YANGON, 24 Nov- A seminar on Total Quality Management (TQM), for the Top and Middle Managers, jointly sponsored by Myanma Scientific and Technological Research Department of the Ministry of Science and Technology, Myanma Industrial Development Committee, United Nations Industrial Development Organization (UNIDO) and Japan Standards Association (JSA), opened at International Business Centre this morning. Speaking on the occasion, Minister Maj-Gen Saw Lwin said:
First of all I would like to extend my heartfelt gratitude and appreciation to all responsible personnel who have given their precious time, and efforts in facilitating this Seminar. May I also express my deep appreciation to the Government of Japan for supporting the seminar and to the co-sponsors UNIDO-United Nations Industrial Development Organization, JSA-Japan Standards Association, MITI-Ministry of International Trade and Industry (Japan) for their kind support and contribution in organizing this Seminar.
In this present rapidly changing global economic environment, quality and price have become major factors in order to obtain a market share in the world of commerce. Therefore production of quality goods in a most cost-effective may is of paramount importance. Products that do not meet the quality expectations of the customers cannot survive long in this highly competitive market economy. Quality and Price that appeal most to the customers, are therefore the fundamental requirements for survival to remain in the mainstream of economic prosperity. In order to produce quality products, systematic and thorough planning, implementation of the plans precisely and efficiently, as well as checking and evaluating the results of the implementations will be necessary. Furthermore, when failures or weak points are to be detected, the causes of the failures or weaknesses should be determined and measures are to be taken in order to correct and rectify the failures so that such failures will not be repeated in the next process.
In doing so the quality of the products will not only be maintained but also upgraded through constantly improved planning and implementation. As the theme of this seminar indicates, to day's seminar will be dealing with all the factors concerning Management at the Top and Middle management level. The role of the managers will be under scrutiny and their responsibilities will surely be highlighted so that the company will be producing quality assured products that will not only fulfill the needs of the customers but also be most cost effective and competitive. Experts from Japan who have experienced tremendous economic changes in their own country, through adopting and implementation of TQM procedures, who have a first hand experience in their own factories, will be delivering the lectures. They are the ones who bring about the economic bloom of their country, who themselves did the Planning, the Implementation, the Checking and the Designing to improve the procedures. They have gone through and encountered failures and mistakes, and have experienced the weaknesses of the procedures by themselves. I have no doubt that they are the most competent authorities to speak on QC and TQM. It will be beneficial to all of us by hearing it. I have learnt that this seminar is one of the activities of Japan-ASEAN TQM Project Phase II, started in the year 2000, organized by JSA, and supported by MITI and UNIDO.
The success story of Japan has shown us that Quality Management leads to production of quality goods and value-added products opening the door to economic growth having access into the world market. Likewise promoting TQM in a country will enhance its economic growth. Through Implementing TQM effectively and conscientiously, it can be assured that the products of our factories will be progressed. Another activity designed under the Japan-ASEAN TQM Project is to establish a model company in each respective country and to implement TQM activities under the guidance of an expert sent from Japan.
The experiences gained by this model company will be disseminated to other factories in the country. If the achievements can be disseminated throughout the country, economic growth and prosperity will surely be the outcome of this TOM projects. Finally I would like to express my deep appreciation to everyone who have support in various ways to make this seminar possible.
I would like to thank the speaker from Japan and Philippines and the representatives from UNIDO and all personnel concerned who have contributed their expertise to make this seminar a success. I would also like to thank all participants who have come to take part in this seminar. May I wish all of you a fruitful and inspiring one day seminar. UNIDO representative Dr Benordo Calzadilla Sarmiento and JSA representative Mr Yawara Tomiyama also gave speeches.
