(1) Senior General Than Shwe address opening of Course on Myanmar and international studies, Advanced Management Course and Advanced Accountancy CourseYANGON, 29 Nov - Union Solidarity and Development Association's Course No 1 on Myanmar and International Studies, Executives' Advanced Management Course No 8 and Advanced Accountancy Course No 1 opened with a ceremony in Pyidaungsu Hall of the Central Public Relations Unit in Hmawby Township, Yangon Division, at 9 am today, with an address by Patron of the USDA Chairman of the State Peace and Development Council Commander-in-Chief of Defence Services Senior General Than Shwe.
Also present on the occasion were members of the Panel of Patrons of USDA Vice-Chairman of the State Peace and Development Council Deputy Commander-in-Chief of Defence Services Commander-in-Chief (Army) General Maung Aye, Secretary-1 Lt-Gen Khin Nyunt, Secretary-3 Lt-Gen Win Myint, members of the State Peace and Development Council, Deputy Prime Ministers , ministers, deputy ministers, officials, course supervisors and trainees.
The Senior General said the USDA Advanced Management Course No 8, Course No 1 on Myanmar and International Studies and Advanced Accountancy Course No 1 were opened the same day. These are the first courses opened after the Seventh USDA Annual General Meeting. Of the courses which were opened today, the Advanced Management Course is being conducted to enable the executives who had completed the Basic Management Courses to possess efficiency. Not only the future tasks of the association but also the State's objectives, the national economic plans, national defence subject, international relations and basic journalism will be lectured at the course. The course is aimed at enabling the trainees to possess higher nationalistic morale and improve their workability.
The Advanced Accountancy Course is the first such course opened to improve the accountancy skills of the trainees who were outstanding at the basic accountancy courses. It is the first time a course on Myanmar and International Studies is conducted. At present in the world's nations it can be seen that wide range of subject-wise studies, combined subject studies and specialized studies on the various global regions and international organizations are being conducted extensively. At a time when the world is entering a new century which is experiencing rapid changes and developments, Myanmars are desirous of learning the Myanmar affairs and international situations. The course is opened for the first time in accord with the wish.
The trainees, who will attend the course are the national forces, discharging the State's duties and national duties at the departments and organizations. The ardent wish of today's Myanmars is the emergence of a peaceful, tranquil, modern and developed nation. It has been known to all that the wish has been designated " the national goal " ; the entire national force is working for this objective to materialize. In so doing, the role of the new generation youths who are willing to serve the interest of the nation and the citizens is pivotal.
The new generation youths who are here with the wish to study national and international affairs and subjects should be put on record. The subject on Myanmar affairs is broad as well as delicate, profound and deep. It is of great importance for a Myanmar citizen to be well-versed in the Myanmar affairs. There are two parts the State and the citizens in an approach to study the Myanmar affairs.
The past, the present and the future of a nation are always related. It has already been stated that the strong desire of the present citizens is for emergence of a peaceful, pleasant, modern and developed nation. It is related with the nation's history. As is known to all, a civilization flourished systematically in Myanmar since yore and city states did emerge in the nation. Afterwards, the First Myanmar Empire was founded in Bagan period, the Second Myanmar Empire in Toungoo period and the Third Myanmar Empire in Konbaung period, and Myanmar had stood strong and powerful in Asia.
Myanmar that stood as an independent and sovereign nation lost her sovereignty as the British colonialists annexed her after waging three aggressive wars. The dignity, culture and national traits of Myanmar were eclipsed and the political, economic and social opportunities of the entire people were lost together with the loss of independence and sovereignty. The unyielding spirit of the entire national people who fell under the colonial rule was rekindled with emergence of immense force for regaining independence. Due to the consolidated force, the ardent wish and strong unity of the people, the nation was able to stand as an independent and sovereign nation again. Soon after independence had been regained, there appeared splits among the comrades, who had fought together for independence, due to sectarian and ideological inclinations. Afterwards, conflicts occurred among the national peoples leading to the breaking up of the national unity. The situation even led to the outbreak of armed conflicts, resulting in the dwindling of peace, amity and unity in the nation. Under these circumstances, all the national developments came to a halt and then led towards a decline. At the same time, the social living standard of the people was at its lowest ebb. Thus, the ardent wish and hope of the people is peace, stability and development. In this context, the present government after assuming all the State's duties realizing the ardent wish of the people carried out nation-building tasks. These facts will be included in detail in the studies of the course.
First, the government laid down plans in view of ensuring peace and stability in the nation. According to the past experiences, the national tasks non-disintegration of the Union, non-disintegration of national solidarity and perpetuation of sovereignty were laid down and are being implemented.
As Our Three Main National Causes is irrefutable for all the citizens, it has been designated as the national policy and tasks are being carried out for the Three Main National Causes to materialize. Changes and developments can be seen stage by stage as the government keeps in the fore the national requirement and the people's desire in implementing the tasks. As soon as prevalence of peace and stability has been initiated in the nation, plans to hold peace negotiations with armed groups in the jungles have been made in order to cease all the armed conflicts. As efforts are being made in view of winning back amity and unity, mutual understanding and trust could be built between the government and the 17 armed groups which are now working together with the government in the national interest.
The government after achieving such a favourable situation is laying down various development plans in order to gain good conditions for progress. The government was able to stop the economic decline and successfully implemented the four-year short-term national economic plan in fiscal 1992-93 and 1995-96.
During the plan period, the government implemented enormous tasks such as extension of transport facilities and irrigated areas in building infrastructure required for the nation. Based on the success of the four-year plan, a five-year from 1996-97 to 2000-2001 was laid down and gathered all the strengths in the nation in implementing it. In so doing, the nation never takes any foreign assistance, but implementing the plan with the internal strength.
The government is relying mainly on the force of the internal human resources and material power in implementing the economic plan. Due to the government's goodwill towards the nation, efforts of the intellectual human resources and participation of the people, the nation is on the path to progress. Investments are being made in all sectors for rapid development of agriculture which is the base of Myanmar's economy and which is employing 63 per cent of the nation's working force.
Within a short period, 114 new dams have been built to ensure water for crops. Continuing, the Senior General said the trainees are to study basic economic structures in detail at the course. It can be assessed that the building of a modern nation is an immense task and that peace and stability of the State, consolidated unity of the citizens, human resource development, people's cooperation and abundance of natural resources form the key factors for national development. Naturally, Myanmar has favourable geographical and weather conditions, and rich natural resources which constitute the natural force. Another force is Myanma community that has fine traditions of culture. Courage, diligence, patience and magnanimity are significant characteristics of Myanmar people, and they all are imbued with the nationalist spirit of safeguarding the lineage. Favourable natural conditions and outstanding characteristics of Myanma community form the basis of national progress.
As these problems cause decline in capability there appear political interference, economic pressure and coercion. In Myanmar, there is sufficiency of food and some items of food can be exported, and the country is capable of boosting production of food in a long-term plan.
While basic structures required for the agriculture sector have been developed, there is considerable progress in utilization of water and land resources. In supplying the needs of the agriculture sector, projects are being implemented with the aim of developing industries through modern means. Most of the large-scale infrastructure projects under implementation in the agriculture sector are about to be completed in not many years, and thus, Myanmar will become one of the major food-exporting countries in future.
Though Myanmar is still a developing country, it does not have a heavy load of debt compared with some countries facing heavy burdens of debts. Myanmar can be seen as an independent nation free of bonds. Despite facing external pressure and interference common to some developing countries, Myanmar is still able to safeguard its own stand, maintaining friendly relations with the Five Principles of Peaceful Co-existence. Myanmar is also free from environmental degeneration suffered by most parts of the world, and it can keep its own environment intact with proper, reliable schemes. The project for greening of nine arid regions is now becoming more extensive, and it is being implemented under the scheme for greening of the entire dry zone. For perpetual existence of valuable Myanmar forests, tasks are being implemented under the National Forest Management 30-year major plan.
The Senior General noted that the purpose of explaining the world's and national affairs was to let them know the areas to integrate the national force based on the advantages. It is essential to fully utilize the national resources and human resource for establishment of a modern nation. The Union highways, river bridges, dams and reservoirs and hydro-electric power projects which have been completed and under construction emerged due to the forces who can shoulder the responsibilities with duty consciousness. He stated that the government will necessarily build the nation to become peaceful, modern and developed in accord with the 12 National Objectives.
In implementing these objectives, technicians and people cooperate in the tasks. Bringing about rapid development in accord with the objectives depends on implementation of tasks free from external pressure and interference. In conclusion, the Senior General pointed out that only when the nation develops, will it be able to keep abreast of the world's standard, and that cooperation of the USDA youths is vital for emergence of a reliable national force, and expressed belief that they would be able to assess and analyze the internal and international situations. After the opening ceremony, the Senior General cordially greeted the trainees and had breakfast together with them.

(2) Secretary-1 discusses extension of radio & TV news, programmes
YANGON, 29 Nov- Secretary-1 of the State Peace and Development Council Lt-Gen Khin Nyunt met officials at the meeting hall of Myanma Radio and Television, Ministry of Information this afternoon to discuss extension of radio and TV news and others programmes of MRTV.
Present were Minister for Foreign Affairs U Win Aung, Minister for Information Maj-Gen Kyi Aung, Minister for Communications, Posts and Telegraphs Brig-Gen Win Tin, Minister for Education U Than Aung, deputy ministers, officials of the State Peace and Development Council Office, heads of department, the director-general of MRTV and officials. Director-General of MRTV U Khin Maung Htay reported to the Secretary-1 on MRTV programmes being broadcast present, extension of news programmes and requirements. Minister Maj-Gen Kyi Aung presented supplementary reports.
Then, Minister Maj-Gen Kyi Aung explained broadcasting and condition of broadcasting machines of MRTV and upgrading of the machines.
Minister U Win Aung presented supplementary reports. Afterwards, Secretary-1 Lt-Gen Khin Nyunt attended to their requirements. Then, Secretary-1 Lt-Gen Khin Nyunt inspected arrangements for broadcasting extended radio and TV news and programmes and left there.
(3) All states and divisions making efforts for national progress Nankathu Dam inaugurated in Ingapu Township
YANGON, 29 Nov-Inauguration ceremony of Nankathu Dam was held in Ingapu Township, Hinthada District, Ayeyawady Division this morning with an address by Secretary-2 of the State Peace and Development Council Lt-Gen Tin Oo.
The Secretary-2, accompanied by Minister for Agriculture and Irrigation Maj-Gen Nyunt Tin, Minister for Livestock and Fisheries Brig-Gen Maung Maung Thein, the deputy ministers, Col Air Staff and officials of the State Peace and Development Council Office and departments, left here for Ingapu Township by helicopter at 7 am today.
The Secretary-2 and party then attended the inauguration ceremony. Also present were officials of Ayeyawady Division, Chairmen of Hinthada District and Hinthada, Ingapu, Laymyethna, Kyangin, Zalun and Myanaung Township Peace and Development Councils, local people from six townships, peasants, teachers, students, members of the Union Solidarity and Development Association, Red Cross and Auxiliary Fire Brigades and members of Maternal and Child Welfare Association numbering 12,000.
The Secretary-2 said Nankathu Dam is the 115th dam built by the government and it lies on Nankathu Dam and is 1,800 feet long and 160 feet high. Nankathu diversion dam opened in 1997 is irrigating farmlands to the most possible degree. The Nankathu Dam would supply water to 14,000 acres of cultivable lands and boost crop production in Ayeyawady Division, he said. He said in order to achieve progress in agriculture sector of states and divisions dams, sluice gates, reservoirs and diversion weirs are being built depending on regional conditions in accord with the guidance of Senior General Than Shwe.
Water pumping projects and under ground water projects are being implemented, he said. He said Panhlaing, Mezali, Wardaw and Htani sluice gates were built in Ayeyawady Division. Efforts for availability of water for summer paddy and reclamation of wetlands are being made with added momentum and Kunchaung Dam project is under way in Kyangin Township, he added.
Similarly, surveys for construction of Buyoe, Thaledam, Ma Mya, Kanyin, Pashin, Mezali, Kyat and Kyetpaung reservoirs are being made. Nearly 600,000 acres of cultivable lands out of one million acres extended reclamation project were reclaimed in Ayeyawady Division and total cultivation acreage for monsoon and summer paddy was approximately 300,000.
This added to the expression Ayeyawady Division is the barn of the State, he said. Agricultural and meat and fish sectors in the division are progressing and 15 per cent of GDP are from Ayeyawady Division. Transport facilities in the division are being built together with economic progress. Roads and bridges can now be used anytime although the division that depended mainly on waterway in the past.
Transportation between Ayeyawady Division and other states and divisions has improved, he said. He said achievements have been made due to harmonious cooperation of the State, the people and the Tatmadaw and other states and divisions are gaining progress with momentum. All states and divisions are making efforts for progress and therefore the State is on the path of development.
The Secretary-2 warned that internal destructive element puppet group ignoring the true conditions is undermining the progress of the country and attempting to become a tailist of neo-colonialist nations. In spite of their attempt, there are no political and economic difficulties in the country. All national people are participating in development of the State together with the government and are making their livelihood peacefully. He spoke of the need for farmers to safeguard the Union in dignity among the nations of the world after realizing the tactics and tricks of the destructive elements and to boost production of agricultural products.
He called for maintenance of the dam and for making continued efforts for all-round development of the division. Commander Maj-Gen Thura Shwe Mann said Nankathu Dam is the first one built in the division. Ayeyawady Division grows paddy which is one fourth of the whole country in monsoon paddy cultivation and one third in summer paddy cultivation and it also grows other crops such as peas and jute.
The dam would increase cultivation power, he said. Minister for Agriculture and Irrigation Maj-Gen Nyunt Tin said agriculture is a large economic enterprise in Myanmar and the ministry is endeavouring for extended cultivation acreage, fully cultivation and boosting of crops output and implementing water availability projects in various parts of the country.
He said before 1988-89 irrigated areas were 2.5 million acres and now they have increased up to 4.5 million acres. Minister for Livestock and Fisheries Brig-Gen Maung Maung Thein, Deputy Minister for Progress of Border Areas and National Races and Development Affairs U Kyaw Tin, Deputy Minister for Education Brig-Gen Soe Win, Deputy Minister for Health Dr Kyaw Myint and Deputy Minister for Commerce Brig-Gen Kyaw Hsan spoke.
Executive member of Hinthada District USDA Daw Sabai Phyu spoke words of thanks. Minister Maj-Gen Nyunt Tin presented bonus to Assistant Director of Construction-2 of Irrigation Department U Thaung Tun, Chairman of Hinthada District Peace and Development Council Lt-Col Win Htain and officials. Minister Maj-Gen Nyunt Tin formally unveiled the stone plaque of the dam. Director of Construction-2 of Irrigation Department U Tin Maung Ohn formally inaugurated the dam.
The Secretary-2 and party posed for photo together with officials and local farmers. The Secretary-2 and party inspected the dam, spillway and tower. The Secretary-2 met those present at the ceremony.
The earth dam was built at a cost of K 1,422 million on Nankathu Creek near Thayetoke Village in Ingapu Township. It is 1,800 feet long and 160 feet high and its water capacity is 40,000 acre feet and it can irrigate 14,000 acres of land. The Secretary-2 and party went to Kunchaung Dam-2 Project site in Kyangin Township by helicopter.
The Secretary-2 and party inspected construction of concrete wall of the dam-2. Director (Design) U Khin Maung Nyunt of Irrigation Department reported on locations of dam projects, feasibility study and implementation of the project. Minister Maj-Gen Nyunt Tin reported on water supply projects for development of townships on west banks of Ayeyawady River. Commander Maj-Gen Thura Shwe Mann reported on assistance and cultivation of crops in the region. The Secretary-2 fulfilled the requirements and gave instructions.
The Secretary-2 and party met farmers of Tatkon Village and its environs. The Kunchaung Dam Project includes Dam-1 and Dam-2. Detailed survey is being conducted for construction of the dam-1 if necessary. The dam-2 will irrigate 20,000 acres of land.
Secretary-2 meets departmental officials in HinthadaYANGON, 29 Nov-Secretary-2 of the State Peace and Development Council Lt-Gen Tin Oo inspected Kunchaung Dam No 2 Project in Kyangin Township and left there for Hinthada this afternoon. Secretary-2 Lt-Gen Tin Oo met departmental officials of Ayeyawady Division, chairmen and members of Township Peace and Development Councils the six townships in Hinthada District, service personnel, industrialists, livestock entrepreneurs and town elders in the Town Hall of Hinthada.
Speaking on the occasion, Secretary-2 Lt-Gen Tin Oo said the Ayeyawady Division has favourable natural conditions for economic development; thus the degree of success depends on the extent of efforts.
Officials should meet grass-root levels for further progress of the tasks. He said that he was there to fulfil the requirements of Hinthada District and six townships. Then, member of the State Peace and Development Council Chairman of Ayeyawady Division Peace and Development Council Maj-Gen Thura Shwe Mann reported to the Secretary-2 Lt-Gen Tin Oo on agriculture sector of Ayeyawady Division. Minister for Livestock and Fisheries Brig-Gen Maung Maung Thein explained livestock and fisheries sector of the division. Deputy Minister for Commerce Brig-Gen Kyaw Hsan also explained on arrangements for purchasing of paddy and crops and requirements.
Secretary-2 Lt-Gen Tin Oo gave instructions to reports of District and Townships and spoke of the needs to service personnel to carry out their tasks for the development of the State. With the development of economy, per-capital income and living standard will develop, he said. He urged all to strive for the development of livestock and industrial sectors of Ayeyawady Division with the development of agricultural sector of Ayeyawady Division.
Then, Secretary-2 Lt-Gen Tin Oo inspected rice mill, roller rice mill, paddy threshing machine, bicycle, weeder, harrow and seeder manufactured by Hinthada Industrial Zone. The Secretary-2 arrived back here in the evening. Deputy Minister for Progress of Border Areas and National Races and Development Affairs U Kyaw Tin met officials of Hinthada Township Development Committee and inspected Hinthada Township development work. Deputy Minister for Education Brig-Gen Soe Win Maung inspected multi media , teaching centers of Basic Education High School No 2 and Basic Education High School No 1 and Sports/ Physical Education.

YANGON, 29 Nov-Deputy Minister of Trade, Thailand Mr Phajthoon Kaeothong and party arrived here this morning to attend the opening of Thailand Exhibition' 2000 to be held at Tatmadaw Convening Hall on U Wisara Road, Yangon. They were welcomed at the airport by Ambassador of Thailand Mr Pensak Chalarak, Director-General U Nyunt Aye of Directorate of Trade, Ministry of Commerce and responsible officials.

YANGON, 29 Nov-Vice-Chairman of Library, Museums and Exhibitions Supervisory Committee Deputy Director-General of Information and Public Relations Department U Aung San and members inspected preparations of "Thailand Exhibition 2000" sponsored by Department of Export Promotion (DEP)) under the Ministry of Commerce of Thailand which will be held from 30 November to 3 December at Tatmadaw Convention Centre on U Wisara Road in Dagon Township at 3.30 p.m. today. (5) Mayor visits City plantation in Taikkyi
YANGON, 29 Nov - Chairman of Yangon City Development Committee Yangon Mayor U Ko Lay arrived at recreation centre of City Plantation in Taikkyi this morning. Mayor U Ko Lay was welcomed there by Chairman of Agricultural Work Committee Col Thaung Wai and officials. The Mayor inspected land preparation, cultivation of kitchen crops, peas and beans cultivation, edible oil crop and sunflower and gram plantations at City Plantation. Then, Mayor U Ko Lay greeted local farmers and their families and attended to their needs.
Prize-presentation ceremony to winners of " Wonders of Myanmar " Photo Contest and launch of new Canon camera held
YANGON, 29 Nov-A ceremony to present prizes to the winners of " Wonders of Myanmar" Photo Contest organized by Accel International Co Ltd with the assistance of Woodland Group of Companies and Myanmar Photographic Society and to introduce Canon camera BF 800 model was held at Traders Hotel yesterday afternoon. Also present on the occasion were Deputy Minister for Information Brig-Gen Aung Thein, departmental heads, ambassadors of Malaysia and the Philippines, officials from Canon Singapore Pte Ltd, invited guests, photographers and winners. YANGON, 29 Nov - Organized by Myanmar Red Cross Society, an Exhibition to mark World AIDS Day was launched at MRCS(Head Office) , Strand Road, Botahtaung Township, this morning. Present on the occasion were executive members of MRCS, Director -General of Social Welfare Department U Sit Myaing , officials and public. President of MRCS Dr Kyaw Win explained the purpose of holding the ceremony and facts about AIDS. Then those present viewed the exhibition. The exhibition will be kept open up to 1 December.
Cash donation to MMCWA
YANGON, 29 Nov - A ceremony to present cash donated by wellwishers to Myanmar Maternal and Child Welfare Association was held at the parlour of MMVWA in South Okkalapa Township , this morning. It was attended by Chairperson of MMCWA Professor Daw Kyu Kyu Swe, Vice - Chairperson Daw Khin Win Swe and CEC members and wellwishers. Minister inspects railroad and bridges
YANGON, 29 Nov-Minister for Rail Transportation U Pan Aung, together with responsible officials, arrived at the Shwemawdaw Pagoda in Bago yesterday morning. Members of Board of Trustees U Tun Nyunt and U Thein reported on facts about the pagoda to the Minister.
The Minister and engineers discussed the needs. Then, the Minister, the engineers and the officials ascended the Bell which is 100 feet high and entered it through the entrance and inspected the iron frames. They discussed durability of the pagoda. Afterwards, the Minister inspected Bago-Yangon railroad and bridges and gave necessary instructions on maintenance and safety to the officials.
(7) Health Minister inspects hospitals in Ayeyawady Division
YANGON, 29 Nov-Minister for Health Maj-Gen Ket Sein, together with Director General- of Health Department Dr Wun Maung and officials, inspected Myan Aung People's Hospital yesterday morning. They were welcomed and reported on functions and needs of the hospital by Division Health Officer Dr Than Aung and officials. The Minister and part inspected the hospital and fulfilled the requirements.
Then the Minister and party headed for Htoo People's Hospital in Ingapu Township where the township health officer and officials welcomed and conducted them around the hospital. He gave necessary instructions on construction of a new building for the hospital and also inspected the Kwin Kauk Station Hospital.
Afterwards, the Minister and party arrived at Ingapu People's Hospital where the township heath officer and officials conducted them around the hospital. The Minister attended to the needs.
The Minister and party inspected Hinthada District People's Hospital where the district health officer and responsible officials conducted them around the hospital. The Minister left instructions on greening tasks and fulfilling modern hospital equipment for Blood Bank, X-ray room and wards.
He also inspected Kyonpyaw Township People's Hospital and Yekyi General Hospital where township health officers reported them on health care tasks.
The Minister arrived at Samalauk Peasants' Hospital in Nyaungdon Township at 6 p.m. and the Head of Ayeyawady Division Health Department reported on construction of the hospital and the Minister gave necessary instructions.
TV and VCD player donated to Disable SchoolYANGON, 29 Nov - Hailing the International Day for Disabled Persons, a ceremony to donated a television and a VCD player for school for the Disables(Adult ) of Social Welfare Department by Thanmyanthu Syndicate presented was held at the school on Kyaikwaing Pagoda Road this morning, at tended by Chairman of Thanmyanthu Syndicated Officer on Special Duty Lt- Col Than Tun and committee members, Director U Khin Aung of Socials Welfare Department of Ministry of Social Welfare, Relief and Resettlement and officials.Lt-Col Than Tun explained facts about the donation and presented a television and a VCD player to Principal Daw Sein Sein Myint who accepted the donation and presented certificate of honour to the donor. Then, Director U Khin Aung spoke words of thanks.
(8) Drug traffickers gets 25 years
YANGON, 29 Nov - A combined team comprising members of local intelligence unit and Yangon Special Anti- drug Squad, acting on information, while waiting at the corner of Kyansittha Street and No 2 Street, Ward 17 in Dagon Myothit(South ) and arrested Win Naing Oo, 27, of Zeyawady Ward, Helgu together with 1.55 kilos of marijuana at 1.05 p.m. on 14 April 2000. Action has been taken against him in accord with Narcotic Drugs and Psychotropic Substance Law by Dagon Myothit (South ) Police Station. The Yangon East District Court handed down a sentence of twenty- five year's imprisonment on him under Section 19(A) on 30 Octobers 200.
(9) 25 members resign from Thabaung Township NLD of own accord
YANGON, 29 Nov-Twenty-five members resigned of their own accord from the National League for Democracy of Thabaung Township, Ayeyawady Division. Twenty-five members of Thabaung Township NLD, Ayeyawady Division, of their own accord, resigned by sending letters of resignation to Thabaung Township Multiparty Democracy General Election Sub-commission and the party concerned on 5 November 2000 as they no longer wished to participate in party politics of NLD.
