YANGON, 1 Nov - Chairman of the State Peace and Development Council Commander-in-Chief of Defence Services Senior General Than Shwe today inspected the work for emergence of Lawka Chantha Abhaya Labha Muni Buddha Image in splendour and magnificence for public obeisance and all-round construction projects on Mindhamma Hill in Insein Township. Accompanied by Vice-Chairman of the State Peace and Development Council Deputy Commander-in-Chief of Defence Services Commander-in-Chief (Army) General Maung Aye, Secretary-1 Lt-Gen Khin Nyunt and Secretary-2 Lt-Gen Tin Oo, Senior General Than Shwe arrived at Mindhamma Hill this morning.

He was welcomed there by Commander-in-Chief (Navy) Rear-Admiral Kyi Min, Commander-in-Chief  (Air) Lt-Gen Kyaw Than, Chairman of Yangon Division Peace and Development Council Commander Maj-Gen Khin Maung Than, Deputy Prime Ministers Vice-Admiral Maung Maung Khin, Lt-Gen Tin Tun and Lt-Gen Tin Hla, ministers, members of the Central Committee for All-round Construction on Mindhamma Hill, departmental heads, eminent sculptors and artists, members of the Board of Trustees and other officials.

At the briefing hall, the Secretary-1 reported to the Senior General on the salient points about the image.  He said stone sculptor U Taw Taw found the huge marble to be carved into Lawka Chantha Abhaya Labha Muni Buddha Image at the marble hill in Madaya Township, Mandalay Division, in 1998. The discoverer, he said, dug the marble out the whole year in 1999 in order to know its full size and dimension, and finally found it to be deserving to donate to the government.

U Taw Taw and family submitted the plan to the Secretary-1, who again reported to Head of State Senior General Than Shwe, and the guidance was given on conveying the marble image and placing it in Yangon for public obeisance. After the inspection of the marble to be conveyed to Yangon in keeping with the Senior General's guidance, it was found that the marble is clean and flawless. Tasks were assigned to the Minister for Rail Transportation and the Minister for Transport for conveying the marble image to Yangon and to the Chairman of Mandalay Division Peace and Development Council the Commander of Central Command for providing close supervision. Eminent Artist U Thaung Han and Eminent Sculptor U Aung Thwin painted and carved respective replicas, and U Taw Taw started carving the rough image out of the marble. Afterwards, arrangements were made to convey the marble image on 2,600-ton capacity barge along the Ayeyawady River when the water level reached its highest.

The conveyance programmes started from the foot of the marble hill in Madaya Township on 10 July 2000, and the barge stopped at 12 towns along the river for public obeisance; devotees thronged to the banks all along the way and made generous cash donations. The golden barge carrying the image was  moored at the Gyogon jetty on 5 August 2000, and the image was conveyed on a specially-made  decorated wagon from the jetty to the foot of Mindhamma Hill on 9 and 10 August; then, the image was  conveyed from the foot of the hill to the top and had been placed successfully on the Yadana Throne on  28 August; later, works were also carried out to place the image on the throne properly.

For emergence of the Lawka Chantha Abhaya Labha Muni Buddha Image in splendour and  magnificence for public reverence, other works such as construction of Gandhakuti Kyaungtaw and  all-round construction of Mindhamma Hill have been carried out with the suggestions of the Ovadacariya  Sayadaws since the formation of the Nayaka Committee, the Construction Central Committee and  various work committees. U Taw Taw and family are working for carving the image in grandeur and  Artist U Thaung Han and Sculptor U Aung Thwin are also helping them in the work. The Ministry of  Military Affairs supplied steel beams for construction of Gandhakuti Kyaungdaw, and arrangements are  under way to build two stairways to the hilltop; the Ministry of Forestry is undertaking the task of  greening the entire 27 acres of the hill. The tasks are to continue with the cash donations amounting to  over K 265 million in keeping with the Senior General's guidance.

In giving guidance on the work, Senior General Than Shwe spoke of the need to carve out the image  patiently to be almost the same as the chosen and approved replica and it is more important to do the  job than meeting the deadline for completion of the carving work. For the mura of the image to be  splendid and magnificent, coordinations must be made with the eminent artists and sculptors for the  grand appearance of marble purity of the mura, and plans have to be made for durability. In building the  Gandhakuti Kyaungdaw, stucco works need to be firm and delicate to be able to leave it to the future  generations to study the art of decorative stucco works of the present age and to make it durable and  stand the weather. Regarding the greening work, the Senior General emphasized the need to grow  pleasant and shady trees and Bo trees. He said all construction works for the stone carving, Gandhakuti  Kyaungdaw and stairways have to be carried out for their durability and splendour.

Afterwards, the Senior General closely revered the replica painting and image of the Lawka Chantha  Abhaya Labha Muni Buddha Image. He then inspected the work for emergence of Lawka Chantha  Abhaya Labha Muni Buddha Image in splendour and magnificence, delicate stucco structures to be fixed  at the Gandhakuti Kyaungdaw, construction of Gandhakuti Kyaungdaw and retaining walls, and all-round  construction works.

He said. It is a pleasure for me to speak on this occasion. Although Myanmar has joined ASEAN since  1997, it is the first WGIC meeting to be held in our country. Though you will be here for only a few  days, it is our hope that you will be able to have an insight of our country, a country rich in beauty and  culture, a country that is peaceful and economically vibrant, with people full of zest and full of confidence  for the future. With the adoption of the market economy, the Government is promoting and enhancing its  industries and manufacturing sectors, both public and private. In order to give greater impetus to the  industrialization process with greater emphasis on the private sector development, the Myanmar  Industrial Development Committee (MIDC) was formed, by the State Law and Order Restoration  Council. The objectives of MIDC are development of industries with agriculture as the base,  enhancement of quantity and quality of industrial products, increased production of new types of  machinery and equipment, production of machinery and equipment for industrial use, and creation of  suitable conditions for changing over to an industrialized state. Since its formation, MIDC has been  actively taking steps for private industrial development by establishing industrial zones, holding industrial  exhibitions, seminars and workshops, and setting up the Myanmar Industrial Development Bank for  granting industrial loans to private enterprises.

In order to mitigate the problem facing lack of infrastructure facilities for private industries, 18 areas have  been designated as industrial zones all over the country. You will see the Hline-thayar Industrial zone,  one of the eighteen industrial zones. During the meeting, I wish all participants to discuss ways and means  of extending the AICO Scheme so that our entrepreneurs should have a chance to participate. May I  conclude my speech with once again extending to you a happy stay and a fruitful meeting.  Director-General of Directorate of Industries U Tin Hlaing gave a speech. He said. It is indeed a great  honour for me to have this opportunity to deliver this address at the opening of this 28th WGIC meeting.  Although Myanmar has joined ASEAN since 1997, it is the first time, a WGIC meeting has been held in  our country. As has been agreed the meeting is scheduled. On the last day of the meeting a visit to one of  our Industrial Zones, viz, Hline-tharyar is on the agenda. On the visit you will have a chance to observe  the development of some light industries set up by the private sector. There are also many public  industrial enterprises, but due to time limitations, we miss a chance to give you acquaintances with these  factories. These private and public industrial enterprises are mentioned because we on our part are very  interested in participation in the AICO scheme. The AICO as of today seems to be well invested with  the original six of the ASEAN countries, the remaining are still on a threshold to be with the AICO.

We look forward to have ways and means of extending these AICO scheme to CLMV countries.  Myanmar as you see a very peaceful and tranquil country, while you are here I hope you will be able to  enjoy the natural beauty. Finally I wish you all to have a fruitful, interesting and enlightening discussion,  and once again a warm and cordial welcome. Representatives to the meeting then discussed means to  pave a way for Cambodia, Laos, Myanmar and Vietnam to take part in the industrial co-operation  programmes and the member nations to participate in the programmes to cooperate with private  industrialists. The meeting continues on 2 November. Director-General U Tin Hlaing hosted dinner in  honour of the delegates to the meeting at Mya Yeik Nyo Royal Hotel.
