(1) State Peace and Development Council Chairman Senior General Than Shwe sends felicitations to Pakistan

YANGON, 23 March - On the occasion of the anniversary of the Pakistan Day, which falls on 23 March 2000, Senior General Than Shwe, Chairman of the State Peace and Development Council and Prime Minister of the Union of Myanmar, has sent messages of felicitations to His Excellency Muhammad Rafiq Tarar, President of the Islamic Republic of Pakistan and to His Excellency General Pervez Musharraf, Chief Executive of the Islamic Republic of Pakistan.

YANGON, 22 March - Union Solidarity and Development Association Executives Advanced Management Course No 7 and USDA Executives Management Course No 21 were opened with a ceremony in Pyidaungsu Hall of Central Public Relations Unit in Hmawby, Yangon Division, at 9 am today, addressed by .

Patron of USDA Chairman of the State Peace and Development Council Commander-in-Chief of Defence Services Senior General Than Shwe.

Speaking on the occasion, the Senior General said these courses are the first ones to be opened after holding of the mass meeting and the conference ushering in the 21st Century in Bagan ancient cultural region on 1 and 2 January 2000.

Political subjects on Union Spirit, Our Three Main National Causes, the State's objectives, public welfare tasks and journalism will be lectured at the advanced management course. In the administrative sector, leadership skills and judicial affairs will be taught at the course. Moreover, subjects on national defence and security, computer application and international relations will be taught.

In addition to subjects such as Myanmar political history, national defence and security, Our Three Main National Causes, State's objectives, Union Spirit, changes and developments in the country, national races and anti-colonialists and independence struggle, implementation of the economic and social sectors by the ministries concerned will be lectured at the executives' management course for USDA members at different levels.

In line with the resolutions on future tasks approved at the Annual General Meeting, USDA is building the association to become a reliable force for the nation while nurturing its members in uplifting their qualifications.

The association 16 conducting not only the courses but also holding conferences and mass meetings, and permitting its members to take part in public welfare activities, in enhancing their work ability. The members' organizational abilities are being uplifted by arranging tours to work sites and courtesy visits to the families of the public.

Nurturing the members to develop their abilities in all spheres is for the emergence of human resources of higher quality which will safeguard and develop the nation.

Together with the people, 1,700 USDA representatives from all states and divisions had attended the mass meeting and the conference ushering in the 21st Century which was held in Bagan ancient cultural region on 1 and 2 January 2000. At the mass meeting and also at the conference which was held the next day the delegates discussed the Myanmar political history of the 20th Century. Important historical events occurred during the century; colonial empires collapsed; colonized countries after freeing themselves from the servitude regained independence one after an- other and they were able to stand again as sovereign nations. Myanmar also regained her own sovereignty as she was able to free her- self from the colonial yoke. The distinctive changes and developments of the 20th Century were science and technology. There had been a significant progress in science and technology during the period.

Based on the experiences and events of the 20th Century, all will have to face the changes on a greater degree. Technological changes and developments will continue to occur; and especially the changes and developments in the information technology will have direct impact the socio-economic life, over-shadowing the way of life of the people. The youths who will face the new century should understand the past and present events in structuring the future. The Bagan mass meeting laid down the six resolutions; and the next day the USDA decided to accept and exercise the six resolutions at the conference. It is an act directed at the future interest of the nation and the people and a strategy to defend the nation based on the country's history.

The six resolutions laid down at the mass meeting have the power to reflect Our Three Main National Causes, the State's Objectives, the goal and the wishes of the people. These are the indisputable resolution for all the people residing in a sovereign nation. Myanmar is a country with a long history in which a great deal of events had occurred. There had been continuous changes and developments taking place in the nation since from the origraded in nurturing and producing good citizens invested with all-round education. The national education promotion programmes will have the capacity to produce human resources endowed with high qualification, innovative ability, the skill to cope with and analyze modern techniques and the ability to fulfil local requirements. The required formations should be conducted in building an education system opening doors for the people of all regions in Myanmar.

Another important task is to ensure a stable life for the people and their socio-economic development. If Myanmar history of the 20th Century is studied, it can be seen that the people had never enjoyed a peaceful and stable life during the many decades of that century. The 55th Anniversary Armed Forces Day will be observed on 27 March 2000. Fifty- five years ago, the elder generation totally drove out the colonialists from the country with the united strength and restored sovereignty. The Tatmadaw was founded together with the Resistance which had saved the nation from subjugation. Again the people had never enjoyed the peaceful and stability after regaining of independence as the consequences of history led to internal conflicts. In the absence of peace and stability, development and improvement of living standards was a faraway matter. Thus, the wish of the people is peace, stability and development. The present government is shouldering this task unwaveringly. The new generations are to continue to discharge the duty. Thus, the six resolutions laid down at Bagan mass meeting are the convictions that have the power to have influence on Our Three Main National Causes, the four-point People's Desire and the condition to build the future nation. The USDA's decision to accept and exercise the six resolutions can be described as the act to take the responsibility of the historical tasks.

The youths who will structure the future nation while facing the greater changes and developments should be brilliant. They should be endowed with optimistic outlook and constructive ability; and should uplift their level of thinking and power of reasoning as technologies will become more developed in the future. With the high reasoning power, youths should solve the problems arising in the new century through positive attitude.

Nation-buildings tasks are being implemented on all fronts for the emergence of a peaceful, pleasant, modern and developed nation which is the national goal. Higher standard of education is required for progress of the nation and the people. Thus efforts are needed for development of human resources. A special four-year project to uplift national education is being drafted to implement highly qualified human resources and regional human resources development programmes.

The standard of the basic education sector as well as the institutions of higher learning sector should be up graded in nurturing and producing good citizens invested with all-round education. The national education promotion programmes will have the capacity to produce human resources endowed with high qualification, innovative ability, the skill to cope with and analyze modern techniques and the ability to fulfil local requirements. The required formations should be conducted in building an education system opening doors for the people of all regions in Myanmar.

All should render assistance in forming the human resources which have the qualification to build a modern and developed nation and to face the events occurred in the new century. Objectives should be laid down in enabling the national education to meet not only the regional level but also the international standard.

In conclusion, the Senior General said he would like to give guidance on two factors. History is included in the subjects to be lectured at the course as history shapes the people of a nation. Past history is important for the present era; and the past and present history is vital for the future. In the nation's history, the colonialists practised divide-and-rule policy, wrecking all the political, economic and social life of the people. Due to these wounds, Our Three Main National Causes was laid down and political, economic and social objectives are being implemented Thus, trainees should thoroughly study the history

Another fact is the development undertakings. Construction endeavours for progress of the whole nation will be lectured at the course. The duties and responsibilities stated in the basic principles of USDA include participation in nation-building tasks. One of the main tasks of the association is to develop the human resources while taking part in national development undertakings. As the participation ,of USDA in nation-building tasks is primeval, during the studies the trainees should try to find the sector of the tasks in which they are going to take part with collective efforts. The Yangon-Sittway Highway was opened in early February 2000. Ten major bridges crossing rivers and another 800 bridges across streams had to be built on the high-way. Many natural barriers were overcome in building the highway for socio-economic progress of the region. Plans are being laid down in building the economic infrastructures such as roads, bridges. dams and communication facilities. These plans are part of national development endeavours. Trainees should study the aims and objectives of the nation-building endeavours; and to take part in such projects when they get back to their regions.

The Senior General cordially greeted the trainees. He had lunch together with the trainees in Bayintnaung Hall.

(3) Secretary-1 receives MD of Fritz Werner Co

YANGON, 22 March - Secretary-l of the State Peace and Development Council Lt-Gen Khin Nyunt received Managing Director of Fritz Werner Co Mr W Schoeltzke and party at the guest house of Ministry of Defence at 5 pm today.


(4) Newly built Zaungtu Dam and Hydel Power Plant in Bago Division inaugurated

YANGON, 22 March - Zaungtu Dam and Hydel Power Plant newly built by the Ministry of Electric Power on Bago River near Taikkyi Village, Bago Township, Bago District, Bago Division, was inaugurated this morning.

The inauguration ceremony of the dam and plant was attended by Secretary-2 of the State Peace and Development Council Lt-Gen Tin Oo, Member of the State Peace and Development Council Chairman of Bago Division Peace and Development Council Commander of Southern Command , Minister for Agriculture and Irrigation , Minister for Commerce , Minister for Information , Minister for Labour , Minister at the Prime Minister's Office, Deputy Minister for Forestry, Chief of Staff (Navy) Commodore, Chief of Staff (Air), officials of the State Peace and Development Council Office, departmental heads, authorities of Bago Division, Director-General Mr Yang Shu Wei of Bureau of Machinery Building Industry of Yunnan Province, People's Republic of China, Chairman of Yunnan Machinery and Equipment Import and Export Corporation (YMEC) Mr Lin Zayou, and officials.

The Secretary-2 then presented gifts to YMEC personnel through Project Engineer Mr Zhang Ning, Managing Director Mr Tae-Chul Shin who provided the earth work of the project with machinery, and Chief Engineer Dr San Oo and officials of MEPE.

Maj-Gen Tin Aye, Minister Maj-Gen Tin Htut, Chairman Mr Lin Zayou of YMEC formally opened the hydel power plant.

The Secretary-2 formally unveiled thc stone plaque of the plant and then inspected the plant.

Zaungtu Dam is 5,896 feet long and 147 feet high The catchment, area of the dam is 330,000 acre feet. It can irrigate 36,250 acres of land.

Two 10-mega watt generators are installed al thc hydel power plant. It can generate 76.3 million kilo watts a year. It was built at a cost of over K 4.3 billion.

The Secretary-2 and ministers also inspected Zaungtu Diversion Dam built in 1996.


(5) Chief of Staff (Army) attends prizes presentation ceremony for 55th Anniversary Armed Forces Day Exhibitions

YANGON, 22 March - The prizes presentation ceremony for the 55th Anniversary Armed Forces Day Exhibitions was held at the Defence Services Museum at 4 pm today, attended by Chairman of the Leading Committee for Observance of the 55th Anniversary Armed Forces Day Chief of Bureau of Special Operations Chief of Staff (Army) Lt-Gen Tin Oo.

Director of Defence Service Offices Museum and Historical Research Institute Col Ye Htut .explained the ceremony.

Chief of Staff (Army) Lt-Gen Tin Oo presented first prize to Ministry of Industry-l and Ministry of Construction, second prize to Ministry of Communication Posts and Telegraphs, third prize to Ministry of Rail Transportation in ministries exhibitions competition. Chief of Staff (Navy) Commodore Kyi Min presented first prize to North-East Command, second prize to Northern Command and third prize to Central Command and Yangon Division Command in command exhibition competition.

Vice Adjutant-Gen Brig-Gen Maung Nyo, Chief of Staff (Air) Brig-Gen Myint Swe and Vice Quartermaster-General Brig-Gen Kyaw Win also presented prizes to out-standing exhibitions in directorate exhibitions competitions.

Chief of Staff (Army) Lt-Gen Tin Oo spokes on the occasion. The Secretary-2 said all exhibits at the Defence Service Museum were good. He tiled gave remarks about the exhibitions of ministries.

He praised endeavours made by the ministries for their exhibitions concerned, saying those of commands are also in high standard and some are complete and comprehensive. There is no much difference between the exhibitions.

Giving concluding remarks, the Secretary-2 expressed special thanks to officials concerned for participation in making such grand exhibitions.

(6) Chief of Staff (Army) meets officers of Myawady and Aung San Parade columns

YANGON, 22 March - Chairman of the Leading Committee for Observance of the 55th Anniversary Armed Forces Day Chief of Bureau of Special Operations Chief of Staff (Army) Lt-Gen Tin Oo met officers of Myawady and Aung San parade columns which will participate in the 55th Anniversary Armed Forces Day Parade at Kyaikkasan Ground this afternoon.

Brig-Gen Htay Oo and Reserve Parade Commander Brig-Gen Saw Hla Min.

Chief of Staff (Army) Lt-Gen Tin Oo met staff officers, members of Myanmar Police Force, Fire Services Department, Myanmar Red Cross Society of Myawady and Aung San Columns.

Lt-Gen Tin Oo gave suggestions on administration, discipline, security, welfare and health affairs and left there in the afternoon. Then, Chief of Staff (Army) Lt-Gen Tin Oo and party inspected farm plantation and agricultural works (Mi Chaung Kan) at Defence Services Records Office.

The kitchen crops are grown on 26 acres of Mi Chaung Kan plantation.

YANGON, 22 March - Minister for Energy Brig-Gen Lun Thi received Japanese Ambassador to the Union of Myanmar Mr Kazuo Asakai who had completed tour of duties in Myanmar at his office at 4 pm today.

YANGON, 22 March - Cooperative Bank Ltd opened Sawbwagyigon Branch at the highway bus terminal in Sawbwagyigon, Mingaladon Township this morning.

Minister for Finance and Revenue U Khin Maung Thein, Minister for Cooperatives U Aung San and Vice-Chairman U Khin Maung Aye formally opened the branch.

The ministers, the mayor and departmental heads inspected the branch.

(12) Minister hosts dinner for Ambassadors resident in Yangon and Bangkok

YANGON, 22 March - Minister for Immigration and Population U Saw Tun hosted dinner for the Ambassadors of embassies of Yangon and Bangkok and their wives toured Sittway, Buthidaung and Maungtaw in Northern Rakhine State at the invitation of United Nations High Commissioner for Refugees (UNHCR) of Yangon at Trader Hotel at 7.30 pm yesterday.

AISO present were Deputy Minister for Immigration and Population U Maung Aung, Director General of Immigration and National Registration, Department Col Maung Htay, Deputy Director-General Major Zaw Tun and resident representatives of UN agencies in Yangon.


(13) Minister for Industry-2 receives Japanese Ambassador

YANGON, 22 March - Minister for Industry-2 Maj-Gen Saw Lwin received Japanese Ambassador to the Union of Myanmar Mr Kazuo Asakai who has completed his tour of duty in Myanmar this office at 3 pm today.

They cordially discussed matters related to economic and industrial cooperation.

(14) 43 Hmawby NLD members resign of own accord

YANGON, 22 March - Forty-three members resigned from the National League for Democracy of Hmawby Township, Yangon Division.

Forty-three members of Hmawby Township NLD, Yangon Division, of their own accord, resigned by sending letters of resignation to Hmawby Township Multiparty Democracy General Election Sub-commission and the party concerned on 24 January 2000 as they no longer wished to participate in party politics of NLD.
