(1)  Narcotics eradication task being carried out with profound and broad consideration as it concerns with political, economic and social sectors and sincere national races Central Committee   for Drug Abuse Control held year 2000 meeting

YANGON, 4 May -The Central Committee for Drug Abuse Control held the year 2000 meeting at the Ministry of Home Affairs this afternoon with an address by Secretary-l of the State Peace and Development Council Lt-Gen Khin Nyunt.  Secretary-1 said Myanmar still has to solve the problems of the evil legacy left behind intentionally by the colonialists; and the problem of narcotic drugs is included in the forefront of the legacy.  The government is trying to totally eradicate narcotic drugs as a national task because the problem of illicit drugs not only tarnishes the image of the nation and social norms but also threatens the entire mankind on the earth.  To carry out the tasks and implement the projects of CCDAC (Central), which is playing a leadership role at the national level in eradicating the problem of narcotics, is a national need. The 20th ASEAN Police Chiefs Meeting and the meeting of the heads of anti-narcotics organizations will be hosted in Myanmar this year The nation has conducted opium survey for six times in cooperation with the United States. According to the survey, opium yield has declined significantly for three consecutive years beginning 1997; poppy cultivation areas have shrunk to 8,950 hectares in 1999 which is 31 per cent less than in the previous year; opium production in that year was only 1,090 metric tons which is 38 per cent less than in the previous year. It is the lowest output within a ten year period since 1988. However, the US is criticizing Myanmar about narcotic drugs in connection with politics, the Intentional Narcotics Control Strategy Report issued by the US for 1999 shows facts and figures about the decrease in cultivation of poppy and results of narcotic drugs control in Myanmar, her cooperation with neighboring nations. the flow of precursor chemicals necessary for production of narcotic drugs into Myanmar through neighbouring nations and the plans for eradication of narcotic drugs formulated by the government. It is found that the name of U Sai Lin, the leader of Special Region No 4 of Shan State (East), has already been taken of-f the list of those including national races leaders who are accused of trafficking in narcotic drugs.  The Secretary-General of the UN assigned a duty to Director-General Mr Pino Arlacchi of United Nations Office for Drug Control and Crime Prevention (UNODCCP) to study measures for control of narcotic drugs in Myanmar, and he proposed a ten-year plan for eradication of narcotic drugs in Myanmar, which has not yet got off the ground  Based on the base line data collected in 1998, a 15year plan (1999-2014) for eradication of narcotic drugs has been formulated, and it has been implemented since 1999 in 51 townships of Shan, Kachin, Chin and Kayah State.

In conclusion, the Secretary-1 urged departments concerned to successfully carry out the tasks of CCDAC with the aim of wiping off the soil and waters of Myanmar the problem of narcotic drugs, legacy of colonialists, which is casting shadow over the nation
.
Then, Chairman of CCDAC Minister for Home Affairs Col Tin Hlaing reported on implementation of the 15-year Master Plan for eradication of narcotic drugs, collection of base line data, decreases in cultivation of poppy, measures for control and suppression of narcotic drugs, measures for rehabilitation, giving education on danger of narcotic drugs and seminars held abroad and at home. Secretary of CCDAC Director-General of Myanmar Police Force Police Maj-Gen Soe Win reported on progress of work in implementing the decisions passed at the special meeting of CCDAC on 16 January 1999. Afterwards, the Secretary-1 gave instruction on the use of media to inform the nations of the world of efforts for suppression of narcotic drugs, carrying with internationals agreements, livestock breeding work and collection of base line data.


(2)  Secretary- l receives Commandant of National Defence College of Pakistan

YANGON, 4 May Secretary-1 of the State Peace and Development Council Lt-Gen Khin Nyunt received Commandant of National Defence College of Pakistan Lt-Gen Saeed Uz Zafar and party at the guest house of the Ministry of Defence at 4 pm today. Also present at the call were Minister for Foreign Affairs U Win Aung, Deputy Minister U Khin Maung Win, Director-General of Protocol Department Thura U Aung Htet, Charge d' Affairs ai of Pakistan Embassy to the Union of Myanmar Mr Zaighamuddin Azam and officials.

(3) Minister meets Ambassador of Sri Lanka

YANGON, 4 May-Minister for Culture U Win Sein met Ambassador of Sri Lanka Mr U Mapa at his office this afternoon. They discussed promotion of culture between Myanmar and Sri Lanka. Also present at the call were Deputy Minister for Culture U Soe Nyunt and official.


(4)  Deputy Minister for F&R meets guests from France

YANGON, 4 April-Deputy Minister for Finance and Revenue Brig-Gen Than Tun met Business Consultant-Cement Francis Mr Clude of Mataban Co Ltd, France and party at his office at 11 am today.  They cordially discussed mutual interests between Myanmar and France. Also present at the call were U Kyaw Kyaw Maung, Governor of Central Bank of Myanmar and Managing Director U Than Yi of Myanma Foreign Trade Bank.


(5)  Minister meets MD of Agrocorp international Pte Ltd

YANGON, 4 May-Minister for Commerce Brig-Gen Pyi Sone met Managing Director of Agrocorp International Pte Ltd Mr Vijay Iyenger and party of Singapore at his office this afternoon. They discussed purchase of Myanma agricultural produce. Present also were Director-General of the Directorate of Trade U Nyunt Aye, Director-General of Border Trade Department Col Nay Win, Managing Director of Myanma Agricultural Produce Trading U Min Hla Aung and officials.

(6)  Pakistan's National Defence College Commandant arrives

YANGON, 4 May -The Pakistan's National Defence College study delegation led by Commandant of National Defence College of Pakistan Lt-Gen Saeed Uz Zafar arrived here this morning.  The delegation was welcomed at Yangon International Airport by Commandant of National Defence College of Myanmar Brig-Gen Moe Hein, Deputy  Chief of Armed Forces  Training (Navy) Captain Htain Win, Tatmadaw officers and charge d'Affaires a.i. of Embassy of the Islamic Republic of Pakistan Mr Zaighamuddin Azam.

The visiting Principal Lt Gen Saeed Uz Zafar and party met Principal of National Defence College of Myanmar Brig-Gen Moe Hein. Then, Brig-Gen Moe Hein extended greetings and explained facts about the college with audio-visual aid.  Officials of the Ministry of Defence, Ministry of Home Affairs. Ministry of Foreign Affairs and Ministry of National Planning and Economic Development explain the functions of the ministries.  Afterwards, Commandant Brig-Gen Moe Hein and Commandant of Pakistan's National Defence College Lt Gen Saeed Uz Zafar ex changed souvenirs. Then, Lt-Gen Saeed Uz Zafar extended greetings.

Lt-Gen Saeed Uz Zafar and delegation went around the college. The Pakistan defence delegation members arrived here on 2 May visited the Shwedagon Pagoda in the evening.  The Pakistan defence delegation visited National Defence Museum on Shwedagon Pagoda Road, the National Museum on Pyay Road, Myanma Gems Museum on Kaba Aye Pagoda Road and Htaukkyant War Cemetery yesterday.  The visiting Pakistan Defence delegation attended the opening ceremony of Myanmar Hockey Federation President's Cup Hockey Tournament at Theinbyu Hockey Pitch yesterday evening.


(7)  Central Command Commander inspects paddy fields

YANGON, 4 May-Chairman of Mandalay Division Peace and Development Council Commander of Central Command Maj-Gen Ye Myint, accompanied by officials, inspected the fields of Manawmaya paddy in Tagundaing Village, Pyigyidagun Township, on 3 May morning. The commander also looked into the tasks being carried out at farmer U Ti's summer paddy fields for meeting the per-acre-yield of over 100 baskets in Natyaykan Village, Amarapura Township and gave instructions.  A total of 1995 acres have been put under summer paddy in Amarapura Township so far. The commander also inspected repair works on Yangon-Mandalay Highway and then went to the Project of Home for the Aged in Kyaukse where he heard officials' reports on the project. He inspected scale model of the project and gave instructions to the officials.

(8)  Myanma Hotels and Tourism Services holds coordination meeting

YANGON, 4 May- Myanma Hotels and Tourism Services under the Ministry of Hotels and Tourism held a meeting on coordination of the work done in the 1999-2000 fiscal year and future tasks in its meeting hall on Bo Aung Kyaw Street yesterday.  Minister for Hotels and Tourism Maj-Gen Saw Lwin addressed the meeting. The minister spoke of the need to assess strengths and weaknesses in connection with the work done in the 1999-2000 fiscal year, to remedy weaknesses. to hold down loss and wastage, to extend services and to earn more income, and gave instructions on future tasks.  The deputy minister and the managing director discussed matters related to the work done in the 1999-2000 fiscal year and future tasks. The meeting resumed today.  The branch managers reported on progress of work and future tasks. The deputy minister and the managing director gave instructions on the work.


(9)  Myanmar health delegation arrives back

YANGON, 4 May - A Myanmar health delegation comprising Deputy Director General of the Department of Health Dr Soe Aung and Head of Office of the Ministry of Health Lt-Col Zaw Weik led by Deputy Minister for Health Dr Mya Oo, attended the fifth meeting of ASEAN health ministers at Jogjakarta on 28 and 29  April. At the meeting, the Myanmar delegation discussed health care services being provided in Myanmar, the cooperation of ASEAN member nations in the region and future tasks. The delegation discussed with officials of the general hospital in Singapore matters related to cooperation in health services, development of human resources and technical cooperation, and visited Mt Elizabeth Hospital in Singapore on 1 May. The delegation arrive back here on 2 May afternoon.

(10)  Commander attends opening ceremony of Domestic Training Course No 25/2000 in Myeik

YANGON 4 May-The opening ceremony of Domestic Training Course No 25/2000 of Myeik Domestic Training School was held at the Women's Domestic Training School on 2 May. Commander Maj-Gen Thura Thiha Thura Sit Maung made a speech on the occasion. After the ceremony, the Commander and party inspected lecture halls and hostels and attended to their needs.


(11)  Commander meets merchants of beans and  pulses in Bago

YANGON, 4 May-Chairman of Bago Division Peace and Development Council Commander of Southern Command Maj-Gen Tin Aye met merchants of Bago Division who engage in trade of beans and pulses at Thiri Oktha Hall in Bago on 2 May morning. The commander spoke of purchase of beans and pulses, formation of the action of the merchants and future tasks. Officials MAPT and merchants reported on the tasks to be carried out. The commander gave necessary instructions.

(12)  Outstanding RC Youths attend lectures at MMA

YANGON, 4 May- The second-day programme of the Outstanding Red Cross Youths Get-together 2000 continued at the Myanmar Medical Association this morning. Rector of Institute of Medicine 1 Dr Myo Myint and Chairman of Myanmar Red Cross Society Dr Kyaw Win extended greetings to them.  The Red Cross youths there attended the lecture on pre-hospital care given orthopedist Dr U Kyaw Myint Naing and that on First Aid and present changes and development by Vr Aung Kyaw Htut, secretary of Training and Education Committee of Myanmar Red Cross Society. The outstanding RC members also studied rescue and fire fighting training of fire-fighters at the construction site of Kyawpyan Construction on University Avenue in Kamayut Township. Director-General of Myanmar Fire Services Department U Myint Tun and officials explained about the training to them.


(13)  Minister attends ceremony to mark completion of news building in Lumbini Park

YANGON, 4 May- Minister for Religious Affairs U Aung Khin, on behalf of the Government and well-wishers, attended the ceremony to share merits for completion of a two-storey Zayat (rest house) built under the supervision of the government in the Lumbini Park, Nepal, on 28 April.  Pagodas and religious buildings were constructed on the two plots rented by Myanmar Government in Lumbini Park, birth place of Lord Buddha, in Nepal with the contribution of the government and well-wishers. The  newly built Zayat is intended to be used for monks and Myanmar pilgrims to stay. The minister attended the ceremony held at 9 am local time or! 28 April together with Myanmar Ambassador to Nepal U Tin Win and guests. During his stay in Nepal, the minister visited the meditation centre of Maha Saddhama Jotikadhaja U Goenka in Kathmandu on l May.  On 2 May, accompanied by Ambassador U Tin Win, the minister visited International Buddhist Meditation Centre supervised by Sayadaw Bhaddanta Sujana of Myanmar and World Peace Pariyatti School.


(14)  Chemicals used in narcotic drug refinery seized in Namhkam

YANGON, 4 May-A combined team comprising members of the local intelligence unit and Myanmar Police Force acting on information stopped a car without a number plate on 18 April and searched it. Sai Than Win Hlaing of Sayaytan Ward, Namhkam was at the wheels and Lauksan of Pansay Village, Namhkam Township was the passenger.  Chemicals used in refining narcotic drugs six drums of Ether, 66 containers of Sulfuric acid, 33 bags of quick lime were seized. Upon investigation, the authorities searched the house of Mya Tun (a) Lauk Pha and wife Ma Laung Yo (a) Ma Khin Saw, the owners of the chemicals, at No 38, Sayaytan Ward, Namhkam and arrested them together with K 16 million and 32 tickles of gold, and arrested Ah Myint, Kyaw Myint, Maung Win and Tonship who arrived there to carry the chemicals.  Action has been taken against the eight in accord with Narcotic Drugs and Psychotropic Substances Law.

(15)  1.309 kgs of heroin seized in Lashio

YANGON, 3 May-A combined team comprising local intelligence unit and Myanmar Police Force, acting on information, searched the house of Timo (a) Yaw Bon, son of U Chan Yon, Region 3, Ward 12, Lashio, Shan State (North) on 18 April, and arrested him and Daw Marbi, the same ward, together with 1.309 kgs of heroin in 50 soap boxes. Action is being taken against them under the Narcotic Drugs and Psychotropic Substances Law.


(16)  Action taken against U Than Lwin and other three of NLD for making concocted accusations, giving agitative talks

YANGON, 4 May-Authorities have taken action against U Than Lwin, an ex-representative-elect of National League for Democracy of Madaya Township, Mandalay Division, in accord with the law for writing and distributing letters of concocted accusations and giving agitative talks in some villages.  Voters of Madaya Township have already presented signed petitions expressing confidence in U Than Lwin on 30 March at Kyauksayit and Shinhla (North) villages in the township, openly declaring their withdrawal of support on him as a representative-elect. The ceremonies were attended by over 8,700 voters  and the people of 39 villages.

The delegates of the people and the voters had already presented the petitions signed by 41,390 voters or 99.01 per cent of the voters expressing no confidence in U Than Lwin to members of the Township Multiparty Democracy General Election Sub-Commission.  Concerning the matter, U Than Lwin was not satisfied with the authorities and Union Solidarity and Development Association of the township and distributed letters of accusations, saying that the authorities had made threats that any villager who failed to sign the petition will be fined K 500 or be ordered to dig five pits of earth, to Madaya Township Peace. and Development Council, Multiparty Democracy General Election Commission, Township Multiparty Democracy General Election Sub-Commission and USDA offices.

In addition to such acts, he toured Wayindok, Pwetainggeaw, Sinttaingkan. Kyauktada, Lekawgyi, Taungtanga, Panya and Shwetachaung villages in the township and gave instigative talks to the villagers. The authorities had had to call in U Than Lwin for inquiry as the villagers filed a complaint on him as they disliked his agitative talks.  U Than Lwin could not present firm evidence concerning his accusations and agitative talks; moreover, he confessed that he had made fabrications based on rumors as he was displeased  with the ceremonies to express no confidence in him. Legal action is being taken against U Than Lwin, U Kyaw Shwe, U Nyein Maung and U Tin Aung Lay for breaching the existing laws, such as, launching fabricated accusations on township organizations, making instigation's to threaten peace and stability by spreading rumors in trying to mislead the people and illegally organizing villagers without seeking permission of the respective local authorities.


(17)  19 Yaksauk NLD members resign of own accord

YANGON, 4 May-A ceremony to submit the resignation letters of nineteen members from the National League for Democracy of Yaksauk Township, Shan State (South) was held at the meeting hall of Township Peace and Development Council at 1 pm on 1 May.  Nineteen members of Yaksauk Township NLD, Shan State (South), of their own accord, resigned by sending letters of resignation to the party concerned on 1 May 2000 as they no longer wished to participate in party politics of NLD.  Daw Tin Tin Ko presented resignation letters on behalf of nineteen members of Yaksauk Township NLD, Shan State (South) to Chairman of Township Multiparty Democracy General Election Sub-commission U Hla Kyaing and explained why they left NLD.
