shanghai Bell Co Mr Gunther Strobel and officials, officials of China United Electronic Import and Export Corporation (CUEC) and guests. Managing Director U Maung Maung Tin and President of Shanghai Bell Mr Gunther Strobel made the speeches. Then, Managing Director U Maung Maung Tin and President Mr Gunther Strobel signed the contract and exchanged the documents. Minister Brig-Gen. Win Tin presented gifts to Ambassador Mr Liang Dong and President of Shanghai Bell Co Mr Gunther Strobel. Myanmar has instituted proactive measures against HIV/AIDS for one decade
YANGON, 1 Dec- A ceremony to observe the World AIDS Day, organized by the Ministry of Health, took place at the International Business Centre on Pyay Road this morning, attended by Minister for Health Maj-Gen Ket Sein. Also present on the occasion were members of the National AIDS Committee, deputy ministers, officials of the Ministry of Health, ambassadors of foreign missions, representatives of UN agencies, officials of departments and organizations, nurses, prize-winning students and guests.
First, Minister Maj-Gen Ket Sein delivered an address. He said: World AIDS Day is observed yearly to remind the people of the danger and consequences of the dreadful disease, AIDS which is affecting many countries. As you may have known, the World AIDS Day is commemorated all over the globe on 1st December. There is always a theme and slogan going with every World AIDS Day. This year's theme is "AIDS: Men make a difference".
We have translated this theme appropriately into Myanmar and has distributed throughout the country. Kindly allow me to recall the three main objectives for this year's World AIDS Day theme: The first, To motivate men and women to talk and discuss about risk factors that lead to HIV/AIDS; The second, To encourage men to take care of themselves and their loved ones; The third, To promote programmes that respond to the needs of men and women.
Today, women are getting increasingly infected with HIV and that increase is in most instances attributable to risk taking behaviours of men. This also depends on the fact that men have more chance to indulge in various risk factors. Men are socially more aggressive and is most often placed in circumstances to work in remote areas away from the family. HIV infection and AIDS cases in men outnumber those in women on every continent apart from one exception, the Sub-Saharan Africa. It is
pertinent here that we should be clear on this year's theme: "AIDS: men make a difference".This is not to say that men are mainly responsible for the spread of HIV/AIDS but to focus and involve the role of men in the effort against AIDS and to bring about a much-needed intensity on men in national responses to the epidemic. The fact that about a quarter of those infected with HIV virus are men under the age of 25 years, highlighted the risk of HIV imposed on younger manhood. Let me recite the dismal figures on AIDS published by UNAIDS-WHO surveillance system. A total of (34) million people are infected with HIV by the end 1999. More than (19) million people have died of AIDS. In the year 1999 alone (5) million new infections have occurred with about (4) million concentrated in Africa, and about eight hundred thousand in South and South-East Asia. In Myanmar, we have instituted proactive measures against HIV/AIDS since a decade ago.
The multi-sectoral National AIDS Committee was formed by the State Peace and Development Council in 1989 comprising of high-level officials from various sectors. Since then policy, strategy and activities on AIDS prevention and control have been laid down within the framework of the National Health Committee guidance. It is an opportune time to remind you by the guidance worlds given by Chairman of the National Health Committee, Secretary one Lieutenant General Khin Nyunt at the National Health Committee Meeting Speech on 10th October, 2000. He has exhorted us to upgrade our HIV/AIDS prevention and control activities countrywide.
He also guided us to be of a multi-sectoral response in a well-planned manner with increased contribution from the community. The most recent National AIDS Committee meeting was also held in 19th October, 2000 we discussed on different cost-effective strategies including a decision to draw an updated Master Plan for the fight against this HIV epidemic. The meeting also decided that we will fight against this disease as a national cause drawing on all forces available from both public and private sectors. The World AIDS Day activities will be commemorated with special attention this year. There will be nation-wide activities from Department of Health's AIDS/STD Divisions, State, Division, District and Township Health Departments, other government sectors and also by national and international NGOs.
There will also be radio talks, Television spots and documentaries essay competitions, drawing contests, debates and educational talks in all the States and Divisions. These activities will show our commitment and concern about HIV infection and will reflect our deep dedication in controlling and preventing this HIV infection. I am very happy to see all those sectors involved in the fight against HIV/AIDS presenting themselves as a formidable force on this World AIDS Day event.
I want to advise all of you to be ever ambitious in your endeavours against this scourge. It is also a fact that we have very strong social and cultural values and have strong influence from Buddhist teaching to be abstinent from any kind of sexual debut before marriage, to abstain from drugs, alcohol and to have a monogamous marriage. If we can uphold these values, it will automatically prevent the spread of AIDS. But we are not relying solely on upholding values and preservation of culture and heritage. We have AIDS prevention strategic activities carried out from the National AIDS/STD Programme for those who are at risk and those of special vulnerability. We have very able NGOs like Myanmar Maternal and Child Welfare Association, Myanmar Women Affairs Committee, Myanmar Red Cross Society and Myanmar Medical and Dental Associations taking active part in activities like life skill trainings, peer education and out-reach programmes tuned to our social and cultural values. Thinking back on this year's slogan of "Men make a difference", it is my absolute opinion that harmful myths like "Having many partners is the proof of masculinity" "Drinking is a daring cat" should be banned at this day and age. Let me tell you a few things about some western media unfairly judging us by saying that we are not doing anything about HIV prevention activities in this country.
As you know, HIV/AIDS and Sexually Transmitted Diseases are intricately woven with social values and cultural standards. I can assure you that we are doing many activities that reach to the grass root level all over the country. We cannot be overt like western cultures and convey explicit messages in using the various media messages. But let me assure you that we have many activities and methodologies that are very effective, tactful and catering to the needs of the population. We have thought of many ways and means to control HIV/AIDS and are in line with our social and cultural norms that are unique to our country.
I think it is the will and dedication of the people that will ultimately become of utmost importance in the fight against this disease. No matter what amount of budget and support is allotted to us if the strategy is not suited to our unique system, we will face the same fate of other nations that are still struggling with HIV/AIDS problem after spending billions of dollars and have applied methods that were once very useful in other developed nations. And HIV/AIDS is a disease of many facets and need the dedicated response from many sectors at different levels, throughout the country. The Ministry of Health alone will not be able to surmount this problem. All sectors, agencies and the community must joint hands in the concerted effort to be able to staunch this HIV/AIDS problem.
I would like you to convey a message that effective implementation of the health projects is an utmost priority in our National Health Plan. The Chairman of the National Health Committee has reaffirmed this important point very recently at the meeting on "National Education Promotion Special four-year Plan (Health Sector)" which was held in November, 2000. In conclusion I would like to encourage all those present here and my countrymen to adhere to the four social objectives of our nation-that is to uplift national prestige and integrity and to preserve and safeguard our national heritage and to always uplifting our patriotic wish.
I now end my speech with a fervent wish that people all over the world will ultimately be free this scourge of HIV/AIDS. MMCWA marks World AIDS DayYANGON, 1 Dec- A ceremony to mark World AIDS Day sponsored by Myanmar Maternal and Child Welfare Association was held at the association in South Okkalapa Township, here, at 1 p.m. today, with an address by Minister for Health Maj-Gen Ket Sein.
Also present on the occasion were Deputy Minister for Health Prof Dr Kyaw Myint, directors-general, deputy directors-general, directors and officials of departments under the ministry, Chairperson of MMCWA Prof Daw Kyu Kyu Swe, Vice-Chairperson Dr Daw Khin Win Shwe, CEC members, honorary patrons, Chairman of Myanmar Red Cross Society Dr Kyaw Win, Chairman of Myanmar Medical Association Prof Dr Myo Myint, officials of UN Agencies, members of Union Solidarity and Development Association, members of Township MCWA, members of Township Red Cross Societies, students and guests. Speaking on the occasion, Minister Maj-Gen Ket Sein said that the World AIDS Day is being held with a view to controlling AIDS which poses a threat to people of the world, and added that there has been still no cure since the deadly disease was first detected in 1981.
The WHO UNAIDS has estimated that 19 million people have perished due to AIDS, and that about 34 million are HIV positive and AIDS and in Myanmar, AIDS control projects were launched ten years ago. National AIDS Committee, under the leadership of the National Health Committee, is laying down the policy and guidance on AIDS control and prevention and the disease can be prevented if Myanmar traditions and customs are preserved. Representative of WHO Theme Chairman of UNAIDS Dr Agostino Borroa read the message of UNAIDS.
Then, were extempore talks to mark the World AIDS Day was held at the same venue, with an address by Chairman of MRCS Dr Kyaw Win. Later, Chairperson Prof Daw Kyu Kyu Swe presented prizes to winners in the contest and Vice-Chairperson Dr Daw Khin Win Shwe presented prizes to winners in quiz contest.
(7) Commander inspects agriculture and livestock breeding work
YANGON, 1 Dec- Member of the State Peace and Development Council Chairman of Yangon Division Peace and Development Council Commander of Yangon Command Maj-Gen Khin Maung Than, together with staff officers of the Command, inspected agricultural and livestock breeding work at the local battalion in Insein Township this morning.
Battalion Commander Lt-Col Ye Aung reported on agriculture and livestock breeding work being carried out by the battalion, units and families on a manageable scale. The commander spoke of the need for all to cultivate monsoon and summer paddy and perennial and seasonal crops and to extend poultry, pig and fish breeding work.

He also inspected the brick factory which produces 15,000 bricks a day. Battalions and units under Yangon Command are breeding 209,676 poultry for eggs, 780,477 poultry for meat, 16,616 ducks, 8,464 pigs, 169 buffaloes, 1,395 cows, 1,041 goats, 36,700 quails and 6,447,974 fish. About 20,000 eggs and 1,000 viss of chicken are sold at tax-free markets and other markets daily.
Joint-venture factories and workshops opened in Dagon Myothit (South)
YANGON, 1 Dec- The opening ceremonies of joint-venture factories and workshops were held in Dagon (South) Industrial Zone in Dagon Myothit (South) Township, Yangon Division, this afternoon. Present were Minister for Industry-2 Maj-Gen Saw Lwin, ministers, the Deputy Ministers for Industry-2, the Deputy Minister for Science and Technology, invited guests, directors-general and managing directors and officials of the Ministry of Industry-2, managing directors of joint-venture factories and workshops and officials.
At the briefing hall, Director-General of Directorate of Myanma Industrial Planning U Khin Maung explained facts about construction of Joint-venture factories and workshop and production of the factories with the aid of video slides. Then, the inauguration ceremony of Spray Factory of Myanmar Suzuki Motor Co Ltd was held in front of the factory. Managing Director of Myanmar Suzuki Motor Co Ltd Mr Koichi Fujioka and Director Mr Kenji Yamamoto extended greetings. Minister for Industry-2 Maj-Gen Saw Lwin pressed the button to unveil the signboard of the factory. Officials formally opened the factory and conducted the guests round the factory. Afterwards, the opening ceremony of Myanmar Ekarat Transformer Factory was held in front of the factory.

Deputy Minister inspects railroadsYANGON, 1 Dec- Deputy Minister for Rail Transportation U Pe Than, together with Managing Director of Myanma Railways Col. Min Swe and officials, left for Dawei on 27 November to inspect Dawei-Ye-Mawlamyine Railroad and bridges, and also met with employees of departments under the Ministry of Rail Transportation.
On 28 November, he inspected the railroad between Dawei Station and Gangawtaung Station, and gave instructions on the replacement of sleepers and maintenance of bridges. On 29 November, the deputy minister inspected the railroad from Gangawtaung Station to Chaungtaung Station. He met with engineers and employees and gave instructions on timely completion of Ye-Dawei Railroad. The deputy minister inspected Thanbyuzayat-Mawlamyine Railroad, Mottama-Bago Railroad and Bago-Yangon Railroad yesterday.

Timetable for Matriculation Exam 2001Yangon, 1 Dec- The Myanmar Board of Examination of the Ministry of Education today announced the time-table for the Matriculation Examination to be held in March 2001. The examination will be held from 13 to 19 March 2001 between 9 am to 12 noon daily. Myanmarsar will be on Tuesday 13 March, English on Wednesday 14 March, Maths on Thursday 15 March, Coordinated Science on Saturday 17 March and Social Science on Monday 19 March.
Maths Journal comes out
YANGON, 1 Dec- Yangon Eastern University published Maths journal (matriculation level) today. The journal was published for the first time by Maths Association of the university. The features include lectures for respective chapters of the curriculum written by 10 senior teachers and articles of three retired maths professors and others. The copy is on sale at K 200 at the Maths Department of Yangon Eastern University and book shops in the country.
New building handed over to Withakha Nunnery Girls' Education SchoolYANGON, 1 Dec- A ceremony to hand over Haruei new school building donated by wellwisher Haruei San family of Japan was held at Withakha Nunnery Girls' Education School in Ward 81 of Dagon Myothit (Seikkan) Township this morning. Present were the chairman of Dagon Myothit (Seikkan) Township and chairmen of Ward Peace and Development Councils, officials, wellwisher family and guests. Chairman of Township Peace and Development Council U Khin Maung Bo extended greetings. Wellwisher Harueisan explained the purpose of the donation and handed over documents related to the school building to Chairman U Khin Maung Bo. Then, the wellwisher donated K 750,000 to Headmistress Nun Daw Kissaratheri. Nun Daw Andasiri spoke words of thanks. The wellwisher family explained the purpose of the organization of the rice donation association in Japan. Afterwards, Nun Daw Kissaratheri shared merits gained. The cash donated by the wellwisher amounted to K 2,125,000.
(9) Two drug traffickers sentenced to 30 years
YANGON, 1 Dec - Lashio District Court sentenced two men to 30 years' imprisonment each for possession of 4,156,000 stimulant tablets on 31 October this year. The members of the local intelligence unit and anti-drug squad, acting on information, arrested the two drug traffickers, Ah Wai (a) Ah Phu, who was staying at a guest house in Lashio, and Kya Pe of Lashio at the guest house on 1 June. Further investigation had led to the seizure of WY brand stimulant tablets weighing 374.04 kilos in a white van. Lashio police filed a law suit against Ah Wai (a) Ah Phu of Muse, 31, son of U Ah Khay, and Kya Pe, 43, son of U Chin Mi according to the law.
15 members resign from Meiktila Township NLD
YANGON, 1 Dec - Fifteen members resigned from the National League for Democracy of Meiktila Township, Mandalay Division. Fifteen members of Meiktila Township NLD, Mandalay Division, of their own volition, resigned by sending letters of resignation to Meiktila Township Multiparty Democracy General Election Commission Office and the party concerned on 28 October 2000 as they no longer wished to participate in party politics of NLD.
