(1)Senior General Than Shwe calls for speedy implantation of projects to minimize cost Chair gives guidance at Special Projects Implementation Committee meeting

YANGON, 11 Nov-The Special Projects Implementation Committee held meeting No 2/99 at the Office of the Commander-in-Chief (Army) this afternoon, with an address delivered by Chairman of the Special Projects Implementation Committee Chairman of the State Peace and Development Council Commander-in Chief of the Defence Services Senior General Than Shwe.

Also present at the meeting were Vice-Chairman of the Special Projects Implementation Committee Vice Chairman of the State Peace and Development Council Deputy Commander-in-Chief of the Defence Services Commander-in-Chief (Army) General Maung Aye, members of the Special Projects Implementation Committee Secretary-l of the State Peace and Development Council Lt-Gen Khin Nyunt, Secretary-2 Lt Gen Tin Oo, Secretary-3 Lt Gen Win Myint, Deputy Prime Ministers Vice-Admiral Maung Maung Khin and Lt Gen Tin Tun, and
who was specially invited to the meeting, Deputy Minister U Tint Swe and departmental personnel and Director-General of the State Peace and Development Council Office Lt-Col Pe Nyein acted as master of ceremonies.

Minister Maj-Gen Tin Htut presented feasibility studies on implementation of the 600-megawatt Yeywa Hydel Power Project in Patheingyi Township, Mandalay Division, the l 50-megawatt Thaukyekhat Hydel Power Project in Thandaung Township, Bago Division, and Bilin Hydel Power Project with two stages, each with a 140-megawatt power station, in Bilin Township, Mon State.

Minister U Aung Thaung reported on implementation of the Modern Textile and Finishing Plant Project in Pwintpyu Township, the Textile Mill Project in Pakokku Township, the Textile Mill Project in Salingyi Township and the Soap Factory Project in Mandalay.

Minister Maj-Gen Saw Tun explained upgrading of Shandaw-Minhla-Inbokkon-Moenyo Road to become a tarred one and construction of Shweli Bridge (Ngaoh), Daungnay Creek Bridge, Tapa Bridge, Matlan Bridge, Langkio Bridge, Panhline Bridge and Twantay Bridge.

Senior General Than Shwe gave guidance, saying speedy implementation of a project is required as completion of a task in a short period will reduce cost.

Not because of high financial capacity, but because of consideration and goodwill for well-being of the nation and  people, which is Fe essential requirement, the government is exerting efforts to implement major projects though there are some financial restraints.

Better transport infrastructure is needed to reach the goal  a peaceful, stable, modem and developed nation.Only when there is easy access to all the regions can' the rule of law and order be maintained and development projects undertaken.

Setting up of industries will ensure local sufficiency of goods and production of export substitute goods, generating job opportunities which will lead to improvement of living standards of the people.

As the essential basic infrastructures for a peaceful, stable, modern and developed nation are being built, it is required to give priority to speedy completion of the projects, reducing costs and upgrading the quality.The meeting concluded at 1 3.15 pm.

Excerpts from Senior General Than Shwe's address

-Speedy implementation of a project is required as completion of a task in a short period will reduce cost.

YANGON, 11 Nov - Secretary- 1 of the State Peace and Development Council Lt-Gen Khin Nyunt receivedPresident of Education Ministers Council of South-East Asia (SEAMEC) and Minister of Education of SingaporeRear Admiral Teo Chee Hean and party at Dagon Yeiktha of the Ministry of Defence at 5 pm today.The guestswere accompanied by Charge d' Affaires ai of Singapore Embassy Mr William Chick Kam Weng.


(3)Self-sufficiency of rice to be achieved through extended cultivation of paddy Natural  resources in Myanmar territorial waters to be safeguarded Secretary-3 gives instructions on development of Taninthayi Division

YANGON, 11 Nov - A work coordination meeting between the Work Committee for Development ofAgriculture Sector in Taninthayi Division and sub-committees was held in the meeting hall of Taninthayi DivisionPeace and Development Council in Dawei on 8 November afternoon with an address by Secretary-3 of the StatePeace and Development Council Lt-Gen Win Myint.Commander Maj-Gen Thura Thiha Thura Sit Maung gave asupplementary report on regional sufficiency is rice, cultivation of oil palms and extension of cultivating rubber andpaddy.

Then, the Secretary-3 gave instructions. The Secretary-3 and party also met with fisheries entrepreneurs at the guesthouse of the command in Myeik at noon on 9 November,and gave instruction on fisheries industry.Deputy directorof Taninthayi Division Fisheries Department U Tint Swe presented the fisheries entrepreneurs to the Secretary-3,and reported on inshore and offshore fishing in Myeik, Dawei and Kawthoung Districts, conditions of trawlers, saleofficece factories and cold storage.

Minister for Livestock and Fisheries Brig-Gen Maung Maung Thein and Commander Maj-Gen Thura Thiha ThuraSit Maung gave supplementary reports.

The Secretary-3 said the country is rich in fisheries resources, and based on this fact, efforts are to be made topromote the fisheries industry; if fisheries entrepreneurs engage national fisheries workers, they will not need to findemployment in other places, thereby benefiting the people and the State.

The Secretary-3 also urged fisheries entrepreneurs to participate in the agriculture sector individually or collectivelywith a view to ensuring rice sufficiency of Taninthayi Division.

In his address, the Secretary-3 said the purpose of their visit to Taninthayi Division is to give instructions on the workfor development of the agriculture and fisheries sectors.

He added that Kawthoung was upgraded from township to district level with the aim of achieving regionaldevelopment,at all the more. He urged all to prevent and safeguard natural resources and to strive for regionaldevelopment, and added that those representing the State and discharging duties need to be with the peopleharmoniously while safeguarding Our Three Main National Causes with nationalistic spirit; the Union Solidarity andDevelopment Association and the public servants in collaboration need to build a strong national forces

He called on departmental officials to strictly follow instructions and preserve national characteristics and to avoiddoing activities which can spoil the image of the nation.

He said that these days, small nations are taking preventive measures against the danger of neo-colonialists;neo-colonialists are attempting to break up the small nations and to install their puppets by means of interfering in the
internal affairs and using internal axe-handles.

In conclusion, the Secretary-3 urged all to love and cherish the national and the people, to maintain the national prideand dignity of the nation, to defend the country against neo-colonialists and traitorous axe-handles and to carry outagricultural work and livestock breeding on a manageable scale.


(4)Secretary-3 meets officers and other ranks of regional stations in Taninthayi Division

YANGON, 11 Nov-Secretary-3 of the State Peace and Development Council Adjutant-General Lt-Gen WinMyint, together with Minister for Immigration and Population U Saw Tun, Deputy Minister for Agriculture andIrrigation Brig-Gen Khin Maung, Deputy Minister for Forestry Col Thaik Tun and department heads, left here andarrived at Dawei in Taninthayi Division at 10.00 am on 8 November.

The Secretary-3 met with officers and other ranks and families of Dawei Station. Secretary-3 Adjutant GeneralLt-Gen Win Myint and party also met with officers and other ranks and families of Myeik Station in the meeting hallof Coastal Region Command on 9 November morning.In the evening, the Secretary-3 met with officers and otherranks and families of Boakpyin Station in Bokpyin.

In his address, the Secretary-3 said the country is striving for development of the State on the basis of the agriculturesector, and success has been achieved substantially; national income is rising; permission is being given toentrepreneurs to be able to carry out agricultural undertakings, and arrangements are being made to switch tomechanized farming; assistance such as farm equipment and seeds of high quality is being given to conventionalfarmers.

With regard to industrial development, interest rates for bank loans have been cut to enable industrialists to makemore investment in 17 industrial zones; at present, production of foodstuff, consumer goods and clothing can beboosted, and with the increase in production rate, commodity prices will go down.

The Secretary-3 spoke of development of human resources and urged all to strive for development of theproduction sector and the State. As the guidance of the Senior General has been implemented, the country faredwell; the Tatmadaw members also need to implement the above-mentioned four-point  guidance. The Secretary-3also urged all to carry out livestock breeding and cultivate seasonal and perennial crops.

U Saw Tun, Brig-Gen Khin Maung and Col Thaik Tun made speeches on the occasion.At the ceremony, TaninthayiDivision Peace and Development Council presented K 100,000 for the course.

A similar ceremony was held in Paleyadana Hall, Myeik, on 9 November morning, attended by U  Saw Tun,Brig-Gen Khin Maung and Col Thaik Tun.

On the occasion, U Saw Tun accepted K 100,000 each donated by 10 organizations including Athitwai TransportService, Ansaung-kaung Co, Annawa Dewi Co, Taninthayi Fishery Co, RCJ Co, Shwemarthar Co, HtooHtooToeCo and Zinyaw Min Co.Similarly, the opening ceremony of Basic Accountancy Course 3 of USDA was held in Kawthoung, attended by USaw Tun and Col Thaik Tun.Well-wishers made donations for the course at the ceremony.


(5)Secretary-3 inspects oil palm plantations in Taninthayi Division

YANGON, 11 Nov-Secretary-3 of the State Peace and Development Council Adjutant-General Lt-Gen WinMyint and party arrived at palm oil nursery of Shwe Kanbawza Co in Shan-inndaw Village, Taninthayi Township, byhelicopter on 9 November afternoon. They were welcomed there by Tactical Operations Commander Lt-Col TheinHsint and company officials.

Officials concerned reported to the Secretary-3 on the nursery, cultivation of rice, use of machinery, and year wiseplans for agriculture. The Secretary-3 gave instructions and inspected the nursery.

The following morning, the Secretary-3 and party left there for Yuzana Oil Palm Plantation, Khamaukgyi Village,Kawthoung Township, by helicopter.

In the briefing hall of the farm, District Manager of Myanma Perennial Crops Enterprise U Mya Shein reported tothe Secretary-3 on companies' proposed acres for extension of oil palm cultivation, acres of oil palm cultivated in1999, acres of prepared land, nursery, and acres to be used in the year 2000.

The Secretary-3 and party then arrived at Kawthoung Airport where they were welcomed by officials and USDAmembers.

Next, the Secretary-3 and party visited prawn breeding of Toetetaung Co in Taungphyu Village, KawthoungTownship.

Proprietor of the company U Shwe Myint reported on nine prawn ponds, each capable of producing 2000 to 3000kilos of prawn, and explained about the business.

The Secretary-3 then proceeded to No 2 Basic Education High School, Kawthoung Township, where he inspectededucation matters. This morning, the Secretary-3 and party visited Maliwan Oil Palm Farm of Shwekhamauk Co.Director of the company U Khin Maung Tun reported on production of oil palm and operation of raw palm oilmill.The Secretary-3 arrived back here at 11.25 am.

YANGON, 11 Nov-Minister for Science and Technology U Thaung met Minister of Education of Singapore RearAdmiral Teo Chee Hean and party who called at his office this afternoon.


(7)Deputy Minister meets artists delegation of PRC

YANGON, 11 Nov-Deputy Minister for Culture U Soe Nyunt met artists delegation led by Mr Liu Da Wei ofPeople's Republic of China, currently here under the cultural exchange programme between the two countries, at hisoffice at 3pm today.


(8)Clothes and sewing machines for MMCWA (Central)

YANGON, 11 Nov -A ceremony to present clothes and two sewing machines for Myanmar Maternal and ChildWelfare Association (Central)was held at the Office of MMCWA at the corner of Thanthuma Street and ParamiRoad in South-Okkalapa Township this morning .

Present on the occasion were Chairperson of MMCWA Professor Daw Kyu Kyu Swe, Vice-Chairperson Dr DawKhin Win Shwe, EC members and well-wishers.

Managing Director of Panda Textile Co Ltd Daw Ym Le Yin presented 2,200 yard of clothes worth K 380,000and Managing Director of Minami Construction Group U Maung Maung Myint and wife Daw Yin Min MaungMung Myint two sewing machines to Dr Daw Khin Win Shwe who presented certificates of honour to donors.

Good-will women golf troupe of Japan led by Mrs Noriko Taguchi and Mrs Ineko Takayabu met Chairperson ofMMCWA Professor Daw Kyu Kyu Swe and Vice Chairperson Dr Daw Khin Win Shwe and EC members atmulti-.purpose hall of MMCWA in the afternoon. Then, Mrs Noriko Taguchi and Mrs Ineko Takayabu and partypresented US $ 12,001,200 to chairperson Daw Kyu Kyu Swe for MMCWA(Central).


(9)70-member armed group and 118 family members exchange arms for peace

YANGON, 11 Nov-The Government, implementing the 12 political, economic and social objectives with a viewto ensuring emergence of a peaceful, modern and developed nation, is welcoming those who exchange arms forpeace and attending to the needs of food, clothing and shelter of their families.

Realizing genuine goodwill and correct deeds of the Government and the fact that destructive acts do not benefit thecountry at all, armed groups are exchanging arms for peace individually or in groups.

A 188-member armed group including 70 persons and 118 family members led by U Ko Gyi, a captain in charge ofShan Lepyin Special Region under KNU Brigade 2, bringing 24 arms of various sorts, 33 magazines, 860cartridges, four RPJ bombs, 10 40-mm bombs, exchanged arms for peace at Southern Command in ThandaunggyiRegion.

A ceremony to mark the exchanging of arms for peace was held at the people's sports ground in Toungoo yesterdaymorning.Present on the occasion were member of the State -Peace and Development Council Commander of SouthernCommand Maj-Gen Tin Aye, Deputy Commander Brig-Gen Thura Maung Ni and senior military officers,division-level departmental officials, members of District and Township Peace and Development Councils, membersof the executive committee of the Union Solidarity and Development Association, those who serve for peace andlocal national people exceeding 4,000.

The commander extended greetings by saying that today is an auspicious day as U Ko Gyi and his group underKNU Brigade 2 exchanged arms for peace. He added that he warmly welcomed that group because theyexchanged arms for peace, realizing that armed opposition does not benefit the nation and the people and that itretards regional development.

Now, national solidarity is becoming stronger due to genuine good will of the Government; only hen nationalsolidarity is strong and peace and tranquillity reign in the country, can strenuous efforts be made for regionaldevelopment; only then, will a peaceful, modern and developed nation emerge.

The commander also invited the remnants of armed groups to swap arms for peace and return to the legal fold, andurged the members of the armed group which exchanged arms for peace, to participate in regional developmentwork.

He also said that necessary assistance will be extended to them. U Ko Gyi handed over documents related to armsand ammunition and the list of the members of the group to the commander, and spoke of matters related to theexchanging of arms for peace. The commander presented monetary assistance and gifts to those who exchangedarms for peace.  Then, the commander had a cordial meeting with them.

YANGON, 11 Nov -Minister for Foreign Affairs U Win Aung met Chief Surveyor of India Lt-Gen A K Ahujarand party who called at Ayeyawady Hall of the ministry at 8 am today.The delegation arrived here by air yesterday
evening.

YANGON, 11 Nov-Vietnamese People's Army delegation led by Deputy Chief of Staff Lt-Gen Nguyen HuyHieu cordially met Chief of Armed Forces Training Maj-Gen Win Myint of Ministry of Defence at Dagon Yeiktha at8 am today.

The delegation arrived at National Defence College at 9.30 am today.They were welcomed by CommandantBrig-Gen Moe Hein and Deputy Commandant Col Myo Myint and officials.Brig-Gen Moe Hein  extendedgreetings. The delegation attended the hashing competition of the Seventh Myanmar Traditional Cultural PerformingArts Competition at Padonma Theatre.

Deputy Minister for Culture U Soe Nyunt presented gifts to the delegation. The delegation visited the MyanmaGems Museum on Kaba Aye Pagoda Road in the afternoon.


(13)Agreement signed for production of coal

YANGON, 11 Nov- NO 3 Mining Enterprise of the Ministry of Mines and Ayeyawady Myitphya Company Ltdsigned an agreement on production of coal in Lweje region, Momauk Township, Kachin State, in Thiriyadana Hall of theministry this evening. Present on the occasion were Minister for Mines Brig-Gen Ohn Myint, Minister at the StatePeace and Development Council Chairman's Office Secretary of Myanmar Investment Commission Brig-GenMaung  Maung ,and managing directors and  officials of departments and enterprises under the Ministry of Minesand Chairman of Ayeyawady Myitphya Company Ltd U Za Khon Ting Ring and party.


(14)30 members resign from Myittha Township NLD

YANGON, 11 Nov - Thirty members resigned from the National League for Democracy of Myittha Township,Mandalay Division.Thirty members of Myittha Township NLD, Mandalay Division, of their own volition, resigned by sending letters ofresignation to Myittha Township Multiparty Democracy General Election Subcommission and the party concernedon 13 July 1999 as they no longer wished to participate in party politics of NLD.


(15)17 members resign from Tamu Township NLD

YANGON, 11 Nov-Seventeen members resigned from the  National League for Democracy of Tamu Township,Sagaing  Division.Seventeen members of Tamu Township NLD, Sagaing Divisions, of their own volition, resigned by sending letters ofresignation to Tamu Township Multiparty Democracy General Election Subcommission and the party concerned on30 August 1999 as they no longer wished to participate in party politics of NLD.
