(1) State Peace and Development Council Chairman Senior General Than Shwe sends felicitations to Mexico

YANGON, 16 Sept-Senior General Than Shwe, Chairman of the State Peace and Development Council of the Union of Myanmar has sent a message of felicitations to His Excellency Mr Ernesto Zedillo Ponce de Leon, President of the United Mexican States, on the Independence Day of the United Mexican States which falls on 16 September 2000.
 


(2) State Peace and Development Council Chairman Senior General Than Shwe sends felicitations to Papua New Guinea

 YANGON, 16 Sept-On the occasion of the Independence Day of the Papua New Guinea, which falls on 16 September 2000, Senior General Than Shwe, Chairman of the State Peace and Development Council of the Union of Myanmar, has sent a message of felicitations to His Excellency Sir Silas Atopare, governor-general of Papua New Guinea.


(3) Address delivered by Patron of the Union Solidarity and Development Association Senior General Than Shwe at the Annual General Meeting of the USDA

YANGON, 15 Sept-The following is a translation of the address delivered by Patron of the Union Solidarity and Development Association Senior General Than Shwe at the Annual General Meeting of the USDA today. It has been seven years since the Union Solidarity and Development Association came into existence.

The association designed to become a national force which will perform national duties, has proved to be a reliable force for the State within seven years. In accord with the history of Myanmar, a national force which will discharge duties such as Our Three Main National Causes, is in need. To build a peaceful, modern and developed nation to which the entire national people aspires, necessitates two national forces; a national force endowed with a sense of patriotism and Union Spirit will safeguard the independence and sovereignty of the State and keep the Union together and another force is human resources which will put into good use the rich natural resources of Myanmar.

Over a span of seven years, it is found that future tasks laid down every year and courses have made for the emergence of the two above-mentioned forces. Over the last seven years, the associations at different levels central, state/division, township, ward and village-tract were formed. And working programmes have been implemented effectively. It can be seen that out of the tasks which have been carried out, the task to nurture the youth has been done with added momentum. Within seven years, at the courses conducted at associations at different levels, over 7.7 million young members of the association have been trained and nurtured. At the central level courses, 9,564 trainees were nurtured at 22 management courses for executives, 713 at seven advanced management courses, 862 at five special refresher courses, 152 at five courses on international relations and 5,713 at three basic accountancy courses opened in districts.

In various states and divisions, management multiplier courses have been attended by over 150,000 trainees, cultural courses by 7.3 million trainees, language courses by over 100,000, computer courses by over 27,000 and music and arts courses by over 13,000. In addition, the USDA has managed to nurture 3,464 trainees at marine courses for new generations youth and 2,894 at aviation courses for new generation youth. As mentioned above, over the past seven years, courses were conducted and over 7.7 million members of the association trained and nurtured.

The courses opened by the association could equip the youth with a wide range of capabilities. Due to these courses, they have acquired political acumen, which enable them to appreciate the value of the Union, peace, friendship, unity and sovereignty. They have also learnt vocational education which the youth must have. Moreover, due to cultural courses, they have come to understand the sense of preservation of national character, traditional culture and lineage and the value of Myanma society. The acquisition of political acumen and the sense of preservation of national character mean the improvement of quality of good citizens. Citizens possessing quality and qualification will be able to discharge national duties.

In conclusion, I'd like to urge USDA members to strive to realize the future tasks laid down at the meeting and to strictly uphold the six resolutions laid down at the 21st century mass meeting held at ancient cultural region in Bagan. Especially they should give priority to the extending cooperation with the State in uplifting of the association's organizational and economic qualification and economic qualification, and the power of consolidation and development.

Excerpts from the Senior General's address

- It has been seven years since the Union Solidarity and Development Association came into existence.

- The courses opened by the association could equip the youth with a wide range of capabilities.

- It is a prime national duty to build the nation which lagged behind in development, into a new, modern and developed one.

- To introduce a political system, an economic system and a social system in the State, a firm foundation is necessary.

- In building the national force, the economic force plays a main role, so the task is being carried out in accord with the four economic objectives.

- The main requirement of economic development is infrastructure. Necessary infrastructures are being built to promote development of every region and sector of the State.

- Endeavours to ensure perpetual development of nation's environment are not only for posterity but also for the improvement of global environmental condition.

- The present government has built and commissioned into service four major bridges on Ayeyawady River, three on Thanlwin River and one on Chindwin River totalling eight.


(4)  Senior General Than Shwe gives guidance at Year 2000 USDA Annual General Meeting

 YANGON, 15 Sept- The Year 2000 Annual General Meeting of the Union Solidarity and Development Association was held at USDA Executives Management Training School of Central Public Relations Unit in Hmawby, Yangon Division, this morning, with guidance given by Patron of USDA Chairman of the State Peace and Development Council Commander-in-Chief of Defence Services Senior General Than Shwe.

 Also present on the occasion were members of Panel of Patrons of USDA (Central) Vice-Chairman of the State Peace and Development Council Deputy Commander-in-Chief of Defence Services Commander-in-Chief (Army) General Maung Aye, Secretary-1 of the State Peace and Development Council Lt-Gen Khin Nyunt, Secretary-2 Lt-Gen Tin Oo, Secretary-3 Lt-Gen Win Myint, ministers, deputy ministers, the Chief Justice, the Attorney-General, the Auditor-General, the Chairman of Civil Service Selection and Training Board, members of Panel of Patrons of USDA (Central), the Secretary-General of USDA, members of Secretariat and members of Central Executive Committee, deputy ministers, senior military officers of the Ministry of Defence,  and others Association, journalists, students from States and Divisions who passed outstanding performance in the Matriculation Examination in year 2000, first-prize winners in respective States and Divisions in the Matriculation Examination in year 2000,  the winner in the extempore talks to mark the 55th Anniversary Armed Forces Day, secretaries of State and Division USDAs, delegates from State/Division/District and Township USDAs and guests.

 The USDA Annual General Meeting was held at 9 am today. EC member of Putao District USDA of Kachin State Daw Hsan Naing Nan Hsai and executive of Kanbalu Township USDA of Sagaing Division Daw Theingi Win Shwe acted as master and co-master of ceremonies.

First, the master of ceremonies declared that the meeting begins in accordance with the Patron of USDA Chairman of the State Peace and Development Council Commander-in-Chief of Defence Services Senior General Than Shwe. Then, Patron of USDA Chairman of the State Peace and Development Council Commander-in-Chief of Defence Services Senior General Than Shwe gave a guidance.

Afterwards, USDA Secretary-General U Thaung Aung presented gifts to students from States and Divisions who stood from first to tenth positions in the Matriculation Examination in year 2000, first-prize winners in respective States and Divisions in the Matriculation Examination in year 2000, outstanding Auxiliary Fire Brigade members, outstanding Red Cross Brigade members, outstanding new generation aviation and marine youths and the winner in the extempore talks to mark the 55th Anniversary Armed Forces Day.


(5) Patron of USDA Senior General Than Shwe hosts dinner in honour of USDA delegates

YANGON, 15 Sept- Patron of the Union Solidarity and Development Association Chairman of the State Peace and Development Council Commander-in-Chief of Defence Services Senior General Than Shwe hosted a dinner in honour of delegates from State, Division, District and Township USDAs who are attending the Annual General Meeting of USDA 2000 at Zeyathiri Beikman on Konemyinttha here this evening.

Senior General Than Shwe arrived at Konemyint-tha at 6.30 PM and cordially greeted the delegates, outstanding students who passed the year 2000 matriculation examination, outstanding members of Red Cross and Auxiliary Fire Brigade from states and divisions, outstanding trainees of the aviation course and the marine course for new generation youth and first prize winners of extempore talks competitions held in commemoration of the 55th Anniversary Armed Forces Day.

The dinner was also attended by members of the Panel of Patrons of USDA Vice-Chairman of the State Peace and Development Council Deputy Commander-in-Chief of Defence Services Commander-in-Chief (Army) General Maung Aye,Secretary-1  Lt-Gen Khin Nyunt, Secretary-2 Lt-Gen Tin Oo and Secretary-3 Lt-Gen Win Myint,  ministers, the Chief Justice, the Attorney-General, the Auditor-General, the Chairman of Civil Service Selection and Training Board, other members of the Panel of Patrons of USDA, members of the Central Executive Committee of USDA, deputy ministers, senior Tatmadaw officers, members of National Convention Convening Commission, directors-general and managing directors, the Rector of the Central Institute of Civil Service, members of Sub-committee for Organizing the Annual General Meeting of USDA, officials of social and economic organizations, journalists, artistes and vocalists who took part in the Moemyay-Theint Theint TV play, delegates and outstanding students from states and divisions and invited guests. Before and after the dinner, artistes of Myanmar Music Asiayon and Myanmar Motion Picture Asiayon and the Fine Arts Department presented a programme of entertainment.


(6)  Secretary-2 inspects special agricultural and livestock breeding zone of Yangon Division

YANGON, 15 Sept -Secretary-2 of the State Peace and Development Council Lt-Gen Tin Oo, together with member of the State Peace and Development Council Chairman of Yangon Division Peace and Development Council Commander Maj-Gen Khin Maung Than and officials, visited the special vegetable production and livestock breeding zone of Yangon Division at Nyaung-hnapin Village, Hlegu Township, this morning.

Member of Yangon Division Peace and Development Council Head of Division General Administration Department U Thein Swe reported on the area of the special zone and agricultural and livestock breeding work. Division-level officials of the Settlement and Land Records Department, Myanma Electric Power Enterprise, the Irrigation Department and the Water Resources and Land Utilisation Department reported on the establishment of three zones at the special zone, the improvement of motor roads, the digging of drains, availability of electricity, the sinking of artisan wells and progress of work. Entrepreneurs who are engaged in agricultural and livestock breeding work at the special zone, reported on arrangements to carry out agricultural and livestock breeding work on the allotted acres of land.

Then, the Secretary-2 said that with a view to enabling the people of Yangon to buy kitchen crops, meat and fish at reasonable prices, permission has been given to departments and entrepreneurs to carry out agricultural and livestock breeding work at the special zone in the division and encouragement is being given to them. Arrangements are being made to export the surplus. Therefore, entrepreneurs need to carry out their work seriously and necessary assistance will be given to them. The special vegetable and livestock-breeding zone of Yangon Division will be divided into three zones.

Officials conducted the Secretary-2 round the farm of Myanmar Agriculture Service. At the research branch, the Secretary-2 inspected kinds of pests, pesticide sprayers, crop friendly inspects and enema pesticides. The Secretary-2 and party then inspected the use of modern pesticide equipment and vegetable yards. They then observed the demonstration of farm machinery of Myanmar Daewoo Construction Machinery Co Ltd. Later, they inspected the farm of the Ministry for Progress of Border Areas and National Races and Development Affairs. They then inspected fish farming and digging of fish breeding ponds.

At 4 PM, they inspected extension of chicken breeding at the poultry farm of Yangon City Development Committee. The farm is producing 14,300 eggs per day. It is selling 4,000 eggs daily at tax-free markets at a price of K 10 per egg. The Htaukkyant Farm will raise up to 30,000 chicken.

Myanmar delegation arrives back

YANGON, 15 Sept-Myanmar delegation led by Chief Justice U Aung Toe arrived back here by air this afternoon after attending the 21st General Assembly of ASEAN Inter-Parliamentary Organization (AIPO) held in Singapore. The delegation was welcomed back at the Yangon International Airport by Minister for Hotels and Tourism Maj-Gen Saw Lwin, Attorney-General U Tha Tun, Singapore Ambassador to Myanmar Mr Simon Tensing de Cruz,  Joint-Secretary U Thaung Nyunt of National Convention Convening Work Committee arrived back on the same flight.

Indian Military Soccer Team concludes visit

YANGON, 15 Sept-The Indian Military Soccer Team led by Brigadier Gopala Pillai Kamachandran Nair left here for home by air this evening. The team was seen off at Yangon International Airport by senior military officers headed by Vice-Adjutant-General Brig-Gen Maung Nyo of the Ministry of Defence.

Japanese entrepreneurs group calls on UMFCCI Vice-President

YANGON, 15 Sept- A 20-member delegation led by Chairman Mr Motoji Kujirai of Shutoko Kai Entrepreneurs Group of Ibaragi Prefecture of Japan called on Vice-President of Union of Myanmar Federation of Chambers of Commerce and Industry U Htein Win, Joint-General Secretary U Pyone Maung Maung and officials at UMFCCI building this morning. They discussed mutual cooperation in economic matters.

Boxing coach training course concludes

YANGON, 15 Sept- The boxing coach training course, jointly conducted by International Olympic Committee, Myanmar Olympic Committee, International Boxing Federation and Myanmar Boxing Federation, concluded at the Youth Training Centre, Thuwunna, this afternoon.

Present were Acting Director-General of Sports and Physical Education Department Lt-Col Thein Aung, members of Myanmar Olympic Committee, officials of the Sports and Physical Education Department, Vice-Chairman of Myanmar Boxing Federation Principal of Defence Services Self-Defence and Sports Institute Col Sein Tin Win and officials, Director of International Boxing Federation Mr Lazaro Jemeneez Martinez, course instructors and trainees. Acting Director-General Lt-Col Thein Aung and Director Mr Lazaro Jemeneez Martinez made speeches. Then, Lt-Col Thein Aung presented certificates to the trainees. Altogether 30 trainees from Tatmadaw (Army, Navy and Air), ministries and states and divisions attended the course which began on 4 September.

Prizes presented to winners of C-in-C (Navy)'s Shield Table Tennis C'ship

YANGON, 15 Sept-The final matches and prize presentation ceremony of Commander-in-Chief (Navy)'s Championship Shield Table Tennis were held at Thiha Thura Tun Tin Hall of Ayeyawady Naval Region Command this afternoon. It was attended by Commander of Naval Dockyard Command Headquarters Commodore Paw Tun, Acting Commander of ANRC Captain Tha Hsan, General Staff Officer (Navy) Captain Kyaw Tin Hla, military officers and other ranks. Men and Women's teams of Major War Vessel Group won Championship Shields. After the final matches, Commodore Paw Tun and officials presented prizes to the outstanding teams and players.

First round of Tatmadaw Under-21 Soccer Tournament continues

YANGON, 15 Sept- Four groups of the first round of the 16th Defence Services Commander-in-Chief's Trophy Under-21 Soccer Tournament continued at the respective zones this evening. In Group (A) of South-East Command Zone in Mawlamyine, Yangon Command defeated North-East Command 10-0. No 11 LID beat South-East Command 3-0 in the Group (B) of South-West Command Zone in Pyapon. Eastern Command trounced North-West Command 7-1 in the Group (C) of Central Command Zone in Mandalay, and Tatmadaw (Air) beat South-West Command 4-1 in the Group (D) of Southern Command Zone in Toungoo.


(9) Mindhamma Hill thronged with people

YANGON, 15 Sept-Mindhamma Hill in Insein Township, Yangon Division, on which Lawka Chantha Abhaya Labha Muni Image is to be kept was packed with devotees this morning.

Filling of reinforced concrete to build foundation of the Image and earth work for Gandakuti Kyaungdawgyi were being carried out. "Wut" associations of the respective departments were reciting parittas in turn from morning to 10 PM. Donations for the Image made by the public from 5 August to date amounted to K 49,667,200.


(10) Drug traffickers punished

YANGON, 15 Sept-A combined team comprising members of local intelligence unit, local battalion and Lashio Special Anti-drug Squad, acting on information, stopped and searched a white Sunny light truck (Pa/5334) which was on its way from Laukkai to Lashio, and driven by San Oo at Yaypu Check Point in Hsenwi Township on 23 January 2000 and arrested Than Htay who was in the car together with 112 packets of stimulant containing 224,000 stimulant tablets weighing 20.16 kilos. San Oo, 20, son of U Nyo Win, of Ward 1, Lashio and Than Htay, 29, son of U Than, of Ward 8, Lashio, were filed under Section 15/19 (A)/2 1 of Narcotic Drugs and Psychotropic Substances Law by No 1 Lashio Police Station. San Oo was sentenced to 20 years' imprisonment under Section 19 (A), and Than Htay to 20 years' imprisonment under Section 19 (A) and 4 years' imprisonment under Section 15 to serve separately by Lashio District Court on 21 August 2000.


(11) 7 Mingala Taungnyunt Township NLD members resign of own accord

YANGON, 15 Sept-Seven members resigned from the National League for Democracy of Mingala Taungnyunt Township, Yangon Division. Seven members of Mingala Taungnyunt Township NLD, Yangon Division, of their own accord, resigned by sending letters of resignation to Mingala Taungnyunt Township Multi-party Democracy General Election Sub-commission and the party concerned on 31 August 2000 as they no longer wished to participate in party politics of NLD.
