(1) Secretary-1 receives Vice-Chairmen of Unocal, Total 

YANGON, 16 Nov - Secretary-1 of the State Peace and Development Council Lt-Gen Khin Nyunt received Vice-Chairman of Unocal Mr Randy Howard and Vice-Chairman of Total Mr Michael Seguin and party at Dagon Yeiktha of the Ministry of Defence today. Also present together with the Secretary-1 were Minister for Energy Brig-Gen Lun Thi, Deputy Minister for Foreign Affairs U Khin Maung Win, Director-General of Protocol Department Thura U Aung Htet and officials.


(2) Central Committee for Observance of 53rd Anniversary of Independence Day meets

YANGON, 16 Nov- The Central Committee for Observance of the 53rd Anniversary of Independence Day for 2001 held a meeting at the meeting hall of the Office of the Commander-in-Chief (Army) of the Ministry of Defence this afternoon with an address by Chairman of the Central Committee Secretary-1 of the State Peace and Development Council Lt-Gen Khin Nyunt.

Also present were member of the Commander Maj-Gen Khin Maung Than, ministers, deputy ministers, the vice-mayor, senior military officers, officials of the State Peace and Development Council Office, heads of department and officials.

The Secretary-1 said that the purpose of the meeting was to coordinate work for observance of the 53rd Anniversary of Independence Day. Independence Day will be celebrated with full political essence in accord with four national objectives for all the national people to maintain and safeguard independence and sovereignty of the State for their perpetuation as a national duty; for all the national people to implement the task to build a new modern and developed nation; for all the national people to be united to ensure non-disintegration of the Union and non-disintegration of national solidarity; and for all the national people to strive for the emergence of an enduring Constitution.

He added that arrangements are to be made to hold the State flag-hoisting ceremony and dinner as in previous years. He spoke of the need to hold an essay competition, a poetry competition, TV quiz and a computer graphic art competition and track and field events, and to make arrangements to organize an exhibition with full political essence where facts about independence and history of Myanmar and development of the nation will be displayed.

In conclusion, the Secretary-1 urged all to cooperate among sub-committees to successfully celebrate the 53rd Anniversary of Independence Day in accord with national objectives. Secretary of the Central Committee Director-General of the Government's Office U Soe Tint reported on formation of sub-committees for the observance of Independence Day. The chairmen and officials of various sub-committees reported on tasks to be carried out. The meeting ended with concluding remarks by the Secretary-1.


(3) Secretary-1 attends cash presentation ceremony for all-round construction of Mindhamma Hill 

YANGON, 16 Nov-A ceremony to present cash for all-round construction of Mindhamma Hill on which Lawka Chantha Abhaya Labha Muni Image is to be kept was held at the central pandal of the hill, Mindhamma Street, Insein Township, this morning, attended by Secretary-1 of the State Peace and Development Council Lt-Gen Khin Nyunt.

Also present at the ceremony were member of the Commander Maj-Gen Khin Maung Than, ministers, deputy ministers, the Vice-Mayor, officials of the State Peace and Development Council Office, departmental heads, members of Central Committee for All-round Construction of the Hill, members and officials of various committees and well-wishers.

The donations included logs worth K10,581,344 donated by well-wishers and Mindhamma Hill Board of Trustees and K 28,596,008, US$ 576 and FEC 47 by people.

The Secretary-1, the commander and ministers accepted the donations and presented certificates to the well-wishers. Chairman of Fund Raising Committee Vice-Mayor Col Maung Pa reported on financial situation.

Speaking on the occasion, the Secretary-1 said that the Image was conveyed from Madaya Township to Mindhamma Hill in Yangon and all-round construction is being undertaken for public obeisance after unprecedented emergence of the marble during the period of 100 years. The Image was titled Lawka Chantha Abhaya Labha Muni in accord with the Ovada of the Sayadaws and wishing all human beings and spiritual beings healthy and free from harm and danger, he noted. Experts are collectively carrying out all-round construction work of Mindhamma Hill for emergence of the Image, and he wished all Myanmar including well-wishers be prosperous, he added. Donation by the people up to date amounted to K 288,442,967, US$ 5,243 and FEC 1,247. The Secretary-1 and party inspected carving of the Image.


(4) Myanmar-Japan Goodwill Cultural Exchange held 

YANGON, 16 Nov-Myanmar-Japan Goodwill Cultural Exchange Ceremony, sponsored by Myanmar Maternal and Child Welfare Association and Japan Women's Federation for World Peace was held at the building of MMCWA, at the corner of Parami and Thanthuma Streets South Okkalapa Township, here, this morning.

Present on the occasion were Chairperson of MMCWA Professor Daw Kyu Kyu Swe, Vice-Chairperson Dr Daw Khin Win Shwe and executives, supervisory committee members, Chairperson of Japan Women's Federation for World Peace Mrs Tetsuko Kuboki and members and guests. Chairperson of MMCWA Professor Daw Kyu Kyu Swe made an opening speech, and then Chairperson of JWFWP Mrs Tetsuko Kuboki extended greetings.
 
Then, Chairperson of JWFWP Mrs Tetsuko Kuboki, Chairperson of WFWP (Tokyo) Mrs Akao and Chairperson of WFWP (Shizuoka) presented US$ 350, 150 of toothbrushes and two knitting machines for MMCWA. Vice-Chairperson of MMCWA Dr Daw Khin Win Shwe accepted the donations and presented certificates of honour to the donors. Later, gifts were exchanged between members of MMCWA and WFWP.


(5) Control of stimulants, trafficking in drugs through sea routes discussed at Meeting of Heads of National Drug Law Enforcement Agencies, Asia and Pacific
 
YANGON, 16 Nov - The third day session of the 24th Meeting of Heads of National Drug Law Enforcement Agencies, Asia and the Pacific, co-sponsored by United Nations Drug Control Programme and Myanmar, was held at the Hotel Equatorial today. Present at the meeting were officials of UNDCP and INTERPOL, the delegate of ASEAN, those of the South Pacific Island Countries Association, and leaders and members of the delegations of Australia, Azerbai-jan, People's Republic of China, Hong Kong Special Administrative Region, Macau Special Administrative Region, Fiji, India, Indonesia, Japan, Republic of Korea, Lao People's Democratic Republic, Myanmar, Malaysia, New Zealand, Pakistan, the Philippines, Russia, Singapore, Sri Lanka, Thailand and Vietnam.

Mr Chartchai Suthiklom, officiating deputy secretary-general of Thai Narcotic Drugs Control Board, led the group discussions on control of stimulants and made a speech. Next, UNDCP Official Mr Lan Munro explained the agenda of the third day session.

Mr Chartchai Suthiklom gave a presentation on national narcotic drugs control activities with the help of video slides. Afterwards, member of Myanmar delegation Head of Department of the Office of Strategic Studies Col Kyaw Thein gave a presentation. He said: Since the Government of the Union of Myanmar had designated the fight against narcotic drugs a national task, narcotic drugs control and suppression measures were intensified within the country after 1988. When in 1996, the illicit production and trafficking of stimulant drugs made its appearance, greater priority was given to implementation of stronger measures for control and suppression. As a result, the amount of stimulant drugs seized up to September 2000 is as given below:

Being thus confronted with this new problem of stimulant tablets, the government has taken measures that include conducting and participating in workshops both at home and abroad; it has drawn up and accordingly implemented special plans and programmes to prevent the penetration of stimulant drug use among students and youths; it has enhanced cooperation not only with neighbouring countries but also with countries in the region; and has cooperated with non-governmental organizations both local and international, to carry out, not only narcotic drug control, but also educative activities which are given the highest priority. Synthetic drugs generally known as ATS are produced principally on a base of precursor chemicals and have a greater impact than natural organic narcotics such as opium and marijuana. So to control synthetic drugs there must be effective control of precursor chemicals.

The equation then is quite clear " No precursors, no drugs". We should also keep in mind the question of consumption and demand. If there is a market for narcotic drugs, there will always be production to meet the demand. Every nation should take note of this and following a balanced approach between demand and supply, they should take measures to bring both to an end simultaneously. Now that the deadline set for a " Drug Free ASEAN" has been advanced from 2020 to 2015, it is imperative that nations in the regions, including Myanmar, cooperate closely to resolve the pressing problem of ATS stimulants, which threaten us all today. It is only through such cooperation that we can hope to achieve the goal of a Drug Free ASEAN by 2015."

Mr Romeo Sanga of INTERPOL brought forth video slides showing seizures of heroin and stimulants, and control activities in various parts of the world. Delegate of India Mr H P Kumar spoke of cooperation speeded up between Myanmar and India, and success achieved in the tasks. The afternoon session saw group discussions on trafficking in drugs through sea routes. Director of Japan National Police Mr Yasunori Orita led the discussions and made a speech. The meeting continues tomorrow.

Minister for H&T meets Japanese delegation

YANGON, 16 Nov-Minister for Hotels and Tourism Maj-Gen Saw Lwin met Mr Yoshihisa Iwasa of Bunka Orient Corporation, Japan and party at his office at 2 p.m. today. Also present at the call were Deputy Minister Brig-Gen Aye Myint Kyu, departmental officials, Mr Nobuyuki Baoa of Japan-Asia Network Ltd and officials.

Minister for Home Affairs meets Canadian Ambassador

YANGON, 16 Nov-Minister for Home Affairs Col Tin Hlaing met Ambassador of Canada to Myanmar Mr Bernard Giroux, whose office is in Bangkok, at his office at the corner of Saya San and Industry-1 Streets at 1 p.m. today. Also present at the call were Deputy Commander of Myanmar Police Force Police Brig-Gen Hla Tun and Head of Office U Thet Tun.

UMFCCI and JCL holds meeting

YANGON, 16 Nov-The meeting of Union of Myanmar Federation of Chambers of Commerce and Industry (UMFCCI) and Japanese Chamber of Commerce, Yangon (JCL) was held at Traders Hotel here this morning, attended by Myanmar delegation led by President of UMFCCI U Win Myint and Japanese delegation led by President of JCL MR Siege Ura. U Win Myint and MR Siege Ura delivered speeches at the meeting. They held discussions on points for progress of commerce and trade in Myanmar.

Home Affairs Ministry donates cash for doyen literati

YANGON, 16 Nov-A ceremony to donate cash by the Ministry of Home Affairs for Sarsodaw Day and respect-paying ceremony to doyen literati took place at the meeting hall of Press Scrutiny and Registration Division on Winkaba Street, Bahan Township, at 3 p.m. today, with an address by Minister for Home Affairs Col Tin Hlaing. Also present on the occasion were Director-General of General Administration Department U Aung Thein, Chairman of Myanmar Writers and Journalists Association U Hla Myaing (Ko Hsaung) and executives, Deputy Director-General of GAD U Maung Win, Director of Press Scrutiny and Registration Division U Aye Tun, publishers, music recording entrepreneurs and guests. Minister Col Tin Hlaing presented K 5 million for doyen literati. Chairman of MWJA U Hla Myaing (Ko Hsaung) accepted the donation and presented a certificate of honour to the minister. Then, Chairman of MWJA U Hla Myaing (Ko Hsaung) spoke words of thanks.

River-water pumping projects progressing on Bawlegyun, Aingkalaunggyun

YANGON, 16 Nov - Minister for Agriculture and Irrigation Maj-Gen Nyunt Tin today inspected the water-pumping projects on Bawle-gyun and Aingkalaunggyun along Hline River. Accompanied by departmental officials and Yangon Division agriculture supervisory committee members, the minister toured Gyogon electric-powered water-pumping project area in Htantabin Township in Yangon Division.

Director-General of the Water Resources Utilization Department U Win Shwe reported to the minister on the plans to pump water from Hline River for agricultural purposes on Bawlegyun, Aingkalaunggyun and Tet-thitgyun, progress of work in the projects, and plans for cultivation of crops on 5,000 acres irrigated by Gyogon river water pumping project. The minister gave suggestions on the work to build irrigation canals, complete the project before the end of this year, cultivate summer paddy irrigated from river-water pumping projects this season, build the river-water pumping stations as soon as possible when the pumps arrive, and irrigate the fields through canals without any waste of water. He proceeded to Yay-bawthaung river-water pumping project in the same township.

Officials conducted him round the sites where canals are being dug, and the designated site for building the water-pumping station. After inspecting the work for irrigating fields, he heard reports on the plans to irrigate 3,000 acres. The minister and party later toured the site chosen for Thabyaydan river-water pumping project near Tawlati Village on Aingkalaunggyun in Taikkyi Township. Officials of the Water Resources Utilization Department briefed the minister on the project to cultivate paddy on 5,000 acres in the area. Minister Maj-Gen Nyunt Tin left instructions on completion of tasks as targeted and irrigation of summer paddy fields.

Immigration and Population delegation arrives back

YANGON, 16 Nov-A Myanmar delegation led by Director-General Col Maung Htay of Immigration and National Registration Department, Ministry of Immigration and Population, who attended the 5th Annual Plenary Meeting of Asia-Pacific Consultation on Refugees, Displaced Persons and Migrants (APC) held in Hong Kong on 13-14 November, arrived back here yesterday afternoon. They were welcomed back by Deputy Minister U Maung Aung and officials from UNHCR at the airport. Member of the delegation Deputy Director Daw Mya Hnin Si also arrived back.


(7) Myanmar War Veteran Organization (Mandalay Division) holds Pre-Conference

YANGON, 16 Nov - The Pre-Conference of Myanmar War Veteran Organization (Mandalay Division) took place at the Upper Myanmar National Theatre in Aungmyaythazan Township, Mandalay, this morning, attended by Patron of Mandalay Division War Veteran Organization Commander of Central Command Maj-Gen Ye Myint.

Also present were Vice-Chairman of the Central Organizing Committee of MWVO Minister for Construction Maj-Gen Saw Tun, Secretary of the Central Organizing Committee Deputy Minister for Home Affairs Brig-Gen Thura Myint Maung, members of the Central Organizing Committee Chairman of Mandalay City Development Committee Mayor of Mandalay Brig-Gen Yan Thein and Deputy Minister for Rail Transportation Thura U Thaung Lwin, officials of the ministries, township authorities of Mandalay Division, members of Red Cross, Auxiliary Fire Brigade, Mandalay Division Maternal and Child Welfare Association, Mandalay Division Women Entrepreneurs Association, Mandalay Division Working Committee for Women's Affairs, Mandalay Division Writers and Journalists Association, Myanmar Medical Association (Upper Myanmar), representatives of Music Asiayon, Thabin Asiayon and Chamber of Commerce of Mandalay Division and guests.

Chairman of the Pre-Conference Lt-Col Tin Hla (Retired) made a speech. Members of Mandalay Division Organizing Committee Captain Tin Aung (Retired), Maj Khin Maung Zin (Retired) and Captain Nay Lin (Retired) read the report to be submitted to the Pre-Conference of Myanmar War Veteran Organization (Mandalay Division). Captain Aung Chun (Retired) and Maj Htay Naing (Retired) discussed the national political sector and the national defence and security sector respectively. In the afternoon session, Maj Aye Kyaw Myint (Retired), Maj Ye Naing Aung (Retired) and Maj Kyaw Nyunt (Retired) discussed the economic sector, the social and welfare sector and the public welfare sector respectively. Then, seven future tasks were approved and three matters placed on record. Altogether K 2.15 million were donated for Mandalay Division by MWVO, Mandalay Division Peace and Development Council, Mandalay District Peace and Development Council and others.

Stake-driving ceremony of Kywegu-Kyaukpya Bridge in Myeik Township held

YANGON 16 Nov-The stake-driving ceremony of Kywegu-Kyaukpya Bridge to be built in Myeik Township on Yangon-Mawlamyine-Dawei-Myeik-Bokepyin-Kaw-thaung Highway was held on 14 November with an address by Chairman of Taninthayi Division Peace and Development Council Commander of Coastal Region Command Brig-Gen Aye Kywe. Then, Minister for Construction Maj-Gen Saw Tun made a speech. At the auspicious time, Commander Brig-Gen Aye Kywe, Minister Maj-Gen Saw Tun and officials took designated places. Afterwards, they drove stakes and sprinkled them with scented water. Then, the rituals of golden and silver shower were performed to mark the successful conclusion of the ceremony.

Fifth Leg of Myanmar London Golf Tour 2000-2001 begins in Taunggyi

YANGON, 16 Nov-A ceremony to open the Fifth Leg of London Myanmar Golf Tour 2000-2001, organized by Myanmar Golf Federation and Myanmar Professional Golfers' Association and mainly sponsored by Rothmans of Pall Mall Myanmar Pte Ltd, was held at Eden Garden Ayethaya Golf Course in Taunggyi, Shan State (East) this morning. First, all the golfers took positions at 10th Tee.

Then, Vice-Chairman of MGF Managing Director of Eden Group Co Ltd U Chit Khaing, Corperate Affairs Manager of Rothmans of Pall Mall Myanmar Pte Ltd U Myint Thein and Executive of MGF and Myanmar PGA U Ko Ko Lay formally opened the first round of the tour. After the first round of the Professional Division, Zaw Paing Oo and Aung Win led the tour with 76 strokes. Runners-up were Aung Zaw Moe, Kyaw Htoo (Western Command) and Aung Hla Han with 77 each and Win Aung, Soe Myint Lay and Min Lwin Oo shared the third place with 78 each.

In the Amateur Division, Soe Paing Win (Agriculture and Irrigation) led the tour with 76. Aung Aung and Myint Soe Aung tied in the second place with 78 each, and Yin Aung Latt , Aung Aung Kyaw, Than Naing and Thein Aye shared the third place with 80 each. Tiger Beer as Official Beer, Yangon Airways as Official Airline, Cannon as Official Office Equipment Supplier, Star Cola (MGS Beverages) as Official Soft Drink Supplier and Wilson as Official Golf Supplier also sponsored the tour with the aims for turning out of golfers all over the country and raising of Myanma golf standard like previous tours. The tour is being organized by Han Golf Masters Pte Ltd. The second round of tour continues tomorrow morning.


(9) 13 members resign from Natmauk Township NLD of own accord

YANGON, 16 Nov-Thirteen members resigned of their own accord from the National League for Democracy of Natmauk Township, Magway Division. Thirteen members of Natmauk Township NLD, Magway Division, of their own accord, resigned by sending letters of resignation to Natmauk Township Multiparty Democracy General Election Sub-commission and the party concerned on 2 November 2000 as they no longer wished to participate in party politics of NLD.
