(1) The Graduation Parade of the Second Intake of the Defence Services Technological Academy
 
YANGON, 10April-The Graduation Parade of the Second Intake of the Defence Services Technological Academy was held at the DSTA Parade Ground in PyinOoLwin at 7 am today, with an address by Commander-in-Chief of Defence Services Senior General Than Shwe.

First, Senior General Than Shwe inspected the companies of the cadets. Next, the company of the graduating cadets marched past the Commander-in-Chief of Defence Services.

Then, the Senior General presented Best Cadet Award to Cadet Aung Htet Hein, Excellence in Training Award to Cadet Yin Tun and Excellence in Study Award to Cadet Htet Naing Tun. Then, the Senior General Than Shwe delivered an address.

Excerpts from Senior General Than Shwe's address

*We are striving for long-term benefits and sufficiency in the agriculture, livestock and forest sectors in order that our nation, with a population that is increasing every day, will not be wanting in food, clothing and shelter.

*It was, the colonialists who crushed our technology and made us backward.

*The sphere of science and technology is so wide that if you can come up with an invention which others have not, then you can get ahead of the current position.

*There are distinct instances in the history of our Tatmadaw of engineering units going to battle alone without the infantry.

*Only when we are able to protect the Twelve Traditions with our lives will we be perpetually able to safeguard Our Three Main National Causes our national policy.

*The welfare tasks must be undertaken with zest and zeal not only for the welfare within the Tatmadaw but also to supplement the food, clothing and shelter needs of the people as well.

*In the world today, all nations which do not have unity among their nation are crumbling.

Then, the Senior General left the venue of graduation ceremony. After the graduation parade, the Senior General  cordially met three award winning cadets together with their parents at the Assembly Hall of, the Defence Services Technological Academy.


(2) Senior General Than Shwe inspected training centres near Zeebingyi village in PyinOoLwin Township

YANGON, 10 April - Chairman of the State Peace and Development Council  Commander-in-Chief  of Defence Services Senior General Than Shwe inspected training centres near Zeebingyi village in PyinOoLwin Township yesterday afternoon. First, the Senior General and party inspected the Central Fire Services Training School.

At the briefing hall of the school, Minister for Social Welfare, Relief and Resettlement Maj-Gen Sein Htwa reported to the Senior General on construction of the school, opening of courses, greening of the environs and welfare programmes.

The Senior General gave necessary guidance. Officials reported to the Senior General and party on modern fire fighting equipment and support equipment. Accompanied by officials, the Senior General looked around the school. At Central Training Unit of Myanmar Police Force, the Senior General and party heard exports on organizational set-up of the unit and formation of branches presented by Minister for Home Affairs Col Tin Hlaing and construction of the buildings at the unit, training  courses  and  administrative  affairs by Director-General of MPF Police Maj-Gen Soe Win.

In giving guidance, the Senior General said subject wise academic programmes of courses for police trainees at different levels are found to be satisfactory. At the Central Institute of Civil Service (Upper Myanmar) of Civil Service Selection and Training Board, the Senior General heard a report on conducting of courses at the institute and progress in realization of the guidance given by the Senior General  during his inspection of CICS (Upper Myanmar) in April 1999 presented by Chairman of CSSTB Dr Than Nyunt.

The Senior General said the training centres are full of property both in form and essence, giving counsel on nurturing of trainees in accord with the changing and developing global standards. Senior General Than Shwe and party inspected Medical Research Department (Upper Myanmar) Construction Project near Sitha village in PyinOoLwin Township.

Senior General Than Shwe gave guidance, speaking of the need to make utmost efforts in enabling the nation to conduct and rely on traditional medicine health care services to the most possible degree.


(3) Human resources development projects vital for emergence of modern and developed nation

YANGON, 10 April-  Chairman of Myanmar  Education Committee  Secretary-  1 of the State  Peace and Development Council Lt-Gen Khin Nyunt, accompanied by member of the State Peace and Development Council Chairman of Yangon Division Peace and Development Council, officials of the State Peace and Development Council Office, departmental heads and officials, left for Kyauktan by helicopter this morning and arrived at Tada Village of Kyauktan at 8 am today.

Then, the Secretary-l attended the opening ceremony of multimedia teaching centre of Basic Education High School in Tada Village, Kyauktan Township.

The Secretary-l formally unveiled the signboard of multimedia teaching centre of the school. Then, the Secretary-1 and party inspected computer application room,  interactive  learning room,  computer aided instruction room, study room, domestic science room, arts room, prayer hall and music room and viewed skill demonstration of demonstrated students.

Next, a ceremony to mark the opening of the multimedia teaching centre of the school was held at the hall.

Headmaster U Kyi Win and Chairman of SBT Dr Nay Min Soe reported on efforts made by local authorities, members of SBT, teachers,  parents and  well-wishers  for multimedia teaching centre of the school and modern teaching aids installed at the multimedia class rooms.

Afterwards,  well-wishers  presented  donations  to Commander Maj-Gen Khin Maung Than and Deputy Minister for  Education  Brig-Gen  Soe Win  Maung. Today's donations included K 100,000 donated by Brig-Gen Aung Myint and family, K 200,000 by U Sein Lwin-Daw Phyu Phyu Khaing (White House Restaurant), K 300,000 by Chairman of Myanmar Universal Bank U Tin Sein and member U Khin Maung Win, K 100,000 each by Dr Khin Shwe (Zaygabar Co), U Than Oo-Daw Khin Soe, U Win Myint of Padamya purified drinking water, U Kyaw Moe Thein Daw Phyu Phyu Win of Natkhatta Yaunggyi magazine, U Tin Shwe. Dr Soe Tint of Myanmar Mayflower Bank, Dr Nay Min Soe-Daw Myint Myint San and family, Nay La Rice Mill, Daw Thein Tin and family, U Chit Yi-Daw Khin Moe Myint and U Ba Ni, U Kyaw Myint, K 5(),000 each by U Kyaw Lwin-Daw Thi Thi Win, U Aung Myint-Daw Kyin Htay, U Tin Hlaing-Daw Myint Thein, U Mya San-Daw Than Than Aye, U Nyunt Hlaing-Daw Khin Than Win of Phyu, U Wint Kyaw-Daw Khin Mar Lwin and U Maung Gyi-Daw Than Win and K 2,407,100 by local people. Afterward, Chairman of Myanmar Education Committee Secretary-1 Lt- Gen Khin Nyunt delivered an address. Implementing of education Daw Phyu Phyu Khaing of Ein Phyu Daw Restaurant presented  K 500,000 to  renovate  the  Promotion programmes  within  the  three-  years  period is statis-factoy.

Then, U Sein Lwin and the Daw Phyu Phyu Khaing of Ein Phyu Daw Restaurant presented K 500,00 to renovate the bridge west the Tada village, U Tun Naing of Yangon K 300,000 and U Ba Ni and U Kyaw Myint K 100,000. U Sein Lwin and Daw Phyu Phyu  Khaing of Ein Phyu Daw Restaurant  also presented a refrigerator  and an air-conditioner worth K 138,000. Secretary-l Lt-Gen Khin Nyunt accepted the donations.

At Thonlawka Htutkhaung  Manaungyadana Pagoda, the Secretary-1 and party paid respects to the stupa and Sayadaws led by Sayadaw Bhaddanta Vayama. Sayadaw Bhaddanta Vunhasami donated ancient palm leaf treatises to the Secretary-l. The Secretary-1 and party then inspected the Station Hospital of Tada village.

In conclusion, the Secretary-l urged the people to strive for the economic development of the State under the guidance of the Government. Then. the Secretary-l and party visited Maha Atula Oakshaung Koehtatgyi Pagoda in Mingalun Village. The Secretary- 1 and Commander  Maj-Gen Khin Maung Than made donations towards the pagoda funds.

The Secretary-l and party also paid respects and offered alms to Sayadaws and members of the Sangha led by Sayadaw Bhaddanta Pannavamsa of Ashe Kyaung in Mingalun Village. The Secretary-1 and party arrive back here in the evening.


(4) Preparatory meeting for holding Informal Meeting of ASEAN Economic Ministers held

YANGON, 10 April-A preparatory meeting was held this morning at the meeting hall of the Ministry of National Planning and Economic Development to successfully host the Informal Meeting of ASEAN Economic Ministers, and the first coordination meeting of Economic Ministers of east Asia dialogue partners the People's Republic of China, Japan and the Republic of Korea which will be held at  Traders  Hotel,  here, on 1 and 2 May respectively.

Deputy Minister Brig-Gen Zaw Tun spoke of the need to systematically carry out the tasks of sub-committees concerned, to swiftly hold sub-committee meeting and do the works and to hold the meeting  again on 19 April. Director General U Maung Maung Yi of National AFTA Unit reported on arrangements being made for the informal meeting, followed by a general round of discussions.
 


(5) Noble institutions of United Nations System being used by strong nations to further their national interest and to exert undue pressure on developing countries

YANGON, 10 April -The following is a policy statement delivered by Minister for Foreign Affairs U Win Aung at the plenary session of 13th Ministerial Conference of the Non-Aligned Movement held in Cartagena, Colombia, on 8 April:

On behalf of the Government of the Union of Myanmar and on my own, I would like to congratulate you on your assumption as the Chairman of this very important meeting, the Thirteenth Ministerial Conference of the Non-Aligned countries. With your outstanding ability and wealth of experience, I have every confidence that the deliberations in this important Conference will be guided to a fruitful conclusion.

I would also like to take this opportunity to express our deep appreciation to the Government and the people of Colombia for their warm welcome and  generous hospitality extended to us as well as for the excellent arrangements made for this important event.

As we enter the 21st century, the world is encountering many challenges-challenges with regard to the basic question of peace and security, and comprehensive social and  economic  development. Today, we, the Members of Non-Aligned Movement are gathered here to assess the profound and significant changes that have taken place in the world order. The end of the cold war had  brought  high  hopes and new  promises. Unconstrained by ideological rivalry. we had hoped for in a more balanced and equitable world which would make possible enhanced cooperation and an international environment conducive to development, particularly of the developing countries.

The promise did not materialize our hopes were dashed in the face of a new reality where strong and powerful states unilaterally impose and project their national laws. and national values beyond their boundaries. We are faced with an international order, where the strong and the powerful attempt to mould the world in their image, insisting that their standard be it political, social or cultural as conditionalities for cooperative interaction.

Our movement was born in an era when peace loving developing countries who do not wish to ally themselves with either of the two antagonistic blocs in the ideological conflict grouped together to find unity and maintain independence.

At the dawn of the new century, the  developing countries are faced with an international environment, where the strong still persist in their design to impose their value on others. We are faced with reality where even the noble institutions of the United Nations System are being used by the strong to further their national interest and to exert undue pressure on developing countries. Under these circumstances the need for unity among the member countries of the Non-Aligned Movement is now greater than ever.

In a rapidly globalizing world, a great majority of the world community has many shared values and concerns regarding important issues of today building a modern, developed and prosperous nation where the people of Myanmar can live in larger freedom in an environment of peace and stability. Towards that end the government is building a firm foundation for democracy in our country.

We are however greatly distressed by a dangerous trend the increasing tendency to use, or rather misuse the issues of Democracy, Human Rights and Environment by strong and powerful countries to put undue pressure on developing countries in the interest furthering their hidden political or economic agenda.

In this they have the developing countries at great disadvantage because they also have at their disposal the international media. While unfounded allegations regarding developing countries feature prominently in the international media, the positive developments achieved by these countries are scantly mentioned. The developing countries find themselves in situations where negatives are accentuated and the positives completely  ignored. This is a trend,  which the Non-Aligned Countries must resist. We can not resist it individually. But surely we can do so if we stand united.

Turning to own experience, Myanmar has been the target of political pressure by some western countries and is falsely accused of practising forced labour. It is regrettable that despite our efforts to cooperate with the ILO, these countries persist in carrying out concerted action to take drastic measures against Myanmar at the forthcoming International Labour Conference. We hope that the members of the NAM will see this attempt as it really is a coercive action taken against a fellow developing country for reason entirely unrelated to the promotion of rights of labour. We hope that we can count on . the full understanding and support from fellow NAM Members.

The Non-Aligned Movement is comprised of states with diverse political, economic and social systems. We are however united in opposing colonialism and aggression, ensuring respect for the sovereignty,  territorial integrity and independence of states. We are steadfast in  upholding  such  cardinal  principles  as non-interference in the internal affairs of each other, maintaining and safeguarding international security and faithfully observing adherence to the basic principles and norms of international conduct.

Myanmar as a founding member of the Movement is committed to the ideals and the principles of Movement, which has stood us in good stead, particularly during difficult times. We are also of the view that our Movement should welcome any country that believes in out principles and is capable of fulfilling  the obligations as a member. Over the years we see our Movement being enriched by induction of new members. In this regard Myanmar hopes to see the creation of conditions which would enable the Federal Republic of Yugoslavia to rejoin  soonest the Movement  which Yugoslavia has been a founding member. Myanmar wishes that day will arrive in the very near future where we can all welcome the Federal Republic of Yugoslavia in our midst.

Peace and  security, is  essential  for  economic development of all nations. Myanmar, in line with her independent and active foreign policy and upholding the principles of peaceful coexistence, maintains friendly ties with all the nations of the world. During the past years, we were able to enhance our cooperation in the region and maintain friendly relations with all countries. We are convinced  that in the rapidly changing world, the need to cooperate with one another in the interest of maintaining peace, stability and prosperity of the entire mankind is more urgent than ever. This is true in the political arena. This is true in the economic sphere as well.

The Non-Aligned Countries have always attached great importance to economic issue , which have come to the forefront of international relations. The sphere of international economic has long since become one of the main areas of activity of the Non-Aligned Countries.

We,  developing  countries,  have high hopes that globalization, as a powerful force, would strengthen cooperation and accelerate growth and development among all  countries. Although  substantial  growth  and economic progress have been achieved in the developed countries,  most of the developing  countries are encountering uncertainty and the risk of becoming further marginalized. In the new century, we continue to face the reality where the developing countries have little say in economic and financial issues which have a direct bearing on the economic welfare of a vast majority of the people of the world. The developing countries are faced with the impossible  task of managing their domestic economies in an increasingly integrated global economy. The East Asian economic crisis has been an awakening call. We saw that these countries, despite their sound economic fundamentals, lost in a matter of months, assets and wealth which had taken them decades to accumulate.

The East Asian crisis is a crisis of globalization. It is a crisis which also poses a global systemic risk. It clearly underlines the need for the reform of the international financial system. In this reform process the developing countries must have a say in the restructuring  of  the  international  financial architecture. Our voice must be addressed. However, this will not happen if we do not have unity. Without unity we will be  marginalized. individually  and collectively. In this news century unity among the members of the Movement is more urgent than ever.

In a rapidly globalizing world our Movement has gained recognition as a forum where the developing countries can come together to explore new venues for cooperation for mutual benefit. Our Movement can find strength only in unity. In an unbalanced and unequitable world order our common interest will only be secured if we cooperate. We can  avoid  marginalization  of our Movement can speak with one voice.

My delegation, on its part, is ready to work with other members at this Conference so that our Movement can consolidate its unity, enhancing its cooperation and work for the genuine political independence, economic development and social progress of all its members. Thank you.


(6) Minister meets Ambassador of Australia

YANGON, 10 April - Minister for National Planning and Economic Development U Soe Tha met Ambassador of Australia to the Union of Myanmar Ms Lyndall Alexandra McLean who has completed her tour of duties at his office at 1.30 pm today. Also present were Deputy Minister Brig-Gen Zaw Tun and officials.


(7) Deputy Prime Minister meets Australian Ambassador

YANGON, 10 April-On behalf of Chairman of State Peace and Development Council Senior General Than Shwe, Deputy Prime Minister Lt-Gen Tin Tun met Australian Ambassador to Myanmar Ms Lyndall Alexandra McLean who has completed her tour of duties at the on Dagon Yeiktha of Ministry of Defence at 9.30 am today.


(8) Minister inspects GSM Cellular Phone System Project

YANGON, 10 April - Minister for Communications, Posts and Telegraphs Brig-Gen Win Tin visited Weluwun Radio Station this afternoon. Officials of GSM cellular Phone System Project reported on progress of work.

The minister gave instructions on timely completion of installation of equipment, and inspected the equipment of CDMA Telephone System. Then, the minister inspected the antenna tower, 70 metres in height, built for GMS Cellular Phone System  Afterwards, the minister went to Ahlon Township Auto-exchange, and inspected the antenna tower to be used for GMS Cellular Phone System in the compound of the auto-exchange.Next, the minister inspected the room for GSM radio equipment.

The minister also inspected the computer section in the compound of the auto exchange, and gave instructions on the work.


(9) Ministry of Hotels and  Tourism  holds 17th ordination

YANGON, 10 April-The 17th ordination of the Ministry of Hotels and Tourism was held at Shweminwun Sasana Yeiktha in Shwegondine  Ward, Bahan Township this morning. Present were Minister for Hotels and Tourism Maj-Gen Saw Lwin, Deputy Minister Brig-Gen Aye Myint Kyu, Director-General U Khin Maung Latt, Managing Director U Kyi Tun and officials, service personnel and guests.

Congregation received the Nine Precepts from Maha Kammathanacariya Shweminwun Sayadaw Bhaddanta Sobhana. The Sayadaw then delivered a sermon. The minister and officials presented robe and offertories to members of the Sangha and merits gained were shared. The minister and officials offered 'soon' to members of the Sangha.


(10) Minister inspects Yinmabin and Kume MPF Stations in Mandalay Division

YANGON, l0April-Minister for Home Affairs Col Tin Hlaing, accompanied by officials, inspected Yinmabin and Kume MPF Stations in Mandalay Division, on 6 April. During his inspection, the minister gave instructions on security of the station, crime prevention and regular patrolling in the regions.

The minister also inspected arrangements being made for five functions of crime reduction, surveillance and trial systems and arsenal. Afterwards, the minister looked into farm works and arrangements being made for staff welfare and gave necessary instructions.


(11) Myanmar selected youth football team recounts experience

YANGON, 10 April- Myanmar selected youth football team recounted experience of group 6 qualifying match for the 32nd Under-l9 Asian Championship held in the People's Republic of China from 1 to 5 April at the National Indoor Stadium-l in Thuwunna this evening. Lt-Col Maung Ko re counted the team's experience.


(12) Official leaves for Thailand

YANGON, 10 April-Director General Dr Sein Tin of Central Statistical Organization under the Ministry of National Planning and Economic Development left g here by all for I Thailand yesterday to attend the Meeting of Heads of Statistical  Offices on Strengthening Statistical Capacity in ASEAN countries which will be held from 10 to 11 April. Bangkok, Thailand.


(13) 10 Kungyangon NLD members resign of own accord

YANGON, 10 April- Ten members  resigned from the National League for Democracy of Kungyangon Township NLD, Yangon Division, of their own accord, resigned by sending letters of resignation to Kungyangon Township Multiparty Democracy General Election Sub-commission and the party concerned on 7 April 2000 as they no longer wished to participate in party politics of NLD.


(14) Holidays for dailies during Thingyan

YANGON, 10 April- On 12 and 13 April, Akyo and Akya days, during Myanmar traditional Thingyan Festival there will be no issue of the Kyemon and The New Light of Myanmar on these days.
