(1) State Peace and Development Council Chairman Senior General Than Shwe sends felicitations to MauritaniaYANGON, 28 Nov- On the occasion of the Independence Day of the Islamic Republic of Mauritania, which falls on 28 November 2000, Senior General Than Shwe, Chairman of the State Peace and Development Council of the Union of Myanmar, has sent a message of felicitations to His Excellency Mr Maaouya Ould Sid Ahmed Taya, President of the Islamic Republic of Mauritania.

Literati urged to assume two duties-to open literary treasure trove with aim of ensuring flourishing of all kinds of literature of high quality and to serve as a beacon to guide others to correct path
YANGON, 27 Nov-Prize presentation ceremony for National Literary Award for 1999, the 11th National Mottoes, Literary and Photo Competition and Sarpay Beikman Manuscript Award for 1999 was held at the National Theatre on Myoma Kyaung Street at 3 p.m. today, with an address by Secretary-1 of the State Peace and Development Council Lt-Gen Khin Nyunt.
Also present were member of the Commander Maj-Gen Khin Maung Than, the ministers, the auditor-general, the chairman of Civil Service Selection and Training Board, the chairman of Yangon City Development Committee Yangon Mayor, the deputy ministers, senior military officers, officials of the State Peace and Development Council Office, heads of departments, members of National Literary Award Scrutiny and Selection Committee, members of National Mottoes Scrutiny and Selection Committee, doyen literati, Chairman of Myanmar Writers and Journalists Association and EC members, chairmen of Township Writers and Journalists Associations in Yangon Division, executives, prize-winners and guests.
The Secretary-1 said that it was an encouraging scene for future of Myanmar literature to see literary scholars who won various prizes for their efforts to preserve national literature and culture while the government was paying attention to development of Myanmar literature in line with high dignity of people of Myanmar. He said prizes are presented every year for National Literary Award, Sarpay Beikman Manuscript Award and National Motto, Literary and Photo Competition with the objectives of perpetuation of Myanmar people's national character and development of literature and cultural heritage that safeguard and promote national character.
Literature on knowledge and aesthetics of high quality emerged continuously and it was a pride for present Myanmar literary world, he said. The Secretary-1 said Myanmar literature consolidated national character such as basic national culture, traditional customs, practices of worldly and secular affairs, civics, justice and theory of unity, national thought and norms in the course of Myanmar history. The literature also promoted national character highly, he added. Myanmar literature had ability to make Myanmar people gentle and to uplift national prestige and integrity with clear national outlook in successive periods. With the help of Myanmar literature, Myanmar people have built the States with martial prowess and wisdom until now since thousands of years ago, he said.
He cited that the State Peace and Development Council, leading the entire people, is making endeavours to stand tall among the nations of the world and to keep abreast with nations of the world. At a time when the government is building the nation on self-reliance basis, essence and power of Myanmar literature led the national people to the correct national path and promoted national strength. That was why the government placed emphasis on development of Myanmar literature, he added.
He said in globalization period Myanmar is preventing the penetration of the culture, norms and customs of some big nations that are superior in economy and technology and wanted to influence over Myanmar.
Therefore development of national literature that promotes patriotism, national awareness, the Union Spirit and spiritual development is national requirement. The government has given encouragement to development of literature and social security of literary scholars, he said. Literary awards including National Literary Award were presented to literary scholars for raising of standard of Myanmar literature and for turning out new generation writers.
Of the books scrutinized from 1962 to 1999, 350 books won literary awards. At present about 6,000 kinds of periodicals are being published in Myanmar yearly. Ten books won the National Literary Awards in the respective fields in 1999. Since 1962, 39 books have won novel awards, 46, short story awards, two, play awards, 41, poem awards, 30, Myanmar cultural and fine arts awards, 36, children's literature awards, 12, youth literature awards, 41, translation awards, 91, general literature awards and 12 political literature awards. The present government formed the National Mottoes Compilation Committee in order to propagate national spirit and outlook.
The committee is holding short story, poem, article, photo competitions, general knowledge test on the Mottoes every year. It has presented 293 prizes to winners since 1989 to date. From 1969 to 1999, 440 manuscripts have won Sarpay Beikman Manuscript Awards. Ten National Literary Awards for the respective fields, 21 National Mottoes awards and 26 Sarpay Beikman Manuscript Awards will be presented at the ceremony.
The prize-winning works distinctively reflect the nature, characters and traditions and culture of Myanmars and the correct national outlook and have the aesthetic values. At present, the government is making all-round efforts in uplifting the intellectual and education qualifications of the entire national people in developing the human resources sector in enabling the nation to catch up with the international community; it is important to publish books in promoting the people's technical and education knowledge, enabling them to have correct conviction and uplifting their national outlook. The State is implementing the national education promotion programmes to enable the students to possess the international level education and to be skilled in all fields. The literati should strive with added momentum in developing the students habit of gathering life-long knowledge and pursuit of education.
At present, the State is honouring the literati according to their deserts. Doctor of letters was conferred on the literati. Myanmar literati are winning deserving honours in the international literary and cultural world. Grasping good opportunities, all need to strive to make Myanmar literature more accessible to the peoples of other nations and to be able to stand tall in the international community. Literature is "a tap root" for the national outlook and knowledge of the people of a nation. Relying on this tap root of literature, the trunk of national arts and branches, leaves and fruits of national arts such as music, Thabin, motion picture and traditional handicraft are thriving.
The government is giving encouragement to development of literature. While organizing and leading all the people of the literary world and striving for the development and further flowering of national literature, Myanmar Writers and Journalists Association needs to cooperate with the government in its efforts for the development of human resources. The acquiring of literary knowledge which enables the people to have correct attitude, means the possessing of various sizes of keys to a treasure trove. Literature is an index of the standard of a people and their culture. So, it is said that only when the standard of literature is high, will the dignity of the people be high. Therefore, literati need to seriously assume two duties to open the literary treasure trove with the aim of ensuring the flourishing of all kinds of literature of high quality and to serve as a beacon to guide others to the correct path. As much as Myanmar deals with other nations, it is true that there will be more or less infiltration of alien cultural traits. Moreover, there will be cultural penetration with base motives. At that time, it is the most important duty to preserve national culture and character and keep them intact. Moreover, it is necessary to study with national outlook and accept suitable modern ways of thinking and technologies which will promote national interests, and to read and study more and more in order to promote intellectual power and quality. To be able to fulfil national requirements, Myanma Writers and Journalists Association, mobilizing the strengths of all the persons from the literary world, needs to work with national outlook diligently and actively. Literary scrutinization and publication sectors also need to provide assistance to ensure the activities of literati are going smoothly.
In conclusion, the Secretary-1 urged all to strive to the best of their ability for the development of national literature, taking as working norms the lofty objectives laid down for Myanmar Writers and Journalists Association and all the literati by the second Central Body Meeting of MWJA for all of the literary and media world under the leadership of Myanmar Writers and Journalists Association to participate unitedly and actively in works for literary development; to strive synchronously for development of art, technology and quality of literature and media; to organize the people, cooperating and participating hand in hand with the State, the Tatmadaw and the people at a time when a modern developed nation is being built; to strive incessantly for uplift of national pride and prestige and for promoting and flourishing of patriotism and Union Spirit; to strive to promote national heritage of Myanmar literature while making it more accessible to the peoples of nations; and to strive for development of human resources by means of literature while enabling every literate person to enjoy the benefits of literature.
Next, the Secretary-1 presented prizes to National Literary Award winners. Commander Maj-Gen Khin Maung Than presented prizes to winners of the 11th National Motto, Literary and Photo Competition. Next, Minister at the State Peace and Development Council Chairman's Office Lt-Gen Min Thein presented prizes to winners of colour photo competition and General Knowledge Quiz on Tatmadaw. Minister at the Prime Minister's Office Lt-Gen Tin Ngwe presented to winner students of basic education and higher education in General Knowledge Quiz on Tatmadaw. Minister for Information Maj-Gen Kyi Aung presented prizes to winners of Sarpay Beikman Manuscript Award for 1999. Deputy Ministers for Information U Thein Sein and Brig-Gen Aung Thein also presented winners of Sarpay Beikman Manuscript Award. n behalf of the winners, National Literary Award winner U Than Oo (Retired Director-General) spoke words of thanks. (3) Emergence of outstanding students from states/divisions indicates narrowing of education gap between urban and rural areas
YANGON, 27 Nov - Chairman of Myanmar Education Committee Secretary-1 of the State Peace and Development Council Lt-Gen Khin Nyunt honoured students who outstandingly passed the matriculation examination for academic year 1999-2000 at No 2 Basic Education High School in Sangyoung Township this morning.
Also present were ministers, the Chief Justice, the Attorney-General, the Chairman of Civil Service Selection and Training Board, deputy ministers, members of MEC, officials of the State Peace and Development Council Office, directors-general and chairmen of departments and boards under the Ministry of Education, deputy directors-general, directors, education officers, prize-winning students and their parents and guests.
Speaking on the occasion, the Secretary-1 said that at a time when the government is giving priority to producing brilliant youths of new generation who will effectively serve the nation, honouring brilliant youths in a fitting manner is tantamount to striving for the development of human resources. All the nations of the international community are competitively striving for the progress of their peoples, propagation and advancement of modern technology, and nurturing the youths with the use of modern techniques.
In a bid to be able to get abreast of other nations in terms of development, Myanmar has laid down and is implementing education promotion programmes with the participation of the entire national people so as to ensure the emergence of all-round education. During the period of globalization, it is the most important national requirement of Myanmar to catch up with other nations without harming national interest and character.
Youths should be spiritually trained and nurtured to be imbued with qualities of a worthy citizen, broad national outlook and patriotism without causing a detrimental effect on national character. Education promotion programmes have been laid down in accord with national requirements to nurture the youths; it is encouraging to see that implementation of education promotion programmes are meeting with greater success year after year. The education promotion programmes have reached the third phase, and plans are being made to enable the basic education sector to develop in conformity with the development projects of the higher education sector.
At the same time, a special four-year national education promotion programme has been laid down in order to upgrade the level of the higher education sector to meet the international standard. The programme to honour the students who have passed the matriculation examination with highest marks is held with the aim of ensuring the emergence of worthy children imbued with physical, mental and vocational abilities, students outstanding in education and successful implementation of social objectives and national education promotion programmes.
Of the 500,000 students who sat for the matriculation examination, 160,000 or 33.78 passed the examination. Over 300 students passed with five distinctions. The 26 students who include in the positions one to ten in the whole Myanmar were honoured at the ceremony in accord with the tradition. Plans are under way to present scholarship awards to the 26 students and those who passed with highest marks winning at least three distinctions in the respective states and divisions. The student who won first in the entire nation is from Bago Division; and half of the 26 students are from states and divisions; thus it can be assessed that the education gap between the rural and urban areas is narrowing.
The students who are present at the ceremony are the proof that application of effective teaching method will lead to equal uplifting the outstanding qualifications of students of all regions. Participation of the outstanding students in the education promotion programmes will lead to emergence of a peaceful, pleasant, modern and development nation in the near future.
As regards the number of basic education schools and students and teachers, up to August 2000, there are 952 basic education high schools, 2,112 basic education middle schools and 35,959 basic education primary schools totalling 39,023. As branch schools and affiliated schools, there are 691 schools at the high school level, 1,670 at the middle school level and 860 at the primary school level. Over 6.9 million students are attending basic education schools, and there are about 220,000 teachers. As regards expenditure of the education sector, in the 1999-2000 financial year, K 10,160.336 million was spent for educational tasks undertaken by the Ministry of Education, and for the 2000-2001 financial year, K 28,170.42 million has been allotted. US $ 4.5 million has also been allotted. This amount of money did not include the money used for educational tasks at the border areas. In the 1999-2000 financial year, K 6,433.074 million was spent only for basic education, and for the 2000-2001 financial year, K 19,249.57 million has been allotted. With the aim of using modern teaching methods, multimedia classrooms have been installed mainly at the basic education high schools with the assistance of the school boards of trustees, parent-teacher associations and well-wishers. Multimedia classrooms have now been opened at 323 schools.
It is obvious that the development of the world depends on the changing and improving technologies, which also hinge on intellectual capacity and ingenuity. Under these favourable circumstances, as many as Myanmar youths having high innate intellectual power are trained and nurtured systematically with the use of modern technology and modern teaching methods, the development of Myanmar will be accelerating all the more.
The youths of new generation are of great importance to the Union of Myanmar, which is striving to be able to keep abreast with other nations in terms of development. All the national people need to maintain the tradition of cooperation between the people and the government with the aim of enabling the youths of new generation to acquire education of high standard, to be outstanding in all fields and to have strong and high morale. Outstanding students who are honoured today, also need to continue to strive to uplift the standard of the higher education sector. Being outstanding students, all need to set an excellent example for the contemporary students and to continue to strive to make progress in terms of morale, discipline and education.
In conclusion, the Secretary-1 urged all to continue to strive to enhance the dignity of Myanmar and Myanmar people and to promote national interests in cooperation with one another in order to enable the Union of Myanmar to stand tall in the international community and called on the outstanding students to strive to become stalwart persons who serve the interest of the nation.
Then, the Secretary-1 gave away prizes to the outstanding students who got the first-to-tenth positions in the 1999-2000 matriculation examination. Among the outstanding students are Ma Thi Thi Tun of Letbadan Basic Education High School No 1 of Bago Division who got the first position, Ma Myitzu Aung of Mingaladon Township BEHS No 2 of Yangon Division and Ma Myat Theingi Swe of Myanaung BEHS of Ayeyawady Division who got the second position together and Ma Htet Htet Yu Mon of Mandalay BEHS No 16 of Mandalay Division and Maung Phyo Than Htoo of Kamayut Township BEHS No 2 of Yangon Division who got the third position together.
The Secretary-1 and members of Myanmar Education Committee, together with the outstanding students, posed for photos. Then, the Secretary-1 and party watched the entertainment programmes of the outstanding students, students who won prizes at the Eighth Myanma Traditional Cultural Performing Arts Competition and basic education students.
(4) Dinner hosted to honour literary award winners
YANGON, 27 Nov - Secretary-1 of the State Peace and Development Council Lt-Gen Khin Nyunt attended a dinner hosted by Minister for Information Maj-Gen Kyi Aung in honour of winners of the National Literary Awards, National Mottoes Literary and Photo Competitions and Sarpay Beikman Manuscript Awards and members of the respective scrutinization committees at Karaweik Palace this evening.
Also present at the dinner were member of the State Peace and Development Council Chairman of Yangon Division Peace and Development Council Commander of Yangon Command Maj-Gen Khin Maung Than, ministers, the chairman of Civil Service Selection and Training Board, the chairman of Yangon City Development Committee Yangon Mayor, deputy ministers, senior Tatmadaw officers, officials of the State Peace and Development Council Office, heads of departments, Chairman of Myanmar Writers and Journalist Association U Hla Myaing (Ko Hsaung), vice-chairmen, the secretary and central executive committee members, members of the respective scrutinization committees, prize winners and guests.
Minister for Information Maj-Gen Kyi Aung gave a speech. Award winners poet Min Yin Su and writer Maung Soe Htaik (Thonze), on behalf of all the awards winners, spoke words of thanks. After the dinner, the Secretary-1 cordially greeted doyen literati and the prize winners.
(5) Secretary-2 Lt-Gen Tin Oo views Indian Cultural Show
YANGON, 27 Nov-Secretary-2 of the State Peace and Development Council Lt-Gen Tin Oo and wife Daw Khin Than Nwe viewed Indian Cultural Show sponsored by Indian Embassy at National Theatre at 6.30 p.m. today. Also present on the occasion were Deputy Prime Minister and Minister for Military Affairs Lt-Gen Tin Hla, ministers, Chief of Staff (Navy), Chief of Staff (Air), deputy ministers, departmental heads, officials, Indian Ambassador Mr Shayan Saran and wife and embassy staff, ambassadors in Yangon, invited guests and fans. YANGON, 27 Nov-The opening ceremony of the Seminar on Asia-Pacific organized by the Office of the Strategic Studies of Ministry of Defence and the Association for Communication of Transcultural Study (ACT), Japan was held at Hotel Nikko, Natmauk Street here this morning. At the Hotel and Tourism Section, Director of Directorate of Hotels and Tourism Daw Nyunt Nyunt Than discussed on Emerging Tourism Opportunities of Myanmar for Japanese Market in the New Millennium, Director-General of International Tourism Development Mr Araikoichi on Approaches to Development of Tourism Market in Myanmar, and at the Energy Section, Director of Energy Planning Department U Soe Aung on Sustainable Energy Development Programme in Myanmar and Executive Director of Electric Power Development Co Ltd, Japan Mr Fuse Kazuo on A Survey of Power Sector Development in Myanmar. (7) Minister at Prime Minister's Office leaves for JapanYANGON, 27 Nov-Minister at the Prime Minister's Office Brig-Gen Lun Maung, together with Lt-Col Si Thu of the Ministry of Defence, left here for Tokyo by air this morning to attend Asian region peace and stability informal meeting of retired ministers of defence from 12 Asian nations. They were seen off at Yangon International Airport by Minister for Livestock Breeding Brig-Gen Maung Maung Thein, Minister at the Prime Minister's Office Lt-Gen Tin Ngwe, Director General of the Government's Office U Soe Tint, families and departmental officials.

YANGON, 27 Nov-Economic and Social Commission for Asia and the Pacific held the Seminar on Bangkok Agreement at the Ministry of Commerce here this morning. Present on the occasion were Director of Directorate of Trade U Nyunt Aye, Director of ESCAP Mr Ravi Sawhney, Mr Ravi Ratnayake of Trade Policy Section and officials of the ministries and the Union of Myanmar Federation of Chambers of Commerce and Industry. Director-General U Nyunt Aye gave a speech.
Mr Ravi Sawhney and Mr Ravi Ratnayake discussed Bangkok Agreement among members of ESCAP. Officials of the ministries also took part in the discussions.

Minister inspects construction of University of Culture (Mandalay)
YANGON, 27 Nov-Minister for Culture U Win Sein, accompanied by Director-General U Nyunt Han of the Department of Archaeology and officials, inspected construction of the University of Culture (Mandalay) near Ohnshaw village-tract, Patheingyi Township, Mandalay Division, yesterday. Project Director U Tin Tun Aung of Myanma Industrial Construction Services of the Ministry of Industry-2 reported to the minister on work. The minister gave necessary instructions. Then, he inspected the construction site.
Afterwards, the minister inspected renovation of the turrets of the northern wall and maintenance of the eastern wall of Mandalay Palace. He was conducted round the site by officials. The work started on 24 August and 80% of work has been completed to date. He gave instructions to the officials on renovation work and keeping the old style of the edifice intact.
Minister meets entrepreneurs of Special Rubber Plantation ZoneYANGON, 27 Nov-Minister for Agriculture and Irrigation Maj-Gen Nyunt Tin, accompanied by officials, this morning met entrepreneurs who are engaged in setting up rubber plantations at Special Rubber Plantation Zone in Yangon and Bago Divisions, owners of farms and departmental officials at Naung Yoe Camp in Intagaw Special Rubber Plantation Zone, Bago Division. The officials and entrepreneurs reported to the minister on respective work. Then, the minister gave necessary instructions. Afterwards, he inspected rubber plantations and the proposed site for construction of Alaini Dam. Officials reported to the minister on the project. Basic Welding Course opens
YANGON, 27 Nov-The Basic Welding Course No 12 was opened at Labour Department at No 298, Myananda Street, Kanbe here this morning, attended by Deputy Minister for Labour Brig-Gen Win Sein and the heads of departments under the ministry. Altogether 50 trainees including staff from Ministry of Agriculture and Irrigation, Agriculture Mechanization Department and Agricultural Machinery Industries are attending 10-week course.

No 66 LID beat No 11 LID 3-2 in Soccer Semifinal
YANGON, 27 Nov- First semifinal match of Commander-in-Chief's Trophy Tatmadaw (Army, Navy and Air ) Soccer Tournament was held at Thuwunna Sports Ground at 3.30 p.m. today. No 66 LID beat No 11 LID 3-2. Khin Maung Htwe of former team won the best player award. Among spectators were Minister for Sports Brig-Gen Thura Aye Myint, Deputy Commander Brig-Gen Hsan Hsint, high ranking military officers, guests and fans. Yangon Command will play against Southern Command on 28 November in second semifinal match.
(9) 48 Labutta Township NLD members resign of own accord
YANGON, 27 Nov-Forty-eight members resigned from the National League for Democracy of Labutta Township, Ayeyawady Division. Forty-eight members of Labutta Township NLD, Ayeyawady Division, of their own accord, resigned by sending letters of resignation to Labutta Township Multiparty Democracy General Election Sub-commission and the party concerned on 19 March 2000 as they no longer wished to participate in party politics of NLD.
