(3) Secretary-2 calls for active role of private sector in striving for development of meat and fish sector
YANGON, 30 Oct - A seminar on boosting of production in the fish and meat sector in Mandalay and Sagaing Divisions was held in the meeting hall of Central Command in Mandalay on 28 October evening. Secretary-2 of the State Peace and Development Council Lt-Gen Tin Oo addressed the seminar.
Also present were members of Central Command Maj-Gen Ye Myint and ministers, deputy ministers, senior military officers, departmental officials of Mandalay and Sagaing Divisions, districts and townships, and farming entrepreneurs.
The Secretary-2 said that the aim of the seminar is to hold discussions on development of the meat and fish sector in Myanmar with livestock breeding entrepreneurs from Upper Myanmar; the State Peace and Development Council is striving for development of the agriculture sector, the industrial sector, the meat and fish sector and the economic sector with a view to ensuring the growth of national economy. In view of marine and land resources of the nation, the meat and fish sector is promising, and as much as efforts are made, more and more success will be achieved, and it can become an economic sector on which the State can rely.
In the light of gross domestic products, the meat and fish sector has secured the fourth place after the agriculture sector, the commercial sector and the industrial sector. Efforts of the State alone are not enough to develop the meat sector in Myanmar, so the private sector also plays an important role. The Head of State has laid down the guidance for production and distribution of quality strains of livestock and fish, extending prawn breeding work and developing poultry and pig farming in rural areas. Taking the guidance as a working guideline, the Ministry of Livestock and Fisheries has been working with the set objectives; the ministry has formed a committee and sub-committees comprising ministers and deputy ministers and assigned duties to them.
To keep the State role and the private role in balance, Myanmar Livestock Breeding Federation has been set up, and is working for the growth of private livestock breeding undertakings; encouragement is being given to production and distribution of quality strains of livestock and extension of poultry and pig farming in rural areas; in Chin State and Kayah State, model livestock breeding villages have been established, and encouragement is being given to livestock breeding undertakings which can be run on a manageable scale.
Due to these efforts, the population of livestock has increased; according to the present data, there are 10.7 million cows, 2.4 million buffaloes, 1.7 million sheep and goats, 39.5 million poultry, 3.7 million pigs, 6.1 million ducks; 3.76 million metric tons of meat including 200,000 tons of chicken, and over 1,800 million eggs have been produced. Out of the total number of cattle, there are about 7.6 million draught-cattle; 90% of agricultural work is still being done by draught cattle, so the number of draught cattle needs to be on the increase. Cattle of Upper Myanmar makes up over 60% of the cattle population of the entire nation, sheep and goats over 81% and poultry over 42%; therefore, cattle, pig and poultry farming in Upper Myanmar plays a very important role; if systematic livestock breeding is carried out, there will be an increase in exports as well as domestic sufficiency of meat; therefore, the Ministry of Livestock and Fisheries has laid down and implemented a three-year prawn breeding project and a three-year poultry farming project. The total production of chicken includes 90% from rural areas and 10% from poultry farms and the total production of eggs, 55% from rural areas and 45% from chicken farms.
Therefore, the raising of poultry in rural areas is very important. Emphasis is to be laid on an increase in the number of poultry and animal welfare. The population of the world today is about 6 billion, and it is found that about 1 billion is facing the problem of food scarcity. In 1948, Myanmar had a population of only 17 million and now its population has exceeded 50 million. Due to the favourable topographical condition and natural resources of Myanmar, not only is there food sufficiency, but there is also food surpluses. The growing population and the world market require the systematic and extensive production of fish and meat as well as prawns. Efforts are to be made for the development of the livestock breeding sector as well as the agriculture sector. In conclusion, the Secretary-2 encouraged all to contribute to the discussions.
Then, Commanders Maj-Gen Ye Myint and Maj-Gen Soe Win reported on condition of livestock breeding in Mandalay and Sagaing Divisions and plans and efforts for development of the meat and fish sector.
Afterwards, poultry breeders from Mandalay and Sagaing Division reported on condition of livestock breeding, allocation of land, power supply, acquisition of loans and requirements. Chairman of the Committee for Extending Production of Meat and Fish and Minister at the Prime Minister's Office Lt-Gen Tin Ngwe explained measures being taken for development of the meat and fish sector and the rendering of assistance to poultry and prawn farming in various states and divisions.
