(16) Agitative leaflet distributor apprehended in the act in Bago

YANGON, 25 May-Zaw Min Oo (a) Pho Zaw, who sneaked into Myanmar to distribute agitative leaflets  of expatriate armed group after undergoing training at the armed group camps north of Winka Village  across the border in Thailand, was caught together with documentary evidence in Bago.

Zaw Min Oo (a) Pho Zaw, 32, son of U Chit Tin of Setkonpaing Ward, Thanatpin, came into contact with  one Aung Du from ABSDF when he lived in Tawku Village, Mudon Township. Falling for the  persuasion of Aung Du, he went along with the former to Winka Village, Thailand, in October 1999. He  got to the office of ABSDF at old Winka Village, and got contact with Kyaw Htet, Shwe Thway and Lu Maw from an armed group under the name of PDF.

Kyaw Htet and group persuaded Zaw Min Oo to smuggle anti-government leaflets into Myanmar for K 30,000 each trip, and made arrangements for his lodging at the monastery of Winka Village. In January  2000, the office of ABSDF at Winka Village provided two shirts, two longyis and food for Zaw Min Oo  to attend a political defiance course, and sent him to a jungle camp north of Winka Village. About 16
persons who, together with him, would attend the course, assembled at the camp. At the course, Shwe Thway from PDF and two Americans gave lectures, which focused on the clandestine carrying of  agitative leaflets from place to place, the distribution of leaflets among the public, the sending of leaflets  through postal offices, the sending of leaflets through chance messengers and the clandestine copying  and distribution of leaflets in the region.

Shwe Thway rendered the lectures of the two Americans into Myanmar. In addition, the trainees were  taught how to take the line o political defiance and urged to organize the opposition, to breed and train  those who fall for their persuasion, to establish contact between those who are supposed to be  trustworthy and them, to organize retired teachers, to organize the poor and needy by rendering  assistance for their education and to approach and organize preachers of the religious associations and
members of the Sangha.

On 1 March, Shwe Thway fetched Zaw Min Oo from the camp, and sent him again to the monastery o f  Winka Village. The same day, Shwe Thway and Aung Du asked him to sneak into Myanmar again,  carrying along with him about 50 sheets of Sangha Samaggi declaration, 45 stickers bearing agitative  lines of writing, 50 pocket calendars bearing a picture of staging a demonstration and K 15.000 for  travelling allowances. On 7 March, Aung Du and Zaw Min. Oo left the monastery of Winka Village, and
got to Yay through Phaya Thonsu and Thanbyuzayat. In Yay, the two parted from each other, and Zaw Min Oo went to Thanatpin, and lived together with his parents there.

On 15 March and in April, Zaw Min Oo surreptitiously distributed 15 agitative leaflets, 10 calendars and  10 stickers to some members of the Sangha and persons. Anti-government leaflets were also distributed  by putting them in envelops and offering them to the members of the Sangha who were going on their  daily alms rounds. Similarly, on 20 April, Zaw Min Oo came to Yangon and distributed leaflets and
stickers to members of the Sangha in Insein Township. On 21 May, he was caught in the act in Bago by authorities concerned. Altogether 11 sheets of Sangha Samaggi declaration, 27 calendars and 20 stickers  were seized from Zaw Min Oo. Among the leaflets, the sheets of Sangha Samaggi declaration bearing  the exhortation bore Sangha Samaggi seal with the figure of a lion in red and Sangha Samaggi seal of  Mandalay in a circle shape and with the figure of action in blue. But, it is found that all these leaflets
were printed in Thailand and had been distributed by the absconder, runaway and armed group.

Anti-government organizations from abroad are out to incite commotion and riots inside the country by   hook or by crook with every I intention of disrupting the internal stability and peace and tranquillity of  Myanmar. The present incident shows that ABSDF and PDF, groups of runaways, absconders and  insurgents who are operating from the base in Thailand, attempted to instigate riots by persuading some  persons, giving them training abroad and sending them inside the country with agitative leaflets. Like Zaw Min Oo, other youths are also sent inside the country by dint of persuasion and giving financial  assistance. It is learnt through interrogation that the leaflets similar to those seized from Zaw Min Oo are  to be distributed to members of the Sangha inside the country in person or through postal offices or  through the youths from NLD, and that in case the leaflets cannot be distributed in these ways, they are  to be stuck on the brick walls of monasteries. Action will be taken against Zaw Min Oo according to the law.
