(1) State Peace and Development Council Chairman Senior General Than Shwe sends felicitations to Turkey

YANGON, 29 Oct- On the occasion of the anniversary of the Revolution Day of the Republic of Turkey, which falls on 29 October 2000, Senior General Than Shwe, Chairman of the State Peace and Development Council of the Union of Myanmar, has sent a message of felicitations to His Excellency Mr Ahmet Necdet Sezer, President of the Republic of Turkey.


(2) Eighth Myanma Traditional Cultural Performing Arts Competitions continue

YANGON, 28 Oct - The Eighth Myanma Traditional Cultural Performing Arts Competitions continued for the third day at the respective venues today. The song competition continued at the National Museum on Pyay Road in Dagon Township, the dancing competition at the National Theatre on Myoma Kyaung Street in Dagon Township, the composing competition at Kanbawza Theatre of the Fine Arts Department on Kaba Aye Pagoda Road in Bahan Township and the musical instrument-playing competition at Padonma Theatre in Sangyoung Township.

Present on the occasions were Patron of Organizing the Eighth Myanmar Traditional Cultural Performing Arts Competitions Secretary-1 of the State Peace and Development Council Lt-Gen Khin Nyunt and wife Dr Daw Khin Win Shwe, Minister for Culture U Win Sein, officials of the Sub-committees, teachers and pupils of basic education schools and fans.

Singing

The singing competition began at the National Museum at 9 am. In the basic education level (5-10 age group) boys' singing competition, 12 schoolboys took part in the Maha Gita genre with the song " Htway-ta-lar". Altogether 16 schoolgirls took part in the basic education level (10-15 age group) girls' modern singing competition, with the song "Shwe-mann-hsee-tho" On 29 October, higher education level ladies' religious song-singing competition and higher education level ladies" old modern singing competition continue at the same venue.

Dancing competition

Today's dancing contests in respective levels commenced at the National Theatre at 9 am. In amateur level men's competition, 16 dancers of states and divisions took part, and 15 showed their skills in higher education level ladies' dancing contest. Chairman of the Board of Judges U Sein Aung Min and members supervised the contests as in the previous contests. Tomorrow's events include basic education level (15-20 age group) girls' dancing contest and basic education level boys' (5-10 age group) dancing contest. Song composing The third day's programmes for the song composing competition took place at Kanbawza Theatre today. Composers of states and divisions competed with harmony and melody for the song entitled " Uyin-hmu hnint pan-ahla-myar" in the amateur level song-composing event. There were altogether 16 composers who entered it. Chairman of the Board of Judges for the Song Composing Competition Bogalay Tint Aung and members supervised the event. Professional level event ! is scheduled for tomorrow.

Music

At Padonma Theatre, the venue of musical instrument-playing competition, the amateur level men's ozi-playing contest, basic education level (5-10 age group) boys' ozi-playing contest were held. Nine ozi troupes of states and divisions entered today's amateur ozi-playing contest. In the afternoon, six troupes of states and divisions took part in the basic education level (5-10 age group) boys' ozi-playing contest. Chairman of the Board of Judges Gitalulin U Ko Ko and members supervised the contests. Professional level Myanmar orchestra (group) playing contest and basic education level (15-20 age group) orchestra playing are on schedule tomorrow.

Secretary-1 views Mahothada Drama Competition

YANGON, 28 Oct- Patron of the Organizing Committee for the Eighth Myanma Traditional Cultural Performing Arts Competitions Secretary-1 of the State Peace and Development Council Lt-Gen Khin Nyunt viewed Mahothada Drama Competition of the Eighth Myanma Traditional Cultural Performing Arts Competitions at the National Theatre on Myoma Kyaung Street at 7 p.m. today. Yangon Division No 2 drama troupe (Tin Moe Win) took part in the Mahothada Drama Competition.

Also present on the occasion were Chairman of the Leading Committee for the Eighth Myanma Traditional Cultural Performing Arts Competitions Chairman of Yangon Division Peace and Development Council Commander of Yangon Command Maj-Gen Khin Maung Than, ministers, the Yangon Mayor, deputy ministers, members of Panel of Patrons for the leading committee, members of the leading committee, the work committee and sub-committees and people. At 7 p.m. tomorrow, Yangon Division No 1 drama troupe (Chan Tha) will take part in the competition at the same venue.


(3) Secretary-1 attends cash donation ceremony for construction of Thatbyinnyu Stupa in Mayangon Township

YANGON, 28 Oct-The 13th cash donation ceremony for construction of Thatbyinnyu Stupa was held at the construction site in Mayangon Township this evening. It was attended by Secretary-1 of the State Peace and Development Council Lt-Gen Khin Nyunt and wife Dr Daw Khin Win Shwe, officials of the State Peace and Development Council Office, others Association and well-wishers.

Member of Work Committee Deputy Minister for Religious Affairs Brig-Gen Thura Aung Ko reported on progress of work and Chairman of Fund-Raising Sub-committee Deputy Minister for Rail Transportation Thura U Thaung Lwin on acquisition of donations and expenditure.

The Secretary-1, wife Dr Daw Khin Win Shwe and family presented K 200,000 for construction of Thatbyinnyu Stupa to Chairman of Leading Committee for Construction of Thatbyinnyu Stupa Minister for Transport Maj-Gen Hla Myint Swe. The wellwishers presented K 28,597,000 including K 10 million .

The Secretary-1, Commander Maj-Gen Khin Maung Than, Minister U Aung Khin, Mayor U Ko Lay, Ministers Maj-Gen Saw Lwin, Brig-Gen Ohn Myint, Maj-Gen Ket Sein and Maj-Gen Tin Ngwe accepted the donations. The Secretary-1 gave instructions on construction of Thatbyinnyu Stupa and thanked the wellwishers. The Secretary-1 and party and the wellwishers paid obeisance to ancient Buddha images.


(4) Secretary-2 inspects Shweli Bridge (Nga-Oh) Project and extension of Mandalay-Mogok Motor Road

YANGON, 28 Oct - State Peace and Development Council Secretary-2 Lt-Gen Tin Oo attended the ceremony to donate rice and edible oil to Shwehintha Taikthit by families of the Tatmadaw (Army, Navy and Air), and inspected construction of Shweli Bridge (Nga-Oh) and extension of Mandalay-Mogok Road yesterday.

The Secretary-2, accompanied by the ministers, and officials, left here for Mandalay International Airport by Tatmadaw aircraft yesterday morning.

The Secretary-2 and party proceeded to Sagaing by helicopter.  The Secretary-2 and party attended the ceremony to donate rice and edible oil to Sayadaws and members of the Sangha of Shwehintha Taikthit by families of the Tatmadaw (Army, Navy and Air) at Maha Dhamma Beikmandaw of Shwehintha Taikthit on Sagaing Hills. Presiding Sayadaw of Shwehintha Taikthit Agga Maha Pandita Bhaddanta Savara Bhivamsa administered the Five Precepts. The Sayadaws and the members of the Sangha recited parittas. Secretary-2 Chief of Bureau of Special Operations Chief of Staff (Army) Lt-Gen Tin Oo presented rice and edible oil donated by the families of the Tatmadaw (Army, Navy and Air), to the Presiding Sayadaw of Shwehintha Taikthit. The commanders, the ministers, the deputy ministers and party offered alms to the Sayadaws and the members of the Sangha. Then, merits gained for good deeds were shared.

After the ceremony, the Secretary-2 and party went to Shweli Bridge (NgaOh) Project on Mandalay-Tagaung-Bhamo-Myitkyina Highway by helicopter.

In the briefing hall, Senior Engineer of the Public Works U Win Kyi reported on facts about the project, and Deputy Minister for Construction Brig-Gen Myint Thein gave an additional report. Maj-Gen Kyaw Win reported on the improvement of the transport sector between Kachin State and other regions due to arrangements of the government and the favourable conditions of the economic and social development of national people which will be achieved on completion of Shweli Bridge (NgaOh).

Then, Commander Maj-Gen Ye Myint reported on assistance provided for the project by Mandalay Division, the arrival of machinery for the project and construction of 48-mile-long Twinnge-Moemeik Road which will link Mandalay-Thabeikkyin-Tagaung-Shwegu-Bhamo-Myitkyina Highway and Mandalay-Moegoke-Moemeik-Myitsone- Mabein-Bhamo-Myitkyina Highway.

Senior Engineer U Aye Naing Tun reported on measures being taken to build Mandalay-Thabeikkyin-Tagaung-NgaOh- Shwegu-Bhamo Road on the eastern bank of the Ayeyawady River into a gravel road. Minister for Energy Brig-Gen Lun Thi reported on supply of fuel oil for the bridge project and the road project.

The Secretary-2 gave instructions on the fulfillment of staff and machinery requirements for the bridge project and construction of the bridge which meets the set standard. Then, the Secretary-2 inspected piling work on the bank of Katha Township.

Shweli Bridge (NgaOh), spanning Shweli River on Mandalay-Tagaung-Bhamo-Myitkyina Highway, links Pyinhtaunglay Village in Katha Township, Sagaing Division, and NgaOh Village in Mabein Township, Shan State. The bridge will be 2,750 feet long and will be able to bear 60-ton loads.

In the afternoon, the Secretary-2 and party left for Thabeikkyin Township and inspected condition of Tagaung-Thabeikkyin Motor Road by helicopter. The Secretary-2 and party visited Nyaungbintha Village in Thabeikkyin Township, where they inspected extension of Mandalay-Mogoke Motor Road up to 40 feet width. In the briefing hall of the Public Works, Commander Maj-Gen Ye Myint reported on extension of 125-mile-long Mandalay-Mogoke Motor Road on self-reliance, and Deputy Minister Brig-Gen Myint Thein on matters related to technical assistance and machinery. Next, the Secretary-2 gave instructions.

Afterwards, the Secretary-2 and party inspected extension of Mandalay-Mogoke Motor Road and left Zayatkwin Village in Thabeikkyin Township for Mandalay by helicopter.


(5) Secretary-2 calls for greater efforts for crime reduction, traffic rules enforcement in Mandalay, Sagaing Divisions

YANGON, 28 Oct - A coordination meeting on crime reduction and traffic rules enforcement in Upper Myanmar was held at the meeting hall of the Central Command in Mandalay yesterday with an address by Secretary-2 of the State Peace and Development Council Lt-Gen Tin Oo.

In his address, the Secretary-2 spoke of the importance of prevalence of law and order and maintenance of peace and tranquillity, and noted that in a community, rules and laws exist for unity, security and livelihood of the people, and attention has to be paid to the people's observance of these laws and rules. The purpose of the meeting, he said, was to discuss the tasks in order to carry out the duties for crime reduction and prevention more extensively than before by following the example of Yangon Division. The success in crime reduction tasks is primarily based on prevention, investigation and education as well as on respective courts' handing down sentences. Especially, the courts' deterrent and effective punishments in the cases likely to disrupt national security, stability and development are conducive to reduction of crimes. It is therefore essential to systematically carry out the tasks related to education, prevention, investigation and handing down sentences.

As the centralized economic system has been changed into the market economic system, the world's political, economic and social situations have adverse effect on nations, and results can be seen in so short a time. To be able to correctly react to and face the changes and situations in the world and in the region, Myanmar has to be well-prepared, and also has to consider the machinations by some local and external organizations to cause troubles. It must also be considered that in addition to common crimes, some more serious crimes may occur.

In keeping with the guidance of Senior General Than Shwe, all police personnel, investigators, judges and law officers have to deal with the public respectfully with true goodwill so as to win their love and trust. As regards traffic rules enforcement tasks, the Secretary-2 noted that the two divisions have laid down and started action plans, and spoke of the need to accelerate them. With the national socio-economic development and economic opportunities, the number of motor cars and motor cycles has increased, and as a result, there is an increasing number of those who violate the traffic rules. It is found that the number of those killed in murders is much more than those in road accidents, and for this, reckless drivers, slow-moving vehicles, pedestrians, mechanical faults and bad roads are to blame for accidents. Among many causes for accidents, a lot of them were caused due to the drivers' reckless driving and overspending.

Maj-Gen Ye Myint and Maj-Gen Soe Win spoke of the tasks for crime reduction and traffic rules enforcement measures in Mandalay and Sagaing Divisions. Afterwards, Minister for Home affairs Col Tin Hlaing dealt with the plans for crime reduction, traffic rules enforcement and police personnel to give up their old bad habits and work in the interest of the State and people. Deputy Minister for Home Affairs Brig-Gen Thura Myint Maung shared his experiences as the Chairman of the Crime Reduction and Information Committee. A general round of discussions followed.


(6) Myanmar Govt donates US$ 100,000 to flood victims of Cambodia

YANGON, 28 Oct- Based on the friendly relations between Myanmar and Cambodia and solidarity among ASEAN member-countries, the Government of the Union of Myanmar has donated US $ 100,000 towards relief assistance for the flood victims in Cambodia. Heavy torrential rains in September 2000 resulted in the loss of lives and property in Cambodia. At a ceremony held on 27 October 2000 at the Cambodian Red Corss Headquarters, Phnom Penh, on behalf of the Government of the Union of Myanmar, Ambassador U Tint Lwin handed over a cheque worth US$ 100,000 to Madame Bun Rany Hun Sen, President of the Cambodian Red Cross and wife of Prime Minister Samdech Hun Sen. On behalf of the Cambodian Red Corss and the people of Cambodia, Madame Bun Rany Hun Sen presented a Certificate of Appreciation to the Government of the Union of Myanmar.

Mindhamma Hill teeming with devotees

YANGON, 28 Oct-The Mindhamma Hill, on which Lawka Chantha Abhaya Labha Muni is kept, was thronged with members of the Sangha, nuns and Buddhist devotees today. Engineers of Public Works, blue and white collar workers are carrying out construction works including building of Gandakuti Kyaungdawgyi in which the Image is to be kept. Stone sculptor U Taw Taw and sons are carving the Image from dawn till evening. Teachers and students of No 4 Basic Education Middle School, Hinthada, and No 1 BEMS, Thakayta, paid obeisance to the Image this evening and made donations. Altogether K 86 million was donated to the Image funds from 5 August up to date. The donation centre opens from 7 am to 9 p.m. daily.

Ambassador U Linn Myaing presents credentials to Swiss President

YANGON, 28 Oct-U Linn Myaing, Ambassador Extraordinary and Plenipotentiary to the Swiss Confederation, presented his credentials to His Excellency Mr Adolf Ogi, President of the Swiss Confederation on 20 October 2000, in Bern.

Sanitation work carried out at schools

YANGON, 28 Oct- Under the education promotion programme, sanitation work was carried out at No 1 Basic Education High School, Kyimyindine Township, this morning. It was attended by Minister for Education U Than Aung, Deputy Ministers Brig-Gen Soe Win Maung and U Myo Nyunt, directors-general and chairmen of departments and boards, departmental heads, officials, teachers and students. First, Minister U Than Aung inspected sanitation work being carried out at BEHS No 1, Kyimyindaine Township, and left necessary instructions. Then, the minister proceeded to No 3 Basic Education Middle School, Bahan Township, and inspected sanitation work being done there. Similar activities were carried out at basic education schools throughout the nation.


(8) Commander and ministers meet departmental officials in Muse

YANGON, 28 Oct-Member of the Panel of Patrons of Union Solidarity and Development Association member of the State Peace and Development Council Chairman of Shan State (North) Peace and Development Council Commander of North-East Command Maj-Gen Thiha Thura Tin Aung Myint Oo, member of the Secretariat of USDA U Khin Maung Thein, Central Executive Committee Members U Soe Tha and Brig-Gen Pyi Sone accompanied by officials met with EC members of Muse District and Township USDAs and township level departmental officials at Muse Town Hall on 26 October.

Secretary of Muse District USDA reported to the commander and officials of USDA Central on progress of work. They attended to the needs. U Khin Maung Thein elaborated on set-up of the association and organizational matters, future tasks laid down by annual meeting, training courses opened for members and called for unity of members for strengthening the association. Then, the commander and ministers proceeded to the check point of Border Trade Department at 105th mile in Muse Township where they met with officials of regional trade departments and merchants. First, Director-General Col Nay Win of Border Trade Department explained border trade work. Then, Minister for Finance and Revenue U Khin Maung Thein explained plans to be carried out for promotion of border trade between the two countries and smooth and speedy trade.

Afterwards, Minister for National Planning and Economic Development U Soe Tha and Minister for Commerce Brig-Gen Pyi Sone also explained matters relating to development of border trade. Then, general round of discussions followed. The commander and the ministers fulfilled the needs. Then, Minister for Finance and Revenue U Khin Maung Thein accompanied by officials inspected Customs Department, Internal Revenue Department, Myanma Economic Bank, Inwa Bank, Asia Wealth Bank, Kanbawza Bank, Myanmar May Flower Bank, and Inwa Bank in Muse Township and left necessary instructions. Similarly Minister U Soe Tha inspected Planning Department, Minister Brig-Gen Pyi Sone together with the commander inspected Shwe Nandaw Department Store, the office of Border Trade Department and the goods yard and the office of Myanma Agricultural Produce Trading and gave necessary instructions. In the evening, the commander and ministers met with merchants again at the guest house in Muse. They cordially! discussed matters relating to border trade and fulfilled the needs.


(9) Delegates arrive to attend Ministerial Meeting of ASEAN Youth Affairs

YANGON, 28 Oct-A senior officer of the ASEAN Secretariat and a director and an officer on Youth and Sports Affairs of Brunei arrived here by air this morning to attend the Ministerial Meeting of ASEAN Youth Affairs to be hosted by Myanmar for the first time from 30 October to 3 November. They were welcomed at Yangon International Airport by officials of Protocol Department of Ministry of Foreign Affairs and Social Welfare Department of Ministry of Social Welfare, Relief and Resettlement.


(10) 13 members resign from Yathedaung Township NLD of own accord

YANGON, 28 Oct- Thirteen members resigned of their own accord from the National League for Democracy of Yathedaung Township, Rakhine State. Thirteen members of Yathedaung Township NLD, Rakhine State, of their own accord, resigned by sending letters of resignation to Yathedaung Township Multiparty Democracy General Election Sub-commission and the party concerned on 1 January 2000 as they no longer wished to participate in party politics of NLD.
