(1)Opening Ceremony of 35th Meeting of ASEAN Committee on Culture and Information held

YANGON, 3 April-The opening ceremony of the 35th Meeting of the ASEAN Committee on Culture and Information was held at Traders Hotel on Sule Pagoda Road this morning, attended by Secretary-l of the State Peace and Development Council Lt-Gen Khin Nyunt.

Also present were the ministers, Patrons of Central Committee for Holding of the 35th Meeting of the ASEAN Committee on Culture and Information Minister for Culture U Win Sein and Minister for Information Maj-Gen Kyi Aung, member of Central Committee Deputy Minister for Foreign Affairs U Khin Maung Win, Chairman of Work Committee for Holding of the 35th Meeting of the ASEAN Committee on Culture and Information Deputy Minister for Culture U Soe Nyunt, Vice-Chairman Deputy Minister for Information Brig-Gen Aung Thein, heads of departments, officials of Ministry of Information and Ministry of Culture, delegates of ASEAN member countries Myanmar, Laos, Cambodia, Malaysia, Singapore, Indonesia, Thailand, Vietnam, Brunei and the Philippines, officials of ASEAN Secretariat, delegate of Australia, an ASEAN dialogue partner, literati, scholars, local and foreign newsmen, members of Information Committee for Holding of the 35th Meeting of ASEAN Committee on Culture and Information, chairmen and officials of various Sub-committees and guests.

The song of ASEAN unity was played. Chairman of National Committee on ASEAN Culture and Information, Secretary of Committee for Holding of the 35th Meeting of ASEAN COCI Director-General of Cultural Institute U Myint Thein Swe extended greetings. He said:

Good morning. Welcome to the Opening of the 35th ASEAN COCI Meeting, I am honoured and happy to receive all our ASEAN friends. First of all, I would like to express my highest gratitude and appreciation to Lt-Gen Khin Nyunt, Secretary-1 of the State Peace and Development Council for attending the Opening Ceremony of the 35th Meeting of ASEAN Committee on Culture and Information. My special welcome will go to the delegates from new member Cambodia, who are attending this COCI Meeting.

I would also like to extend my warm Welcome to the officials from Australia who are here with us to participate in this meeting and one of COCI's most active dialogue partners and especially to Mr Choo Whatt Bin, Chairman of ASEAN COCI (and Chairman to be Dr Artorn Chandavimol of Thailand). As this is the first time to host COCI Meeting in Myanmar and we would like to wish all the delegates who will attend this meeting "May you be blessed with auspiciousness". We would like to say that this 35th ASEAN COCI Meeting has many significance: -the turn over of the Chairmanship of the ASEAN Committee on Culture and Information from Singapore to Thailand. -the conducting of this meeting which will be different from previous COCI meetings. -the project proposals to be submitted will be guided and conducted in different ways to give more opportunity and equal cooperation among member countries.

During the First Meeting of the Sub-committee on Culture and Sub-committee on Information which were held in Indonesia (in October) and in Singapore (in January), both committees have coped with many updated development adoptions and relevant decisions of ASEAN Standing Committee. Moreover, HPA issues and directives were also addressed.

The schedule of this 35th ASEAN-COCI meeting is extended to 7 April (as it was up to 6 only in it previous schedule) on account of the long agenda we have for this meeting. In this situation, I would like to thank the ASEAN Secretariat, especially to Mr Jerry Reyes,  Programme Coordinator for Culture and Information for his kind assistance for administrative requirements and other preparation guidance. But I hope everyone will enjoy not only the meetings and the social functions but also your stay in our peaceful country. You will experience not only our hospitality but also our tradition and custom and I hope our country which is known as the Golden Land will make this meeting remind you of our friendly smile also.

In closing, I wish you all productive meeting and also a pleasant stay in Myanmar and would like to remind you not to miss the trip to Bagan after the meeting which will make your stay more memorable. I would also like to offer my apology for all inconveniences which might occur during the meeting. I also thank Minister U Win Sein for coming to open this COCI Meeting. Chairman of ASEAN Culture and Information Committee Mr Choo Whatt Bin made a speech He said. May I first of all, on behalf of all the delegates to this meeting, express out deep appreciation for the gracious hospitality and warmth recorded to all of by our host, the Government of Myanmar. We also would like to thank the COCI National Secretariat of Myanmar for making these excellent arrangements for he meeting. This 35th meeting of ASEAN-COCI will be a memorable one for us, as this s the first time the Committee is meeting in Myanmar. For many of us, this is also the first opportunity we have to visit this enchanting country. I am sure we have all been looking forward to this meeting.

When COCI last met in Manila, in May of last year, many member countries were still mired in the economic crisis that had swept the region. The mood was somber. Fortunately for us, member countries have mostly recovered from the crisis now. The economic outlook is positive and we should not be having those heavy hearts at this meeting anymore.

However, we will not easily forget the crisis. There were also important lessons in it for us. A key one would be that our economies are very much plugged in one to another and to the world so that it is almost impossible to isolate or shield any one of them from external shocks or downturns. The same is true of social and cultural winds of change, especially in this era of the Internet and satellite broadcasting.

The world has become a smaller place and interconnected in many ways. This has been brought about by the rapid advancements in transportation and communications and information technologies. Internet technology, in particular, accelerated very much the globalization process. In fact it spawned a new kind of economy that cut across geographical boundaries, and changed the way businesses are conducted and wealth created. I am referring to the dot.com companies. If the world continues to embrace the Internet at the current explosive rate, we can expect that more work and lifestyle changes will take place and at an increasingly faster pace too. Bill Gates had said that business have to operate at the speed of thought. This is the Internet speed of the new economy. The Internet is indeed revolutionizing our way of life, changing the way we work, learn and are entertained, at Internet speed.

As culture and information professionals we thus have a tremendous challenge. It is now more difficult than ever to preserve our cultures and identities because of the tremendous lifestyle changes the new economy will bring about. On the other hand, we are not saying all the changes are bad, for we cannot be cavemen in the new economy. The great challenge therefore is to try and manage the change and the pace, and preserve that cultural ballast that is a source of stability for
society.

In this regard, ASEAN-COCI has a very important role to play as the challenge is common to us in the region. Its work in researching, documenting, preserving, and disseminating cultural and heritage materials are all efforts in the right direction. Over the past two decades, it has provided the ideal platform and resources for a wide range of regional cooperation on cultural and information. The most tangible aspects of that cooperation can be seen in the many exhibitions, workshops, seminars, concerts, exchanges, publications and broadcast programmes that have been organized or produced.

In the new economy, we have to intensify cultural and information cooperation, and also extend it more to cover the new media, namely in the satellite TV and Internet. I have had the privilege of serving as Chairman of ASEAN-COCI for the- past three years. I have no doubt in my mind that COCI activities have contributed immensely to preserving and promoting ASEAN's rich natural, historical and cultural heritage. At the same time, through the COCI we have established an enduring family of friends and practitioners. I look forward to yet another stimulating and fruitful meeting. Let me conclude by thanking again our gracious host for the excellent arrangements. Thank you.

Patron of Central Committee for Holding of the 35th Meeting of ASEAN Committee on Culture and Information Minister for Culture U Win Sein delivered an opening address. He said: This is the first time that Myanmar ASEAN COCI is hosting the ASEAN COCI Meeting and I look forward to cordial and beneficial exchange of views among the member countries. Such meetings and exchanges are undertaken and sponsored by this committee through its numerous programmes and projects. The outcome of the activities of this committee not only highlight the similarities which exist within the region but also reduce the differences among diversities. As Myanmar is only a 3 year old member, we have learned a lot from such networking of COCI which reinforce the ties that bind people of every part of the region.

We have been guided and assisted by member countries and the fact that COCI has also helped a lot to promote the ASEAN both within the region as well as beyond its shores is obvious. The restructuring of COCI into two main subcommittees is another concerted effort which we have made more effective ways for the challenges that we have further strengthen. Through the projects which have been sponsored by the ASEAN Cultural Fund, we have the chance to tell more about us and our country. In this context, I think that COCI has been given full support by member countries to promote better understanding and friendship among ASEAN.

Myanmar is committed to the belief that ASEAN COCI can help disseminate information about the unity in diversity in this region. We are very pleased that we have been taking an active part in the activities and programmes of the various committees, including the COCI. At the same time, we can expose our people to the many similarities that exist in the other countries in the region as well as we can inform our neighbors about ourselves. In the threshold of this new millennium, as with political and economic cooperation within ASEAN, COCI is the committee which plays an important role-in laying the cultural basis and at present we have to adopt the draft ASEAN Declaration on Cultural Heritage which will be the key document for our future cooperation.

In the traditional spirit of ASEAN, this 35th meeting of ASEAN COCI will not only enhance our cooperation but also know about our country and our people. I wish you every success and may I now declare the Meeting officially opened. (2) First-day session of 35th Meeting of ASEAN COCI begins

YANGON, 3 April- The first-day session of the 35th Meeting of ASEAN Committee on Culture and Information began at the Traders Hotel this morning.

Present on the occasion were delegates of 10 ASEAN member nations and ASEAN dialogue partner nation Australia.

Deputy Secretary of Ministry of Information and Fine Arts of Singapore Chairman of ASEAN Committee on Culture and Information Mr Choo Whatt Bin presided over the first-day session of the meeting. The meeting discussed the adoption of the draft ASEAN Declaration on Cultural Heritage, the report on a Regional ASEAN Policy and Strategy for Cultural Heritage presented by Australia and relevant decisions of the ASEAN Informal Summit and the Standing Committee, reviewed the ASEAN COCI projects, reviewed and adopted the project proposals of the ASEAN-COCI, presentation and consideration of ASEAN COCI project proposals, presentation of the project proposals for coordination and implementation, presentation of the report on the first meeting of the ASEAN-COCI Cultural Sub-committee held in Bali, Indonesia, from 15 to 17 October 1999 and presentation of the first meeting of the ASEAN - COCI Information Sub-committee held in Singapore in January 2000; and the letters of UNESCO and Toyota Foundation and invitation of SEAPAAVA were read. Then followed election of Dr Artorn Chandavimol, General Secretary of the National Cultural Commission Office of Thailand as the Chairman.

In the afternoon, the participants were divided into two groups and they discussed matters related to ASEAN -COCI projects. In the evening, Patron of Organizing the 35th Meeting of ASEAN Committee on Culture and Information Minister for Culture U Win Sein hosted dinner at Karaweik Palace in honour of delegates to the ASEAN COCI meeting. Then, delegates of the ASEAN COCI meeting attended presentation of ASEAN Ramayana troupe at the National Theater on Myoma Kyaung Road.

(3) Annual Research Conference on Agriculture, Forestry, Livestock and Fisheries commences

YANGON, 3 April-A research paper reading session of Myanmar Academy agricultural Forestry. Livestock and Fishery Sciences was opened at the International Business Center on Pyay Road this morning with an address by Secretary- 1 of the State Peace and Development Council Lt-Gen Khin Nyunt.

Also present on the occasion were ministers, the Chairman of Yangon City Development Committee Yangon Mayor, and resident representatives of UN agencies, officials of non-governmental organizations, Executive Committee members of the Academy, resource persons and guests.

The Secretary-l said that at a time when efforts are being made to enable the Union of Myanmar to be on a par with nations of the world by placing reliance on the strength of national scholars, the contribution to the research paper reading session by scholars of agricultural, forestry, livestock and fishery sciences is tantamount to an effort to achieve the objectives of the State.

As known to all, the State Peace and Development Council is making strenuous efforts to enable the Union of Myanmar to keep abreast of other nations, to improve living conditions of the people and to achieve development of national economy.

In this regard, the development of agriculture, forestry, livestock breeding and fisheries, mining and industrial sectors, where rich natural resources of the nation can be tapped, is of great importance.

It is also a time when efforts are being made to expedite development of the service sector such as commerce, transport and administration, that of basic infrastructure sector such as irrigation, roads and bridges and energy and that of the social sector such as education and health.

With regard to efforts to achieve balanced and equitable development of all sectors of the nation, reliance is placed on national forces. Therefore, systematic arrangements are being made to make effective and efficient the management, finances, services, commerce, power, know-how and technology of governmental organizations, non-governmental organizations, national entrepreneurs and intellectuals and intelligentsia.

With the advancement of science and technology, the world of today is changing with momentum. Therefore, just by making efforts perfunctorily, Myanmar cannot set foot on the international path of development.

Under these circumstances, the efficiency of national forces and advancement of science and technology is of great importance for development of the State. In accord with the guidance of Head of State Senior General Than Shwe, academies of various subjects have been formed, and the academy of agriculture, forestry, livestock breeding and fisheries is an important one. Therefore, invaluable knowledge and experience of seasoned scholars can be utilized effectively for the interests of the State and the people.

The holding of the research paper reading session of the academy manifests the good results of guidance of the Head of State. The nation is endowed with inexhaustible natural resources; as much as these natural resources are utilized in combination with human resources, the nation is bound to achieve development. Myanmar is an agro-based country, and it is found that the main economic production undertakings are based on the agriculture sector. The agriculture sector is of great importance to achieve . sufficiency in food for the growing population of the nation.

The extension of sown-acreage and cultivation of double and mixed crops in the hot season, the rainy season and the cold season, is also important.

The use of machinery and modern technological know-how in the agriculture sector is a must. Moreover, the cultivation of pulses and beans, cotton, sugar-cane, oil crops and kitchen crops in addition to paddy, is a working programme to be implemented for an agrarian nation.

It is also required to extend cultivation of fruits, vegetables and flowers to such an extent that surplus can be exported. To achieve these aims necessitates the use of machinery and modern technological know-how and agricultural research work.

Hybrid paddy, hybrid com, hybrid sunflower and tissue culture are good results of efforts for development of agriculture and production of high-yield crops.

The Secretary-l said research and technical development projects should be implemented with added momentum for progress of agriculture, which is the nation's main economy.Livestock is another sector important for ensuring domestic food sufficiency and boosting foreign exchange earnings. Farming and fisheries are conducted in Myanmar since the time of ancestors. Development of these sectors will lead to national economic progress, generating more job opportunities and ensuring sufficient life conditions.

Priority should be given to progress of technology for applying modern techniques and equipment in farming and fishing enterprises. Efforts should be made in distributing quality strains, preventing depleting of species, ensuring availability of specially processed feedstuff, controlling disease and poultry farming and agriculture.

Technology and research should be developed in order to systematically exploit and conserve marine resources of Myanmar waters.

Permitting systems, distribution and processing of the deep-sea and coastal fishing industry should be developed for national interests. In the past, forests were exploited for commercial purpose only. At present, the government is utilizing the forest sector in harmony with the outlook environmental conservation, balancing of the nature, conservation of the climate and preservation of bio-diversity and ecosystem.

Attention should be given to systematic and effective utilization of forest resources, extended plantation of marketable timber species and production of value added wood-based goods in enabling the forest sector to earn more foreign currency.

It is required to apply modern techniques in conserving and rehabilitating forest, preserving catchment areas, greening dry zones, ensuring a temperate climate and conserving bio-diversity and ecosystem. As extended production of farming, forestry and fishery sectors is needed to ensure sufficiency for local consumption and for boosting export, conservation and value-adding are also required for long-term benefit. As in other economic and social sectors, application of modern techniques, producing of intellectuals and intelligentsia and development of research progresses are playing a vital role in developing agricultural, forestry and farming sectors.

As the government believes only in the national strength, efforts of the resource persons will lead to enabling the nation to stand with dignity among the world nations.

Understanding the State's conviction, attitude, and aims, resource persons in the agriculture, forestry and livestock sectors should strive for improving the living standards of the people and for emergence of a modem and developed nation.

In conclusion, the Secretary-l urged them to strive with their skill in utilizing the nation's natural resources in a most effective way for the well-being of the nation and the people; to strive with their, knowledge in continuously producing intellectuals and intelligentsia, who play a vital role in national and economic progress, for development of modern techniques; to strive for the benefit of the nation and the people by combining their invaluable skill, experiences, knowledge, idea and in-born strength. The Secretary-l cordially greeted the participants. The paper reading session continues till 5 April.

(4) Geographic Information Systems Workshop opens

YANGON, 3 April-Geographic Information Systems Workshop jointly sponsored by Settlement and Land Records Department of the Ministry of Agriculture and Irrigation and Myanmar Intergraph Co Ltd opened at the International Business Center this afternoon, attended by Secretary-2 of the State Peace and Development Council Lt-Gen Tin Oo.

The General Manager of Intergraph Systems SEA Pte, Ltd (GIS/Mapping-Infrastructure) and departmental officials, scholars, entrepreneurs and guests. Minister Maj-Gen Nyunt Tin delivered a speech. He said:

Welcome and thank you for coming. It is great to stand before such a distinguished and beautiful audience. First of all, I want to wish all of you harmony and peaceful.

Today, we are doing the nation building activities in an accelerating momentum, and we need to manage our "resources" for the best use. in the management to those resources, we have to use the capabilities of Information Technology. We believe that this workshop of Geographic Information Systems, in short term, called., GIS will energize and strengthen the nation-building activities as it will be discussing how to apply the GIS technologies in those activities. As the nation has laid down four economic objectives, the following two are included Development of agriculture as the base and all-round development of other sectors of the economy as well: Development of the economy inviting participation in terms of technical know how and investment from sources inside the country and abroad.

The people including the private entrepreneurs are working very hard in engagement with the leadership of the government. It is very much delightful and satisfactory to see the successes and victories of the various industries such as Agriculture and Irrigation, Development of the Border Areas and National Races, Small-scale and Medium-scale Industries to Heavy Industries, Construction, etc. It is very much grateful to see the efforts and endeavors not only for the current interest of the state and people but also for the long-term economy and development.

To make those efforts successful and fruitful, we need to manage for the best use of our resources by fully applying the technical knowledge and expertise from all the available sources. That is why we have organized to hold this workshop in cooperation with Myanmar Intergraph. Our objective is for the personnel concerned in the various departments and industries to work with the highest capabilities by applying these GIS technologies for the management and activities for the development of the country.

Today, the momentum of the implication of IT (Information Technology) becomes very high. Days after days, more and more organizations are using GIS and Remote Sensing technologies in the various industries such as Agriculture, Irrigation, Environmental Management, Transportation, Forestry Management, Mining, Land Administration, Waterways Management, and Construction.

In the Ministry. of Agriculture and Irrigation, we are using GIS and Remote Sensing Technologies for the Land Records, Mapping of the Agricultural Lands, Crop-Production Estimation, Agricultural Census, Agricultural Planning, Water Resources Utilization, etc for the purposes of efficient planning, management, operating and control. Moreover, we have planned to use these technologies in the other departments for the respective departmental dudes for efficient workflows.

The impact of the application of GIS and Remote Sensing Technologies is quite wide and broad. We can use those technologies not only in Agriculture and Irrigation works, but also in other development works and management fields. City Development Committees can apply in City Development and Management Works. Oil and Gas Production and Mining Industries can apply in the Exploration and Production Works. Construction Industry can apply GIS and Remote Sensing Technologies in pre-engineering works, New Roads Projects Works, Maintenance and Improvement works of existing roads, bridges, airfields, and buildings, Urban and Regional Development Works, and Housing Development Works. Waterways and River Management organization can apply these technologies in producing the hydro-graphic charts and maintaining the waterways and rivers. Utility organizations such as Telecommunications and Electrical Power Organizations can use GIS and Remote Sensing for the management of telecommunication network and system , electrical power production and distribution network.

We believe that so many benefits will gained for using these GIS and Remote Sensing Technologies in those various industries.

The workshop is starting today and will be going on for the whole week. We are very pleased to learn that 48 persons from respective ministries will be participating. At a look to the list of participants, we find that all the participating departments are the working bodies taking responsibilities for the development works for the country. Those are the departments under the Ministry of Agriculture and Irrigation, Progress of the Border Areas and National Races Department, the Department of Development Affairs, City Development Committees, Public Works, Department of Human Settlement and Housing Development, Yangon University, Yangon Technological University, University of Computer Studies (Yangon), Health Planning Department, Forestry Department, Survey Department, National Commission . for Environmental Affairs, etc.

Looking at the resource persons of the workshop, we will see the professional GIS and Remote Sensing Specialists from Intergraph Systems, which is a world leader and total solution provider in this field, and the experienced and skillful GIS specialists from Settlement and Land Records Department. It is quite exciting and pleasing to share and earn their knowledge and expertise. I want to close by expressing my appreciation for your participation today.

General Manager Mr David Collison of Intergraph Systems SEA Pte, Ltd (GISI Mapping-Infrastructure) spoke on the occasion. The Secretary-2 inspected modern computerized mapping of Myanmar Intergraph Co Ltd and mapping in agriculture and construction of dam and reservoir with the use of GIS. The workshop continues till 7 April.

(5) Secretary-2 inspects construction of Maha Bandoola Bridge

YANGON, 3 April-Secretary-2 of the State Peace and Development Council Lt-Gen Tin Oo inspected construction of Maha Bandoola Bridge linking Pazundaung and Dawbon Townships this afternoon.

Accompanied by officials of the State Peace and Development Council Office, the Secretary-2, arrived at the briefing hall of the construction site.Deputy Superintending Engineer of Maha Bandoola Bridge Construction Project U Ohn Han reported on construction of approach roads, installation of truss and future tasks.

Deputy Minister U Pe Than reported on maintenance of waterways in Pazundaung Creek and resettlement programmes. The Secretary-2 gave necessary instructions.

The Secretary-2 inspected construction of the tower on the bank of Pazundaung Township and construction of approach bridge. He gave instructions on early completion of the bridge.

The suspension bridge with six-feet walkways on either sides is 3,643 feet long and 72 feet wide and it can bear 60-ton loads. Construction staff are making efforts for early completion of the bridge.

(6) Minister meets Ambassadors of Indonesia and Bangladesh

 YANGON, 3 April-Minister for Commerce Brig-Gen Pyi Sone met Indonesia Ambassador to Myanmar Mr Nasaruddin Mochtar Koro at noon and Bangladesh Ambassador to Myanmar Mr Ahmed Rahim at 1 pm at his office today respectively. Also present at the call were Deputy Minister Brig-Gen Kyaw Hsan, Director General of Trade Department U Nyunt Aye, Director-General of Border Trade Department Col Nay Win, Managing Director of Myanma Agricultural Produce Trading U Min Hla Aung and officials.

(7) PRC delegation arrives

YANGON, 3 April-At the invitation of Minister for Agriculture and Irrigation Maj-Gen Nyunt Tin, a ten-member delegation led by Minister of Agriculture of the People's Republic of China Mr Chan Yaobang arrived here this evening. The delegation was welcomed at the airport by Minister Maj-Gen Nyunt Tin, Deputy Minister U Ohn Myint, Ambassador of PRC Mr Lingo Dog and embassy staff and departmental officials.

(8) Minister meets Ambassador of Sri Lanka

YANGON, 3 April-Minister for Agriculture and Irrigation Maj-Gen Nyunt Tin met Sri Lanka Ambassador to Myanmar Mr Ubhayasekara Mapa at his office this afternoon.

They discussed matters related to promoting cooperation on agricultural economy and technology between Myanmar and Sri Lanka. Also present at the call were heads of departments and enterprises under the ministry and officials.

(9) Minister for Information receives Bangladesh Ambassador

YANGON, 3 April-Minister for Information Maj-Gen Kyi Aung received Ambassador of Bangladesh Mr Ahmed Rahim who called at his office at 3 pm today.

(10) Minister inspects Thandwe-Gwa Road, Yekyi-Ngathaingchaung-Gwa Road

 YANGON, 3 April-Minister for Construction Maj-Gen Saw Tun, accompanied by officials of Public Works, inspected Thandwe-Gwa Road and tasks to be implemented, on 1 April. The minister gave instructions on arrangements for drawing plans to upgrade remaining 50 miles of Thandwe-Gwa Road and on financial matters and the use of heavy machinery and fuel oil.

At Hsatthwar Bridge construction project, Project Deputy Superintending Engineer U Soe Myint reported on progress of work. The minister gave instructions and attended to their needs.Yesterday morning, the minister and party arrived at the office of Road Special Group-2 on Gwa-Ngathaingchaung Road.

Project Deputy Superintending Engineer U Soe Tint reported on construction of Yekyi-Ngathaingchaung-Gwa Road and work programmes for 2000-2001. The minister gave instructions on arrangements to be made for upgrading Ngathaingchaung-Gwa section in a short time, tasks to be strictly supervised and the reporting on requirements and project plans for construction of Ngathaing-chaung-Gwa section. He attended to the requirements and inspected the road .

(11) 55 Mingin NLD members resign of own accord

YANGON, 3 April-Fifty-five members resigned from the National League for Democracy of Mingin Township, Sagaing Division.

Fifty-five members of Mingin Township NLD, Sagaing Division, of their own accord, resigned by sending letters of resignation to Mingin Township Multiparty Democracy General Election Sub-commission and the party concerned on 14 October 1999 as they no longer wished to participate in party politics of NLD.
