(1) State Peace and Development Council Chairman and Prime Minister Senior General Than Shwe to visit SingaporeYANGON, 20 Nov-At the invitation of His Excellency Mr Goh Chok Tong, Prime Minister of the Republic of Singapore, His Excellency Senior General Than Shwe, Chairman of the State Peace and Development Council and Prime Minister of the Union of Myanmar will attend the Fourth ASEAN Informal Summit and Meetings of the ASEAN Heads of State/Government and Heads of State/Government of the People's Republic of China, Japan and the Republic of Korea scheduled to be held in Singapore on 23 November 2000.

The following is a translation of the message from Chairman of the State Peace and Development Council Senior General Than Shwe on the 80th Anniversary of National Day:
To all the national people, Today is the auspicious 80th Anniversary of National Day, the day a milestone of national movement for Myanmar's independence was put up prominently in the history of Myanmar. In other words, it is always recorded in the history of Myanmar independence struggle as a day which placed Myanmar on the threshold of independence, subsequent to opposing the oppression of the colonialists as a National Education Movement based on nationalistic spirit which embraces race, religion and the Sasana.
Myanmars are people who have preserved their lineage and nationality and maintained nationalistic spirit in different eras. Myanmar people have great traditions and high cultural standards, and have always fought back courageously without taking it lying down whenever there was aggression perpetrated by aliens in the course of history. Because of lawless aggression and occupation of the colonialists, Myanmar Naing Ngan lost her sovereignty, but history is witness to the fact that Myanmar regained her independence due to all Myanmar national people's nationalism and love for the nation, patriotism and Union spirit.
Union Spirit is patriotism that binds all the people of the Union to live together sharing weal and woe alike, undivided. Motivated by nationalistic spirit, all the national people have lived together since time immemorial. Although there were divergent views due to the divide-and-rule policy of the colonialists shortly after independence was regained, national solidarity is now progressing from strength to strength due to the collective effort and might of the State and the national people. As a result, it is found that there has been prevalence of peace and tranquillity in the entire nation and development is gathering higher momentum.
As this era has been accepted by all in the international community as the 'era of education', every nation is paying top priority to development of education with a view to promoting their national interests. As a developing nation, Myanmar Naing Ngan needs to strive with greater momentum for the uplift of standard of national education applying special programmes. The State Peace and Development Council, after laying down the national objective calling for the uplift of the standard of education of the entire national people, is carrying out radical reforms in the education, medical and science and technology sectors. A four-year special project' for the uplift of standard of education of the entire national people, designed to upgrade it up to international level, was laid down and is being implemented with the use of modern teaching aids and methodology based on modern information technology.
The education sector is a task for development of human resources, which always goes hand in hand with national character. National economic growth also hinges on the improvement of national education standard. With the advances in science and technology, facts about higher learning can be easily obtained, and development tasks can be effectively and quickly undertaken in every nation. In order to be able to maintain and safeguard the independence and sovereignty of the State, stalwart sons of the nation who will strive for the flourishing and propagation of the nation's traditions and culture and nationalism, are to be nurtured with added momentum. Hence, today being an occasion of era of education, I hereby emphatically urge endeavours to be kept up with full nationalistic fervour for development of human resources in keeping with the National Education Policy, and for emergence of a new, peaceful, modern and developed nation in accord with the objectives of the 80th Anniversary of National Day, which are:
- to strengthen national spirit,
- to preserve the traditions of origin, lineage and national character,
- to consolidate unity, and
- to perpetuate independence and sovereignty.
(3) Rakhine State has prospects in agriculture, fisheries and wood-based industry Secretary-1 attends opening of multimedia teaching centre in Minbya
Yangon, 19 Nov-Chairman of Work Committee for Development of Border Areas and National Races and Development Affairs Secretary-1 of the State Peace and Development Council Lt-Gen Khin Nyunt, accompanied by ministers, deputy ministers, officials of the State Peace and Development Council Office, heads of department and officials, left here by Tatmadaw aircraft yesterday and arrived at Sittway at 9 am.
A ceremony to inaugurate Rakhine State Town Hall was held at the corner of May Yu Road and Min Bargyi Road in Sittway at 9.30 am. The Secretary-1 formally unveiled the signboard of the city hall. Present were member of the State Peace and Development Council Chairman of Rakhine State Peace and Development Council Commander of Western Command Maj-Gen Aung Htwe, the ministers, the deputy ministers, the officials of the State Peace and Development Council Office, heads of department, members of State, District and Township Peace and Development Councils, departmental personnel, members of USDA and social organizations, donors, students, members of Rakhine traditional royal drum troupe, members of traditional cultural troupe, bands, members of pompom dance troupes and guests.
First, Rakhine traditional dances were performed. At the auspicious time, Commander Maj-Gen Aung Htwe and Minister for Progress of Border Areas and National Races and Development Affairs Col Thein Nyunt formally opened the city hall. The Secretary-1 and party inspected the city hall. The three-storey city hall was built of reinforced concrete on 4.403 acres of land and it is 280 feet long and 116 feet wide.
The Secretary-1 then met members of State, District and Township Peace and Development Councils, departmental personnel and members of USDA and social organizations.
He said it was an auspicious day for Rakhine State because the grand city hall had been inaugurated, where state, district and township officials and social organizations can discuss development work. Sittway and Yangon are far away due to difficult transport. Therefore, Rakhine State hardly communicated with other regions of the Union, he said. People can go from Rakhine State to Yangon by water or by air. Travelling by water is convenient only in summer.
Therefore, they had to rely on air transport, he said. He said such conditions had existed since the colonial period. There was armed opposition after regaining independence, which engendered obstacles in implementation of tasks for better transportation and regional development, he said. Only in the time of the Tatmadaw government, were efforts made to restore internal peace. The government has endeavored to achieve equitable development in states and divisions, especially in far-flung areas. He quoted Head of State Senior General Than Shwe as saying that Yangon and Sittway are not far away. If there are roads between Yangon and Sittway, it will contribute to further improvement of the transport sector.
Relations and trading among national races can bring about regional development rapidly, and regional progress also promotes their living standard. Moreover, friendship among national races and the Union Spirit will be further consolidated. The Secretary-1 said there are plenty of rivers and creeks in Rakhine State. The cost of construction of Yangon-Sittway Highway is great and there were difficulties. Such a mammoth task had not been implemented after regaining independence and during the colonial period, he said. Yangon-Sittway Highway was built in accord with the guidance of the Head of State, he added. Ten major bridges and over 800 medium- and small-size bridges were constructed on the Highway and now people can travel to other parts of the Union.
The Secretary-1 spoke of the need to make efforts for progress of agro-based products in the region, promotion of export and boosting production of import substitute items in striving for development of agriculture as the base and development of other sectors of the economy. Rakhine State has prospects in agriculture and wood-based industry and benefits will be gained as much as we can do, he said.
He said there is peace and tranquillity and better economic foundation in the country and the government will fight against the outside instigation's on political and economic pressure on Myanmar in cooperation with people and it build a new nation in its own way in accord with the traditions and historical basis of the people. He urged regional authorities and officials to carry out the tasks for implementation of the objectives laid down by the State for emergence of a modern developed nation.
The Secretary-1 and party went to Minbya Township where they were welcomed by Brig-Gen Hla Myint and officials of Kyauktaw Station.

Headmaster U Aung Tun Tha and Chairman of School Board of Trustees U Kyaw Pan Tha formally opened the centre. The Secretary-1 formally unveiled the signboard.
The Secretary-1 and party inspected the prayer hall, computer application and E-mail, computer aided instruction, language lab, video system, printed media, art, domestic science, technical and music rooms and skill demonstration of the students. The Secretary-1 presented teaching aids to Headmaster U Aung Tun Tha. The Secretary-1 expressed thanks for those who rendered assistance to the opening of the centre. He said the government has been implementing education promotion programmes for uplift of national education and the multimedia teaching centre provides better foundations for students in Rakhine State. He said the objective of the opening of the centre is to turn out brilliant students, to gain education of international standard and to narrow the educational gap between urban and rural areas.
He said cooperation of regional authorities, members of the School Board of Trustees, the people and wellwishers play a pivotal role in opening of multimedia teaching centres. He added that Minbya was an inaccessible township that only relied on waterway in the past.
In the time of the State Peace and Development Council, the transport sector has become so efficient all over the country that motor roads reach even the far-flung areas in border areas.
The government has spent a lot of local and hard currency on Ramong Bridge, the pride of Minbya Township, and due to emergence of the bridge, the transport links have appeared, and as a result, people can go from Minbya to various places in Rakhine State without any delay. Minbya also sees socio-economic development brought about by the smooth transport sector.
The Secretary-1 noted that to be able to open multimedia teaching centres in such a town as Minbya indicated significant achievement of members of the Board of Trustees of Minbya Basic Education High School, parents, wellwishers, the school head and teachers. Student youths' brilliant intellectual calibre can be attributed to teachers' systematic training, and it is rather satisfactory to see their skill demonstration, he said and noted that the aim to narrow educational development gap between the rural and urban areas gradually leading to closing the gap as envisaged by the national education promotion plan, is beginning to materialize.
In conclusion, the Secretary-1 urged all pupils to use the available modern teaching aids in order to further improve their intellectual standard and work hard to become reliable intellectuals and technicians. After the ceremony, the Secretary-1 and party had a documentary photo taken together with members of the School Board of Trustees and PTA, the school head, teachers and pupils.
They later proceeded to Kyauktaw in Sittway District where they were welcomed by Brig-Gen Hla Myint of Kyauktaw Station and officials.
They attended the opening ceremony of Kyauktaw BEHS multimedia teaching centres. Also together with the Secretary-1 and party at the opening ceremony were departmental heads, members of the District and Township Peace and Development Councils, government employees, wellwishers, members of the Union Solidarity and Development Association and other social organizations, Director-General of No-1 Basic Education Department U Tin Nyo and party, the Township Education Officer, school heads, members of the School Board of Trustees and PTA, Headmistress Daw Sein Kyawt Tha, teachers and pupils. Headmistress Daw Sein Kyawt Tha and Chairman of the School Board of Trustees U Aung Ba Wai formally opened the multimedia teaching centres.

Later, the Secretary-1 and party inspected the computer application and E-mail room, computer-aided instruction and language lab, visual presenter, audio-visual media learning centre, printed media room, the prayer hall, and domestic science, art and handicraft training rooms. The opening ceremony continued in the hall of Kyauktaw BEHS. First, the Headmistress and the Chairman of the School Board of Trustees explained the endeavours for opening multimedia teaching centres at the school.
Then, Secretary-1 Lt-Gen Khin Nyunt presented modern teaching aids for the school to the Headmistress. In his address, the Secretary-1 said it was an auspicious day as local authorities, members of the School Board of Trustees, parents and wellwishers cooperated to open the multimedia teaching centres aspired by students of the school. Speaking of the regional development, he said Kyauktaw had to rely on water transport in the past, and today, the town has Kissapanadi Bridge that lies on Yangon-Sittway Highway and people of Kyauktaw can go to Sittway easily and then to other important places including the Capital Yangon. In keeping with Senior General Than Shwe's guidance on promotion of the national education standard to be able to keep up with the top South-East Asian nations within four years, the four-year educational promotion plan is being implemented.
The educational promotion programmes are implemented stage by stage with the aim of nurturing student youths to be outstanding all-round, modernization of the educational standard, and narrowing educational development gap between urban and rural areas eventually leading to closing the gap, he said and added that in the third phase of the educational promotion plan, efforts are to be made for uplift of the higher education level in relation to the basic education sector. He attributed the emergence of multimedia teaching centres in so short a time to cooperation and generous donation of parents, wellwishers, and members of the School Boards of Trustees, who are always aware of nurture the need to their children to be outstanding all-round and get access to modern education standard.
He called on all student youths to try their best to be more and more outstanding, and teachers to apply systematic techniques to train their pupils. After the ceremony, the Secretary-1 and party had a documentary photo taken together with members of the School Board of Trustees and PTA, the school head, teachers and pupils. Later, they paid obeisance to Kyauktaw Maha Muni Buddha Image and offered gold leaves. The Secretary-1 also made cash donations. After studying ancient cultural objects in Maha Muni Museum, they proceeded to MraukU where they stopped for the night.
(4) Mindhamma Hill crowded with monks, devotees
YANGON, 19 Nov - Mindhamma Hill, where Lawka Chantha Abhaya Labha Muni Image is kept, was packed with monks and devotees in Insein township today. Engineers and workers were undertaking construction of Gandakutikyaungsaung, southern and northern stairways and the retaining walls of the hill. Wut associations recited religious verses from 7 am to 10 p.m. Members of Hinthada Township Maternal and Child Welfare Association of Ayeyawady Division, outstanding students of No 1 Basic Education High School of Hinthada visited the Image and made donations. Donations received for the Image from 5 August till today amounted to K 99,773,679.
Tatmadaw families, wellwishers offer provisions to monasteries, nunnery in Insein, Shwepyitha
YANGON, 19 Nov- Provisions of families of Defence Services (Army, Navy and Air) and wellwishers were donated to Maha Myaing, Yadana Bodi, Wa-Oo, Mingala Thiri, PhaungdawU, Malarama and Zaygon Pariyatti Sarthintaiks in Insein Township this morning. Present were Chief of Staff (Air) Maj-Gen Myint Swe, Deputy Minister for Religious Affairs Brig-Gen Thura Aung Ko, Deputy Minister for Labour Brig-Gen Win Sein, senior military officers and officials at Maha Myaing Monastery. Presiding Nayaka of the monastery Agga Maha Pandita Sayadaw Bhaddanta Suriya administered the Five Precepts. Deputy Ministers and officials offered provisions to Sayadaws.
Then, Chief of Staff (Air) Maj-Gen Myint Swe, Chief of Staff (Navy) Captain Soe Thein and Deputy Adjutant-General Col Ye Tun offered rice donated by Tatmadaw families to the Presiding Nayaka Sayadaw. Similarly, wellwishers donated provisions to Sayadaws and K 340,000 towards the funds of monasteries to senior military officers and Deputy Minister Brig-Gen Win Sein. Maha Myaing Sayadaw delivered a sermon, followed by sharing of merits.
Likewise, a ceremony to donate rice of Tatmadaw families to Shwepyitha Pariyatti, Aungsan Tawya, Hinthada Pariyatti, Dhammathukha, Shwepyiaye, U Yangon and Shwepauktaw monasteries and Aungthawda nunnery in Shwepyitha Township this morning. Chief of Staff (Air) Maj-Gen Myint Swe, Chief of Staff (Navy) Captain Soe Thein and Deputy Adjutant-General Col Ye Tun offered rice donated by Tatmadaw families to the Presiding Nayaka Sayadaw of Shwepyitha Pariyatti Monastery and the presiding nun of Aungthawda Nunnery.
Minister for Health inspects New Yangon General Hospital
YANGON, 19 Nov - Minister for Health Maj-Gen Ket Sein inspected renal operation ward and other facilities at the New Yangon General Hospital today. Accompanied by Deputy Minister Professor Dr Kyaw Myint, the minister inspected surgical operation with the help of modern equipment to remove renal calculus, and later asked after health of the warded patients. He gave suggestions on proper maintenance of the modern medical equipment installed at the hospital, giving training to workers and personnel to be able to use the equipment efficiently and keeping the hospital compound pleasant. The minister was conducted round the hospital by Director-General of Health Department Dr Wan Maung, Medical Superintendent Dr Aung Htut, specialists and officials.
Minister inspects fishery work in Twantay Township
YANGON, 19 Nov-Minister for Livestock and Fisheries Brig-Gen Maung Maung Thein, accompanied by Director-General of Fisheries Department U Than Tun, Managing Director of Livestock Breeding and Fisheries Development Bank Ltd Col Aung Myint and officials, arrived at Pyathadaik Village in Twantay Township yesterday morning. The Minister met with fishery entrepreneurs from Pyathadaik, Pathi, Ahdon, Kayinchaung, Mepyaykyun and Shwemayin Village-tracts at the briefing hall of fish breeding camp of U Than Lwin. The Minister gave instructions on extending fish breeding and production and assistance to be provided for technique, feedstuff and loan.
Then, Head of Yangon Division Fisheries Department U Khin Maung Win reported on fish breeding ponds in over 20,000 acres of land and prawn breeding ponds in 632 acres at six regions in Twantay Township and progress in work with the use of charts, followed by a general round of discussions. Afterwards, Director-General of Fisheries Department U Than Tun gave a supplementary report. Deputy General Manager of Livestock, Feedstuff and Dairy Products Enterprise U Mya Lwin also reported on production and sale of feedstuff. The Minister fulfilled the requirements. The Minister inspected fish breeding ponds of U Than Lwin and the feedstuff factory and attended to the needs.
Deputy Minister inspects roads, bridges in Shan State (North)YANGON, 19 Nov - Deputy Minister for Construction Brig-Gen Myint Thein, together with Deputy Commander of North-East Command Brig-Gen San Thein, engineers and officials of Bridge Construction Project Special Group-14, inspected Maihan-Hoya-Tangyan-Tonhon-Tarkawek Road on 13 November morning. Then, the deputy minister inspected the 600-foot-long Tarkawek Suspension Bridge across Thanlwin River.
On 14 November, the deputy minister inspected progress in construction of Mongyu-Kyukok Road and discussed construction work with officials of Asia World Company. The deputy minister then inspected Mongyu-Muse section, Muse-Namhkham section and Shweli Suspension Bridge. On 16 November, the deputy minister inspected Nawnhkio-Lashio section being constructed by Asia World and Diamond Palace Co, extended construction of 24-mile-long PyinOoLwin-Nawnkhio section and bridges on that road.
Pathein-Hainggyikyun Microwave Link commissioned into service
YANGON, 19 Nov - Minister for Communications, Posts and Telegraphs Brig-Gen Win Tin, accompanied by officials of Myanma Posts and Telecommunications, inspected Microwave Station on Hainggyikyun in Hainggyi, Ayeyawady Division, on 17 November.
Hainggyikyun Microwave Station is covered by new Pathein-Ngaputaw-Labutta-Hainggyikyun Microwave Link built by MPT according to the plan for communication development of regions on the west bank of the Ayeyawady River and border areas. A ceremony to commission into service new Pathein-Hainggyikyun Microwave Link was held at Hainggyi Station yesterday morning.
Present were Minister Brig-Gen Win Tin, Captain Aye Pe (Navy) of Hainggyi Station and officers, Managing Director U Maung Maung Tin, departmental officials, teachers, students and towns-elders.
The minister said that as Pathein-Hainggyikyun Digital Microwave Link has been opened, telephone users from Hainggyikyun can now make trunk calls and overseas calls easily through the operator. Pathein-Hainggyi-kyun Digital Microwave Link includes four microwave stations.
Stations at Pathein, Ngaputaw and Labutta are old ones and at Hainggyikyun, a new one has been built. The construction of the new microwave station cost US $ 0.25 million and about K 11 million. The government had to spend US $ 0.77 million and K 12.123 million for Pathein-Hainggyikyun Microwave Link.
The building of the microwave station will contribute to the economic development of Hainggyikyun and improvement of administrative, social and security matters. Then, the minister and family donated K 50,000 to Dhammayon of Hainggyi Station and K 20,000 to Hainggyikyun Township USDA. Managing Director of MPT U Maung Maung Tin donated K 50,000 to the day care centre of Hainggyi Station, K 20,000 to Hainggyikyun Township Maternal and Child Welfare Association and K 80,000 to the multimedia teaching centre of the basic education high school of Hainggyikyun township.
(6) Computer Accountancy Course of MNWCWA concludes
YANGON, 19 Nov-A ceremony to conclude Computer Accountancy Course, jointly run by Myanmar National Working Committee for Women's Affairs and Myanmar Computer Co (MCC), was held at the hall of MCC, Theingyi Market (C block) yesterday morning. It was attended by Chairperson of MNWCWA Daw Sein Sein and executives, President CEO of MCC U Tin Win Aung and members of Board of Directors, course instructors and 44 trainees. Daw Khin Thet Yee of MNWCWA and U Tin Win Aung of MCC presented certificates to the trainees.
Myitkyina Cold Season Cosmetics & Consumer Goods Expo' 2000 opens
YANGON, 19 Nov-A ceremony to open the Myitkyina Cold Season Cosmetics & Consumer Goods Expo' 2000, organized by Sun Business Group with the permission of Kachin State Peace and Development Council, was held at the City Hall in Myitkyina this morning. Present were Deputy Commander of Northern Command Brig-Gen San Tun, Command Staff Colonel Col Win Myint, officials and Managing Director U Ngwe Soe Moe of Sun Business Group. Commissioner of Kachin State General Administration Department U Khin Aung and Director of Sun Business Group U Win Naing Oo formally opened the expo. Then, the deputy commander and party viewed displays of the expo. Anyone may visit the expo from 9 am to 9 p.m. daily up to 23 November.
(7) Bago BEHS No 3 hails 80th Anniversary of National Day
YANGON, 19 Nov - Basic Education High School No 3, Bago, held a ceremony to hail the 80th Anniversary of the National Day at the school in Bago this morning. Member of the Central Executive Committee of the Union Solidarity and Development Association Minister for Rail Transportation U Pan Aung attended the ceremony. Old students of the school Minister U Pan Aung, retired Headmaster U Myint Oo and retired Headmaster U Win Maung formally opened the ceremony. The minister also met with departmental officials, Chairman of Township Peace and Development Council U Lu Pe Win, executives and members of USDA, Headmaster U Kyin Thein, retired school heads, teachers and old students.
On 20 November, 'soon' will be offered to the Buddha images and members of the Sangha; wut associations will recite religious verses; a respect-paying ceremony and a get-together of old students will be held; hot-air balloons will be released and a variety show will be staged at the school. CEC member U Pan Aung also met with secretaries and executives of USDAs of Bago Division and districts and gave instructions on political, economic, administrative, organizational and social affairs.
(8) Aung Win emerges champion in 5th Leg of Myanmar London Golf Tour
YANGON, 19 Nov- Aung Win and Win Htwe Hlaing secured champions in the professional and amateur divisions respectively in the 5th Leg of Myanmar London Golf Tour 2000-2001, organized by Myanmar Golf Federation and Myanmar Professional Golfers' Association and mainly sponsored by Rothmans of Pall Mall Myanmar Pte Ltd, at Eden Garden Ayethayar Golf Course in Taunggyi, Shan State (South), today. President of MGF Brig-Gen Win Hlaing, Vice-President U Chit Khaing and officials and spectators were present on the final day and at the prize presentation ceremony. On behalf of the Canon Accel International Co Ltd, Managing Director U Chan Han of Han Golf Masters Pte Ltd presented prize to hole-in-one scorer Kyaw Ngwe.

Staff Officer (Grade-I) (A) Lt-Col Kyaw Win of Eastern Command presented prize to Tiger Putting Challenge winner Zaw Zin Win; General Secretary U Aung Kyi of MGF presented prize to Nearest to the Pin winner Nanda Kyaw; Corporate Affairs Manager U Myint Thein of Rothmans of Pall Mall Myanmar Pte Ltd presented prize to Stairway to London Chipping winner Min Lwin Oo; Vice-President U Chit Khaing presented prizes to daily best scorers Zaw Paing Oo, Aung Win, Soe Paing Win, Myint Thaung, Myo Min Aung, Aung Zaw Moe and Win Htwe Hlaing. Then, Chairman of Kanbawza Bank U Aung Ko Win presented first, second and third prizes to Myanmar selected golfer Win Htwe Hlaing (316), Aung Aung Kyaw (317) and Myint Soe Aung (319) in the amateur division. Brig-Gen Win Hlaing presented first, second and third prizes to Aung Win (305), Zaw Paing Oo (307) and Myint Thaung (307) in the professional division. Brand Group Manager Mr Bob Ortega of Rothmans of Pall Mall Myanmar Pte Ltd presented the check and U Aung Ko Win a cheque to Aung Win. Then, Brig-Gen Win Hlaing presented K 30,000 each to players of Myanmar golf team which won the joint third prize in the SEA Amateur Golf Championships (Putra) held in Thailand from 8 to 11 November and K 50,000 to third prize winner Win Htwe Hlaing. Managing Director U Chit Khaing donated K 500,000 to MGF. Afterwards, Mr Bob Ortega presented souvenir for Eden garden Ayethayar Golf Course to Managing Director U Chit Khaing. (9) 32 Ngazun Township NLD members resign of own accord
YANGON, 19 Nov-Thirty-two members resigned from the National League for Democracy of Ngazun Township, Myingyan District, Mandalay Division. Thirty-two members of Ngazun Township NLD, Myingyan District, Mandalay Division, of their own accord, resigned by sending letters of resignation to Ngazun Township Multiparty Democracy General Election Sub-commission and the party concerned on 11 June 2000 as they no longer wished to participate in party politics of NLD.
