(1) Youths misled to run away to border areas still being warmly welcomed with open arms

YANGON, 6 Dec- Chairman of Myanmar Education Committee Secretary- l of the State Peace and Development Council Lt-Gen Khin Nyunt, accompanied by ministers, the Chairman of the Civil  Service Selection and Training Board, deputy ministers, the Chief of Staff (Air) and officials of the State Peace and Development Council Office, heads of departments and officials, left here by Tatmadaw flight on 5 December afternoon and arrived in Mandalay at 2.30 pm.

The Secretary-l and party spent the night at Nanyo Guest House.  Special Refresher Course No 4 for Basic Education Teachers concluded at the Central Institute of Civil Service (Upper Myanmar) in PyinOpLwin Township at 8.45 am today, with an address by Chairman of Myanmar Education Committee Secretary-l of the State Peace and Development Council Lt-Gen Khin Nyunt.

Present on the occasion were members of the State Peace and Development Council Chairman of Mandalay Division Peace and Development Council Commander Maj-Gen Ye Myint and Chairman of Sagaing Division Peace and Development Council Commander Maj-Gen Soe Win and District and Township Peace and Development Councils, departmental personnel. Rector of CICS (Upper Myanmar)Col Aung Hsan Win, the Pro-Rector, heads of departments, instructors and trainee teachers.

In his address, the Secretary-1 said:  The State Peace and Development Council, taking lessons from the history which the Union of Myanmar has gone through, is building a new nation which is suitable to the background of the nation and the people and culture and tradition.It can be seen obviously that as a result of the firm aspiration and collective efforts of the Government and the people, today, the Union of Myanmar has been treading on the correct path with the promise of emergence of fair and just society which can uplift prestige and integrity of the race in conformity with the background of the nation and culture and tradition of the race, and development based on own national strength.

However, a group of traitors to the national cause who want to grasp State power through short cut, turning a blind eye to the path of development on which the nation is treading, relying on external elements and harboring the notion of utter devastation, is obstinately attempting to hinder emergence of a democratic system appropriate to Myanmar society.

Take the instances of ;ending foreigners into Myanmar to perpetrate riotous acts with the intention of making the Government take action against them, launching terrorist attacks on Myanmar Embassy from abroad, sowing discord between Myanmar and neighboring nations and sending concocted and unfounded news to UN agencies; in view of these instances, it is very obvious that that group of traitors are perpetrating these activities with reliance on external elements; it is also found that only when they do so, they can go on the dole of others, putting their self-interest to the fore; though they can make a living easily, truly enough, the nation has suffered to some extent.

The instances of plotting by design to tarnish the image of the nation and the people for their personal interests and leading the vassal life with relish are the first ever and worst experiences in the history of Myanmar; though nothing has resulted from their concocted accusations, to the shame of the entire Myanmar people, such traitors have emerged among Myanmar.

Development of human resources that will build and defend the nation is pivotal for modernization and development of the nation in order that the nation may stand tall among the nations of the world.  He urged the teachers to participate with a sense of duty in education promotion programmes for ,all-round development of students, uplift of education international standards and spiritual development.

The Secretary-1 expressed delight to see learning at the basic education schools with fresh mind, showing skills in the subjects they learned and participation of the people and School Board of Trustees for uplift of education of the children.

He said the government, students, teachers and the people are to make continued efforts for ensuring peaceful pursuit of education with added momentum. The Secretary-1 urged the teachers to nurture youths of today who could create the future of the State to be qualified ones, to protect them from danger of destructive elements harboring ill will, to build the brighter future of the State, to distinguish good or bad and constructive act or destructive act and to protect the offspring from danger of destruction.

Next, the Secretary- 1 presented model awards to laboratory assistant U Aye Cho of No 2 Basic Education High School, Shwegu and junior assistant teacher Daw Thida Nyunt Maung of Basic Education High School in Loikaw and other prizes and certificates to the trainees.

The trainee teachers presented K 20,000 for Zeebingyi Village BEHS to the Secretary-l.  The Secretary-l cordially met the trainees.  The Secretary-l and party inspected construction of main hall of CICS (Upper Myanmar).


(2) Cornerstones laid for building of Degree College for Efficiency Development of Youths of the Union

YANGON, 6 Dec-A cornerstone-laying ceremony of a three-storey lecture building of the Degree College (Upper Myanmar) for Efficiency Development of National Youths of the Union under Education and Training Department of the Ministry for Progress of Border Areas and National Races and Development Affairs was held at Natyaykan in Amarapura Township, Mandalay Division, this morning, attended by Chairman of Work Committee for Development of Border Areas and National Races Secretary-l of the State Peace and Development Council Lt-Gen Khin Nyunt.

Also present on the occasion were members of the State Peace and Development Council Chairman of Mandalay Division Peace and Development Council Commander Maj-Gen Ye Myint and Chairman of Sagaing Division Peace and Development Council Commander Maj-Gen Soe Win, ministers, the Chairman of Civil Service Selection and Training Board, deputy ministers, the Mandalay Mayor, senior military officers, officials of the State Peace and Development Council Office, heads of department members of Division, District and Township Peace and Development Councils, members of the Union Solidarity and Development Association, the deputy director-general of Education and Training Department, the principal and officials.The Secretary-1 and members took position at the designated places to lay cornerstones.

The Secretary-l then laid a silver casket, ceremonial bricks and stone plaque.  Next, the Secretary-l , Commander Maj-Gen Ye Myint, Ministers U Aung Thaung, Col Tin Hlaing, Col Thein Nyunt, Maj-Gen Hla Myint Swe and Maj-Gen Sein Htwa and Deputy Minister Brig-Gen Maung Maung laid the cornerstones.  The Secretary-l and party sprayed scented water onto the foundation.
The Secretary -1 and party performed the rituals of golden and silver showers to mark the success of the ceremony.  The Secretary-1 then gave instructions.


(3) Secretary-l attends opening of multimedia teaching centres in PyinOoLwin and Sagaing

YANGON, 6 Dec-Secretary-l of the State Peace and Development Council Lt-Gen Khin Nyunt, together with members of the State Peace and Development Council Chairman of Mandalay Division Peace and Development Council Commander Maj-Gen Ye Myint and Chairman of Sagaing Division Peace and Development Council Commander Maj-Gen Soe Win, left Mandalay by helicopter this morning, and arrived at the Central Institute of Civil Service (Upper Myanmar) in PyinOoLwin Township, Mandalay Division.

The Secretary-l and party inspected construction of a hospital (50-bed) in Zeebingyi Village, Pyin Oo Lwin. Chairman of Myanmar Education Committee Secretary- 1 Lt-Gen Khin Nyunt attended the closing ceremony of Special Refresher Course No 4 for Basic Education Teachers opened at CICS (Upper Myanmar) at 8.45 am.

The Secretary-l and party went to Pyin Oo Lwin, where they were welcomed by Brig-Gen Tin Oo of Pyin Oo Lwin Station and senior military officers and members of the Union Solidarity and Development Association.

The Secretary-l later attended the opening of the multimedia teaching centre at Basic Education High School No 1 in Pyin Oo Lwin .Headmistress of No 1 BEHS Daw Moe Moe and Chairman of the School Board of Trustees U Ohn Cho formally opened the multimedia teaching centre.

The Secretary-l formally unveiled the plaque of the multimedia teaching centre.. The Secretary-1 and party inspected the broadcasting and control room, the computerized instruction room, the language lab, the altar room, the projected media room, the information media room and the arts room.

A ceremony to mark the opening of the multimedia teaching centre of No 1 BEHS of Pyin Oo Lwin Township was held in Ayeyawady Hall.  Headmistress Daw Moe Moe reported on efforts for opening of the multimedia teaching centre at the school and how the centre helped students in their pursuit of education of international standard.  Chairman of SBT U Ohn Cho reported on efforts for improvement of education of students and school buildings.

Then, the Secretary- 1 made a speech.  The Secretary-l accepted K 18.93 million including K 6.7 million for No I BEHS, K 1.767 million for No 2 BEHS, K 2.185 million for No 3 BEHS, K 2.778 million for No 4 BEHS and K 5.5 million for the township education office donated by families of PyinOoLwin Station, associations and well-wishers.

The Secretary-l signed in the school record book. Afterwards, the Secretary- 1 and party inspected renovation of Kandawlay Lake and Botanical Gardens in PyinOoLwin.  Commander Maj-Gen Ye Myint and officials reported on works for the greening of PyinOoLwin and renovation of Kandawgyi Lake and Botanical Gardens.

The Secretary- l and party inspected Botanical Gardens.Next, the Secretary- 1 and party visited the coffee cultivation project in Pyin Oo Lwin Township.  The Secretary-l gave instructions on the works.The Secretary-l attended the opening of the multimedia teaching centre of No 1 BEHS in Sagaing.

The Secretary-l formally unveiled the plaque of the multimedia teaching centre. Headmaster U Kyaw Than and Chairman of SBT U Thaung Shwe formally opened the multimedia teaching centre.

Then, the Secretary-1and party inspected the computer application and E-mail room, the language lab, the audio visual media room, the projected media room, the A ceremony to mark the opening of the multimedia teaching centre of No 1 BEHS of Sagaing was held in Athinkhaya Hall.
The Secretary-l accepted donations including K 200,000 by parents of students and K 100,000 each by SBT, teachers and U Aung Lin-Daw Si Si Shwe (Theingi Shwezin Company Mandalay) for No I BEHS of Sagaing. Headmaster U Kyaw Than reported on the background of the school and efforts for opening of the multimedia teaching centre.

The Secretary-l made a speech, and signed in the school record book.. In his speeches made at opening ceremonies of multimedia teaching centres, the Secretary-l said it is heartening to see that today, multimedia teaching centres are being opened under the leadership of regional authorities and with efforts of teachers and active cooperation and assistance of parents and school boards of trustees; students are also pursuing education heart and soul.

It is found that schools all over the nation are trying to open multimedia teaching centres so as to uplift the prestige of the schools, and that students can now also demonstrate their high level intellectual power .  Similarly, with respect to development of human resources, students play a fundamental role, and efforts are to be made for the development of human resources based on schools.

Therefore, the Government has laid down education promotion programmes and is implementing the programmes for development of human resources at schools.

The first phase of programmes focuses on spiritual development of the students; as a result, the students are imbued with Union spirit which makes for national solidarity, patriotic spirit which engenders the sense of cherishing national culture and a sense of civic duties and respect for their teachers. The second phase covers the opening of multimedia teaching centres aided with information technology and computer technology.

The higher the education level of students, the sooner the goal of emergence of a peaceful, modern and developed nation will be accomplished.

The Secretary- 1 also urged regional authorities, parents, school boards of trustees, teachers and students to actively and unitedly cooperate in efforts to accomplish the national goal.

He also called on teachers to nurture and train students who will shoulder the responsibilities of the state in future to be intellectuals and intelligentsia.


(4) Minister receives General Manager of Fritz Werner Co and party

YANGON, 6 Dec-Minister for Finance and Revenue U Khin Maung Thein received General Manager Mr R Wiegand of Fritz Werner Co of the Federal Republic of Germany and party who called at his office at 1.30 pm today.  Also present on the occasion was Governor of the Central Bank of Myanmar U Kyaw Kyaw Maung.


(5) Minister meets UN Assistant Secretary-General

YANGON, 6 Dec-Minister for Health Maj-Gen Ket Sein met Assistant Secretary General of the United Nations Assistant Administrator of UNDP and Regional Director of Asia and the Pacific Regional Bureau Dr Nay Tun who called at his office this afternoon.  Also present at the call were officials of the Ministry of Health.


(6) Minister meets Ambassador of Bangladesh
 
YANGON, 6 Dec-Minister for Immigration and Population U Saw Tun received Ambassador of the People's Republic of Bangladesh Mr Jahangir Saadat who called at his office this afternoon.


(7)  Fourth First Aid Workshop begins

YANGON, 6 Dec-The Fourth First Aid Workshop jointly sponsored by Myanmar Red Cross Society and International Federation of Red Corss and Red Crescent Societies was held at Mya Yeik Nyo Royal Hotel this morning. Present were Minister for Health Maj-Gen Ket Sein, Deputy Minister for Home Affairs Brig-Gen Thura Myint Maung, diplomats, resident representatives of UN Agencies and officials, heads of departments, President of MRCS Dr Kyaw Win and EC members, representatives from Myanmar Medical Association, Myanmar Maternal and Child Welfare Association, International Federation Red Cross and Red Crescent Societies delegates of National Red Cross and Red Crescent Societies from Myanmar Afghanistan, Bangladesh, Brunei Darussalam, Cambodia, the People's Republic of China, Hong Kong, India, Indonesia, Japan, Democratic People's Republic of Korea, the Republic of Korea, Laos, Malaysia, Nepal, Pakistan, the Philippines, Sri Lanka, Thailand and Vietnam and observers from Australia, France, Britain and Sweden.

Minister Maj-Gen Ket Sein delivered a speech.  He said:

It is a great pleasure and honour for me to welcome you all gathered here in the Garden City of Yangon for the "Fourth Asian First Aid in the Community Workshop."  I would like to express my sincere appreciation and gratitude to the Regional Delegation for South Asia and the Regional Delegation for South East Asia and Pacific for the opportunity extended to Myanmar Red Cross for the co-hosing of this workshop.

First Aid in the Community has been initiated in Beijing Conference since May 1993.  A resource manual for Red Cross and Red Crescent Volunteers entitled.  "First Aid in the Community" has been produced and more than 12 National Societies of Asia have committed to adapt and translate the manual in Phnom Penh workshop in December 1994

As a result, Myanrnar Red Cross Society proceeded to develop the first translated draft followed by field testing.  Myanmar version of "First Aid in the Community" was later published and the Red Cross Volunteers were trained according to the translated manual.

I am very pleased to recall how the Red Cross members have actively participated with the health staff in the area of rescue, relief and resettlement in natural disasters.

They work hand in hand with health workers in various fields of Primary Health Care with remarkable achievements.  Now under the guidance of National Health Plan Committee, the Red Cross Volunteers are involved in many health care programmes like prevention and control of HIV/AIDS, Diarrhoeal diseases, Dengue Haemorrhagic fever, Malaria and Epidemic outbreaks.  They are also active volunteers in Universal Child Immunization Programmes with Polio eradication, Water and Sanitation Programmes and community oriented Health Education Programmes.  Myanmar Red Cross Society has a networking throughout the country and the health activities are involved in almost all of the townships in Myanmar.

When First Aid volunteers are trained in the community based approach, they are able to make effective contributions in disaster preparedness and response.  Furthermore, this new approach to First Aid means that First Aid volunteers need to be trained in a way that will help them provide services not only in emergency situations but continuously through health promotion and disease preventive activities, directed at the most vulnerable persons in the community.  I think that the Community-based First Aid could really contribute to prevent and alleviate human suffering and raising the health standard of the people of Myanmar even with limited medical resources and facilities.  I am of the opinion that this workshop will provide and opportunity to all participants to share their experiences, exchange ideas and come out with reviewing the success and gains, challenges and constraints encountered in the field of First Aid in the community.I hope you may find time to visit places of interests and enjoy the beauty and hospitality of Golden Land of Myanmar.  Finally, I wish your stay in Myanmar be happy and memorable.

Next, President of MRCS Dr Kyaw Win, representative in South East and East Asia region of International Federation of the Red Cross and Red Crescent Societies Dr Stefan Seebacher and representative of the Federation to Myanmar Mr Yutaka Oiwa made speeches.  The minister and participants had photos taken. The workshop continues till 10 December.


(8)  Bangladesh delegation visits National Defence College, Defence Services Museum

YANGON, 6 Dec-The study delegation led by Maj-Gen A.M Mansur Ahmed of Defence Services Command and Staff College of Bangladesh met Chief of Armed Forces Training Maj-Gen Win Myint at Dagon Yeiktha of the Ministry of Defence this morning.

The delegation visited National Defence College where Deputy Minister for National Planning and Economic Development Brig-Gen Zaw Tun and Col Ye Htut and Lt-Col Min Lwin of the Ministry of Defence reported on matters relating to the ministries concerned.The leader of the delegation and the commandant exchanged gifts.  The delegation also visited Defence Services Museum and International Theravada Buddhist Missionary University.


(9)  Minister inspects construction of Donthami Creek Bridge

YANGON, 6 Dec-Minister for Rail Transportation U Pan Aung and officials met Managing Director of Myanma Railways U Kyaw Hsan and officials of Road Administration Department, Road Transport and Transport Planning Department at Thaton Station on 5 December.The minister gave instructions on exceeding the targets.The minister and party inspected the site for construction of bridge at Donyinseik near Donthami Creek between Mon and Kayin States.

In the evening, CEC member of the Union Solidarity and Development Association U Pan Aung met Secretaries of Bago Division and Waw Township USDAs and Chairmen of Township Peace and Development Councils at Waw Township USDA Office. U Pan Aung inspected repair of Bago Township USDA Office.


(10) Minister inspects Soap Factory Project (Mandalay)

YANGON, 6 Dec-Minister for Industry-l U Aung Thaung, together with officials, visited Soap Factory Project (Mandalay) of Myanma Pharmaceutical Industries at Dawei Ward, Mandalay, yesterday Research Officer U Win Ko Ko reported on construction of the factory and progress of work.

Managing Director of Myanma Pharmaceutical Industries Col Myint Oo gave a supplementary report.  The minister spoke of the purpose of building factories in Magway, Myingyan and Mandalay and gave instructions on completion of the project by the last week of January, Year 2000.

Chairman of Seinban Industrial Cooperative Ltd U Kyaw Win reported on manufacturing and installation of machinery. The minister called for preparations for building a soap factory in Magway Then, the minister and party inspected the project.

Myanma Pharmaceutical Industries and Mandalay Seinban Industrial Cooperative Society are jointly implementing Soap Factory Project (Mandalay), and the factory will be opened in the first week or second of February, Year 2000.  Soap will be distributed at reasonable prices for the people of Upper Myanmar.  The minister and party also met with officials or Soap Factory No 3 in Daewun Ward, Chanayethazan Township, Mandalay, and attended to their requirements.  The minister also inspected Mandalay Beer Distillery and Mandalay Distillery No 1and gave instructions on the work.


(11)  Environment and Rural Development Course opened

YANGON, 6 Dec-A ceremony to open the Environment and Rural Development Training Course organized by Ministry of Agriculture and Irrigation and Centre of Integrated Rural Development for Asia and the Pacific (CIRDAP) was held at Central Agriculture Development Training Centre of Myanma Agriculture Service in Hlegu this morning.


(12)  105 members resign from Kyauktaw Township NLD

YANGON, 6 Dec-One-hundred and five members resigned from National League for Democracy of Kyauktaw Township, Rakhine State.  One-hundred and five members of Kyauktaw Township NLD, Rakhine State, of their own volition, resigned by sending letters of resignation to Kyauktaw Township Multiparty Democracy General Election Commission and the party concerned on 25 September 1999 as they no longer wished to participate in party politics of NLD.
