YANGON, 14 Feb - Mr Simon Tensing de Cruz, newly accredited Ambassador of the Republic of Singapore to the Union of Myanmar, presented his credentials to Senior General Than Shwe, Chairman of the State Peace and Development Council of Myanmar, at Dagon Yeiktha of the Ministry of Defence at 9.30 am today.

Also present on the occasion were Secretary-1of the State Peace and Development Council Lt-Gen Khin Nyunt, Minister for Foreign Affairs U Win Aung and Director-General of the Protocol Department Thura U Aung Htet.


(2)  Myanmar Academy of Medical Science holds first meeting
 
YANGON, 14 Feb - The first meeting of Myanmar Academy of Medical Science was held in the meeting hall of the Institute of Nursing on Bogyoke Aung San Road this afternoon, addressed by Chairman of National Health Committee Secretary-1of the State Peace and Development Council Lt-Gen Khin Nyunt.

Also present were ministers, the Mayor of Yangon, deputy ministers, members of NHC, officials of the State Peace and Development Council Office, directors general of the departments under the Ministry of Health, rectors, deputy directors-general, medical superintendents, pro-rectors and advisers, residential representatives and officials of UN agencies, personnel of social organizations, the chairman, members of the executive committee and members of MAMS and guests.

The Secretary-l said in accord with the guidance of Head of State Senior General Than Shwe calling for the establishing of a leading association of Myanmar medical science with the aim of uplifting the national health standard, developing the society of medical science in Myanmar and expediting effective efforts for the providing of public health care, Myanmar Academy of Medical Science has been formed, and it can be said that an association, on which the future society of medical science can rely, has emerged and it is also a feat which goes down in history.

The Secretary-1 expressed his hope that Myanmar Academy of Medical Science comprising seasoned medical practitioners who are successful and noted in the society of medical science in Myanmar, will stand firmly as an efficient association, on which reliance can be placed for uplift of the national health standard.

At the outset of the 21 st Century, every nation is preparing to make effective use of science and technology which are changing in all aspects, for the development and interests of their nation and race. Towards the end of thc 20th Century, the Union of Myanmar has successfully eliminated the evil legacy resulting from serfdom under colonial rule and hampering development of the State. so beginning the 21st Century all nationals joining hands with one another, have been working, hard with the pledge that all-out efforts are to be made in all aspects for the development which enables the nation to keep abreast of other nations.

To ensure all-round development of the State the Government is trying its utmost to fulfil physical requirements such as construction of economic infrastructures regarding roads, bridges, dams, embankments and energy with a view to improving agriculture, industrial and other production sectors, using new technology in keeping with the times and ensuring swift and smooth transport and trading; as well as spiritual requirements such as construction of social in structures related to education, health and culture. It is obvious that in striving to accelerate the rate of development of the State, the sound health and fitness of all citizens are playing a pivotal role, and the development of the social sector is directly related to the providing of full health care services for all citizens. Therefore, the Government has laid down and is implementing national health policies in order to provide more extensive and effective public health care and to enable all citizens to enjoy health care on an equal basis, as seen by medical practitioners. In view of health care services being provided in Myanmar, emphasis is to be laid on the providing of primary health care services at the grassroots level as well as in remote border areas and in cooperation with departments and securing participation of social organizations and the people. In health care and treatment, encouragement is to be given to private and cooperative sectors.

With regard to the uplift of public health standard new hospitals and dispensaries have been opened. the old ones upgraded, new special hospitals opened, specialists appointed and medicine and medical equipment provided in cities, health research conducted and medical simmers held. Therefore, in accord with the Head of State, MAMS was formed with the lofty aims of enabling intellectuals and intelligentsia to contribute towards the building of a new, peaceful, modem and developed nation, improving the standard of medical science up to intentional level, taking measures for producing medical practitioners to meet the requirements of health care, conducting health research to improve the standard of health care services and working for development of public health care services.

MAMS comprises 208 medical practitioners from 23 fields of medical science, out of whom, 79 are seasoned persons retiring from doing the duties of the State due to age, and 129 are incumbent directors-general, rectors and professors. Modern medical science should be effectively used for the benefit of the people in solving national health problems in accord with history and political, economic, social and cultural foundations.

The physicians should share their valuable experiences in the medical field, their cetena to the nation and the people and the love for their profession to new generation doctors.

They should present discussions based on their experiences and qualifications at the meeting to uplift the national health care activities and should dutifully discharge their tasks and should strive to realize the objectives laid down at the meeting.

In conclusion the Secretary-l stressed the need to make cooperative efforts for development of medical science and national health care programmes; to render assistance in bringing out qualified human resources of the health sector; to participate

in health research programmes and in drawing national health plans; and to cooperate in ensuring effective use of modern and advanced systems and technologies in the medical field and propagation of international level medical science at universities, training schools and hospitals.

The Secretary-1 then posed for group photos with members and EC members of MAMS.

(3) Leading Committee for Observance of 55th Anniversary Armed Forces Day meets

YANGON, 14 Feb - Leading Committee for Observation of the 55th Anniversary Armed Forces Day held its fourth coordination meeting at the new hall of the Ministry of Defence this afternoon, with an address by Chairman of Leading Committee for Observance of the 55th Anniversary Armed Forces Day Chief of Bureau of Special Operations Chief of Staff (Army) Lt-Gen Tin Oo.

Chairman of Services International Co U Maung Maung Swe Tin and wife Managing Director Daw Mya Thida presented a multimedia computer worth K 240,900 and a Global Positioning System (GPS) Receiver worth K 148,500 to Chairman of Leading Committee for Observance of the 55th Anniversary Armed Forces Day Chief of Bureau of Special Operations Chief of Staff (Army) Lt-Gen Tin Oo who thanked the donor.

Lt-Gen Tin Oo said work committees were to report on implementation of resolutions passed by the third meeting and all were to give suggestions for success of State-sponsored ceremony.
He said the Tatmadaw was a patriotic one born of the people according to the historical need and it hand in hand with the people man aged to regain sovereignty of the nation lost for over a century under servitude. So, the Armed Forces Day belongs not only to the Tatmadaw but also to the entire people, he said.

He spoke of the need to make the world know about noble traditions of the Tatmadaw, its discipline and unity with the people. Every time the country faced danger, the Tatmadaw took up duties of State, standing before the people. The Tatmadaw has laid down political, economic and social objectives and is implementing them under the State Peace and Development Council (Tatmadaw) Government, he added.

International communities watched Armed Forced Day Parade and made an assessment of the basic qualities of morale, good discipline and unity, loyalty and possessing three capabilities. Therefore Arrangements are to be made for observance of the Armed Forces Day on a grand scale, he said. Myanmar Police Force, Fire Services Department and the Red Cross Society, the brother organization of the Tatmadaw, will participate in the Armed Forces Day Parade.

He urged work committees and organizations concerned to make arrangements showing of noble traditions in successive periods and stressed the importance of security.

Secretary of Leading Committee Deputy Adjutant General Col Ye Tun reported J on resolutions of the previous meeting and work done. I Commander Maj-Gen Khin Maung Than reported d on measures undertaken by the Management Committee.

Director of Training -Brig-Gen Aung Kyi reported on training on parade.

Chairman of Committee for Display of Nation-Building Endeavours Minister Maj-Gen Tin Ngwe reported on work of the committee.

Officiating Col Air Staff Lt-Col Tin Win reported on literary and art competition, Deputy Minister for Information Chairman of Work Committee U Thein Sein on work of literary and photo competition and Deputy Minister for Culture U Soe Nyunt, Deputy Minister for Education Brig-Gen Soe Win Maung and Director-General of Myanma Radio and Television U Khin Maung Htay on work done by the respective committees.

Chairman of Work Committee for Display of 12 Objectives Director of Resettlement Col Aung Thein reported on work.

Vice Quartermaster-General Brig-Gen Kyaw Win, Director-General U Myint Tun of FSD and Executive Director of MRCS Col Aung Than reported on work and training. Brig-Gen Saw Hla Min of Phugyi Station reported on welfare and officials on renovation of hostels. Lt-Gen Tin Oo took part in the discussions and the meeting ended with the concluding remarks by Lt-Gen Tin Oo.

Performing arts team of North West Command presented K 100,000 and National Convention peasant delegate U Maung Lwin of Yebyu Township in Taninthayi Division K 100,000 in honour of the 55th Anniversary Armed Forces Day.



(4) Commander-in-Chief (Air) honors Tatmadaw members for  their outstanding performance in sports extempore talks

YANGON, 14 Feb - A ceremony to honour officers and Tatmadawmen of  Tatmadaw (Air) for their outstanding performance in the State Peace and Development Council Chairman s Trophy Golf Tournament, the armed forces soccer tournament of ASEAN member nations, sports tournaments of SEA Games, Tatmadaw (Army. Navy and Air) sports tournaments and military code of conduct and extempore talks competitions was held at Thura Maung Thein Hall in Mingaladon Air Force Base Headquarters this morning.

Speaking on the occasion Commander -in (Air ) Lt-Gen Kyaw Than said the Government has been laying special emphasis on all-round development of sports since the assumption of the duties of State in 1988. Efforts are to he  made with national spirit for ensuring success to be achieved in respective sports events. Bearing in mind that other nations are also striving for all-round development of sports, success of Myanmar sports depends on good morale, ability and unity of athletes. If all participate in sports events with nationalist outlook, success will be achieved certainly. He urged officials to provide assistance to the sports sector and officers and Tatmadawmen to uplift prestige of Tatmadaw (Air) with their outstanding performance in the 55th Anniversary Armed Forces Day Central Level Military Code of Conduct and Extempore Talks Competitions.
 
Then officials handed over shields of Tatmadaw (Army, Navy and Air) Circle Speak Takraw Competition and Women s Shooting Championship to the Commander-in-Chief (Air).

Afterwards, the Commander-in-Chief (Air), the Chief of Staff (Air) and Air Base commanders presented prizes to outstanding officers and Tatmadawmen in the State Peace and Development Council Chairman s Trophy Golf Tournament, sports tournaments of SEA Games, Tatmadaw (Army, Navy and Air) sports tournaments and military code of conduct and extempore talks competitions.  Next, the Commander-in Chief (Air) and officials cordially met the prize-winning athletes.

(5) Deputy Prime Minister receives foreign entrepreneurs

YANGON, 14 Feb - Deputy Prime Minister of the Union of Myanmar Lt-Gen Tin Tun received Chairman of Modern Standard Communication Sdn Bhd Lt-Gen Raja Dato Abdul Rashid (R) of Malaysia and Vice-Chairman of Hyundai Electronics Industries Co Ltd Mr Byung Joon Chang and party of thc Republic of  Korea who called at his office this afternoon. Also present at the call were officials of the Government Office.


(6) Myanmar Academy of Medical Science holds first meeting

YANGON 1 4 Feb - The Myanmar Academy of Medical Science held its first meeting at the Institute of Nursing on Bogyoke Aung San Road this afternoon, with an address by Minister for Health Maj-Gen Ket Sein.

Also present on the occasion were Deputy Minister Dr Mya Oo,and the Myanmar Academy of Medical Science and officials.

Deputy Minister Dr Mya Oo presided over the meeting. Chairman of the Academy Dr U Ko Ko reported on the set-up of the Academy, management and truncations.

Vice-Chairman-1 Dr U Ko Lay reported on matters related to development of medical science and the human resources development group. The meeting continues tomorrow.


(7) Announcement Concerning Overseas Employment

1. The State Peace and Development Council promulgated  The Law Relating to Overseas Employment (Law No 3/99) on the 9th of July 1999.

2. According to Sections 9, 10 and 11 of the said law, person seeking overseas employment or those who have secured such employment must register themselves at the Department of Labour.

3. Those who wish to seek overseas employment on their own without the help of Licenced Overseas Employment Agents), and apply for passports to go overseas to take up such employment or those who have already applied for and are in possession of valid passports for employment, shall, for the purpose or registering themselves at the Department of Labour, apply in the prescribed form to the Overseas Employment Branch of the Department of Labour at No 315, Pansodan Street, Yangon. 4. Upon receipt of such application, the Overseas Employment Inspection Committee formed by the Department of Labour shall examine the applications and supporting documents. If the Overseas Employment Inspection Sub-Committee is satisfied with the authenticity of the application & supporting documents the Department of Labour will register the applicants either as Overseas Employment Seekers or Overseas Workers as the case may be and issue them relevant identification cards as well as provide help & assistance to the applicants to seek or be placed in employment in accordance with Rules & Procedures of the Department of Labour.

(10)  Asian Planning Meeting for Vision 21 held

YANGON, 14 Feb - The Asian Planning Meeting for Vision 21 sponsored by Ministry of Health, Water Supply and Sanitation Collaborative Council (WSSCC) and Asian Alliance of Appropriate Technology Practitioners was held at the hall of the ministry at 9 am today, with an address, by Minister for Health Maj Gen Ket Sein.

The minister stressed the importance of the two most basic infrastructures clean environment and portable water. He said the two factors are vital for eradicating and minimizing the outbreak of numerous diseases. It would then be of benefit not only to human beings but also to all living beings. He also emphasized importance of personal hygiene and called for public cooperation. Also present were the directors-General of departments under the Ministry of Health, deputy directors-general, fourteen Scholars of the Philippines , the Netherlands, Thai land, Bangladesh, Sri Linka, India,Myanmar and Pakistan.

Afterwards, South East Asia Regional Coordinator Ms Lilia O Ramos gave a speech. Then, the minister and guests viewed the booths displayed. The meeting continues tomorrow.


(11)  Minister receives officials of IISC of France
 
YANGON, 14 Feb - Minister for Social Welfare, Relief and Resettlement Maj-Gen Sein Htwa received Secretaries General Mr Gilles Sohm and Ms Delphine Evmoon of Paris-based Institute of International Social Cooperation of France who called at his office at 10:30 am today.

Also present on the occasion were Director-General U Sit Myaing of Social Welfare Department, Director General U Myint Tun of Fire Services Department and Head of Office U Maung Pi.


(12)  UMFCCI President meets - Japanese delegation

YANGON, 14 Feb - A fourteen-member delegation led by Mr Yamagishi Masaaki of International Friendship Association of Nigata Prefecture of Japan called on President of Union of Myanmar Federation of Chambers of Commerce and Industry U Win Myint, Vice-President U Win Aung, General Secretary U Zaw Min Win, Central Executive Committee members and 17 entrepreneurs at the office of the federation this afternoon. U Win Myint and Mr Yamagishi Nasaaki extended greetings. They discussed bilateral cooperation in trade, matters related to investment and human resources.

(13)  Test well yields 3.3m cubic feet of gas daily
 
YANGON, 14 Feb - Minister for Energy Brig-Gen Lun Thi, accompanied by Deputy Minister U Tin Tun and officials, inspected Nyaungdon (South) oil and gas field in Nyaungdon Township, Ayeyawady Division. this afternoon.

The minister and party I heard a report on the drilling of Test Well 4 presented by Chief Engineer (Drilling) U Myint Thein and the geological condition of the area by Director U San Lwin. Minister for Energy Brig-Gen Lun Thi presented a bonus of K 300,000 to the workers of the test well.
The minister and party then inspected production of natural gas and condensate at Test Well 4, feasible study and preparations to drill it. Test Well 4 of the oil and gas field is producing 3.3 million cubic feet of natural gas and 24 barrels of condensate daily. The gas is being piped to factories in Yangon.

YANGON, 14 Feb - Myanmar Today (English Version) volume 3, No 1, published by the Ministry of Information, is in circulation beginning today.

(15)  Delegates to Union Day on sight-seeing tour in Yangon

YANGON, 14 Feb - The traditional cultural troupe members of national races and delegate, members of Shan State Mon State and Kayin State Union Solidarity and Development Association, who attended the flag-hoisting ceremony and dinner on the 53rd Anniversary Union Day, accompanied by officials, went on sight-seeing tour in Yangon this morning.

The delegates arrived a Yuzana.Plaza where various kinds of clothes, consumer and household goods were sold to them at reasonable prices. Officials of the plaza presented soft drinks and souvenirs to the delegates. The delegates had their breakfast at the plaza.


(16)  21.5 kilos of Ephedrine powder seized in Mandalay

YANGON, 14 Feb - A combined team comprising members of local intelligence unit and departmental personnel, acting on information, while waiting on 35th Street between 63rd and 64th Streets in Chanayethazan Township on 30 January, nabbed drug trafficker Ma Laing Nin, daughter of U Yan Lun of Mintha Block in Seinban Ward, Mahaaungmye Township, with one packet of Ephedrine powder weighing 4.5 kilos.

The Ephedrine powder can be used in producing stimulant tablets.

Acting on further information received from Ma Laing Nin, the authorities nabbed Thet Myint at his house at the corner of 21st and 89th Streets in Minde Eikin Ward, Aungmyethazan Township, with three packets of Ephedrine powder weighing 17 kilos and drug traffickers Ma Htay Kyi at 60th Street between 39th and 40th Streets in Mahaaungmye Township and Tin Aung of Bahtatchaik/25, Myayinanda Myothit, Chanmyathazi Township.

Action is taken against them under the Narcotic Drugs and Psychotropic Substances Law.


(17)  46 Nattalin Township NLD members resign of own accord

YANGON, 14 Feb - Forty-six members of National League for Democracy of Nattalin Township, Bago Division, of their own accord. resigned on 4 November 1999.

Forty-six members of Nattalin Township NLD, of their own accord, resigned by sending letters of resignation to Nattalin Township Democracy General Election Sub-commission and the party concerned on 4 November 1999 as they no longer wished to participate in party politics of NLD.
