(1) State Peace and Development Council Chairman Senior General Than Shwe sends felicitations to FRGYANGON, 3 Oct- Chairman of the State Peace and Development Council of the Union of Myanmar , Senior General Than Shwe has sent a message of felicitations to His Excellency Mr. Johannes Rau, Federal President of the Federal Republic of Germany, on the occasion of the day of German Unity which falls on 3rd October 2000.

Successful implementation of education promotion programmes leads to narrowing education gap between urban and rural areas
YANGON, 2 Oct - Secretary-1 of the State Peace and Development Council Lt-Gen Khin Nyunt inspected the upgrading of National Botanical Garden in PyinOoLwin and attended the opening ceremony of multimedia teaching centres at basic education high schools in Yesagyo and Myingyan yesterday.
Accompanied by members of the Commander Maj-Gen Ye Myint Maj-Gen Soe Win, Brig-Gen Thein Zaw, the Secretary-1 and party arrived at PyinOoLwin. On arrival at PyinOoLwin on 10.20 am yesterday.
After inspecting the bypass near the Garden, the Secretary-1 and party went to the Garden. At the briefing hall of the Garden, Commander Maj-Gen Ye Myint and Minister U Aung Phone reported to the Secretary-1 on extension of the area of the Garden, storage capacity of the Kandawgyi Lake, arrangements being made to channel the inflow of more water into the lake, collection and plantation of local and foreign timber species, collection and plantation of local bamboo species, collection and cultivation of local orchid species, and the project to upgrade the Garden. Chairman of Wood Lands Co Ltd U Win Aung explained plans to upgrade the Garden with audio-visual aids. Minister U Aung Phone gave an additional report.
Deputy Minister for Agriculture and Irrigation Brig-Gen Khin Maung briefed the Secretary-1 on measures being taken to increase the storage capacity of Kandawgyi Lake.
After giving suggestions, the Secretary-1 inspected the upgrading of the Garden and measures being taken to increase the storage capacity of Kandawgyi Lake.
On arrival at Yesagyo in Pakokku District, Magway Division. The opening ceremony of the multimedia teaching centre of Yesagyo Township Basic Education High School No 1 was held at the school in the afternoon, attended by the Secretary-1 and party.
Headmaster U Aung Htaik and Chairman of the School Board of Trustees U Tun Khaing formally opened the centre. The Secretary-1 unveiled the signboard of the centre. The Secretary-1 and party then inspected the various sections of the centre.
Headmaster U Aung Htaik and Chairman U Tun Khaing gave speeches. The Secretary-1 presented English-Myanmar dictionaries, the English-Myanmar dictionary on CD ROM and teaching aids to the school.
Speaking on the occasion, the Secretary-1 said due to the active participation of the parents and the people, the education promotion programmes, aimed at enabling students to acquire all-round education and international level education, and narrowing the education gap between rural and urban areas, are making remarkable progress within a short period. The Secretary-1 urged the parents and the people to continue to render ardent assistance and the teachers to systematically teach their pupils, saying the government will give necessary assistance. After the ceremony, the Secretary-1 and party posed for a group photo with the members of the School Board of Trustees, the PTA members, wellwishers, the headmaster, teachers and pupils.
Later, they inspected development activities in Yesa-gyo and proceeded to Myingyan in Mandalay Division. The Secretary-1 and party later attended the opening ceremony of the multi-media teaching centres at Myingyan Basic Education High School’ No 1.

Afterwards, Chairman of Myanmar Education Committee Secretary-1 of the State Peace and Development Council Lt-Gen Khin Nyunt formally unveiled the signboard. The Secretary-1 and party later went round in the shrine room of the school, library, computer unit, art room, aural and oral practice room for language skills, language lab, broadcasting centre, projected media room, visual presenter room, handicraft training room, domestic science room, and music and fine arts room.
They also viewed the skills presented by the pupils. The opening ceremony continued in the school’s hall later. Headmaster U Than Aung and U Hla Than also explained to the dignitaries the tasks for opening the multi-media classrooms.
Later, the Secretary-1 accepted cash donations presented by well-wishers. Also speaking on the occasion, Myanmar Education Committee Chairman Secretary-1 Lt-Gen Khin Nyunt said people’s cooperation plays one of the main roles in endeavouring for upgrading the education standard to the international level and training all pupils to be outstanding in all aspects.
In conclusion, the Secretary-1 urged all to continue to cooperate in developing the human resources vital for modernization of the nation. After the ceremony, the Secretary-1 and party took documentary photos together with the members of the School Board of Trustees, cash donors, the headmaster, teachers and pupils. The Secretary-1 and party flew to Bagan-NyaungU, and proceeded to Popa Mountain Resort where they stopped for the night. Minister for Health Maj-Gen Ket Sein, who was on tour together with the Secretary-1, inspected Yezagyo People’s Hospital yesterday and left instructions.
(3) Minister receives Ambassador of Pakistan
YANGON, 2 Oct- Minister for Agriculture and Irrigation Maj-Gen Nyunt Tin received Ambassador of Pakistan Mr. Mian Yousuf Shah at his office at 3 PM today. Also present at the call were heads of departments and enterprises and officials.
UMFCCI officials leave for Bangkok
YANGON, 2 Oct-Vice-President of Union of Myanmar Federation of Chambers of Commerce and Industry U Win Aung, Secretary-General U Zaw Min Win and Executive Officer U Myint Aung left here by air this morning to attend the Meeting for GMS Business Forum in Bangkok, Thailand, on 3 and 4 October. They were seen off at Yangon International Airport by President of UMFCCI U Win Myint and officials.
(4) Lao women’s delegation concludes visit
YANGON, 2, Oct-Chairperson Madame Onechanh Thammavong of Women’s Federation of Lao People’s Democratic Republic and party, who arrived here at the invitation of Myanmar Maternal and Child Welfare Association, left for home by air this morning. They were seen off at Yangon International Airport by Chairperson of MMWCA Professor Daw Kyu Kyu Swe, Vice-Chairperson Dr Daw Khin Win Shwe, CEC members and Ambassador of LPDR to Myanmar Mr Ly Bounkham.
Laotian delegation views tasks of Mandalay Division MCWA
YANGON, 2 Oct- Visiting Laotian delegation led by Chairperson Madame Onechanh Thammavong of Lao Women’s Federation, currently here at the invitation of Myanmar Maternal and Child Welfare Association of the Union of Myanmar, accompanied by Chairperson of MMCWA Professor Daw Kyu Kyu Swe and officials, arrived at Mandalay Division MCWA Office on 28 September morning.
In the meeting hall, Chairman of Mandalay Division MCWA Supervisory Committee Head of Mandalay Division Health Department Dr U Thein Tun extended greetings. Patron of Mandalay Division MCWA Supervisory Committee Dr Daw Tin Lin Myint explained in detail the activities on health, education and all-round development of Mandalay Division MCWA. Then, the chairperson of Lao Women’s Federation made a speech.
Afterwards, they viewed round the tailoring course and gold embroidery course being organized by Mandalay Division Union Solidarity and Development Association and Mandalay Division MCWA Supervisory Committee and Zaychodaw Day-care School. Officials explained about the courses. In the afternoon, the delegation observed talks on arrangements for health education for youth and learning of students at the multimedia teaching centre of Mandalay No 18 Basic Education High School. After that, the Laotian delegation visited the beauty parlour course of Central Command MCWA and the women’s affairs evening school of Aungmyethazan Township Working Committee for Women’s Affairs at No 15 BEHS. On 29 September, the Laotian delegation, accompanied by officials, went to Mogyopyit Sanpya Village in Pyin-Oo-Lwin Township.
At the Village MCWA Branch Office, the delegation members presented school uniforms to the poor students. Afterwards, they proceeded to the Sanpya Delivery Room, the Day-care School and training courses, organized by Pyigyidagun Township MCWA, and presented donations to the funds the association.
(5) Local and foreign journalists visit Mid-Year Myanma Gems Emporium
YANGON, 2 Oct - Local and foreign journalists visited the Year 2000 Mid-Year Myanma Gems Emporium organized by the Central Committee for Myanma Gems Emporium in Myanma Gems Emporium Hall on Kaba Aye Pagoda Road this afternoon.
They were led by members of the Information Committee of the State Peace and Development Council Deputy Minister for Information Brig-Gen Aung Thein, officials of Myanma Radio and Television, Information and Public Relations Department, News and Periodicals Enterprise, NPE , Foreign Correspondent Club. They were welcomed by Chairman of the Central Committee Deputy Minister for Mines U Myint Thein, Secretary Managing Director of Myanma Gems Enterprise U Khin Oo and members of the Central Committee.
They viewed the jewellery displayed by Myanmar VES Joint Venture Company Ltd, gems, jewellery and jade figurines sold at fixed prices by Myanma Gems Trading Enterprise, private jewellery shops and lots of raw jade and pearls displayed at the emporium. Deputy Minister for Mines U Myint Thein held a press conference. Deputy Ministers U Myint Thein and Brig-Gen Aung Thein extended greetings. Managing Director of MGTE U Khin Oo spoke about the significant features of the ninth Mid-Year Myanma Gems Emporium held in October 2000.
He said that the greater number of lots of raw jade and Mongshu gems will be put on sale at the emporium. Altogether 1,923,027 carats of raw gems produced from Mongshu Gems Land by two companies, which are conducting business together with the State on a mutually beneficial basis, were sold thorough competitive bidding in August 2000. These raw gems realized US $ 3,097,459 at the sale. Another 668,263 carats of raw gems will be sold at a basic price of US $ 478,000. Arrangements have been made to sell 8,277 kilos of jade, at a basic price of US $ 400,000, from Phakantgyi Hmaw which is being run in cooperation with the State on a mutually beneficial basis. Jade lot No 889 is of high quality, and the price is fixed at US $ 358,000. It is likely to be sold. At Myanma gems emporiums, Myanmar Economic Cooperation and other organizations put on sale Mongshu raw gems every year. Myanma Economic Holding Ltd sold lots of jade at the emporium held in December 1995 and the 33rd emporium in 1996.
Later, it did not participate in the emporium, and sold gems and jade on its own. At this year emporium, Myanma Economic Holding Ltd will put on sale Htelonesein jade, Sama jade and gems produced from Mogok. They have fixed basic prices for gems. Altogether 75 lots of Htelonesein jade will be sold at a basic price of US $ 1,424,100, 39 lots of Sama jade at US$ 1,896,800 and 50 lots of Mogok gems at US $ 1,369,710. Two private companies will also put on sale 79 lots of jade produced from Hmawkyahmaw at a basic price of US $ 3,336,400. A rock of jade weighing about 1.5 ton jointly owned by entrepreneur U Aung Din and the State, has been bought by the State, and this jade will be put on sale at a basic price of US $ 2 million. At this emporium, national entrepreneurs are allowed to purchase gems and jade with US dollars gained from exporting. Altogether 385 gem merchants from 114 companies of 13 nations are supposed to attend the emporium. It is expected that over 400 gem merchants will attend the emporium.
Then, Deputy Minister U Myint Thein and Managing Director U Khin Oo replied to queries raised by local and foreign journalists. Altogether 1,907 lots of jade and gems will be sold at a basic price of over US $ 36 million including 1,498 lots of jade at over US $ 21 million, 341 lots of gems at over US 15 million and 68 lots of pearls at over US $ 200,000.
Diplomats visit Mid-Year Myanma Gems Emporium
YANGON, 2 Oct- Ambassadors, diplomatic corps, military attaches and officials of UN agencies viewed the Year 2000 Mid-Year Myanma Gems Emporium being organized by Central Committee for Organizing the Myanma Gems Emporium on Kaba Aye Pagoda Road from 9 am to 12 noon today.
(6) Special Senior Officials Meeting for Transnational Crime begins
YANGON, 2 Oct- The Special Senior Officials Meeting for Transnational Crime (Special-SOMTC) to establish ASEAN Centre for Combating Transnational Crime (ACTC) hosted by Myanmar was held at the Traders Hotel on Sule Pagoda Road this morning. Present on the occasion were a two-member delegation led by Deputy Secretary-General of ASEAN Secretariat Mr Ahmad Mokhtar Selat, the three-member delegation from Brunei Darussalam, the two-member delegation from Cambodia, a delegate of Indonesia, the two-member delegation from Lao PDR, the three-member delegation from the Philippines, the three-member delegation from Malaysia, a 13-member delegation led by Director-General of Myanmar Police Force Police Maj-Gen Soe Win and the two-member delegation from Singapore.
MPF Director-General Police Maj-Gen Soe Win presided over the meeting and delivered an opening address. Then, the delegates of ASEAN member nations took part in the discussions. The meeting continues tomorrow.
Means sought to successfully host ASEAN Youth Affairs Ministers Meeting
YANGON, 2 Oct - Work Committee for Hosting the Third ASEAN Youth Affairs Ministers Meeting held its meeting 2/2000 at the Social Welfare Department this afternoon.
Present were Chairman of the Work Committee Minister for Social Welfare, Relief and Resettlement Maj-Gen Sein Htwa and respective subcommittees and invited guests.
Speaking on the occasion, the minister said Secretary-1 of the State Peace and Development Council Lt-Gen Khin Nyunt has already given work guidelines to hold the Third ASEAN Youth Affairs Ministers Meeting.
He also sought means for the Work Committee, the respective subcommittees and the departments to make coordination between each other. The participants at the meeting are invited to give collective proposals and suggestions. Director-General U Sit Myaing and the chairmen and secretaries of the respective subcommittees presented accomplishments and future programmes. A general round of discussions then followed. He went on to say that all should strive to thoroughly discuss the respective subjects at the Third ASEAN Youth Affairs Ministers Meeting; all the respective bodies should make efforts to successfully host the meeting.
FAO, Fisheries Dept agree to provide training on HACCP standardYANGON, 2 Oct -The Fisheries Department of the Ministry of Livestock and Fisheries and the Food and Agriculture Organization (FAO) today entered into agreement on providing training to production workers of the factories and mills covered by Hazard Analysis Critical Control Point (HACCP) standard, inspection of the production in keeping with HACCP standard, and application and use of laboratory apparatus at the department. Minister for Livestock and Fisheries Commodore Maung Maung Thein addressed agreement-signing ceremony at the department office in Ahlon Township this afternoon.
Resident Representative of FAO Mr Francis Rinville extended greetings. Director-General of the Fisheries Department U Than Tun and Mr Francis Rinville signed and exchanged the documents.
(7) Ministry of NPED holds second four-monthly work coord meeting
Yangon, 2 Oct - The Ministry of National Planning and Economic Development held its second four-monthly work coordination meeting for Year 2000 in the meeting hall of the National Archives Department on Pyidaungsu Yeiktha Street today. Minister for National Planning and Economic Development U Soe Tha addressed the meeting.
The minister said that the ministry is directly concerned with the economy of the State, and all the employees of the ministry need to know the condition of economic development of the entire nation and states and divisions.
The progress of work in implementing plans this year is greater than this time last year. The favourable conditions for economic development have been achieved. The inflation rate is gradually on the decrease. Foreign trade is also improving. The value of exports has increased, and imports can be controlled. It is found that the condition of foreign trade is picking up. Planning offices of states and divisions need to cooperate with local organizations in striving to meet the target during the remaining period of the plan.
The minister also gave instructions on future work. Planning officers of states and divisions reported on progress of work in implementing plans in respective states and divisions during the period from April to August. Director-General of the Central Statistical Organization Dr Sein Tin and Director-General of Planning Department Daw Than Nwe reported on the work. In conclusion, the minister called on all to take instructions of the ministry as working guidelines, to enhance efficiency of employees and to maintain discipline.
Kadok Creek Bridge (Bago Division) commissionedYANGON, 2 Oct - Kadok Creek Bridge (Bago Division) built by the Ministry of Construction on Yangon-Mandalay Highway was put into service today. Member of the State Peace and Development Council Chairman of Bago Division Peace and Development Council Commander of Southern Command Maj-Gen Tin Aye addressed the opening ceremony held at the bridge in DaikU. Minister for Construction Maj-Gen Saw Tun also made a speech. A resident of the region spoke words of thanks and also dealt with the benefits for the regional people and towns nearby as the bridge has been put into service. Commander Maj-Gen Tin Aye presented gifts to Deputy Superintending Engineer U Soe Myint of the Construction Division13.

Next, Minister Maj-Gen Saw Tun formally unveiled the marble pillar bearing the inscription on construction and inauguration of the bridge. Tatmadaw Self-defence & Sports Institute wins Yangon Command Commander’s Boxing C’ship
Yangon, 2 Oct - The Defence Services Self-defence and Sports Institute team won the championship trophy in Yangon Command Commander’s Boxing Championships that concluded in Hline Gymnasium today. Commander of Yangon Command Maj-Gen Khin Maung Than gave away the championship trophy to the team. Also among the spectators at the finals were Commander of No-4 Military Region Commandant of the Defence Services Records Office Brig-Gen Myo Myint, Military Region Commanders of Yangon Command, Commanders of Yangon, Mingaladon, Hmawby and Indaing Stations, commanding officers of battalions and regiments and other military officers.
The senior military officers gave away prizes to the first and runner-up boxers in novice division, and A, B and C divisions individually. Commandant of Defence Services Self-defence and Sports Institute Col Sein Tin Win presented the best boxer awards to the winners in novice division and C division. President of Myanmar Boxing Federation U Win Myint also presented special prizes to the two best boxers in novice division and C division. Brig-Gen Myo Myint gave away the championship trophy to Hmawby Station team in novice division and Defence Services Self-defence and Sports Institute team in C division.
(8) Central Committee, committees discuss all-round construction work on Mindhamma Hill
YANGON, 2 Oct - The Central Committee for All-round Construction on Mindhamma Hill where Lawka Chantha Abhaya Labha Muni Buddha Image is kept for obeisance met the sub-committees today. The coordination meeting at Wizaya Mingala Dhamma Thabin Hall was attended by Chairman of the Central Committee Minister for Religious Affairs U Aung Khin and members, chairmen of the sub-committees and members. In his address, Minister U Aung Khin called on the committee members and officials to discuss the tasks implemented upon the minutes of the first meeting.
He noted that as the project covers a wide range of tasks, various work committee have been formed in respective sectors. It is essential for all committees and various work committees to expedite tasks for completion of carving work, and construction of religious buildings. Director-General of Department for Promotion and Propagation of Sasana U Sann Lwin read out the minutes of the first coordination meeting of the Central Committee and the committees. Afterwards, chairmen and members of various committees presented reports on the completed and on going tasks, followed by a general round of discussions. The meeting ended with the minister’s remarks.

(9) Heroin, stimulant tablets seized in Tachilek
YANGON, 2 Oct- A combined team comprising members of local intelligence unit, Tachilek Anti-Drug Squad and local Myanmar Police Force, acting on information, searched the house of Aik Ohn in Wankyauklon Village, Phanmin Village-tract, Tachilek Township, at 9 am on 31 March 2000. The authorities seized two blocks of heroin weighing 600 grams and orange colour “ WY “ brand 85,000 stimulant tablets in the bedroom of the house. Under the investigation, owner of the heroin and stimulant tablets Ah Hwa (a) Kyin Hwa and Nang Maw Kyan were arrested. In this regard, Tachilek Police Station filed Aik Ohn, 47, son of U Ma Ran of Wankyauklon Village, Tachilek Township, Ah Hwa (a) Kyin Hwa, 27, son of U Paw Than Lwin of Panghon Village, Kunlong Township and Nang Maw Kyan, 19, daughter of U Lon Kyaing, Wankyauklon Village, Tachilek Township under the Sections 15/ 19 (A)/ 21 of Narcotic Drugs and Psychotropic Substances Law. Tachilek District Court sentenced Aik Ohn and Nang Maw Kyan to 15 years’ imprisonment’s each under the Sections 19 (A)/ 21 and Ah Hwa (a) Kyin Hwa to 15 years’ under the Section 19 (A) on 28 July 2000.
21 members of Kyunsu Township NLD resign of own accord
YANGON, 2 Oct- Twenty-one members resigned of their own accord from the National League for Democracy of Kyunsu Township, Taninthayi Division. Twenty-one members of Kyunsu Township NLD, Taninthayi Division, of their own accord, resigned by sending letters of resignation to Kyunsu Township Multiparty Democracy General Election Sub-commission and the party concerned on 8-8-2000 as they no longer wished to participate in party politics of NLD.
