(1)Plans under way to uplift higher education sector to meet  developing South-East Asian  nations' standard

Y ANGON, 7 Jan-Myanmar Education Committee held its meeting 1/2000 at Yangon  Universities Central Council this morning with an address by Chairman of MEC Secretary-1 of  the State Peace and Development Council Lt-Gen Khin Nyunt.

The Secretary-1said in Myanmar, not only the Ministry of Education but also other ministries are paying serious attention to the education field in taking up responsibilities sector-wise. The government expenditure on education and health sectors is the largest in the nation next to that of the road and bridge sector.

Significant success have been achieved in the basic education sector due to participation of the people. The government is making harmonious efforts for uplifting the education sector to meet the international standard and for the flourishing of all-round education based on Myanmar culture starting from the primary level, achieving progress which is not lower than that of the developed nations of South-East Asia. With the ardent participation of parents and people, multi-media class rooms are being set up in implementing education promotion programmes.

As Myanmar is an ASEAN member, it has become essential to promote the entire education sector for the flourishing of an education system which is at par with other ASEAN nations; the guidance of Head of State Senior General Than Shwe has been sought to make plans for the emergence of a higher education system which is not lower than that of the developed nations of South-East Asia within a four-year period. In line with the guidance, arrangements are under way to improve teaching methods, subjects, modem teaching aids, techniques and buildings of the institutions of higher learning.

As a first step taken in promoting the higher education sector, learning centres have been set up at open universities; and the Ministry of Education and the Ministry of Information are launching joint plans to introduce information technology the computer network system and the satellite data broadcasting system in the sector.

In addition to broadcasting lessons to learning centres in States and Divisions, the central needs to make arrangements for holding discussions with the centres. In accord with the counsel of the Senior General all the respective ministries should collectively strive to introduce modern teaching aids and improve teaching systems, subjects and buildings for the emergence of a higher education system which is not lower than that of the developed nations of South-East Asia within a four-year period. Minister for Education U Than Aung, Deputy Minister U Myo Nyunt and officials explained plans to set up information technological equipment and multi-media resource centres at institutions of higher learning, exchange education and share experiences among universities, use modern equipment in establishing open universities and learning centres and set up satellite data broadcasting systems.Minister for Information Maj-Gen Kyi Aung and officials reported to the meeting on arrangements being made to install data, broadcasting system for telecasting lessons to learning centres, application of information technology, email, Internet and Web Pages.

Also present were, ministers, the chief justice, the attorney-general,- the auditor-general, the chairman of Civil Service Selection and Training Board, deputy ministers, the chief of Armed Forces Training, the director of Medical Services, officials of the State Peace and Development Council Office, heads of department and officials.

(2)Secretary-1 attends opening of Special Refresher Course No 3 for  Judicial Officers

YANGON, 7 Jan-A ceremony to open Special Refresher Course No 3 for Judicial Officers was held at the Central Institute of Civil Service this afternoon, addressed by Secretary-1 of the State Peace and Development Council Lt- Gen Khin Nyunt.

In his address, the Secretary-1 said today is a time when the State Peace and Development Council is building firm political, economic and social foundations, setting its sight on emergence of a peaceful, modern and developed nation.

In building a peaceful and developed society, it is; of vital importance to strive for rule of law and order, to make sure that all the citizens respect and abide by the law, and to protect them according to the law.

In the same vein, the emergence of a peaceful and equitable social life calls for the illicit that all the citizens are to respect and abide by the law and they have the opportunity to strive for success in life peacefully and freely in the framework of law.

Therefore, with respect to emergence of discipline-flourishing democratic State, the State Peace and Development Council is making all-out efforts for the rule of law and order and stability, peace and tranquillity and prosperity of the State at the same time. With regard to prevalence of law and order in the nation, it is imperative for the courts which are the most important machinery of the State enforcing law and order, to be able to explicitly and effectively implement the fundamental principles on administration of justice of the State.

It is necessary for judicial officers who are vested with judicial power of the State, to be well-versed in law, to properly carry out administration of justice and to have high moral character so that they can cohesively and effectively implement the basic principles on administration of justice.

All need to study laws, by-laws, rules and regulations and the code of procedure, manual laws, instructions given by the Supreme Court and rulings.

Similarly, for the emergence of correct and fair administration of justice, it is necessary to obey supervision of courts at different levels and to enhance efficiency of management of courts such as financial and administrative matters and cooperation with other judicial bodies.

Specially, judicial officers are to always nurture and train themselves to have high moral character, the most important guilty of a judicial officer, by means of criticizing oneself and studying hard by oneself.

They also need to hand down effective and deterrent punishment to those who violate laws with the intention of destroying development, stability and peace and tranquillity of human society. The Supreme Court has been extended with a view to ensuring expeditious and correct administration of justice, and the set-up of courts at different levels reorganized so as to have sufficient staff in proportion to the volume of work, to enhance work efficiency and to provide effective supervision.

As a result of permitting a new set-up, the Government has to incur K 17.2 million more; the purpose of permitting the new set-up of courts at different levels is to work for the interests of the people fully and to decide cases correctly and fairly; all judges need to understand it.

The major duty of the court is to safeguard the interests of the State and the people in accord with the law, and all need to make sure that they do not cause any burden on the people and anything which can make the people unhappy and dispirited.

In conclusion, the Secretary- l urged all to study hard with the aim of ensuring the harmonious cooperation of the judicial sector, the legal sector and administrative sector for the emergence of a peaceful, modern and developed nation, to study with the aim of ensuring the system of administration of justice in which the people put their faith and free of bribery and corruption, and to make efforts for enabling the judicial sector to go along with the State while striving to keep the judicial pillar upright with new strength and fresh mind.

After the ceremony, the Secretary- 1 had a cordial meeting with the trainees. Altogether 245 trainees are attending the course which will last six weeks.

(3)Daw Kyaing Kyaing visits 52nd Anniversary Independence Day Exhibition

YANGON, 7 Jan- Daw Kyaing Kyaing, wife of Chairman of the State Peace and Development Council Commander-in-Chief of Defence Services Senior General Than Shwe, visited the 52nd Anniversary Independence Day  Exhibition at Tatmadaw Convention Centre this morning.

Daw Kyaing Kyaing together with Daw Mya Mya San, wife of Vice-Chairman of the State Peace and Development Council Deputy Commander-in-Chief of Defence Services Commander-in-Chief (Army) General Maung Aye; Dr Daw Khin Win Shwe, wife of Secretary- 1 of the State Peace and Development Council Lt-Gen Khin Nyunt; Daw Khin Than Nwe, wife of  Secretary-2 of the State Peace and Development Council Lt-Gen Tin Oo; Daw Khin Cho Oo, wife of Secretary-3 of the State Peace and Development Council Lt-Gen Win Myint; Daw Marlar Tint  and officials. (4)Daw Kyaing Kyaing views Mayor's Cup Horticulture Show and Competitions

YANGON, 7 Jan - The Mayor' s Cup Horticulture Show and Competitions to mark the 52nd Anniversary Independence Day continued at No 8 Sports Ground in Bahan Township for the seventh day today.

Daw Kyaing Kyaing, wife of Chairman of the State Peace and Development Council Commander-in-Chief of Defence Services Senior General Than Shwe, and party viewed the horticulture show and competitions.  Daw Kyaing Kyaing and  party were welcomed by Daw Khin Khin, Chairman of Yangon City Development Committee Mayor U Ko Lay; Daw Khin Nyunt Myaing, wife of Vice-Chairman and Vice-Mayor Col Maung Pa; wives of Secretary, Joint-Secretary and committee members, Patron of Leading Committee for the horticulture show and competitions member of YCDC Col Tin Soe, Chairman U Nyunt Pe and Secretary U Win Myint and members. Officials conducted Daw Kyaing Kyaing and party round the show and competitions. A total of. 192 shops are selling flowers, vegetables, fruits and kitchen crops in the show.

(5)Minister meets CCPIT officials

YANGON, 7 Jan-Minister for Industry-1 U Aung Thaung received Vice-Chairman Ms Zhong Min of China  Council for Promotion of International Trade (CCPIT) of the People' s Republic of China and party at his office this  afternoon. Also present were Deputy Minister Brig-Gen Thein Tun and officials.

(6)Minister inspects Primary Health University Project in Magway

YANGON, 7 Jan-Minister for Health Maj-Gen Ket Sein, together with Director-General of the Health Department Dr Wan Maung and Deputy Director-General of the Department of Medical Science Dr Maung Maung Win, arrived at Primary Health University Project (Magway) in Magway yesterday morning.

Secretary of Magway Division Peace and Development Council Lt-Col Myo Aung, Commissioner of Magway
Division U Kyin Lin, Commander of Division Police Force Police Col Ye Myint, Chairman of Magway District Peace and Development Council Lt-Col Zaw Thein and officials of Myanma Industrial Construction Services under the Ministry of Industry-2 reported on progress of work of the project.

The minister gave instructions on timely completion of constructing buildings, approach structures and roads, availability of water and power and the planting of shade trees.

After that, the minister and party inspected the project. The minister proceeded to Magway Division People' s  Hospital. Medical Superintendent Dr Than Wai and officials reported on conditions of the work.

The minister urged specialists, surgeons, nurses and skilled workers to discharge their duties conscientiously, to treat patients with good will, to explain cost-sharing health care system to the people and to strive for improvement of their efficiency. Then, Minister Maj-Gen Ket Sein and Chairman of Magway Division Peace and Development Council Brig-Gen Thein Zaw inspected the hospital and attended to requirements.

Afterwards, the minister and party went to Magway Nurses Training School, and Township Engineer U Myint Swe reported on the project.

The minister and party also inspected NyaungU District Hospital.

(7)Minister tours Sagaing, Mandalay-Divisions

YANGON, 7 Jan-Minister for Forestry U Aung Phone, accompanied by officials of Myanma Timber Enterprise, inspected nursery in Wetlet Township, special teak nursery of Sabe Nantha reserve forest in Kantbalu Township and teak and hard-wood in Wuntho, Nantkham and Inndaw railway stations on 3 January.

The minister also inspected teak and hard-wood in Nantsiaung and Hopin-Namar railway stations and arrived back in Katha on 4 January.

The next day. Minister U Aung Phone inspected Khonkham, Moesit, Kyaukkyi, Myintin and Kalon raft jetties along the Ayeyawady River.

The minister met officials of the ministry in Mandalay yesterday and arrived back here this morning.

(8) Winners of Pakkoku U Ohn Pe Literary Award and Scholarship Award announced

YANGON, 7 Jan- Winners of Pakkoku U Ohn Pe Literary Award and Pakkoku U Ohn Pe Scholarship Award were announced today.

In the novel genre, Min Tin Tun won the first prize with his work titled "Yon-kyichet hti-ta-chaung-ne ywa-yoehlyauk-me-lu", Pathein Yan Naung Soe the second with "Shwe-ein-thi-athe myet-yihnint-ma-le-pa" and Khin Lai Lai Chit (Myangon) the third with "Phyat-lan-mewingabar".

In the collected short stories genre, Myelat Min Lwin won the first prize with his novel "Thamee-hla kyun ko myin-yin hnint achar wuthtutomyar", Khin San Mon the second with "Kaungkinyan thant-shinyay wuthtutomyar" and Maung Yi Kyaw (Yupa) the third with "Chway-phyint-pay-sat-khe-pa-thi hnint achar wuthtutomyar".

In the collected poems genre, Myelat Maung Myint Thu won the first prize with his work "Panmoeywa te ahlamye", Salin Phone Kyaw the second with "Lawka ahla hsin thaw nay" and Kyaunggon Ei Hmu the third with "Myosaung-taya kabyamyar".In the treatise genre, Maung Yin Hline (Pyinmamyaing) won the first prize with his treatise "Myama yoeya ein", Than Than Oo (Technological University) the second with "Salin Sayadaw U Hle ei witaraw wada pyo (Thimee sonmasar)" and Shwebo Mi Mi Gyi the third with "Konbaungphyu wun moe".In the research gener, U Nyunt Maung ( UCL) won the first prize with "Magyise kammawa pan akhetya", Aung Nyein Chan the second with "Myananda yaychothan" and Maung Maung Thein the third with "Parapaik bagyi laylachet" Students who passed 1997 Basic Education High School Examination and won Pakokku U Ohn Pe Scholarship Awards for their outstanding performance in First Year Myanmarsar major were as follows:

(9)Well-wishers donate to MMCWA (Central)

YANGON, 7 Jan-Well-wishers donated funds to Myanmar Maternal and Child Welfare Association (Central) at the Head Office of MMCWA at the corner of Thanthuma and Parami Streets in South Okkalap;Township today.

Present on the occasion were Chairperson of MMCWA Professor Daw Kyu Kyu Swe, Vice-Chairperson Dr Daw Khin Win Shwe and executives.

(10)Two men arrested with stimulant tablets in Monghsu

YANGON, 7 Jan-A team comprising members of the regional Defence Services Intelligence unit and Myanmar Police Force arrested two men with 15,411 stimulant tablets at Lucky Restaurant in Monghsu Gems Land, Monghsu Township, Shan State, on 21 December.

The authorities, acting on a tip-off, searched the restaurant and seized the drugs from the two men Nyi Laing, 25, of Mongmaw, and Aik Khwet, 35, of Hopan. Action is being taken against the two under the Narcotic Drugs and Psychotropic Substances Law.


 

(11)52 members resign from Shwegu NLD of own accord

YANGON, 7 Jan-Fifty-two members resigned of their own accord from the National League for Democracy of Shwegu  Township, Kachin State.

Fifty-two members of Shwegu Township NLD, Kachin State, of their own accord, resigned by sending letters of resignation to  Township Multiparty Democracy General Election Sub-commission and the party concerned on 15 September 1999 as they no longer wished to participate in party politics of NLD.
