(1) State Peace and Development Council Chairman Senior  General Than Shwe sends felicitations to Republic of Ghana

YANGON, 6 March - Senior  General Than Shwe, Chairman of the State Peace and Development Council of the Union of  Myanmar, has sent a message of felicitations to His Excellency Flight Lieutenant (Retired) Jerry Hohn Rawlings, President of the Republic of Ghana, on the occasion of the Independence Day of the Republic of Ghana which falls on 6 march 2000.


(2) General Maung Aye inspects construction projects  in Sagaing Division

YANGON, 5 March - Vice-Chairman of the State Peace and Development Council Deputy Commander-in-Chief of Defence Services Commander-in-Chief (Army) General Maung Aye, together with Secretary-2 of the State Peace and Development Council Lt- Gen Tin Oo, Secretary-3 Lt-Gen Win Myint, member of the State Peace and Development Council Commander-in-Chief (Navy) Vice-Admiral Nyunt Thein, ministers, deputy ministers, senior military officers, officials of the State Peace and Development Council Office and officials of departments, left here for Mandalay by Tatmadaw flight this morning.

General Maung Aye and party were welcomed at Mandalay Airport by member of the State Peace and Development Council Chairman of Mandalay Division Peace and Development Council Commander of Central Command Maj-Gen Ye Myint, Mandalay Mayor Brig-Gen Yan Thein, Deputy Commander Brig-Gen Nay Win and officials.

General Maung Aye and party went to the site of Mu River Bridge Construction Project near YayU, Sagaing Division by helicopter. The project includes construction of Budalin-YayU-KhinU rail-road project.

General Maung Aye gave instructions on completion of the project as scheduled and construction of railroad and bridge in accord with the set standards.

The General and party inspected progress of work of Mu River Bridge Construction Project and laying of rails.

Budalin-YayU railroad is 36.29 miles long and YayU- KhinU railroad 15.09 miles. Over 859 of rails of the Budalin-YayU-KhinU rail road have been laid. Altogether 241 small and big bridges are to be built along the railroad. All except Mu River Bridge have been built.

Both trains and cars can run on 2,125-feet-long and 14- feet-wide Mu River Bridge. It has three-feet-wide pedestrian lane on both sides. Eighty two percent of the project have been completed.

The General and party went to Thaphanseik Reservoir Project in Kyunhla Township by helicopter. They were welcomed by Deputy Minister for Electric Power U Myo Myint and officials.

The General and party inspected the construction site. The General and Party inspected the site for construction of a power station covered by hydroelectric power project and laying of steel pipes.

The General and party also inspected construction of main spillways and auxiliary spill- ways and progress of work in building the reservoir.

At the briefing hall, Minister for Agriculture and Irrigation Maj-Gen Nyunt Tin reported on preparation of the Thaphanseik Reservoir Project beginning 1996-97 and efforts made in 1999-2000 and arrangements to irrigate for extended arable  land.

Acting Director-General of Irrigation Department U Kyaw San Win reported on construction of the reservoir, Deputy Chief Engineer (Hydroelectric Power) of Myanma Electric Power Enterprise U Win Kyaw on construction of hydroelectric power project and Deputy Minister U Myo Myint on coordination on construction of the reservoir and hydroelectric power project.

General Maung Aye spoke of the need for officials of the project to make efforts for more supply of water and full generating of power. He said Thaphan seik Multi-purpose Reservoir Project is the largest one in South East Asia and it is being build by only Myanmar engineers.

He said it is a big project to be proud of and it is also important to complete according to schedule.

The General called for completion in time in both the hydro-electric power plant and the reservoir.

General Maung Aye presented fruit basket to experts of the People's Republic of China and gifts to officials of Irrigation Department Construction-4 and Thaphanseik Hydro-Electric Power Project.

The Reservoir is being built on Mu River near Thaphanseik Village in Kyunhla Township. The stored water will flow to Kindat diversion weir, nine miles away from the reservoir, and it will be used for double and mixed cropping of 150,000 acres of farmlands and 350,000 acres of Kaboe Dam and for annual generating power of 117.2 million kilowatt hours.

The earth reservoir is 22,587 feet long and 108 feet high and capacity of the reservoir is 2,880,000 acre feet.

During his inspection tour on 12 April 1998, Head of State Senior General Than Shwe gave guidance on making arrangements for irrigation from Kindat diversion weir for single cropping in Budalin, Monywa and Ayadaw Townships during monsoon. Therefore extended canal (Ayadaw sub-canal) was built and 90% have been completed.

Preparations are being made for construction of extended canal (Budalin sub-canal).

The General and party inspected the work of Thaphanseik Multi-purpose Reservoir Project and went to Kyunhla Township by helicopter.

The General met departmental  officials at the Township Peace and Development Council, Office service personnel and townselders.

Chairman of Shwebo District Peace and Development Council Lt-Col Than Han reported on measures undertaken for development of Kyunhla Township.

The General said officials from different levels came to Kyunhla and coordinated matters for development of Kyunhla He spoke of the need for regional departmental officials and service personnel to try to develop the township and to implement work with the spirit of serving the interests of the community.

Thaphanseik Reservoir is being built spending a large sum of money for development of Kyunhla and its environs, he added.

He said cultivation of crops especially paddy, cotton, sugarcane, beans and pulses and maize and oil and kitchen crops is to be extended in all arable lands for it is the region where emphasis is placed on agriculture.

He called for making efforts for boosting per acre yield and explained matters on greening of the region and human resources development for emergence of a modern developed nation.

The General cordially met those present at the occassion.  The General and party toured Kyunhla Township.

The Secretary-2 attended opening ceremony of multimedia teaching centre at Basic Education High School in Kyunhla.

Headmistress Daw Hlaing formally opened the centre.

The Secretary-2 and party inspected computer room and multimedia teaching centre.

Minister for Education U Than Aung explained objectives of education and assistance in meeting with the headmistress and teachers. The Secretary-2 also spoke.

Minister for Information Maj-Gen Kyi Aung met service personnel at Township Information and Public Relations Department Office.

Minister for Progress of Border Areas and National Races and Development Affairs Col Thein Nyunt rnet service personnel of Township Development Affairs Department. Deputy Minister for Health Dr Mya Oo inspected hospital in Kanbalu.

The General and party went to the site of Kyebin-ek Reservoir Project near Kyebin-ek Village in Kanbalu Township by helicopter.

Minister Maj-Gen Nyunt Tin reported on arrangements for the project and irrigated areas.

The General gave instructions and inspected the site for construction of the reservoir.

On completion of the project, the reservoir will irrigate 5,000 acres.

The General and party went to Kanbalu Township by helicopter.

Then, the General and party attended the Bo tree planting ceremony on Kammabala Hill in Kantbalu.

Also present were member Sayadaws of the State Sangha Maha Nayaka Committee, Sayadaws and members of the Sangha, local residents and members of religious associations. The General performed the rituals of silver and golden showers.

The General and party planted the Bo tree, and the Sayadaws and members of the Sangha recited gatha.

Then, the General poured liquid fertilizer and scented water at the foot of the Bo tree.

Vocalist U Tun Shwe sang a religious song.

Afterwards, the General and party paid respects to the Bo tree.

Master of ceremonies U Min Kyi read a paper of sharing merits.

The three time recitation of Buddha sasanam ciram titthatu brought the ceremony to a close.

After the ceremony the General and party paid respects to the Sayadaws and members of the Sangha.

Afterwards, the General and party inspected the preparations for holding a ceremony to put up the central pivot at Maha Shwesgyi Pagoda.

(3) General Maung Aye attends enshrinement and central  pivot planting ceremonies of Maha Shwesidawgyi Pagoda  in Kanbalu Township

YANGON, 5 March - The enshrinement and central pivot planting ceremonies of Maha Shwesidawgyi Pagoda on Kamabala Hill in Kanbalu Township, Shwebo District, Sagaing Division were held at the pagoda at 6 am today, attended by Vice-Chairman of the State Peace and Development Council Commander-in-Chief of Defence Services Commander-in-Chief (Army) General Maung Aye.

Director of Department for Promotion and Propagation of the Sasana U Min Kyi acted as master of ceremonies.

Then, General Maung Aye and party received the Nine Precepts from member of State Sangha Maha Nayaka Committee Presiding Sayadaw of Lashio Myole Pariyatti Sarthintaik Agga Maha Pandita Agga Maha Saddhamma Jotikadhaja Bhaddanta Kavindacara.

Members of Upahtaka offered the paritta flowers, the paritta water, the paritta sand and the paritta thread to members of the Sangha.

Afterwards, General Maung Aye presented five branches of Silver Bo Tree, Buddha Image and central pivot to members of the Sangha for the pagoda.

Members of the Sangha recited the metta sutta and Puvana Sutta.

Members of Upahtaka conveyed the paritta flowers, the paritta water, the paritta sand and the paritta thread to the pagoda platform.

Then, General Maung Aye offered offertories to Lashio Myole Pariyatti Sarthintaik Agga Maha Pandita Agga Maha Saddhamma Jotikadhaja Bhaddanta Kavindacala Secretary-2 Lt-Gen Tin Oo, Secretary-3 Lt-Gen Win Myint and party presented offertories to the members of the Sangha.

Member of State Sangha Maha Nayaka Committee Presiding Sayadaw of Pakhan Pariyatti Sarthintaik Agga Maha Pandita Bhaddanta Vimalabhivamsa delivered a sermon and followed by sharing of merits.

After the ceremony, the enshrinement ceremony for the original reliquary of the pagoda continued at the pagoda.

General Maung Aye conveyed the Silver Bo Tree with five branches.

Secretary-2 Lt-Gen Tin Oo and Secretary-3 Lt-Gen Win Myint conveyed the Buddha images.

Member of the State Peace and Development Council Commander-in-Chief (Navy) Vice-Admiral Nyunt Thein, Chairman of Sagaing Division Peace and Development Council Commander Maj-Gen Soe Win and ministers and officials also conveyed the relics, religious objects and central pivot to the reliquary.

Architects formally opened the reliquary.

At the auspicious time, General Maung Aye placed the Padima Buddha image into the reliquary.

Then, General Maung Aye also placed the Buddha images and religious objects into the reliquary.

Then, Secretary-2 Lt-Gen Tin Oo, Secretary-3 Lt-Gen Win Myint and members placed the religious objects into the reliquary.

U Thura of Religious Affairs Department read the Mingala inscription in Myanmar and English languages.

Well-wisher U Kyaw Nyunt placed the Mingala inscription into the reliquary.

General Maung Aye scattered precious gems into the reliquary.

Members of the Sangha read the Jayamingala Aunggahta for three times.

General Maung Aye and party scattered scented water into the reliquary.

Then, the enshirnement ceremony for the central reliquary of the pagoda continued at the pagoda.

At the auspicious time, General Maung Aye placed the Silver Bo Tree with five branches into the central reliquary.

Secretary-2 Lt-Gen Tin Oo, Secretary-3 Lt-Gen Win Myint, Commander-in-Chief (Navy) Vice-Admiral Nyunt Thein and Commander Maj-Gen Soe Win and officials placed the Kakusanda Buddha image, Konagamana Buddha image, Kassapa Buddha image, Gotama Buddha image, two replica pagodas of Shwedagon, silver casket, Myathapeik and religious objects into the central reliquary.

Then, General Maung Aye scattered the precious gems in to the central reliquary.

Later, the central pivot plantating ceremony of the pagoda was held there.

At the auspicious time, General Maung Aye together with Secretary-2 Lt-Gen Tin Oo. Secretary-3 Lt-Gen Win Myint. Vice-Admiral Nyunt Thein. Commander Maj-Gen Soe Win, Minister Maj-Gen Nyunt Tin, Brig-Gen Pyi Sone and Maj-Gen Kyi Aung planted the central pivot at the top of the pagoda.

Then, members of the Sangha recited the Jayanto Bodiya Aunggahta.

Afterwards, General, Maung Aye and party sprinkled scented water on the central pivot.

Then, General Maung Aye and party offered 'soon' to members of the Sangha at Gandakuditaik.

(4) Secretary-1 attends Third National Sanitation Week Launching Ceremony

YANGON, 5 March - The Third National Sanitation Week Launching Ceremony was held at the hall of the Institute of Nursing on Bogyoke Aung San Road this morning, with an address by Chairman of National Health Committee Secretary-l of the State Peace and Development Council Lt-Gen Khin Nyunt. Chairman of National Health Committee Secretary-l of the State Peace and Development Council Lt-Gen Khin Nyunt delivered an address.

He said:
 

It gives me great pleasure to welcome you all on this auspicious occasion of inaugurating the Third National Sanitation Week and to have the opportunity to deliver the opening address.

The importance of sanitation for improvement of health conditions, particularly in preventing the spread of communicable diseases is universally acknowledged. It is evident that outbreaks of communicable diseases are more prevalent in nations where the sanitary environment is not very favourable.

It is in this spirit that the National Health Committee at its 20th Meeting decided to enhance sanitary activities throughout the country and also directed that a coordinated effort should be undertaken by the Ministry of Health ant the Ministry of Progress of Border Areas and National Races and Development Affairs.

To enhance the implementation of these decisions into action, the First National Sanitation Week was launched successfully in 1998 from 11th to 17th May and the Second National Sanitation Week in 1999 from 30th of March to the 5th of April.

A review of the last two years shows that significant progress had been made to bring about a sanitary environment to the entire country. In 1997, that is, before the launching of the national campaign, the sanitation coverage throughout the nation was only 45.7%. This increased to 60% after the First National Sanitation Week and to 72% after the Second National Sanitation Week. To achieve such a remarkable increase in sanitation coverage within such a short period is not possible by routine methods. The success is due to the National Sanitation Week activities that have been carried out under the correct guidance of National Health Committee and with the active involvement of the entire nation.

Indeed, the success of the First and Second National Sanitation Weeks is due to the collaborative and united efforts at all levels: related government ministries, local officials concerned, NGOs, entrepreneurs, United Nations agencies and the community who have actively participated in the nationwide movement. The implementation of the project as a national campaign, the use of appropriate technology that is accepted by the community, the spirit of self- help and self-mobilization and the dissemination of technological information down to the grassroots level have all contributed to the successful achievement of National Sanitation Week activities. I wish to take this opportunity to acknowledge and pay tribute to all the persons involved in this worthy and noble cause.

A healthy life style behavior is vital for all of us, especially for the younger generation. By bringing together practical application with health education, we have been able to uplift the health standards of the people, particularly the rural people living in the countryside. It is therefore most gratifying to note that as a consequence, the incidence of diseases related to unclean and insanitary conditions have dropped significantly.

Moreover, this success was internationally recognized and appreciated by the South East Asian Region Countries. Government delegates from Indonesia, Pakistan, Bhutan, China, Vietnam and Laos had come to Myanmar to observe our activities and learned our experiences. On our part also, we have benefited from the sharing of knowledge and experience with other countries.

The Third National Sanitation Week that we are launching today is of particular significance. Not only does it coincide with the beginning of the new millenium, but it may be recalled that at the 20th Meeting of the National Health Committee when it was decided to launch the National Sanitation Week campaign, we also set the goal of 100 per cent national sanitation coverage by the year 2000. It represents a daunting challenge. However, the experiences and the successes attained during the last two years have shown that this goal is not beyond our reach.

I would therefore like to urge the people of Myanmar to involve actively in this nation wide activity which is meant on one hand to fulfill the basic needs of the country while meeting on the other hand the requirements for safe water supply and sanitary conditions, which represent standards of a national development stage. In conclusion, allow me to express my best wishes for the success of the Third National Sanitation Week and. for the achievement of the objective of extending sanitation coverage for the entire country.


Then, the Secretary-l accepted 64,000 tablets of hepatitis vaccine worth K 43.4 million donated by Managing Director U M0a Han of Fortune International Ltd and wife Daw Khin Sabei Kyi and presented a certificate of honour to the well-wisher.

After the launching ceremony, the Secretary-l, ministers and guests looked into booths of the Third National Sanitation Week Exhibition.

(5) Secretary l inspects construction of Drug  Abuse Control Museum

YANGON, 5 March - Secretary-1 of the State Peace and Development Council Lt-Gen Khin Nyunt, accompanied by officials of the State Peace and Development Council Office, arrived at the construction site of Drug Abuse Control Museum in Kamayut Township this afternoon.

Secretary-1 Lt-Gen Khin Nyunt and party were welcomed by Minister for Home Affairs Col Tin Hlaing, the deputy ministers, the deputy commander, the Director-General of Myanmar Police Force, department heads and officials.

Minister for Home Affairs Col Tin Hlaing, Director-General of Myanmar Police Force Police Maj-Gen Soe Win and officials reported to the Secretary-l on facts about the construction project of Drug Abuse Control Museum, progress of work, exhibits to be displayed in the museum, land preparation in the compound of the museum and cleaning of its environment.

Secretary-l Lt-Gen Khin Nyunt attended to their needs.

Then, Secretary-1 Lt- Gen Khin Nyunt and party inspected cleaning work and progress of construction work and left there in the afternoon.


(6) Secretary-1 inspects Maha Bandoola Bridge Project

YANGON, 5 March - Secretary-1 of the State Peace and Development Council Lt-Gen Khin Nyunt, together with Deputy Minister for Home Affairs Brig Gen Thura Myint Maung, Deputy Commander Brig-Gen Hsan Hsint and officials of the State Peace and Development Council Office, arrived at Maha Bandoola Bridge Project in Pazun-daung Township this afternoon.

The Secretary-1 and party were welcomed there by member of the State Peace and Development Council Chairman of Yangon Division Peace and Development Council Commander Maj-Gen Khin Maung Than, Minister for Foreign Affairs U Win Aung, Deputy Minister for Construction U Tint Swe departmental heads and officials of Public Works.

Deputy Minister U Tin Swe and officials reported on facts about the project and progress of work in construction of the main bridge and the approach structure, and Secretary of Yangon City Development Committee Col Myint Aung on construction of approach roads.

The Secretary-l gave instructions on construction work.

Then, the Secretary-l and party inspected construction of the main bridge and the approach structure on the bank of Pazundaung Township.

Maha Bandoola Bridge spanning Pazundaung Creek and linking Pazundaung and Dawbon Townships, is a steel truss suspension bridge.

The total length of the bridge is 3,643 feet, and the main bridge is 787 feet long and the approach structure 2,856 feet long.

Employees of Public Works are working hard to complete the bridge on time.

(7) Myanmar health delegation visits Maldives, Sri Lanka

YANGON, 5 March - Minister for Health Brig- Gen Ket Sein paid goodwill visits to WHO member nations of South-East Asia Region, Maldives and Sri Lanka, from 27 February to 4 March.

On 27 February, Minister Maj-Gen Ket Sein and party were welcomed at the airport by Minister of Health of Maldives Ahmad Abdullah and officials.

In the same day Minister Maj-Gen Ket Sein and party called on Minister of Health of Maldives Ahmad Abdullah and officials at the Ministry of Health of Maldives, and discussed studies of under-graduate and post-graduate students of Maldives at Institutes of Medicine in Myanmar, sending Myanmar medical scholars and rendering health care assistance to Maldives and implementation of Roll Back Malaria. Stop TB Initiative. Tobacco Free Initiative, the tasks approved by the 17th Meeting of Ministers of Health in South-East Asia Region of WHO.

Member of Myanmar delegation Director-General Professor Dr Kyaw Myint of Medical Science Department and Director-General of Health Department of Maldives Dr Aldullah Waheed signed the minutes of the discussions.

Then, Myanmar delegation observed National Thelasaemia Centre for Mali City and Institute of Health Science and units of the General Hospital, VAALI and the drinking water factory.

On 29 February, the minister and party called on President of Maldives Maumoon Abdul Quyyoom and discussed bilateral cooperation in health sector.

On 1 March, the Myanmar delegation arrived at Colombo, Sri Lanka, and discussed bilateral health sector with Minster of Health Dr Silva and party of Sri Lanka.

On 2 and 3 March, the Myanmar delegation visited Kandy General Hospital and construction of hospital buildings, the pharmaceutical factory. The minister planted a commemorative medicinal plant at the herbal garden of Department of Ayer VEDA.

At Traditional Medicine University, Commissioner Mr Lal Rupasingha explained academic matters of under and post-graduate courses.

In the evening, the Secretary of Ministry of Health and party and the Myanmar delegation discussed Health Sector Reform, Roll Back Malaria, Tobacco Free Initiative, Stop TB Initiative.

On 4 March, the Myanmar delegation arrived back here.


(8) American balloonist holds Press Conference Thanks  government, people of Myanmar for help

YANGON, 5 March - American citizen Mr Kevin Joseph Uliassi, who was attempting to ride a hot-air balloon round the world and arrived here, held a Press Conference on his experience at Yangon International Airport, at 7 pm today.

Present were officials of the American Embassy, Adviser to News and Periodicals Enterprise U Maung Maung Nyo, Patron of Myanmar Foreign Correspondents Club V Sein Win, President of MFCC U Sao Kai Hpa and foreign correspondents, local and foreign journalists and officials.

Recounting his experience, Mr Kevin Joseph Uliassi said that he left Illinois 10 days ago by hot-air balloon in order to go round the world and reached Myanmar airspace at a height of 30,000 feet via Bangladesh on 3 March afternoon.

At 5.45 pm, due to defects of the hot-air balloon, he had to make an emergency landing at the edge of a sand creek near Sinthamwe Village, Ngatha-yauk Station, 11 miles away from NyaungU in Mandalay Division.

He added that while the hot-air balloon had landed , he who sustained injuries was taken out of the hot-air balloon by villagers. Commander of Ngathayauk Village Police Station Inspector Mya Htin sent him to NyaungU Hospital and he was treated there.

In the evening of 3 March. the Chairmen of Division, District and Township Peace and Development Councils and officials inquired after him and provided necessary assistance for him.

Defence and Army Attache of the US Embassy Col John A Nash and Mr Nahay also visited him. He informed his wife about warm welcome and help he received from Myanmar people through satellite phone.

He had the equipment of the hot-air balloon kept in NyaungU, and on 4 March, he left NyaungU for Yangon by air.

At the airport, officials warmly welcomed him and attended to his needs. While on a brief tour of the town, he experienced hospitality and friendly disposition of the Myanmar people.

He said that he will visit Myanmar again together with his wife and thanked the government and the Myanmar people.

Then, he replied to queries raised by journalists.

Mr Kevin Joseph Uliassi left here for America by air this evening.

(9) Briton found dead in hotel room

YANGON, 5 March - A Briton was found dead in Room No 1814 of the Traders Hotel, Kyauktada Township, here, on 3 March morning.

He was reported to be Mr Hon Hugh Fitzroy Newdegate, aged 38, holding Passport No 037281181.

According to doctors of Yangon General Hospital and forensic experts of the chemical examiner's office, after the post-mortem examination and inspection of the objects seized, he died of drug overdose. Mr Hon Hugh Fitzroy Newdegate arrived Bangkok, Thailand, on 26 February. He proceeded to Yangon on 1 March and stayed at the Traders Hotel.

On 3 March morning, a phone operator of the hotel rang Mr Hon Hugh Fitzroy Newdegate to say that there was an overseas call for him, but there was no answer to the phone call.

At 10.45 am, officials of the hotel unlocked the door and inspected his room, and he was found dead in bed. They informed Kyauktada Township Police Station and Yangon General Hospital. Police officers and doctors found a packet of heroin weighing about 0.02 gram in the drawer of the telephone desk next to the bed.

Officials informed the British Embassy and Third Secretary of the embassy Miss Karen Williams visited and inspected the scene.


(10)  Seventeen members resigned from the National  League for Democracy of Hlegu Township, Yangon  Division

YANGON, 5 March - Seventeen members resigned from the National League for Democracy of Hlegu Township, Yangon Division.

Seventeen members of Hlegu Township NLD, Yangon Division, of their own accord, resigned by sending letters of resignation to Hlegu Township Multiparty Democracy General Election Sub-commission Office and the party concerned on 22 February 2000 as they no longer wished to participate in party politics of NLD.
