(1) Secretary-1 inspects special modern model agricultural zoneYANGON, 23 Sept- Secretary-1 of the State Peace and Development Council Lt-Gen Khin Nyunt visited the special modern model agricultural zone in Kyauktan Township this morning.
The Secretary-1 was accompanied by the ministers, the deputy ministers, the vice-mayor, officials of the State Peace and Development Council Office, heads of department and officials.
The Secretary-1 and party inspected samples of high-yield paddy strains and fertilizer displayed by Myanma Agriculture Service and the facts and figures about the agricultural work done in the zone. Then, the Secretary-1 and party inspected the thriving paddy fields of farmers U Tin Maung Win and U Chit Oo in the zone.
Next, the Secretary-1 and party inspected the hybrid-paddy fields of farmer U Myint Swe. Farmer U Myint Swe said that paddy has been cultivated in accord with the techniques and standards of Myanma Agriculture Service and the targeted yield is 100 baskets per acre.
Afterwards, the Secretary-1 and party met farmers of the region covered by the special modern model zone project at Tamangyi Village, Kyauktan Township, and discussed agricultural development work. Deputy Minister for Agriculture and Irrigation Brig-Gen Khin Maung ,Director-General of Agricultural Mechanization Department U Win Maw, Yangon Division Irrigation Department U Tin Maung Win , Chairman of Township Peace and Development Council U Lu Maw reported on agricultural and development work being done in the township.
Farmers of the special modern model agricultural zone project reported on their cooperation with Myanma Agriculture Service. Deputy Minister for Commerce Brig-Gen Kyaw Hsan explained arrangements to open modern paddy purchase depots.
After that, the Secretary-1 said that the purpose of his touring the region is to meet with farmers and departmental officials who are engaged in implementing the special modern model agricultural zone project and to know the condition of the project; the farmers have switched from the conventional agricultural methods to modern ones and come to use high-yield paddy strains; in this way, the government has seen to it that the income of farmers is on the increase and their living standards are improving. Arrangements have been made to establish more special agricultural zones if the present one meets with success; the project covers 12 village-tracts and over 20,000 acres of fields; the government is undertaking the tasks related to establishment of paddy fields, proper flow of water, soil preparation, cultivation of crops suitable to the region, the use of fertilizer and pesticide and dissemination of agricultural knowledge; as much as farmers cooperate with the departments, more and more success will be achieved.
Agriculturists and employees who are engaged in implementing the project, need to work hard in order to win the trust of farmers. Ways and means are to be sought if there is anything which needs repairing; regional authorities are to make sure that the tasks of farmers are going well. Then, the Secretary-1 and party went to Nyaungwaing agriculture educational camp in Kyauktan Township and inspected experimental fields and the pest control centre.
(2) Water-supply pipeline installed at Kyaikhmawwun Pagoda in Kyauktan
YANGON, 23 Sept- A ceremony to unveil the stone plaque marking the success of installing the elevated water-supply pipeline for Kyaikhmawwun Yayle Pagoda was held at the pagoda in Kyauktan Township this morning, attended by Secretary-1 of the State Peace and Development Council Lt-Gen Khin Nyunt.
Also present were ministers, deputy ministers, members of the pagoda board of trustees, well wishers and guests. Headmaster U Myint Aung acted as master of ceremonies.
First, Vice-Chairman of Pagoda Board of Trustees U Aung Nyein explained the installation of the elevated water-supply pipeline. Then, Director-General of Development Affairs Department Col Myo Myint, Superintending Engineer of Public Works U Aung Kyaw Myint and Chairman of Pagoda Board of Trustees U Hlaing formally put the water-supply pipeline into service.
Secretary-1 Lt-Gen Khin Nyunt pressed the button to unveil the stone plaque. Secretary-1 Lt-Gen Khin Nyunt then sprinkled scented water on the stone plaque. After the ceremony, Secretary-1 Lt-Gen Khin Nyunt performed the ritual of golden and silver showers to mark the successful completion of the ceremony. Afterwards, Auditor of Pagoda Board of Trustees U Soe Win reported to the Secretary-1 on matters relating to offering the golden head-dress and sash to Hsutaungpyi Ngasat Buddha Image at the office of Pagoda Board of Trustees. The Secretary-1 gave instructions.
(3) Ponmakyi Reservoir inaugurated in Mahlaing Township
YANGON, 23 Sept-Inauguration ceremony of Ponmakyi Reservoir was held at Mingala Mandat near the reservoir in Mahlaing Township, Meiktila District, Mandalay Division this morning, with an address by Secretary-2 of the State Peace and Development Council Lt-Gen Tin Oo.
Also present were member of the State Peace and Development Council Chairman of Mandalay Division Peace and Development Council Commander of Central Command Maj-Gen Ye Myint, the ministers, local people, farmers, teachers, students and members of dance troupe totalling 20,000. The Secretary-2 said Ponmakyi Reservoir will contribute toward the agricultural production and greening of environs in Mahlaing Township to some extent.
Altogether 30 reservoirs and diversion weirs have been built in Mandalay Division, a dry zone since 1988. As a result, irrigated water supply over 320,000 acres of land and multiple and mixed cropping including paddy are now being undertaken, he said. The dams built in Mahlaing and its environs are Kyauktalon Dam, Soonlun Dam, Welaung Dam, Thametku (Hsindewa) Dam, Taungtha Dam, Zeedaw Dam, Thabyeyoe Dam, Samon Dam, Thettaw Dam, Chaungkauk Dam, Hsinthey Dam and Thaphanchaung Dam. Old and new dams were contiguous, he added. He said the objective of building one reservoir and diversion weir after another in arid zone of upper Myanmar including Mandalay Division is not only for cultivation but also for greening of its environs.
He quoted Head of State Senior General Than Shwe as saying that dry Anya region would become uncultivable one within three or four generations unless land preparation was made. This was why the Nine District Greening Project was effectively implemented as a national task. Exploration of water resources, plantation of trees and conservation of forest, plantation for firewood and wide utilization of firewood substitute fuel were regarded as the main tasks of the Nine District Greening Project. Arid Zones Greening Department was formed and duties were assigned, he added. The Nine District Greening Project being undertaken in Mandalay, Sagaing and Magway Divisions has developed as Arid Zones Greening Project covering 13 districts and 57 townships and it has also gained momentum with cooperation of regional people. The regions can enjoy the benefit of the greening project, he said.
He said emergence of reservoir and diversion weir, water pumping project, development of farmland and greening of forest are benefits of Arid Zones Greening Project and far-sightedness of Chairman of the State Peace and Development Council Senior General Than Shwe. These benefits will remain better legacy for mankind at present and the interest of future generations, he said. Mandalay Division is a region where cultivation of main crops such as paddy, cotton, sugarcane, beans and pulses and maize are successful and the division produces oil and kitchen crops.
The Secretary-2 spoke on durability of reservoirs built spending large sums of money and called for making efforts for agriculture and boosting production.
Next, Commander Maj-Gen Ye Myint said the first reservoir was opened in Mahlaing Township and 30 dams and reservoirs including the present one have been built in Mandalay Division since 1988. Minister for Agriculture and Irrigation Maj-Gen Nyunt Tin said that Ponmakyi Dam is the 113rd dam project out of the projects for availability of water implemented after 1988. Arrangements have been made to irrigate over 320,000 acres of agricultural land by 30 dams in Mandalay Division.
Then, Minister for Commerce Brig-Gen Pyi Sone and Minister for Progress of Border Areas and National Races and Development Affairs Col Thein Nyunt extended greetings. Executive of Mahlaing Township Union Solidarity and Development Association Daw Win Thida thanked officials for the opening of the dam.
Minister Maj-Gen Nyunt Tin presented cash awards to employees of the Irrigation Department who participated in building the dam. Afterwards, Minister Maj-Gen Nyunt Tin formally unveiled the stone plaque of the dam, and Director of Mandalay Division Irrigation Department U San Aye formally opened the dam. After the opening ceremony, the Secretary-2 and party posed for photos in front of the archway of the dam.
Later, the Secretary-2 and party inspected the dam, and cordially greeted the local people. Ponmakyi Dam is built at the confluence of Ledagaung Creek and Yaykamoe Creek in Mahlaing Township. The embankment, 3,600 feet high and 41 feet high, is built of earth. The water storage capacity of the dam is 1,572 acre feet. The dam can irrigate 506 acres of agricultural land.
(4) Secretary-2 inspects construction and irrigation projects in Myingyan District
Yangon, 23 Sept- Secretary-2 of the State Peace and Development Council Lt-Gen Tin Oo, accompanied by Minister for Agriculture and Irrigation Maj-Gen Nyunt Tin, Minister for Commerce Brig-Gen Pyi Sone, Minister for Progress of Border Areas and National Races and Development Affairs Col Thein Nyunt, deputy ministers, senior military officers and officials, left for Meiktila by Tatmadaw aircraft on 22 September morning.
Then, the Secretary-2 and party flew to Taungtha Hill by helicopter. Brig-Gen Than Tun of Kyaukpadaung Station, Tactical Operations Commander Col Tun Kyi of Central Command and officials welcomed the Secretary-2 and party. At the pandal at the foot of Taungtha Hill, the Secretary-2 and party met local people from Taungtha Township, members of the others Association, students and service personnel.
Deputy Minister for Forestry Col Thaik Tun, Maj-Gen Ye Myint explained arrangement for greening the Hill, conservation of forest and planting trees.
Minister Maj-Gen Nyunt Tin, Minister Brig-Gen Pyi Sone and Minister Col Thein Nyunt, who accompany the Secretary-2, gave supplementary reports.
Afterwards, the Secretary-2 said as Taungtha Township is an arid region, assistance are being provided to the township for water availability and the greening tasks of the region. Nine Districts Greening Project has been implemented since 1994-95 in accord with the guidance given by Head of State Senior General Than Shwe and it has been extended into 13 districts, so far. Due to preparations and maintenance of dams built by ancient Myanmar kings, construction of new dams and preservation of the forests in Anya region, climatic conditions of the Anya region is better than previous time.
Later, the Secretary-2 said ministries and private entrepreneurs produce briquettes at present and administrative organizations must strive for extensively use the briquettes in region-wise. The Secretary-2 then cordially conversed with local people from wards and villages of Taungtha Township. Afterwards, the Secretary-2 paid homage to Taungtha Taungpawkyaung Sayadaw. Next, Director of Mandalay Division Arid Zone Greening Department U Kyaw Moe presented a documentary photo to the Secretary-2.
The Secretary-2 and party went to Sunkan Dam near Kyawzi Village in Taungtha Township by helicopter at 11.30 am. In the briefing hall, Assistant Director of the Irrigation Department U Than Tin reported on completion of Sunkan Dam and benefits accruing to the region from the dam. Chairman of Myingyan District Peace and Development Council Lt-Col Ye Swe and those in charge of village-tracts reported on condition of crop cultivation.
The commander and the minister discussed matters related to regional development tasks and agricultural work. Deputy Minister for Education Brig-Gen Soe Win Maung and Deputy Minister for Health Professor Dr Mya Oo explained education and health matters.
Deputy Minister Brig-Gen Soe Win Maung presented the officials the pedagogic aids for affiliated basic education high schools of Kyawzi and Tamaiktha Villages in Thaungtha Township. Next, the Secretary-2 gave instructions and had a cordial meeting with local people.
Sunkan Dam has been constructed with the aim of preventing floods of the Ayeyawady River from damaging crops at nine village-tracts about 20 miles north-west of Thaungtha. Sunkan Dam, 34,000 feet long and 25 feet high, is built of earth. The construction of Sunkan Dam was completed in January 1997, and cost K 22.5 million. It can irrigate 4,649 acres of land and over 8,000 sown-acreage of double cropping.
In the afternoon, the Secretary-2 and party went to Kywehsin Village, Taungtha Township by helicopter. In the briefing hall, Managing Director U Tin Win of Myanmar Pyithahay KN Company reported on permission for reclamation of 458 acres of marshy land in Taungtha Township, cooperation with the people of Kywehsin and nearby villages and arrangements to raise cattle at the places where agricultural work cannot be done.
Commander Maj-Gen Ye Myint reported on condition of fallow and virgin land in Taungtha Township and permission for reclamation work granted to Myanmar Pyithahay KN Company.
Minister Maj-Gen Nyunt Tin spoke of measures which should be taken for the success of agricultural work. The Secretary-2 gave instructions and inspected cultivation of sesame by KN Company at Hsindewa Chaung, near Kywehsin Village.
Afterwards, the Secretary-2 and party attended the ceremony of donating provisions to members of the Sangha at the pandal near Kywehsin Village. Hmankyaung Sayadaw of Thayettaw Kyaungtaik of Yangon administered the Five Precepts. The Sayadaws and members of the Sangha recited parittas.
Then, the Secretary-2 and party offered alms and rice to the Sayadaws and members of the Sangha.
After the ceremony, the Secretary-2 and party inspected Hsindewa Railway Bridge on Bagan-NyaungU railroad in Myingyan. In the briefing hall near the bridge, Commander Maj-Gen Ye Myint reported on condition of the bridge and construction of Myingyan-Bagan-NyaungU section on TadaU-Myotha-Myingyan-Bagan-NyaungU motor road. The Secretary-2 gave instructions on improvement of condition of the road and construction of the bridge.
The Secretary-2 and party left Hsinde Chaungku railway bridge for Myingyan by car and inspected the construction of the road along Myingyan-Bagan-NyaungU motor road. On arrival at Myingyan, they inspected Layeindan Seikan Road.
In the briefing hall near Layeindan Seikan Road, Director of Mandalay Division Development Affairs Department U Tin Aung reported on progress of construction work of Layeindan Seikan Road and condition of the berthing of ships at the port. Minister Col Thein Nyunt gave a supplementary report.
Secretary-2 Lt-Gen Tin Oo and party arrived at Basic Education High School No 2 in Myingyan in the evening.
Secretary-2 Lt-Gen Tin Oo and party inspected preparations being made to open multimedia teaching centre and learning of students with the help of teaching aid. Headmistress Daw Khin Myo Sint reported to the Secretary-2 on the history of the school, development of the school and academic matters. Then, well-wishers presented cash for the school and Myingyan People's Hospital.
Commander Maj-Gen Ye Myint, the ministers, the deputy ministers extended greetings. Then, Secretary-2 Lt-Gen Tin Oo looked into the requirements and cordially greeted with those present.
After the ceremony, Secretary-2 Lt-Gen Tin Oo and party inspected the Myingyan Township by car. The Secretary-2 and party arrived back in Meiktila at 6 PM.
In the evening, Secretary-2 Lt-Gen Tin Oo met Tatmadawmen and their families at local battalion. After attending the opening of Ponmakyi Dam this morning, the Secretary-2 and party proceeded to North Pinle Dam in Myingyan Township by helicopter.
The Secretary-2 and party inspected the canal linking North Pinle Dam and South Pinle Dam. Then, the Secretary-2 and party inspected flow of water into South Pinle Dam and maintenance of the embankment. Next, the Secretary-2 and party went back to North Pinle Dam and inspected flow of water into the Dam and the water control tower. Afterwards, the Secretary-2 heard reports on completion of North and South Pinle Dams, flow of water into the dams, water supply and cultivation of various crops by Director-General U Kyaw San Win of Irrigation Department.
Then, Chairman of Myingyan Township Peace and Development Council U Min Aye Lwin and local farmers reported on cultivation of crops in the irrigated land. Commander Maj-Gen Ye Myint and Minister Maj-Gen Nyunt Tin reported on cultivation of various crops in the region.
Secretary-2 Lt-Gen Tin Oo and party arrived at Nahtogyi by helicopter where they were welcomed by Chairman of Myingyan District Peace and Development Council Lt-Col Ye Swe, Township Peace and Development Council Chairman U Pu and officials, students and local people. Then, they met with departmental officials, service personnel, teachers and town elders at Nahtogyi Basic Education High School.
Headmistress Daw Thein Thein Myint reported on the history of the school and efforts being made for opening multimedia teaching centres.
Deputy Minister Brig-Gen Soe Win Maung accepted the donations and spoke words of thanks. Later, the commander, ministers and deputy ministers extended greetings. After that, Secretary-2 Lt-Gen Tin Oo gave instructions on work needed to be carried out for development of Nahtogyi Township and efforts being made by the State for development of human resources.
Ministers and deputy ministers, who accompanied the Secretary-2 Lt-Gen Tin Oo, donated K 1,025,000 for installation of computers at BEHSs in Nagtogyi. Afterwards, Secretary-2 and party inspected multimedia teaching centres. The Secretary-2 and party viewed round Nahtogyi by a motorcade.
At 2 PM, the Secretary-2 and party left for Meiktila by helicopter where they inspected plantations of the battalion. Secretary-2 Lt-Gen Tin Oo and party left Meiktila by Tatmadaw aircraft and arrived here at 4.45 PM. Minister for Agriculture and Irrigation Maj-Gen Nyunt Tin, who accompanied the Secretary-2, inspected Myotha Reservoir Project which is under construction in Nganzon Township, Myingyan District on 22 September. Officials of the project reported on progress of work to the minister. Deputy Minister for Health Professor Dr Mya Oo, who also accompanied the Secretary-2, inspected hospitals in Myingyan, Meiktila and Nahtogyi.
(5) Minister for Foreign Affairs back from UN Millennium Summit
YANGON, 23 Sept-Minister for Foreign Affairs U Win Aung, who attended the United Nations Millennium Summit and 55th Session of the United Nations General Assembly held in New York, United States of America, arrived back here by air this morning.
The minister was welcomed back at Yangon International Airport by Minister for Industry-2 Maj-Gen Saw Lwin, Minister for Energy Brig-Gen Lun Thi, Deputy Minister for Foreign Affairs U Khin Maung Win, Japanese Ambassador to Myanmar Mr Shigeru Tsumori, UNDP Deputy Resident Representative Mr Vishwa Khanna, the officials of the Ministry of Foreign Affairs and families. He delivered an address at the Millennium Summit on 7 September 2000 and participated in the interactive debate among the leaders of delegations of the Summit. He made a statement at General Debate of the 55th Session of the United Nations General Assembly on 20 September. He also attended the Ministerial Meeting of the Non-aligned Movement, the 24th Annual Meeting of the Ministers of Foreign Affairs of the Group of 77 and ASEAN Ministerial Meeting held in New York on 14, 15 and18 September respectively. There he held discussions with Secretary-General of the United Nations Mr Kofi Annan on 12 and 15 September and with Director-General of the International Labour Organization Mr Juan Somavia on 8 September. He met other foreign ministers who were attending the General Assembly as well. The minister gave interviews to CNN and BBC. Two Myanmar delegation members, Director-General of International Organization and Economic Department U Kyaw Tint Swe and Officer on Special Duty at the Ministry of Foreign Affairs U Min Thein also arrived back with the minister.
(6) News in BriefThai Minister concludes visit
YANGON, 23 Sept-A Thai delegation led by Minister of Science, Technology and Environment of Thailand Dr Arthit Qurairat and wife Mrs Boon-Nam Qurairat left for home by air yesterday evening. The delegation was here on a visit at the invitation of the Minister for Science and Technology of Myanmar. The delegation members attended the meeting on the science and technology sector between Myanmar and Thailand. They were seen off at Yangon International Airport by Deputy Minister for Science and Technology U Hlaing Win and wife, officials of the ministry, Thai Ambassador to Myanmar Mr Pensak Chalarak and embassy staff.

YANGON, 23 Sept-Writer Daw Yin Yin (Saw Mon Nyin), CEC member of Myanmar Writers and Journalists Association and member of Myanmar Language Commission, who attended Year 2000 SEA Write Award presentation ceremony in Bangkok, received the award there and arrived back by air this evening. She was welcomed back at the airport by Deputy Minister for Information Brig-Gen Aung Thein, Managing Director of News and Periodicals Enterprise U Tin Kha, Managing Director of Printing and Publishing Enterprise Col Myint Thein, Managing Director of Myanma Motion Picture Enterprise U Bo Kyi, Deputy Director-General of Myanma Radio and Television Lt-Col Thein Aung and officials, Chairman of MWJA U Hla Myaing (Ko Hsaung), Secretary of MWJA Director (News) of NPE U Hla Tun (Hla Tun-Twantay) and her family members. Sports Minister arrives back from Australia
YANGON, 23 Sept-Chairman of Myanmar Olympic Committee Minister for Sports Brig-Gen Thura Aye Myint and General Secretary U Thaung Htaik arrived back from Sydney, Australia by air this morning after attending the opening ceremony of 27th World Olympic Games on 15 September and games. They were welcomed back at Yangon International Airport by Minister for Rail Transportation U Pan Aung, Minister for Cooperatives U Aung San and Ambassador of Australia to Myanmar Mr Trevor David Wilson and officials of the Australian Embassy and officials of Ministry of Sports.
(7) Paper reading session on centenary of Sayagyi Zeya and Sayagyi Maha Swe heldYANGON, 23 Sept-The paper reading session to mark centenary of Sayagyi Zeya and Sayagyi Maha Swe was held in conjunction with the prize-presentation ceremony of Second Wah Moe Aung Short Story Competition at the National Theatre on Myoma Kyaung Street, here, this afternoon.
It was attended by Minister for Culture U Win Sein, Deputy Minister U Soe Nyunt, directors-general and managing directors of departments and enterprises under the Ministries of Culture and Information, Chairman of Myanmar Writers and Journalists Association U Hla Myaing (Ko Hsaung), EC members, officials, editors of Wah Moe Aung Literary House, resource persons, writers, prize-winners and guests. U Hla Kyaing (Paragu), U Myo Thant (Maung Hsu Shin) and Dr Daw Yi Yi Hla (Yuwadi Khin Oo) presided over the session and U Nyunt Tin (Maung Nyein Thu-Gyobingauk) acted as master of ceremonies.
Chairman of MWJA U Hla Myaing (Ko Hsaung) made a speech. Then, Journalist, Writer and Poet Htila Sitthu read paper on Poem of Sayagyi Zeya, Writer Taik Soe paper on Sayagyi Zeya, Writer Mya Win (Philosophy) paper on creation of Sayagyi Zeya and Writer Daw Khin Swe Oo paper on Maha Swe or pioneer of Youth. This was followed by a prize-presentation ceremony. Then, the first session of reading paper concluded. (8) UDNR trainees on tourYANGON, 23 Sept - The trainees of the 32nd Primary Teacher Course of the University for Development of National Races together with Rector Col Zaw Min Thein, Pro-rector Daw Khin Si Si and course instructors, arrived at Yangon Railway Station at 6 am today to study tour in Yangon.
They were welcomed there by Chairman of Accommodation Sub-Committee Commander of No 4 Military Region and Defence Services Records Office Brig-Gen Myo Myint and members, Director-General of Civil Service Selection and Training Department U Myint Thein, Chairman of Mingala Taungnyunt Township Peace and Development Council U Hla Myint, Chief Superintendent of Railway Stations U Hla Tun, EC and members of Mingala Taungnyunt Union Solidarity and Development Association, members of Red Cross Society and auxiliary fire brigade.
The excursion group went to Hlinethaya Township. Director of Department for Human Settlement and Housing Development Lt-Col Htin Aung Kyaw extended greetings and explained facts about the Hlinethaya Township and Industrial Zone at the sports hall. (9) Provisions donated to monasteriesYANGON, 23 Sept- Families of Defence Services (Army, Navy and Air) and well-wishers offered rice, edible oil, salt, medicines and cash towards the funds of six monasteries namely Aungmingala Pali Tekkatho, Kwinkyaung Pariyatti, Thadhamma Wunthayon, Zawtana Yama, Zabu Yadana and Pariyatti Sarthintaiks in Ahlon Township at Aungmingala Pali Tekkatho this morning. Present on the occasion were Chief of Staff (Air) Maj-Gen Myint Swe, Deputy Minister for Electric Power U Myo Myint, Deputy Minister for Religious Affairs Brig-Gen Thura Aung Ko, officials, well-wishers and guests. Similarly, a ceremony to offer rice to Kyaikday-up Mon Pariyatti Sarthintaik in Seikkan Township was held at the Sarthintaik. Well-wishers offered provisions and K 659,805 to it.
(10) 12 Patheingyi Township NLD members resign of own accord
YANGON, 22 Sept-Twelve members resigned from the National League for Democracy of Patheingyi Township, Mandalay Division. Twelve members of Patheingyi Township NLD, Mandalay Division, of their own accord, resigned by sending letters of resignation to Patheingyi Township Multiparty Democracy General Election Sub-commission and the party concerned on 26 January 2000 as they no longer wished to participate in party politics of NLD.
