(10)  Message from Chairman of Central Committee for Drug Abuse Control Minister for Home Affairs Colonel Tin Hlaing on International Day against Drug Abuse and Illicit Traffic (26 June 2090)

Today is the International Day Against Drug Abuse and Illicit Traffic. Nations around the world will be observing this day with various functions. Throughout Myanmar, there will be celebrations to observe this  day.

The problem of drugs is not confined to an individual, a race and a country; it is a global problem. It is a problem faced by the whole human race. Just as governments all over the world are laying down intervention  programmes to eradicate drug abuse, drug traffickers are also attempting to use sophisticated techniques in  the production and distribution of illicit drugs.

Drug abuse is prevalent among youths who are the future generations of people. If they abused drugs, their  future will be thwarted, they will not be able to function socially and economically as a responsible person,  and will Be a crippling burden to the State. Moreover they face the added risk of falling victim to the disease  AIDS and death from drug overdose.

The drug traffickers, who are responsible for these adverse consequences, commit heroin crimes through  their profit motives. Not only do they produce and distribute illicit drugs but coerce, threaten and even force  youths to resort to drug use. They thus swish themselves from the huge profit they derive from drug trade,  which they launder into white money. The collusion of corrupted public officials with these illicit drug  traffickers, for monetary gain is an act of betrayal to the State.

Therefore, this year the United Nations International Drug Control programme laid down a drug-related slogan "Facing Reality: Denial corruption and violence", urging to eradicate abused violence and corrupt  practice with truth. Students are urged to hold art and literature competitions on the theme.

Another theme " Sports against drugs" is laid down with the objective of keeping youths from drugs by  channelling their interests into wholesome activities through sports. In other words, sports promote a  cheerful heart and oppose narcotic drugs.

The Government of the Union of Myanmar laid down two strategies to eradicate narcotic drugs. They are:  (a) To designate drug eradication as a comprehensive national programme

(b) To carry out development of border areas and national  races and the total elimination of poppy cultivation. In implementing these strategies, concerted efforts have  been made between supply reduction, demand reduction and law enforcement.

A 15-year plan for the eradication of Narcotic Drugs has been drawn up and under implementation. Poppy'  cultivation has declined year after year as targeted and the rate of reduction of 30% is achieved in  accordance with the plan. Income-generating activities for former poppy farmers and construction of development infrastructures comprising roads, bridges, health, education and development plans have
been initiated. Monitoring is done; alternative and better plans are formulated and implemented for the benefit of national races residing in the border areas. The apparent progress achieved through the border  area development plan is self-evident.

Newspapers, journals, magazines and periodicals are printed and distributed; handbooks for teachers for  use in schools are also printed. Drug education and information are televised and broadcast through Myanmar Radio and Television. The co-operation of Myanmar Anti-Narcotic Association (MANA) in this  endeavour is most gratifying. It is hoped that similar associations are formed throughout Myanmar
to work  jointly with the State in her crusade against narcotic drugs.

Vigorous law enforcement increases arresting, prosecuting and sentencing of drug traffickers yearly. Severe  penalties, including capital punishment are meted out to illicit drug traffickers in courts of law. Forfeiture of  assets gained illegally from the profits of drug trade is carried out and to date over 400 million Kyats have  been confiscated.

The collaborated efforts of the State and the national races to eradicate opium poppy cultivation enabled  Special Region (4) Mongla to become an Opium Free Region. Likewise, Special Region'(l) Koe Kant and  Special Region (2) Wa Region will be declared drug free in the near future.

The cooperation and assistance rendered by UNDCP, international organizations and the international community towards Myanmar's effort to eradicate narcotic drugs are highly appreciated.

It is the obligation of each and every person and I urge everybody to join hands and unite to totally eradicate  narcotic drugs, the menace to mankind, from the face of this earth.
