(1) Seminar on Myanmar in the 21st Century commences

YANGON, 28 March- Seminar on Myanmar in the 21st Century jointly sponsored by the Office of Strategic Studies and Sasakawa Peace Foundation of Japan commenced at Traders Hotel this morning, with an address by Secretary-l of the State Peace and Development Council Chief of the Office of Strategic Studies and Director of Defence Services Intelligence Lt-Gen Khin Nyunt.

Also present were Deputy Prime Minister and Minister for Military Affairs Lt-Gen Tin Hla, the ministers, the Chairman of Civil Service Selection and Training Board, .the Yangon Mayor, the deputy ministers, senior military officers, heads of departments, the rectors of universities and institutes, the pro-rectors, professors, associate professors, lecturers, assistant lecturers, tutors, Myanma Historians Board, Arts and Science Scholars Board, officials of Myanmar Computer Federation and non-governmental organizations, private entrepreneurs, Ambassador of Japan Mr Kazuo Asakai and embassy staff, Ambassador of Singapore Mr Simon de Cruz and embassy staff, officials of Sasakawa Peace Foundation (Japan), SSACF (Japan) Information and Resource Center (Singapore), Sasakawa Southeast Asia Cooperation Fund, Institute for Policy Research (Malaysia), National Historical Commission (Philippines) Higgins and Komatsu and Nanyang Technological University (Singapore) and guests. Mr M Rajaretnam of Information and Resource Center (Singapore) and Acting Director Mr Lau Sim Yee of Sasakawa Southeast Asia Cooperation Fund extended greetings.

Next, Secretary-l of the State Peace and Development Council Chief of the Office of Strategic Studies and Director of Defence Services Intelligence Lt-Gen Khin Nyunt delivered an address. He said:

May I first extend a warm welcome to members of the State Peace and Development Council, ministers, distinguished guests from abroad, and all those present today at this conference on "Myanmar in the 21st Century."

The Office of Strategic Studies of the Ministry of Defence and the Information and Resource Center of Singapore are jointly conducting today's conference, with the support of the Sasakawa Peace Foundation. This is the second such symposium to be held by the Office of Strategic Studies with the assistance of these two international organizations. So I would like to express my heartfelt thanks to the responsible officials concerned and to the scholars who have given so generously of their time in order to come all the way here, to share with us, their views and opinions. I would also like to take this opportunity to say-"May our association with the Sasakawa Peace Foundation and the Information and Resource Center be a long and enduring one."

At the conference, which is about to commence shortly, discussions will be held under four main headings for two days. The focus of the topics touched upon will be on the impact of Globalization on Myanmar in the 21st Century and how Myanmar proposes to cope with any challenges that may arise. It will cover important areas such as trade, technology, agriculture and the role of "man" who is the principal driving force in all the changes that are taking place. Indeed, People Development will be one of the key concepts of the discussions.

Today's process of Globalization may in some ways be likened to the industrialization that took place in the 19th century that radically transformed man's way of life. But the momentum of today's Globalization is of course beyond compare. The nature of the changes that have taken place, and are still taking place, in communications and transportation are so unique and revolutionary that the demarcation of national borders as barriers is no longer effective. The world has become a smaller place, so much so that nowadays it is often referred to as "a global village."

In such a world, we realize that Myanmar cannot stand aloof. That we must make every endeavor to become part of the mainstream, and yet be able to preserve and maintain our value systems and traditions. For, Globalization as such, may bring m its wake both the good and the bad, things positive as well as negative. So it is necessary for a developing country such as Myanmar to learn lessons from others, exchange ideas and experiences and try to avoid the negative impact of the inescapable Globalization process. This is the main purpose of this. seminar. This occasion gives us the opportunity of putting our heads together with international scholars to ponder problems we may have to face quite soon in the future, and think of ways and means of resolving them.

At this crucial time, when Myanmar is in the middle of building a developed and modernized democratic State, we certainly recognize the need to be a part of the Globalization process for the socio-economic development of our country. But, as I mentioned earlier, we must also be aware that the consequences of unquestioning acceptance of Globalization could very well be at the cost of our culture and traditions and national identity. Nations and people differ in culture and social values. I think it is an indisputable fact that patriotism is the very essence that defines a nation, large or small, developed or developing. And it is this patriotic spirit that preserves its culture, values and national identity. So, I am convinced that no nation will willingly surrender its cultural and social values to become a poor imitation of another. Nor will. it allow another nation to impose by force its cultural values and social norms. No nation with any shred of patriotism will accept this.

I should particularly like to point out that Globalization is not standardization by any means. Globalization trends maybe able to standardize the tangible and material life of a nation. The most obvious and simple example would be the worldwide supermarkets where the sale and purchase of goods and the methods of payment have become standard sized. Such efficient methods are followed to enhance trade and commerce. But it is altogether a different matter where the spiritual and moral life of a nation's concerned. So it is absolutely necessary to sharpen perceptions and to choose wisely what is good and beneficial for us, and reject any part of Globalization that will do damage to our nation.

If we in Myanmar cannot do this, then we shall surely suffer the fate of some nations where misery and evil prevail. These nations now face a host of social evils because they had hastily and without forethought tried to adopt and absorb policies and principles just to be part of the mainstream of modernization and Globalization.

Times have changed; the new has displaced the old. Old systems have been overtaken by new. But, the point I would like to make is that, it is imperative for us to adopt and absorb only that which is in harmony with our values. At a time when it has become impossible for territorial boundaries to stop the intrusion of Globalization, and multilateralism has made cooperation among nations almost mandatory, the unity and patriotic spirit of the people and their culture and traditions, remain the only fortification that will protect the long-term sovereignty of a country. In this respect, some have even gone to the extent of saying "Think global but act local." Whatever the case maybe, I would like to urge you all to think and act positively for the development and progress of your country and your people in the new millennium.

It is certainly the case that every nation in this day and age must keep up with the; changing trends and conditions to serve the best interests of one's country. But because of the multilateralism that follows as a consequence, we must remember to try and balance self interest and the interest of the multitude in participating in the process of Globalization. Then only will we be able to close the gap between the wealthy few and the impoverished many; between developed and developing nations. In conclusion may I call upon both our honored visiting scholars and Myanmar scholars to participate in the discussions positively and frankly and I sincerely hope that new and fruitful ideas will emerge in the interest of mutual progress and development. Chairman of Civil Service Selection and Training Board Dr Than Nyunt spoke on the occasion. The morning session was presided over by Acting Director Mr Lau Simm Yee of Sasakawa Southeast Asia Cooperation Fund. under the title of Globalization and Asia, Director Mr Kahalid Jaafar of Institute for Policy Research (Malaysia) submitted paper on Who is Afraid of Globalization and Rector U Maw Than of Yangon Institute of Economics on Global Society and Global Economy: Challenges Facing Myanmar .

The afternoon session was presided over by Mr M Rajaretnam of Information and Resource Center (Singapore).Under the title of Globalization and Free Trade, Editor Dr Nasir Tamara of Kapital (Indonesia) submitted on Open Economies, Free Trade and the Seattle Backlash Adviser Dr Kyaw Htin to the Ministry of Industry-2 on Myanmar and the Globalized Economy: Industrial Sector and Deputy Director-General U Tin Htut Oo of Agricultural Planning Department of the Ministry of Agriculture and Irrigation on Myanmar and the Globalized Economy: Agricultural Sector.Participants took part in the discussions and the first day session ended at 4.30 pm. The seminar continues tomorrow.

(2) Leading Committee for Observance of 55th Anniversary Armed Forces Day holds  review meeting

YANGON, 28 March - The Leading Committee for Observance of the 55th Anniversary Armed Forces Day held a review meeting in Pyidaungsu Hall at Kyaikkasan Grounds this afternoon.

Chairman of the Leading Committee for Observance of the 55th Anniversary Armed Forces Day Chief of Bureau of Special Operations Chief of Staff (Army) Lt-Gen Tin Oo delivered an address. Commander Maj-Gen Khin Maung Than reported on weak points which required remedy in observing the Armed Forces Day.

Chief of Armed Forces Training Maj-Gen Win Myint presented matters which required improvement. Chairman of Nation Building Exhibition Committee Minister Maj-Gen Tin Ngwe reported on efforts being made for success of the task.

Secretary of Literary and Photo Competition Work Committee Director of Myanma Radio and TV U Ko Ko Htwe, Chairman of Poem and Art Competition Work Committee Deputy Minister for Culture U Soe Nyunt and Chairman of Literary and Art Competition Work Committee of Institutions of Higher Learning and Basic Education Levels Deputy Minister for Education Brig-Gen Soe Win Maung presented accomplishments committee-wise and work plans for the year 2001 Armed Forces Day. Deputy Adjutant-General Col Ye Tun, Vice-Quartermaster-General Brig-Gen Kyaw Win and directors of the Ministry of Defence also took part in the discussions.

Lt-Gen Tin Oo honored those who had taken part in the respective sectors in holding the 55th Anniversary Armed Forces Day, giving suggestions on preparatory measures to be taken for holding the 56th Anniversary Armed Forces Day.


(3)Secretary-2 receives Japanese guests

YANGON, 28 March - Chief of Bureau of Special Operations Chief of Staff (Army) Secretary-2 of the State Peace and Development Council Lt-Gen Tin Oo received a four-member delegation led by Chairman of Japan and Myanmar Society for History and Culture Mr Yasuhiro Izumiya at the new Yeiktha of the Minister of Defence this evening. Mr Yasuhiro Izumiya is a son of Mr Izumiya Tatsuro, the compiler of the book "Minamikigan".

Also present were Deputy Minister for Culture U Soe Nyunt, Chief of Staff (Navy) Rear-Admiral Kyi Min and senior officers of the Ministry of Defence.


(4) Donations presented to public welfare funds of Thanmyanthu Economic Enterprise

YANGON, 28 March -Well-wishers presented donations towards public welfare funds of Thanmyanthu Economic Enterprise this afternoon at City Hall.

Chief of Bureau of Special Operations Chief of Staff (Army) Secretary-2 of the State Peace and Development Council Lt-Gen Tin Oo accepted the donations. (5) Secretary-2, officials meet rice millers

YANGON, 28 March- Secretary-2 of the State Peace and Development Council Lt-Gen Tin Oo attended the meeting of the Ministry of Commerce and rice millers at the ministry this afternoon.

Present on the occasion were Minister for Commerce Brig-Gen Pyi Sone, heads of departments of the State Peace and Development Council Office and the Ministry of Commerce, officials of the Federation of Chambers of Commerce and Industry, and rice millers.

At the meeting, Minister Brig-Gen Pyi Sone explained the policies and aims of the ministry and spoke of repairing rice mills, milling quality rice, and minimizing loss and wastage of rice.

Secretary of Myanmar Rice Millers Association U Tin Maung Win and rice millers reported on condition of rice mills in States and Divisions.

The minister gave instructions on the reports. Afterwards, Secretary-2 Lt-Gen Tin Oo made a speech, speaking of the need for rice millers engaging in milling the rice, main crop of the nation, to correctly do their business in response to the right policy and genuine attitude of the Government. If there is staff's weakness in rendering service, remedial measures will be taken in time, and harmonious and correct cooperation of the service personnel and the entrepreneurs will lead to success of the tasks, he added.


(6) Minister meets diplomats of Finnish Embassy of Bangkok

YANGON, 28 March- Minister for Communications, Posts and Telegraphs Brig-Gen Win Tin met Deputy Head Mr Pirkka Tapiola and party of the Finnish Embassy of Bangkok who called at his office this afternoon.Also present on the occasion were officials of Myanma Posts and Telecommunication.


(7) Myanmar unequivocally rejects so-called assessment of US State Dept on human rights situations

YANGON, 28 March—The following is the Press Release issued by the Ministry of Foreign Affairs today on the so-called 1999 Report on Human Rights situation of countries in the world.

The United States Department of State recently released the so-called 1999 Report on Human Rights situation of countries in the world. It did not fail to include references to the Union of Myanmar which were none other but prejudiced stance towards Myanmar. As in the past, the Report once again failed to recognize the positive developments occurring in the Union of Myanmar.

The Report disregards the fact that Myanmar is enjoying internal peace and stability for the first time in the contemporary history of the country. Myanmar has designated the establishment of the modem and developed nation as its national goal in accordance with the belief that the future of the Myanmar people must be decided by the Myanmar people themselves. Far from ignoring the will of the people, the Government of the Union of Myanmar is concentrating its energy in national development endeavors since peace has returned to the country. The greatest political desire of the country is for all the national races residing in the nation to work together with the union spirit and in unity for the progress and development of the nation. Significant strides are being made in political, economic and social spheres. In fact, the State Department had time and again focused on allegations based on unfounded information and facts from sources, which had no genuine compassion to appreciate the developments in the Union of Myanmar.

It would be hypocritical of the United States since it speaks of championing human rights while neglecting the right of other sovereign and independent countries to choose their own way of lives and to mould destinies on their own. The United States is always interfering in other countries' internal affairs and misrepresenting human rights situation in other countries while failing to take heed of the right of all sovereign countries to choose their own political system in conformity with their cultural and social values.

The Ministry of Foreign Affairs of the Union of Myanmar, therefore, unequivocally rejects the so-called assessment of the United States Department of State on the human rights situations in Myanmar since it is nothing more than politically motivated attempts at deliberately meddling with the internal affairs of Myanmar.

(8) Minister for Commerce meets foreign guests

YANGON, 28 March- Minister for Commerce Brig-Gen Pyi Sone met Mr Pirkka Tapiola of Embassy of Finland in Bangkok, Thailand, and party at his office on Strand Road at noon today. Minister Brig-Gen Pyi Sone also met a Japanese delegation led by Mr Uchita Shunichi at his office on Strand Road at 1 pm today.

They discussed mutual interests commerce, trade and investment between the two countries. Also present at the calls were Director-General U Nyunt Aye of Directorate of Trade Director-General Col Nay Win, of Border Trade Department, Managing Director U Min Hla Aung of Myanma Agricultural Produce Trading and responsible persons.


(9)  Japan donates K l m for development of Shan State north-east region

YANGON, 28 March -JCC (Yangon) donated K 1 million for development tasks in north-east of Shan State at the meeting hall of Ministry for Progress of Border Areas and National Races and Development Affairs this morning.

Present were Deputy Minister for PBANRDA Brig-Gen Than Tun and officials of Japanese Entrepreneurs Association (Yangon). Minister Col Thein Nyunt accepted K million donated by Ambassador of Japan Mr Kazuo Asakai and JCCY Chairman Mr Toshiro Takayama. The donation will be spent on development of local farmers who cultivate wheat and buckwheat in Laukkai and Kutkai regions.

YANGON, 28 March— Minister for Hotels and Tourism Maj-Gen Saw Lwin met Chairman Mr Prasit Pothasuthon of Vitavas International Ltd of Thailand who called at his office this afternoon.

They discussed Golden Triangle Hotel Project.Also present on the occasion were Director-General U Khin Maung Latt of Directorate of Hotels and Tourism, Managing Director U Kyi Tun of Myanma Hotels and Tourism Services and officials.

(11) Military attaches visit showrooms at Defence Services Museum

YANGON, 28 March- Military attaches of foreign embassies visited the booths displayed in commemoration of the 55th Anniversary Armed Forces Day at Defence Services Museum on Shwedagon Pagoda this morning.

First, Deputy Chief of the Office of Strategic Studies and Deputy Director of Defence Services Intelligence Maj-Gen Kyaw Win extended greetings to the military attaches in the meeting hall of the office of Director of Defence Services Museum and Historical Research Institute. Director of

DSMHRI Col Ye Htut explained about the booths displayed at the museum.Dean of the Military Attaches Military Attach of the Vietnam Sr Col Nguyen Ngoc Lu spoke words of thanks. Then, senior military officers and their wives, military attaches and their wives and families posed for documentary photos. Director of DSMHRI Col Ye Htut and officials conducted them round the museum. The military attaches and party left there at 10.30 am today.


(12) People of Myingyan Township unanimously petition for dissolving pessimist NLD

YANGON, 28 March- The people from Myingyan Township Constituency 1 and 2, Mandalay Division, expressed no support for pessimist National League for Democracy and petitioned for dissolving NLD at rallies held in Lay-eindan, Kuywa, Pyawbwe Sanpya, Jukbin,

Shadaw, Kaingtaung, Thityon, Aingma, Aneint Thabaung, Leithit, Yonhtoe/ Ywathit, Kukke, Nyaungdo, Gintge, Tawbu, Kadaw, Kanni and Nabu-aing village-tracts on 22 March.

A total of 3,800 people from seven wards and Laye-indan Village-tract attended the rally in Lay-eindan Village.

On behalf of attendance's, Daw Mya San of Laye-indan Village expressed no support for NLD and petitioned for dissolving it. U Tin Ohn, on behalf of attendance's of village-tracts concerned, presented petitions signed by the people to member of Township Multiparty Democracy General Election Sub-commission U Aye Cho. The ceremony ended with chanting of the slogan "Our Three Main National Causes".

Similarly, 3,200 people from a ward and villages of Kuywa Village-tract attended the rally in Kuywa Village. On behalf of attendance's, Daw Tin Mya of Kuywa Village expressed no support for NLD and petitioned for dissolving it. U Thein and U Hla Toe, on behalf of local people of village-tracts concerned, presented petitions signed by the people to member of Township Multiparty Democracy General Election Sub-commission U Aye Cho. The ceremony ended with chanting of the slogan "Our Three Main National Causes".

A total of 2,900 people from two wards and villages of Pyawbwe Sanpya Village-tract attended the rally in Pyawbwe Sanpya Village.

On behalf of attendance, farmer U Ye Maung of Pyawbwe Sanpya Village expressed no support for NLD and petitioned for dissolving it. U Min Maw and S U Aung Naing Tun, on behalf of local people of village-tracts concerned, presented petitions signed by the people to member of Township Multiparty Democracy General Election Sub-commission U Aye Cho.

The ceremony ended with chanting of the slogan "Our Three Main National Causes".

Altogether 3,000 people from villages of Jukbin Village-tract attended the rally in Jukbin Village.

On behalf of attendance, farmer U San Maung of Jukbin Village expressed no support for NLD and petitioned for dissolving it. U Thaung Ngwe and U Ohn Ngwe, on behalf of local people of village-tracts concerned, presented petitions signed by the people to member of Township Multiparty Democracy General Election Sub-commission U Ohn Thwin.

The ceremony ended with chanting of the slogan ''Our Three Main National Causes". Similarly, 3,850 people from five wards and villages of Shadaw Village-tract attended the rally in Shadaw Village.

On behalf of attendance, farmer U Than Nyunt Swe of Shadaw Village expressed no support for NLD and petitioned for dissolving it. U Win Maung, on behalf of local people of village-tracts concerned, presented petitions signed by the people to member of Township Multiparty Democracy General Election Sub-commission U Ohn Thwin.

The ceremony ended with chanting of the slogan "Our Three Main National Causes".

Likewise; 3,080 people from villages of Kaingtaung Village-tract attended the rally in Kaingtaung Village.

On behalf of attendance, farmer U Thein Han of Kaingtaung Village expressed no support for NLD and petitioned for dissolving it. U Aye Naing and U San Pwa, on behalf of local people of village-tracts concerned, presented petitions signed by the people to member of Township Multiparty Democracy General Election Sub-commission U Ohn Thwin. The ceremony ended with chanting of the slogan "Our Three Main National. Causes".

Similarly, 2,000 people' from villages of Thityon Village-tract attended the rally in Thityon Village. On behalf of attendance, farmer U Hta Hlaing of Thityon Village expressed no support for NLD and petitioned for' dissolving it. U Pay Toe and U Kyin Maung, on behalf of local people of village-tracts concerned, presented petitions signed by the people to member of Township Multiparty Democracy General Election Sub-commission U Thein Aung. A total of 2,000 people from villages of Aingma Village-tract attended the rally in Aingma Village.

U Kyaw Soe and U Aung Win, on behalf of local people of village-tract,s concerned,. presented petitions signed by the people to member of Township Multiparty Democracy General Election Sub-commission V Thein Aung. . Likewise, 2,500 people from villages of Aneint Thabaung Village-tract attended the rally in the Village-tract.

On behalf of attendance, farmer U Myint Swe of Aneint Thabaung Village expressed no support for NLD and petitioned for dissolving it. U Tin Hsaung and U Than Hlaing, on behalf of local people of village-tracts concerned, presented petitions signed by the people to member of Township Multiparty Democracy General Election Sub-commission

Ywathit Village-tract attended the rally in the Village-tract.

On behalf of attendance's, farmer U Thein Htay. of Yonhtoe Ywathit Village expressed no support for NLD and petitioned for dissolving it. U Paik and U Myint Than, on behalf of local people of village-tracts concerned, presented petitions signed by the people to member of Township Multiparty Democracy General Election Sub-commission U Tin Nwe. The ceremony ended with chanting of the slogan "Our Three Main National Causes".

A total of 5,500 people from villages of Kukke Village-tract attended the rally in Kukke Village.

On behalf of attendance's, Daw Khin Hsan of Ywathaya Village expressed no support for NLD and petitioned for dissolving it. On behalf of attendance's, farmer U Khin Maung Win of Tawbu Village expressed no support for NLD and petitioned for dissolving it. Similarly, 3,600 people from villages of Kadaw Village- tract attended the rally in the Village . On behalf of attendance's, farmer U Hal Myint of Kadaw Village expressed no support for NLD and petitioned for dissolving it. U Thaung Khin and U Sit Hlaing, on behalf of local people of village-tracts concerned, presented petitions signed by the people to member of Township Multiparty Democracy General Election Sub-commission Dr Mya Thein. The ceremony ended with chanting of the slogan "Our Three Main National Causes".

A total of 3,100 people from villages of Kanni Village-tract attended the rally in Kanni Village. On behalf of attendance's, farmer U Tin Win of Kanni Village expressed no support to NLD and petitioned for dissolving it. U Myint Sein and U Kyaw Shwe, on behalf of local people of village-tracts concerned, presented petitions signed by the people to member of Township Multiparty Democracy General Election Sub-commission Dr Mya Thein.

Likewise, 2, l 00 people from villages of Nabuaing Village-tract attended the rally in the Village-tract. On behalf of attendance's, farmer U Aung Ngwe of Nabu-aing Village expressed no support for NLD and petitioned for dissolving it. U Myo Myint and U Aung Kyaw, on behalf of local people of village-tracts concerned, presented petitions signed by the people to member of Township Multiparty Democracy General Election Sub- Commission Dr Mya Thein. The ceremony ended with chanting of the slogan ""Our Three Main National Causes".

There are 170,091 people, who can vote, in Myingyan Township. The number of people , who expressed no support for NLD and signed the petitions for dissolving it, is 153,738 people or 90.39 percent.

(13)14 Khin Oo Township NLD members resign of own accord

YANGON, 28 March- Fourteen members resigned from the National League for Democracy of Khin Oo Township, Sagaing Division.

Fourteen members of Khin Oo Township NLD, Sagaing Division, of their own accord, resigned by sending letters of resignation to Khin Oo Township Multiparty Democracy General Election Sub-commission and the party concerned on 14 December 1999 as they no longer wished to participate in party politics of NLD.
