(1) State Peace and Development Council Chairman Senior General Than Shwe accepts credentials of Ambassador of PortugalYANGON, 18 Aug-Chairman of the State Peace and Development Council of the Union of Myanmar Senior General Than Shwe accepted the credentials of newly accredited Ambassador of Portugal Mr Jose Tadeu da Costa Sousa Soares at Dagon Yeiktha of the Ministry of Defence at 10 am today. Also present on the occasion were Secretary-l of the State Peace and Development Council Lt-Gen Khin Nyunt, Minister for Foreign Affairs U Win Aung and Director-General of Protocol Department Thura U Aung Htet.
(2) Antimony Concentrate Upgrading Plant opened in Kalaw
YANGON, 18 Aug-Antimony Concentrate Upgrading Plant of Mayflower Mining Enterprise Ltd was opened at Kalaw Township, Shan State (South), this morning. Secretary-2 of the State Peace and Development Council Lt-Gen Tin Oo addressed the opening ceremony. The Secretary-2, together with ministers, the Chief of Staff (Air), deputy ministers and heads of department and the State Peace and Development Council Office, left for Heho Airport at Kalaw Township, Shan State (South) by Tatmadaw aircraft. Then, the Secretary-2 and party proceeded to Kalaw to attend the opening ceremony of Antimony Concentrate Upgrading Plant.
The opening ceremony was also attended by departmental officials, Acting Commandant of the Command and General Staff College Col Kyaw Myint, officials of Mayflower Mining Enterprise Ltd, departmental officials of Kalaw Township, local national people and guests.
The Secretary-2 said that the nation is now on the path of the market-oriented economic system. In adopting the market-oriented economic system, not only are efforts to be made to get technical know-how and investment from abroad, but also encouragement is to be given to national entrepreneurs to invest in the production rector.
The Secretary-2 quoted the guidance of Head of State Senior General Than Shwe, as saying that national entrepreneurs having capital and technical know-how are put down as National New Economic Forces; the government wishes the emergence of agricultural entrepreneurs, industrialists, service entrepreneurs and bankers; it also wants them to be able to deal with their businesses in accordance with the market-oriented economic system and to be on a par with international entrepreneurs.
The Secretary-2 said that his presence at the opening ceremony is just to welcome and encourage entrepreneurs who have embarked on investing in the manufacturing sector. Private entrepreneurs need to work in a correct and righteous way in response to the guidance and goodwill of the government. They need to choose businesses beneficial to the nation as well as themselves; they are to work with perseverance and courage.
In conclusion, the Secretary-2 urged all to strive for the success of the plant. Next, member of the State Peace and Development Council Commander Maj-Gen Maung Bo made a speech. Afterwards, Minister for Commerce Brig-Gen Pyi Sone, Minister for Energy Brig-Gen Lun Thi and Minister for Communications, Posts and Telegraphs Brig- Gen Win Tin extended greetings.
Managing Director of Mayflower Mining Enterprise U Kyaw Win said that the Antimony Concentrate Upgrading Plant was built beginning 6 March 2000 and completed on 15 May. The plant can produce two tons of purified antimony out of ten tons of antimony ores. It is targeted to exploit 4,500 tons of antimony ores every year.
The managing director of Mayflower Mining Enterprise made cash donations to No 1 and No 2 Basic Education High Schools of the Command and General-Staff College of Kalaw. The Secretary-2 formally unveiled the stone plaque of the plant.
Commander Maj-Gen Maung Bo, Minister Brig- Gen Ohn Myint and Managing Director U Kyaw Win formally opened the plant. Afterwards, the Secretary-2 and party inspected the new plant.

(3) Myanma Necklace (Beads) Exhibition begins
YANGON, 18 Aug- A ceremony to open Myanma Necklace (Beads) Exhibition was held at the National Museum on Pyay Road in Dagon Township this morning. Secretary-3 of the State Peace and Development Council Adjutant-General Lt-Gen Win Myint formally opened the exhibition.
The exhibition is jointly organized by the Department of Cultural Institute, the Department of Archaeology and the Fine Arts Department under the Ministry of Culture with the aim to enable the public to see a wide variety of necklaces which symbolize Myanma traditional cultural heritage and to revitalize the sense of cherishing and preserving national culture and uplift dynamism of patriotic spirit.
Minister for Culture U Win Sein said that the Ministry of Culture is carrying out the tasks of finding and collecting cultural heritage, holding exhibitions and conducting research on the history of cultural finds.
The exhibition to be opened today is sponsored by the Ministry of Culture, and in holding the exhibition, the Department of Archaeology, the Department of Cultural Institute and the Fine Arts Department have cooperated.
The successful holding of the exhibition can be ascribed to the assistance rendered by scholars and entrepreneurs who have collected objects of Myanmar cultural heritage, branches of the Department of Cultura1 Institute in various states and divisions and national people who cherish and preserve traditional necklaces.
At the exhibition, bead makers from Natogyi Township, Myingyan District, Mandalay Division, and Pyawbwe Township, Meiktila District, who are still plying their trade, will demonstrate their skill.
As Myanma necklaces of Pyu, Beikthanoe, Hanlin, Tharaykhittaya and Tagaung Eras which were unearthed, collected and preserved by the people from Mandalay, Kyaukse, Pyawbwe, Bagan, Myingyan, Natogyi and Pyay, are on display, it can be said the exhibition depicts the history of Myanma culture and modes of traditional ornaments. Then, the Secretary-3 formally opened the exhibition. Afterwards, the Secretary-3 , the minister and deputy ministers and the guests viewed the exhibition. The exhibition will be opened from 10 am to 5 PM till 18 September.
(4) Seminar on Management of Sexually Transmitted Infections (STI) More Than a Health Issue held
YANGON, 18 Aug-A ceremony to open the Seminar on Management of Sexually Transmitted Infections (STI) More Than a Health Issue was opened at international Business Centre on Pyay Road this morning, attended by Minister for Health Maj-Gen Ket Sein.
Also present were Deputy Minister for Home Affairs Brig-Gen Thura Myint Maung, Deputy Minister for Information Brig-Gen Aung Thein, Deputy Minister for Health Professor Dr Kyaw Myint, Deputy Minister for Labour Brig-Gen Win Sein, Deputy Attorney General U Khin Maung Aye, Rector of Defence Services Medical Academy Brig-Gen Hla Myint, directors-general and rectors of departments and institutes under the Ministry of Health, officials of Defence Services Medical Services, officials of WHO and UN agencies, officials and guests. At the ceremony, Minister Maj-Gen Ket Sein delivered an address. He said: Afterward, Chairman Dr Agostino Borra of UN AIDS Programme for Myanmar also gave a speech. A general round of the seminar then followed and it came to a close in the afternoon.
(5) Minister meets LDP official
YANGON, 18 Aug-Minister for Progress of Border Areas and National Races and Development Affairs Col Thein Nyunt met Director General Mr Tomomitsu Iwakura of Policy Research Council of Liberal Democratic Party of Japan at his office this afternoon. They discussed matters related to the project to extend 3,000 acres of buckwheat in Kokang region which is included in the programme to develop border areas and national races and root out poppy cultivation in the areas. Also present at the call were Director-General Col Than Swe of the Progress of Border Areas and National Races Department and officials.

(6) Myanmar, Japan seek means to implement AFTA
YANGON, 18 Aug - Myanmar Institute of Strategic and International Studies and Sasakawa Peace Foundation of Japan co-sponsored a seminar on the process of ASEAN Free Trade Area on 14 and 15 August in Taunggyi.
Present at the meeting were member of the State Peace and Development Council Commander of Eastern Command Maj-Gen Maung Bo, Minister at the State Peace and Development Council Chairman s Office Brig-Gen Abel, officials of departments and battalions and units, entrepreneurs, the rector of the Education Department, teachers, journalists and personnel from private business sector of Innlay and Kengtung.
Director-General U Aye Lwin of ASEAN Affairs Department and Prof Dr Osamu Nariai of Reitaku University, Japan, on behalf of MISIS and SPF, gave opening speeches. Commander Maj-Gen Maung Bo extended greetings. Minister Brig-Gen Abel then made a speech.
During the two-day meeting, Minister Brig-Gen Abel, officials of National AFTA Unit, scholars of Institute of Economics (Yangon) and Ministry of Finance and Revenue, and Prof Dr Osamu Nariai discussed matters related to basic ASEAN economic agreements, implementations and effects, results and challenges concerning small and medium enterprises, and assessment on Myanmar and AFTA in the process of Globalization.
(7) Workshop on Promotion of Beans and Pulses Production and Trade held
YANGON, 18 Aug - Workshop on Promotion of Beans and Pulses Production and Trade under the ASEAN cooperation programme was held at Myanma Agriculture Service this morning, addressed by Minister for Agriculture and Irrigation
Maj-Gen Nyunt Tin. The minister said Myanmar is striving to achieve all-round economic progress based on the agriculture sector. Myanmar is the largest beans and pulses exporter among ASEAN member nations. There are six beans and pulses exporting nations in ASEAN. Myanmar is also the third largest beans and pulses exporter in the world. Myanmar s prospects look bright to become the second largest exporter as efforts are being made to promote the export of quality beans and pulses. Deputy General Manager of Agricultural Research Division U Tin Nwe and Deputy General Manager of MAS U Than Aye then discussed disease- resistant croup s, followed by general round of discussions. The workshop continues on 19 August.
(8) Coord meeting on the opening ceremony of Mandalay International Airport held
YANGON, 18 Aug-A coordination meeting on the opening ceremony of Mandalay International Air- port was held at the meeting hall of Ministry of Transport on Merchant Street at 10 am today. Minister for T transport Maj-Gen Hla Myint Swe delivered an opening speech.
Also present were Deputy Minister for Trans- port Brig-Gen Kyaw Myint, Deputy Minister for Immigration and Population U Maung Aung, departmental officials and chairmen and officials of domestic airways. Deputy Minister for Immigration and Population U Maung Aung reported on getting lists for issuing of visas for the guests from domestic and international air- ways to the opening ceremony and departmental officials on work done. Then the minister gave a closing remark.
Afterwards, a co-ordination meeting on landing of aircraft at the opening ceremony with agents of local and international airways was held at the ministry. Minister made a speech. Officials and representatives of local and international air- ways said they would help support for the landing of aircraft and they were very glad to do so.

(9) Myanmar surgeons successfully replant traumatically amputated crushed distal forearm of patient
YANGON, 18 Aug- For the first time in Myanmar, surgeons have successfully replanted a traumatically amputated crushed distal forearm of a 17-year old patient, proving the nation’s significant progress in health sector. In a 12-hour surgical operation, surgeons led by Consultant Hand Surgeon Dr Khin Maung Myint successfully performed the replantation of the traumatically amputated crushed left distal forearm of the patient, Maung Khaing Min Soe, at Yangon General Hospital.
The operation, which began at noon on 31 July, was successfully completed at 2 am on 1 August. In an occupational accident, the left distal forearm of Khaing Min Soe at the Wood Product and Furniture Factory was crushed and cut off by a motor cutter on 31 July at 9 am.
Minister for Health Maj-Gen Ket Sein, accompanied by Deputy Minister Dr Kyaw Myint and Director-General of the Health Department Dr Wan Maung, met with consult ant hand surgeons at Yangon Orthopaedic Hospital this morning.
With the help of audio-visual aids, Consultant Hand Surgeon Dr Khin Maung Myint reported to the minister on points of the operation and the evolution of hand surgery.
He said the left distal forearm of Maung Khaing Min Soe, a worker of Wood Products and Furniture Factory of Tawwin Family Company was traumatically crushed and amputated by a cutter on 31 July at 9.30 am in an occupational hazard. He was immediately sent to the YGH and warded at the hospital at 10 am.
Replantation of a traumatically amputated crushed distal forearm was a much difficult surgical operation and the percentage of success was so thin.
Though Myanmar surgeons have successfully operated the replantation of the traumatic clean cut cases, they had not any experience in replanting a traumatically arnpl3tated crushed distal forearm.
It was a much-sophisticated operation which took time and the reconnection of the veins and nerves needed much precision. Occurrence of any minor fault in the operation would lead to the failure of the task. But the surgeons had decided to conduct the operation as they had confidence in their skill and equipment and also had the will to show the world that the level of Myanmar s health treatment was on a par with that of the international standard.
Under the leadership of Dr Khin Maung Myint and Dr Kyaw Htay, a group of consultant hand surgeons including Dr Saw Tun, Dr Soe Naing and Dr Nay Win Aung was systematically formed, to conduct the operation. The operation took 12 continuous hours.
After the operation, the patient was put under intensive care of the staff. On l August at 6 PM at 16 hours after the successful completion of the operation, the patient began to suffer from occlusion arteries. Thus he had to undergo another surgical operation which lasted four hours. After the second operation, the patient s health condition markedly improved. He began to move his fingers and hand. At present he can move his hands.
The success was achieved due not only to the efforts of the doctors, but also to that of the government which provides the most advanced medical equipment to the health sector and paves the way for the health scholars to study modern medical science abroad.
The minister said the success must be recorded; as it had shown the world that Myanmar’s health standard is on a par with the international standard. The Head of State has given guidance to spending a large amount of foreign exchange in importing advanced equipment. Thus, the scholars should effectively use the modern equipment to gain more success in the future. The government will buy any medical equipment that is needed for the nation.
Chairman of Tawwin Family Co U Ko Ko Htwe donated a microscope worth 2,400 Singaporean dollars.
(10) Car accident claims lives
YANGON, 18 Aug-A truck carrying trainees of Basic Fire Fighting Course No 12/2000 of the Central Fire Services Training School overturned at the milepost No 19/2 on PyinOoLwin-Mandalay Highway at 8 PM today.
Some trainees were killed and some were injured in the accident. As soon as the accident occurred, members of Tatmadaw, MPF, Red Cross, Union Solidarity and Development Association, and doctors led by Deputy Commander of Central Command Brig-Gen Nay Win rushed to the scene, and carried out relief measures gave treatment.
Soon after the news was heard, Minister for Social Welfare, Relief and Resettlement Maj-Gen Sein Htwa and party left for Mandalay by air, and provided assistance for the families of the dead and the injured.

(11) Conveyance of Lawka Chantha Abhaya Labha Muni Image continues Image
YANGON, 18 Aug-Lawka Chantha Abhaya Labha Muni Image was crowded with members of the Sangha, nuns and devotees at Mindhamma Hill on Mindharnma Road in Insein Township from the morning till evening today. Engineers and employees of Myanma Electric Power Enterprise and Myanma Railyways, supervised by Minister for Rail Transportation U Pan Aung, continued to convey the Image from Natpanyahta (train) to the retaining wall, the first step to lift the Image onto the throne on the hill. Workers of Public Works also undertook the construction of the eastern retaining wall of the hill. Wut associations recited religious verses. Well-wishers made donations at the fund-raising unit on the hill opened by the Financial Sub committee. Donations by the public have amounted to K 20,242,836 from 5 August to date.
(12) 2.123 kilos of raw opium seized
YANGON, 18 Aug-A combined team comprising members of local intelligence unit and MPF, acting on information, raided and searched the "Seinyaungche" tea shop, of Ward 3, Aungban, Shan State (South) on 3 August, and arrested Kyaw Myint Thein, son of U Kaw Yin, of Pyawbwe Village, Mohnyin, Township and Ma Ngwe Kyi, daughter of U Hla Tun, of Ywathit Ward, Aungban, who were at the tea shop, with 2.123 kilos of raw opium in their possession. Action is being taken against the two according to law.

(13) 19 Letpadan Township NLD members resign of own accord
YANGON, 18 Aug-Nineteen members resigned from the National League for Democracy of Letpadan Township, Bago Division.
Nineteen members of Letpadan Township NLD, Bago Division, of their own accord, resigned by sending letters of resignation to Letpadan Township Multiparty Democracy General Election Sub-commission and the party concerned on 30 March 2000 as they no longer wished to participate in party politics of NLD.
(14) Over 313,000 eligible voters of five townships in Minbu District unanimously petition for dissolving NLD
YANGON,18 Aug - Voters from five townships of Minbu District, Magway Division, unanimously expressed no support for pessimist NLD and demanded dissolving it at the sports ground in Minbu, in the district on 14 July.
Altogether 28,500 local people from Minbu (Saku), Pwintbyu, Salin, Ngaphe and Sedoktara Townships rallied at the sports ground in Minbu Township on 14 July. On behalf of attendance s, U Myint Than from ward 2 in Minbu (Saku) Township expressed no support for pessimist NLD and petitioned for dissolving it. U Kyaw Kyaw, on behalf of local people of Pwintbyu Township, U Thaung Myint, on behalf of local people of Ngaphe Township, U Shein Tin, on behalf of local people of Sedoktara Township, U Shwe Ba, on behalf of local people of Salin Township and U Aung Than, on behalf of local people of Minbu (Saku) Township presented petitions signed by the people to member of Minbu District Multiparty Democracy General Election Sub-commission U Min Naing.
Then, President of rally U Tin Maung announced the documents of five townships. There are 90,590 eligible voters in Pwintbyu Township. The number of people, who expressed no support for pessimist NLD and demanded dissolving it, was 78,747 voters or 80.69 per cent.
There are 21,577 eligible voters in Ngaphe Township. The number of people, who expressed no support for pessimist NLD and demanded dissolving it, was 21,577 voters or 100 per cent.
There are 24,584 eligible voters in Sedoktara Township. The number of people, who expressed no support for pessimist NLD and demanded dissolving it, was 22,803 voters or 92.80 per cent.
There are 116,530 eligible voters in Salin Township. The number of people, who expressed no support for pessimist NLD and demanded dissolving it, was 110,986 voters or 95.24 per cent.
There are 86,346 eligible voters in Minbu (Saku) Township. The number of people, who expressed no support for pessimist NLD and demanded dissolving it, was 79,874 voters or 92.50 per cent.
In Minbu District, a total of 313,997 eligible voters of Pakokku District unanimously expressed no support for pessimist NLD and demanded dissolving it.
