The Secretary-1 quoted the guidance given by Head of State Senior General  Than Shwe at the first four-monthly meeting of MPF in 1999 as saying that the  first duty of MPF is to strive to ensure community peace and tranquility and  rule of law and order to enable the people to make a living peacefully under  the protection of the law; the second is to discharge national defence and  security duty in time of urgency.

Therefore, the duties of MPF are to strive for community peace and  tranquility, to strive for rule of law and order, to take preventive measures  against narcotic drugs, and to carry out public welfare work; and therefore,  MPF has to be efficient to be able to discharge these duties successfully.

With regard to these four duties, efforts are to be made to enable members of  MPF to become endowed with the five qualities such as morale, discipline,  loyalty, unity and capability; as for becoming a united and consolidated
force endowed with these five qualities, the members of MPF need to have  strong belief and conviction and highly patriotic spirit, to have love for  the force, to have considerations for others, and to have endurance, tenacity  and courage.

Training designed to enhance efficiency of police members is to be provided  not only to make them physically strong but also mentally awake; to become a  qualified force necessitates good leadership; leaders need to try their  utmost to be imbued with 16 leadership attributes and to train police members  to become fully efficient.

In conclusion, the Secretary-l urged all to strive to enable MPF to be on a  par with international police forces, to be endowed with four qualities, to  win love of the people and to be reliable and to en for the interest of the State and the people as a reserve  force for peace and tranquility of the State.
