(1) Secretary-1 accepts donations for five-storey Sasana Thitala Dhamma Beikmandaw at Nyaunggan-aye Sasana YeikthaYangon, 13 Nov- Secretary-1 of the State Peace and Development Council Lt-Gen Khin Nyunt attended the 21st cash donation for the funds of the five-storey Sasana Thitala Dhamma Beikmandaw at Nyaunggan-aye Sasana Yeiktha in East Gyogon, Insein Township, this morning.
The Secretary-1 offered provisions to Sayadaws and members of the Sangha and accepted the donations. Also present were Maha Dhamma Kathika Bahujana-hitadhara Nyaunggan-aye Sasana Yeiktha Presiding Nayaka Sayadaw Bhaddanta Indaka and Sayadaws and members of the Sangha, ministers, deputy ministers, officials of the State Peace and Development Council Office, department heads, the chairman of Nyaunggan-aye Sasana Yeiktha Waiyawitsa Group and guests and wellwishers.
First, Sayadaw Bhaddanta Indaka administered the Eight Precepts. Chairman of Nyaunggan-aye Sasana Yeiktha Waiya-witsa Group U Win Kyi supplicated on progress in construction of the Beikmandaw. Then, the Secretary-1 and ministers offered provisions to Sayadaws. Afterwards, the Secretary-1 accepted donated by wellwishers.
Then, Ministers Lt-Gen Tin Ngwe, Maj-Gen Sein Htwa, U Aung Khin and Brig-Gen Ohn Myint accepted donated by other donors. Next, Sayadaw Bhaddanta Indaka delivered a sermon and the congregation shared merits gained. After the ceremony, the Secretary-1 and party, viewed the design and scale model of the Sasana Beikmandaw, books on Dhamma literature compiled by the Sayadaw and documentary photos on the ground floor of the Beikmandaw.
(2) Special Meeting 3/2000 of the Central Committee for Drug Abuse Control was held at the Ministry of Home Affairs
Government doing continuous coordination work with national race leaders in rooting out narcotic drugs
Yangon, 13 Nov - Special Meeting 3/2000 of the Central Committee for Drug Abuse Control was held at the Ministry of Home Affairs this evening with an address by Secretary-1 of the State Peace and Development Council Lt-Gen Khin Nyunt.
Also present at the meeting were member of the Commander Maj-Gen Khin Maung Than, ministers, the Chief Justice, the Attorney-General, deputy ministers, the Deputy Attorney-General, senior military officers, CCDAC members, the director-general of State Peace and Development Council Office, heads of department and members of work committees.
Secretary-1 said that Myanmar is laying down and implementing comprehensive programmes to eradicate narcotic drugs. But one-sided accusations concerning narcotic drugs against Myanmar never lessens; and some countries are hatching plots designed to discredit Myanmar among the international community.
In accord with the guidance of Head of State Senior General Than Shwe, the 15-year narcotic eradication plan has been laid down in the nation; and efforts are being made to root out narcotic drugs according to the plans. Continuous coordination work is being done with national race leaders to root out drugs. The high-level officials of the State have toured border areas and looked into the requirements of cultivating substitute crops. National race leaders are giving special attention to the progress of their regions and economic development and attempting to root out the drug problem in a designated time.
At present, the success achieved in cultivating substitute crops in border areas can be witnessed. Buckwheat and lychee cultivation, terrace paddy cultivation and herbal plant cultivation have already started at the border areas. The building of irrigation facilities in the areas is gaining momentum at present. Farming is being conducted on a commercial scale and mineral mining and smelting is under way. Due to the implementation of hydel power projects and road and bridge projects, industries are developing in the regions. It can be firmly assessed that narcotic drugs can be rooted out within the designated period as the border areas are making profress in farming, industrial production and economic sectors. He said Myanmar conducts opium yield survey yearly in cooperation with the US and the survey showed decrease of opium yield yearly. As opium cultivation and production was on the decrease, there were accusations about production of Amphetamine, he said.
There are no Amphetamine tablet users and chemicals for production. Basic raw chemicals used in production of Amphetamine tablet came from border areas and it can clearly be seen that the tablets were brought back to other side through the border areas. He spoke of the need to prevent chemicals and stimulant tablets from carrying and distributing cross borders instead of accusing only Myanmar of producing narcotic drugs. In doing so, effective measures can be undertaken in production, distribution and drug abuse in all sectors.
Today, narcotic drug problems and other trans-border crimes have increased due to development of technology. Therefore, the United Nations drafted Convention Against Transnational Organized Crimes, he said. Myanmar hosted the 4th International Heroin Conference and the 2nd ASEAN Ministerial Meeting on Transnational Organized Crime in 1999. Moreover, efforts for total eradication of narcotic drug in the region are being made in cooperation with ASEAN countries, he added. He spoke of the need for Central Committee for Drug Abuse Control to accelerate its momentum of 15 year narcotic drug eradication project in cooperation with international community for success in accord with the guidance of Head of State Senior General Than Shwe.
The Secretary-1 also spoke of the need to respond one-sided accusations on narcotic drugs about Myanmar through sound and correct data, while endeavouring for eradication of narcotic drug with added momentum.
Chairman of the Central Committee for Drug Abuse Control Minister for Home Affairs Col Tin Hlaing explained matters related to measures taken for drug abuse control, participation of Myanmar Anti-Narcotic Association in the drug abuse control measures, arrangements for development of border areas made by Border Areas Development Association and cooperation with international organizations. Secretary of CCDAC Police Maj-Gen Soe Win reported on progress of work in implementing the decisions of meeting No 2/2000.
Then, those present discussed release of news about drug control measures, border area development tasks being done in connection with drug abuse control measures, treatment and rehabilitation for drug addicts, cultivation of buckwheat and distribution of strains for cultivation of paddy, tea and perennial crops. Deputy Minister for Home Affairs Brig-Gen Thura Myint Maung recounted his experiences related to the meeting on drug free ASEAN region in 2015 held in Bangkok, Thailand, from 11 to 14 October.
In conclusion, the Secretary-1 said that in accord with the guidance of the Head of State, systematic plans for elimination of narcotic drugs have been laid down and implemented in Myanmar. So ministries concerned need to actively participate in implementing these plans. It is necessary to render assistance to tasks related to cultivation of poppy-substitute crops, livestock breeding and agriculture, and regional development tasks.
(3) Government gives priority to development tasks for underdeveloped regions including border areas Taninthayi Bridge commissioned into service in Taninthayi Division
Yangon, 13 Nov - Taninthayi Bridge spanning Taninthayi River was commissioned into service at the pandal near the bridge in Taninthayi Township, Taninthayi Division, yesterday morning. Secretary-2 of the State Peace and Development Council Lt-Gen Tin Oo, ministers, deputy ministers, senior military officers and heads of department left Myeik for Taninthayi Bridge by helicopter.
Secretary-2 and party then attended the opening of the bridge. Chairman of the Central Supervisory Committee for Ensuring Secure and Smooth Transport Secretary-2 Lt-Gen Tin Oo delivered an address.
He said that Taninthayi River Bridge is over 1,300 feet long. It is designed to bear 36-ton loads. Taninthayi Division is situated in the southernmost part of the nation, and it can be reached from other states and divisions by water and by air only and in the region, reliance has to be put on waterway to travel from one place to another.
Although there are favourable conditions for fishery industry, agricultural work and mining in Taninthayi Division, the development of the region fell short of expectations, due to transport difficulties. To overcome the difficulties in transport and the tapping of natural resources, Head of State Senior General Than Shwe has given guidance; Taninthayi Division Development Committee was formed, and duties have been assigned to it.
A project to build Dawei-Myeik-Taninthayi-Bokpyin-Kawthaung Road which takes up a strategic position, was laid down and is being implemented. Dawei-Myeik Section, Myeik-Taninthayi Section and Kawthoung-Khamaukgyi Section have been asphalted. Some parts of Taninthayi-Bokpyin Section and Bokpyin-Karathuri-Khamaukgyi Section are gravel roads and others still remain as earth roads. Arrangements are being made to upgrade earth roads into gravel roads.
In building the strategic Union Highway to facilitate travelling from Kawthoung to other states and divisions through Mon State, bridges crossing rivers and creeks are also being built. Taninthayi Bridge is a major part of the project, and Pubic Works strove to complete it in one and half years' time.
Already-built other bridges are Winwa Bridge in Thayetchaung Township, and Palauk Bridge and Palaw Bridge in Palaw Township. Bridges under construction are Kywegu-Kyaukphya Bridge and Pathoung Bridge Government gives priority in Myeik Township and Layhnya Mandaing Bridge in Boakpyin Township. Arrangements are being made to build Thamoaklut Bridge in Myeik Township. The task of building 302-mile-long Myeik-Taninthayi-Boakpyin-Kawthoung Road which can be negotiable in all weathers, is of great benefit not only to the region but also to the entire Union.
Therefore, all the local national people are to take part in the task. Bearing in mind the fact that efforts are to be made to bridge development gap among states and divisions and to ensure equitable development, the government has given priority to development tasks for underdeveloped regions including border areas. Taninthayi Division had been difficult of access and had suffered armed insurgency. The rate of development had been rather slow in the region.
As much as transport infrastructures such as building new motor roads, upgrading old ones, extension of Myeik Airport and Kawthoung Airport and construction of Ye-Dawei Railroad, are being built, Taninthayi Division is developing remarkably year after year. In accord with the guidance of the Head of State, in Taninthayi Division, plans designed for development of the agriculture sector, have been made and implemented with the aims of ensuring rice and edible oil sufficiency and turning the division into " a big edible oil pot" of the State. Although local sufficiency of rice has not yet been achieved in Taninthayi Division, the amount of paddy produced in the region has increased year after year. So the percentage of rice sufficiency is becoming higher
Sixteen groups of national entrepreneurs are taking part in Oil Palm Cultivation Extension Project, getting permission for about 400,000 acres of fallow and virgin lands. Now, cultivation work has been done on about 30,000 acres. In connection with oil palm cultivation and production, industries will also emerge. Therefore, the industrial sector, together with the agricultural sector, will develop. Due to marine and land resources in Taninthayi Division, the meat and fish sector is picking up.
In Myeik region, ice factories and fish powder factories are emerging. Modern Fish Market is in course of construction. All in all, development of Taninthayi Division is gathering momentum, and it can be seen that development has been achieved in all sectors such as economy, education, health and transport.
All-round development tasks are being undertaken not only for the present interest but also for ensuring a better situation for the posterity.
In accord with the traditions, the Tatmadawmen and the people are taking part in the nation-building tasks with harmonious and utmost efforts. Due to the harmonious efforts of the State, the Tatmadaw and the people, within a short period, 114 dams and 117 bridges of over 180 feet in length have been built.
At the time developing situations are emerging in the nation, some of the foreign organizations are launching exaggerated accusations on Myanmar, saying, the nation is applying forced labour and violating human rights. Moreover, some of the big western nations are trying to isolate Myanmar by applying economic and diplomatic pressures as the nation never realizes the democracy that is in accord with their want. They are also brazenly extending mutual master-servant relations with the axe-handler group from inside the nation.
In accordance with the guidance given by Head of State Senior General Than Shwe, the democracy norms of the western nations cannot be same with those of Myanmar; thus, the nation should choose the democracy way which is in conformity with the traditions and culture and human rights norms of Myanmar.
Neglecting the own national stand and longing for the west will lead the nation to becoming a servant and a follower of the west. The nation-building tasks for proportionate development of the nation are enormous in volume and have many limits. The State and the people should strive for gaining even a single success and a firm foundation.
Only the actual unity and hard work will bring development to the region. Minister Maj-Gen Saw Tun said located on the Yangon-Mawlamyine-Ye-Dawei-Myeik-Taninthayi-Bokpyin-Kawthoung, the Taninthayi Bridge is the 117th facility whose length exceeds 180 feet. The bailey type bridge will be upgraded into a steel-reinforced facility in the future. The bridge can withstand up to 36 tons.
Commander Brig-Gen Aye Kyway said Taninthayi Division, which is rich in natural resources, is making progress, when compared to that of the past, due to the emergence of new roads and bridges in the region.
Minister Brig-Gen Lun Maung explained formation of the respective committees for progress of Taninthayi Division. Secretary-2 Lt-Gen Tin Oo presented gifts to staff of the special bridge construction group 3 of Public Works through Senior Engineer U Hla Min.
At the auspicious time, Commander Brig-Gen Aye Kyway and Minister Maj-Gen Saw Tun formally opened the bridge. The bridge 1,360 feet long and 10 feet 10 inches wide has a clearance of 15 feet and a 78 feet wide waterway under it. Afterwards, the Secretary-2 and party inspected the development undertakings in Taninthayi Township. They also inspected Taninthayi-Bokpyin Road Project.
(4) Secretary-2 attends opening of fan belt factory in Mingaladon Township
Yangon, 13 Nov-A ceremony to open a fan belt factory built by Myanma Perennial Crops Enterprise of the Ministry of Agriculture and Irrigation was held in Pyinmabin Industrial Zone in Mingaladon Township this morning, attended by Secretary-2 of the State Peace and Development Council Lt-Gen Tin Oo.
Also present were Minister for Agriculture and Irrigation Maj-Gen Nyunt Tin, Minister for Rail Transportation U Pan Aung, deputy ministers, senior military officers, the manager of the fan belt factory, service personnel and guests.
Minister Maj-Gen Nyunt Tin formally unveiled the stone inscription of the factory. Next, the Secretary-2 formally unveiled the signboard of the factory.
The Secretary-2 and party and guests inspected manufactured samples fan belt, quality control room and machines at the factory. The Secretary-2 and party and officials had photo taken in front of the factory. Minister Lt-Gen Nyunt Tin said the factory was opened for supply quality fan belts in the country and for import-substitute.
Managing Director of Myanma Perennial Crops Enterprise U Myint Oo said it was the first factory built in Myanmar and it can produce 1.8 million fan belts of various size annually. Half of the products will be sold in local and foreign markets, he said.
He said the factory would produce rubber water stop, rubber lining, oil seal, dust cover and rubber washer. General Manager of Myanma Perennial Crops Enterprise U Mya Hlaing reported on manufacturing process of fan belts.
The Secretary-2 expressed thanks for opening of the factory. He spoke of the need for officials to make efforts for exceeding the targets, to supervise quality control, to widely distribute products and to do research work.
Minister Maj-Gen Nyunt Tin presented gifts to project in-charge U Mya Hlaing and engineer Mr Micheal Lee of Potencer International Co Ltd. Altogether 5,000 fan belts worth K one million are being imported daily.
Opening of such factory contributes towards import substitute, development of State economy and industry and job opportunities.
(5) Secretary-3 sees off Myanma Tatmadaw Shooting Team
Yangon, 13 Nov-Secretary-3 of the State Peace and Development Council Chairman of Defence Services Sports and Physical Education Supervisory Committee Adjutant-General Lt-Gen Win Myint spoke words of encouragement to members of Myanma Tatmadaw Shooting Team, which will take part in 10th ASEAN Armed Forces Shooting Competition to be held in Thailand, and saw them off at Mingaladon Air Base at 6 am today.
Together with the Secretary-3 at Mingaladon Air Base were Chief of Staff (Navy) Capt Soe Thein, Chief of Staff (Air) Maj-Gen Myint Swe, Vice-Adjutant General Brig-Gen Maung Nyo, Brig-Gen Chit Than of Bokpyin Station, Chairman of Tatmadaw Shooting Committee Director of Ordnance Services Col Hla Tun, senior military officers, families of athletes and officials. The 36-member team led by Lt-Col Than Swe will take part in the shooting competitions to be held from 17 to 22 November.

Yangon, 13 Nov- Military Attaches and family members of foreign missions led by Head of Department Col Thein Swe of the Office of Strategic Studies of the Ministry of Defence and Dean of Military Attaches Corps Military Attache of the Lao People's Democratic Republic Col Phanh Sone-phachanh, together with Dr Daw Khin Win Shwe, wife of Secretary-1 of the State Peace and Development Council Chief of the Office of Strategic Studies and Director of Defence Services Intelligence Lt-Gen Khin Nyunt, Daw Khin Swe Nyunt, wife of Commander-in-Chief (Air) Lt-Gen Kyaw Than and Daw Aye Aye, wife of Commander-in-Chief (Navy) Rear-Admiral Kyi Min, arrived back here by air this evening after visiting Sittway, MraukU and Thandwe of Western Command areas in Rakhine State.
On 11 November, the military attaches and family members left for Rakhine State by Tatmadaw aircraft. Deputy Chief of the Office of Strategic Studies and Deputy Director of Defence Services Intelligence Maj-Gen Kyaw Win and officials saw them off at Yangon International Airport.
On arrival at Sittway Airport, they were welcomed by Commander of Western Command Maj-Gen Aung Htwe and wife Daw Khin Hnin Wai, Danyawady Naval Region Command Commander Commodore Myat Swe and wife, Deputy Commander Brig-Gen Aung Thein and wife, senior military officers and departmental officials. The military attaches delegation, accompanied by Tactical Operations Commander Col Zaw Tun, left Sittway Port for MyaukU along Kissapanadi River by Malikha speed boat. Brig-Gen Hla Myint and wife and officials welcomed them at MyaukU Port. Then, the delegation members visited Shitthaung Stupa in MyaukU and made donations.
They also visited the Archaeological Museum. Afterwards, the delegation went back to Sittway and visited Point Shukhintha Recreation Centre in the beach of Sittway. In the evening, Commander Maj-Gen Aung Htwe and wife hosted a dinner in honour of the military attaches and families at Bandoola Hall.
The commander and the delegation exchanged gifts. Next, they left Sittway for Thandwe by Tatmadaw special aircraft. Col Myint Swe of Western Command and wife and officials welcomed them at Thandwe Airport. Military Attaches enjoined Ngapali Beach and played golf friendly.
In the evening, they observed the releasing of hot air balloons at the beach. This morning, the military attaches visited Thandwe Market. Then, they arrived back here by air this evening. Deputy Chief of the Office of Strategic Studies and Deputy Director of Defence Services Intelligence Maj-Gen Kyaw Win and officials welcomed back the delegation at the airport.

Devotees pay homage to Lawka Chantha Abhaya Labha Muni Image
Yangon, 13 Nov- Lawka Chantha Abhaya Labha Muni Image on Mindhamma Hill on Mindhamma Road in Insein Township was crowded with members of the Sangha and devotees today. Employees and engineers of Building Construction Project Special Group-2 of Public Works participated in the construction of Gandhakuti Kyaungdaw in which the Image will be kept, the southern stairways and the retaining walls of south-eastern part of the hill. Preparations for construction of the northern stairway of the Image began yesterday.
Stone sculptor U Taw Taw and sons and Myanmar architect maker U Ohn Tin and party are carving the Image and decoration work daily. Wut associations of departments and townships recited religious verses at the Image from morning to evening today. Various kinds of books were being sold at bookshops of Ministry of Religious Affairs, News and Periodicals Enterprise and Sarpay Beikman. Donations by the public have amounted to K 96,493,418 from 5 August to date. The Fund-raising Unit opens from 7 am to 9 pm daily.
Myanmar religious delegation arrives back
Yangon, 13 Nov- A religious delegation led by Vice-Chairman of the State Sangha Maha Nayaka Committee Abhidhaja Maha Rattha Guru Bhaddanta Panindabhivamsa arrived back here by air this evening after attending the Second Buddhism Propagation Conference in Thailand.
The delegation was welcomed back at Yangon International Airport by Minister for Religious Affairs U Aung Khin, Director-General U Sann Lwin of Department for Promotion and Propagation of the Sasana and officials, members of the Sangha and disciples. Together with the Vice-Chairman Sayadaw, Thitagu Sayadaw of Thitagu World Buddhist University Agga Maha Pandita Bhaddantananissara, Tipitakadhara Dhammabhandagarika Agga Maha Pandita Bhaddanta Sumangalalankara of Tipitaka Maha Gandayon Kyaungtaik, Director-General Dr Myo Myint of Religious Affairs Department and Pro-Rector (Admin) Dr Hla Pe of International Theravada Buddhist Missionary University also arrived back.

Yangon, 13 Nov-Myanmar delegation led by Deputy Minister for Immigration and Population U Maung Aung arrived back here by air this evening after joining study visit on collecting census and population sponsored by UNFPA in Hanoi from 5 to 10 November. They were welcomed back at Yangon International Airport by Deputy Director-General U Zaw Tun of Immigration and National Registration Department, Deputy Director-General U Myo Min and directors of Population Department and family members of the delegates. Basic Printing Course No 2/2000 opensYangon, 13 Nov- A ceremony to open the Basic Printing Course No 2/2000, organized by Printing and Publishing Enterprise, was held at GTC Press in Aung Sanmyo, Insein Township, this morning, with an address by Minister for Information Maj-Gen Kyi Aung. Tatmadaw (Army, Navy and Air) Swimming and Water-polo Championship opens
Yangon, 13 Nov-The opening ceremony of Commandeer-in-Chief of Defence Service's Shield Tatmadaw (Army, Navy and Air) Swimming and Water-polo Championship was opened at the swimming-pool of Ayeyawady Naval Regional Command Headquarters this morning, with an opening address by Chief of Staff (Navy) Capt Soe Thein. Also present on the occasion were Vice-Adjutant General Brig-Gen Maung Nyo, Commander of Naval Dockyard Command Headquarters Commodore Paw Tun, Acting Commander of Ayeyawady Naval Regional Command Headquarters Capt Tha Hsan, Captain Naval Staff Capt Kyaw Tin Hla, Colonel Air Staff Col Tin Win, senior military officers, other ranks and athletes. After the opening ceremony, swimming contests were held and the championship will continue up to 17 November.

Myanma Posts and Telecommunications opens courses
Yangon, 13 Nov-BWSD Engineering Course, Satellite Communication Theory Course, Facsimile Operator Training Course and Postal Supervisor Course were opened at the Communications and Postal Training Centre of Myanma Posts and Telecommunications, Ministry of Communications, Posts and Telegraphs this morning with an address by Minister for Communications, Posts and Telegraphs Brig-Gen Win Tin. Also present were the director-general of Directorate of Telecommunications, the general manager of MPT and head of departments, the principal of CPTC, course instructors and trainees.
The minister said, information and communication technology is developing rapidly with the passage of time and it has influences on education, economy and social matters. In the BWSD Engineering Course, subjects on digital electronic exchanges used in local and international communications will be taught. In the Satellite Communication Theory Course, satellite communication technology will be lectured to enable the staff to systematically maintain satellite communication devices.
In Facsimile Operator Training Course, theory and practical lectures will be given to the trainees for skilful operation and maintenance of facsimiles. In Postal Supervisor Course, subjects on supervisory will be taught because it is very important for the staff to be skilful in performing duties for systematic development of postal communication sector. Altogether 37 trainees are attending the courses.
(8) 26 members resign from Myinmu Township NLD
Yangon, 13 Nov-Twenty-six members resigned from the National League for Democracy of Myinmu Township, Sagaing Division. Twenty-six members of Myinmu Township NLD, Sagaing Division, of their own volition, resigned by sending letters of resignation to Myinmu Township Multiparty Democracy General Election Commission Office and the party concerned on 11 February 2000 as they no longer wished to participate in party politics of NLD.
