(4) With Myanmar's entry into ASEAN in 1997, India now has geographical contiguity with ASEAN with which  it enjoys full Dialogue Partner status

 YANGON, 21 Nov-The following is the speech by His Excellency Shri Krishan Kant, Vice-President of the  Republic of India at the Banquet given in honour of General Maung Aye, Vice-Chairman of the State Peace  and Development Council of the Union of Myanmar in New Delhi on 17 November:

Your Excellency General Maung Aye, Daw Mya Mya San, Distinguished guests from the Union of Myanmar,

It gives me great pleasure to welcome Your Excellency on your visit to our country. Your brief visit to Shillong  early this year, would have given you a glimpse of multi-faceted India. We are glad, we now have an  opportunity to show you our country on a larger canvas. Excellency, India and Myanmar are no strangers to  each other. Our peoples are linked by bonds of geography, history and culture. Relations between our two  countries span several centuries. Numerous references to our age-old ties can be found in the Indian epics  Ramayana and Mahabharata. For Indians, Myanmar is Brahmadesh, or the sacred land of Lord Brahma.  Indian sailors, traders and explorers who visited Myanmar centuries ago gave her the name of Swarnabhumi  the golden land. Our ties were reinforced by the spread of Buddhism, which originated in India and, soon  found innumerable followers in other countries, including Myanmar. In our approach to life and, to problems  confronting humanity, both our countries find guidance in the teachings of Lord Buddha. The sacred site of  Bodh Gaya, which Your Excellency has visited, and the Shwedagon Pagoda in Yangon, are testimony to the  strong bonds that have all along existed between our peoples through time.

Our common struggle against colonial rule and foreign domination further cemented our historical bonds.  The last ruler of Myanmar, King Thibaw died in exile in Ratnagiri in India, while Bahadur Shah Zafar, the last  Emperor of India lies buried in his place of exile in Yangon. The tomb of Bahadur Shah Zafar remains an  important symbol for us, commemorating, as it does, the leader who was rallying point for Indians of all faiths  during our First War of Independence in 1857. It is at this very site that Netaji Subhash Chandra Bose gave  the clarion call of " Dilli chalo", or "Let"s march to Delhi" in 1944.

India's struggle for independence found an echo in the hearts of the people of Myanmar. Similarly, we in India  were inspired by your own spirit of freedom and courageous resistance to foreign domination. Several of our  distinguished nationalist leaders like Lokmanya Tilak, Lala Lajpat Rai and Bipin Chandra Pal, were  imprisoned in Mandalay Jail. The Father of our Nation, Mahatma Gandhi travelled extensively through  Myanmar. During his visits, in 1902, 1915 and 1929, his speeches to various public gatherings reflect a deep  sense of friendship and mutual support between our peoples in their struggle against colonialism. Your  leaders, too, travelled to India and established close contacts with their counterparts in the Indian national  movement. General Aung San himself was a delegate to the historic Ramgarh Session of the Indian National  Congress in 1940. It is this shared heritage and experience which laid the foundation, in the  post-independence era of an excellent tradition of regular and high level exchanges between our leaders. We  are happy that with Your Excellency's current visit, this tradition is once again being renewed.

Excellency, as a developing country, facing the extended consequences of colonialism, we in India have,  since Independence, worked to equip our people with the knowledge, skills and technology that today's  global environment requires. Fifty years are a brief spell in the span of history of a country; yet we have  justifiable reasons to be satisfied with our achievements in the fields of agriculture, education, health,  economy, science and technology, especially information technology; which have been recognized by the  international community. We are equally pleased that we have, within the constraints of our resources,  shared our experiences with friendly developing countries. It is India's privilege to be a partner in the  socio-economic development of Myanmar. In recent years, we have made a good beginning through a rapidly  expanding programme of political, economic, scientific and technical and cultural exchanges, as well as  through several projects that the two countries are jointly pursuing.

Excellency, we share long land and maritime borders. Communities living along both sides of our border  share family, social and religious ties. It is essential that we make joint efforts to develop these border areas.  there are several cross border projects, which have the potential of transforming the economics of these  regions. One such project, which is nearing completion, is the Tamu-Kalewa highway. This highway will form  an important link from the Indian-Myanmar border to central Myanmar, and the commercial and cultural centre  of Mandalay. Such infrastructure projects would promote travel, tourism and commerce between people living  along the border as well as in the interior. We are certain both countries will make every effort to realise the  full potential of such infrastructure projects.

Excellency, of the many threats to world peace and development, perhaps, there is none as dangerous as  international terrorism, with its close links to drug trafficking, religious extremism and fundamentalism and  trade in illicit arms. Development can best take place when such forces are successfully combated, in an  international framework of cooperation, where national sovereignty and boundaries are respected, and  where non-interference in the internal affairs of other countries remains the guiding principle of international  relations. It is this spirit of cooperation and friendship that guides our relations with our other countries,  especially our neighbours like Myanmar.

In our own region, we attach great priority to regional economic cooperation. With Myanmar's entry into  ASEAN in 1997, India now has geographical contiguity with ASEAN with which it enjoys full Dialogue Partner  status. India and Myanmar are both active participants in BIMST-EC which could evolve, in time, into a  dynamic economic community around the Bay of Bengal. Our close bilateral relations are thus being  enriched by a growing regional dimension to our cooperation.

While celebrating Myanmar's independence on January 4, 1948, our first Prime Minister, Jawaharlal Nehru  said: " India and Burma have been so closely associated in the past that anything that happens in either  country affects the other. In the future I have no doubt that our association will be even closer. Not only do our  common sentiments demand it, but the whole trend of events in the world and in Asia point to this closer  association " Excellency, these words spoken more than 50 years ago, continue to be relevant to our  relations today.

Excellency, in this context, your visit to India is an important landmark in the history of our bilateral relations  and will undoubtedly impart greater substance and higher momentum to our relations. leading towards a  genuine partnership between two long-standing friends and neighbours.

Excellency, may I wish you and the members of your delegations, a very pleasant and fruitful stay in India? I  hope you will go back to Myanmar with fond memories of our country. Distinguished guests, may I request  you to join me in a toast:

 - to the good health of His Excellency General Maung Aye and Daw Mya Mya San;

 - to the good health of the distinguished members of the Myanmar delegation;

 - to peace, prosperity and well-being for the people of the Myanmar; and

 - to the enduring friendship between our two peoples and countries.

Myanmar will never allow unfriendly elements to use her territory to carry out acts that may be deemed hostile  to India

YANGON, 21 Nov-The following is the speech by General Maung Aye, Vice-Chairman of the State Peace and  Development Council of the Union of Myanmar at the Banquet given in his honour by His Excellency Shri  Krishan Kant, Vice-President of the Republic of India in New Delhi on 17 November:

Your Excellency Vice-President Shri Krishan Kant, Shrimati Suman Krishan Kant, Distinguished Guests,  Ladies and Gentlemen,

Allow me first of all to express my sincere appreciation and gratitude to the Government and people of India  for the most warm and generous hospitality extended to me and my wife and to the members of my  delegation since our arrival in this extraordinary country of immense beauty and cultural diversity.

This is my first visit to New Delhi. However, I had the opportunity to visit Shillong earlier in the year and it  provided me with a glimpse of India's rich cultural heritage and scenic beauty. I am delighted to be back to  renew old friendships and to make new ones. I am confident that my visit will rekindle the flame of friendship  that has existed between our two countries and peoples since time immemorial. I would also like to thank  Your Excellency for the kind words you have expressed about me and my country. I fully share your  sentiments regarding the strong bonds of friendship that tie our two countries.

Our two countries have maintained close and cordial relations throughout our history. We not only share  cultural, social and religious traditions but also hold similarity of views in international affairs. Together with  like-minded countries, Myanmar and India have been in the vanguard in promoting world peace and  disarmament and cooperation among nations. Myanmar and India were among the initiators of the Five  Principles of Peaceful Co-existence. It is a tribute to our leaders  that these principles, based on sovereign  equality of all states, territorial integrity and non-interference in internal affairs remain valid to this day. The  relations between our two countries based on the Five Principles of Peaceful Co-existence have withstood  the test of time and have always been warm and friendly.

In recent years, the traditional ties of friendship have been strengthened by our common desire to give  tangible effect to the relations by increasing cooperation in trade and commerce as well as in technical fields.  The recently completed Kalay-Tamu road project stands testimony to the goodwill and friendship between  our two countries and peoples. The road will not only facilitate trade and commerce between the two sides  but also contribute to peace and prosperity of the region. May I take this opportunity to express my  appreciation to the Government of India for providing credit to upgrade our railways and industries.

I am happy to note that a new credit agreement amounting to US $ 15 million has been signed today. We  have followed with keen interest India's achievements in the information and communications technologies  and in its endeavour to bring the benefits of economic growth to all its people. India's efforts to eradicate  poverty, to educate its children and to fight disease deserve commendation. We in Myanmar too are  committed to ensuring a better quality of life for all our people.

 Today we are enjoying peace and tranquility as never before and are endeavouring to build a new and  modern nation on this foundation of peace. I am happy to be able to say that the Myanmar-India border is one  of peace and harmony. As close neighbours who share a long land and sea boundary, there are times when  problems do arise. However, such problems have always been addressed satisfactorily and have never  been allowed to disturb the even keel of our relations. In this regard, allow me to reiterate that Myanmar will  never allow unfriendly elements to use our territory to carry out acts that may be deemed hostile to India.

On our part, we welcome the assurances given by India that it would not allow negative elements to operate  against Myanmar. We note with satisfaction the cooperation between our authorities concerned in the border  areas. We in Myanmar are gratified to note that our neighbouring countries in South Asia have been  successful in foreign a distinct regional identity in SAARC and that the organization has indeed achieved  significant results during its 15 years of existence.

We are hopeful that the growing spirit of regional cooperation will pave the way for a new era of peace and  prosperity. Such a development would no doubt serve the cause of peace and stability in our part of the world.  Myanmar considers it important to promote cooperation among neighbouring countries and has, therefore,  been participating actively in the BIMST-EC grouping. Myanmar is privileged to be the group's coordinator for  the energy sector and will be honoured to assume the Chairmanship of BIMST-EC in the coming year.

May I assure you we will do our best to ensure the success of this important regional forum for cooperation.  Allow me to express the hope that my visit to India will usher in a new era of increased cooperation between  out two countries and peoples. On behalf of my wife and my delegation and on my own behalf, I would like  once again to express our gratitude to the Government and people of India for the warmth and friendliness  with which we have been received in New Delhi and at every place we visited in your beautiful land.

Excellencies, Ladies and Gentlemen, May I now propose a toast to;

 - The health and happiness of His Excellency, the Vice President of the Republic of India Shri Krishan Kant  and Shrimati Suman Krishan Kant; and

 - the continued progress and prosperity of India.
