(1) General Maung Aye meets with industrialists in Monywa

YANGON, 21 June - Vice-Chairman of the State Peace and Development Council Deputy Commander-in-Chief of Defence Services Commander-in-Chief (Army) General Maung Aye, accompanied by Secretary-2 of the State Peace and Development Council Lt-Gen Tin Oo, Secretary-3 Lt-Gen Win Myint, members of the State Peace and Development Council and ministers. attended foundation laying of Maha Shwesigyi Pagoda in Kanbalu, Sagaing Division, yesterday.

After the ceremony, the General and party flew by helicopter to Mu River Bridge Project of Budalin-YeU-KhinU Railroad Project near YeU.

On arrival at the bridge project, they were welcomed by Minister for Forestry U Aung Phone, Minister for Rail Transportation U Pan Aung, Officiating Tactical Operation Commander, Lt-Col Tin Naing Thein and officials.

Ministers U Aung Phone and U Pan Aung reported on progress in building the railroad and provision of sleepers.

The General and party inspected construction of the bridge and laying of sleepers.

At the briefing hall, they heard a report on progress in building Budalin-YeU-KhinU Railroad and building of bridges including Mu Bridge along the road presented by Minister U Pan Aung and Assistant General Manager of Myanma Railways U Maung Maung Hon.

The General and party then inspected YeU Township in a motorcade.

Budalin-YeU-KhinU Railroad is 51 miles long, 35-mile Budalin-YeU and 16-mile YeU-KhinU sections. There are 164 small and large bridges in Budalin-YeU section and 64 small and large bridges in YeU-KhinU section. Eighty-three per cent of the work has been completed in building bridges in Budalin-YeU section and 32 percent of the bridge construction has been finished in YeU-KhinU section.

(2) Secretary-1 receives ICRC General-Delegate for Asia, Pacific and Latin America

YANGON, 21 June - Secretary-1 of the State Peace and Development Council Lt-Gen Khin Nyunt received General Delegate for Asia, Pacific and Latin America Mr Jean Michel Monod of International Committee of Red Cross, who called at Dagon Yeiktha of the Ministry of Defence this evening.

Also present together with the Secretary-l were Minister for Foreign Affairs U Win Aung, Minister for Home Affairs Col Tin Hlaing, Deputy Minister for Foreign Affairs U Khin Maung Win and Director-General of Protocol Department Thura U Aung Htet.

The guest was accompanied by Resident Representative of ICRC Mr Leon de Riedmatten.

(3) Minister welcomes Senior Officials as meeting begins preparatory to Second ASEAN Ministerial Meeting on Transnational Crime

YANGON, 21 June - The opening ceremony of the Senior Officials Meeting for the Second ASEAN Ministerial Meeting on Transnational Crime hosted by Myanmar was held at the Traders Hotel this morning, with an address by Chairman of the Leading Committee for Organizing the Second ASEAN Ministerial Meeting on Transnational Crime Minister for Home Affairs Col Tin Hlaing.

Also present at the opening ceremony were members of the Leading Committee for Organizing the Second ASEAN Ministerial Meeting on Transnational Crime deputy ministers, departmental heads, Deputy Secretary-General Mr I Robert Inkiriwang of the ASEAN Secretariat and officials, 64 senior official delegates of the 10 ASEAN member nations, departmental officials of the respective ministries, Patron of the Myanmar Foreign Correspondents Club U Sein Win, President U Sao Kai Hpa and members, local journalists and guests.

The opening ceremony was presided over by Minister Col Tin Hlaing, with Secretary of the Second ASEAN Ministerial Meeting on Transnational Crime Director-General of Myanmar Police Force Col Soe Win, Deputy Secretary-General of the ASEAN Secretariat Mr I Robert Inkiriwang, and Executive Director Mr Anselmo Avenido of the Transnational Crime Department of the Republic of the Philippines as members of the Panel of Chairmen.

(4) Myanmar delegation back from Malaysia

YANGON, 21 June - Leader of the Myanmar delegation to the 87th ILO Conference in Geneva from 1 to 17 June Minister for Labour Maj-Gen Tin Ngwe arrived back here this afternoon.

He was welcomed back at the airport by Minister for Social Welfare, Relief and Resettlement Brig-Gen Pyi Sone, Minister for Finance and Revenue U Khin Maung Thein, Deputy Minister for Labour Brig-Gen Win Sein and officials.

Members of the delegation: Director-General of Labour Department U Sein Myint as alternate leader, CEC member of Myanmar Federation of Chambers of Commerce and Industry U Myo Nyunt as employers' delegate, Supervisor of Oilfields and Worksites of Myanmar Oil and Gas Enterprise U Hla Min as employees' delegate, advisers Director-General of the Attorney General's Office U Tun Shin and Deputy Director of Labour Department U Aye Ngwe and secretary of the delegation Director of Labour Department U Khin Maung Yi also arrived back on the same flight.

(5) Loans and distribution of fertilizers discussed in Ayeyawady Division

YANGON, 21 June - Chairman of Ayeyawady Division Peace and Development Council Commander of South West Command Maj-Gen Thura Shwe Mann and departmental officials visited collective transplanting in the field of paddy farmer Daw Than Sein in Kwinya Ashay Village in Kangyidaunt Township on 20 June.

The commander discussed agricultural loans, fertilizers and other assistance and fulfilled the requirements.

The commander inspected reclamation of 46,494 acres of fallow and virgin land and wetland in Thayetkon Village in Yekyi Township. Managing Director of Eya Shwewa Co Ltd U Saw Htaw Pley Phaw reported on reclamation of 9,702 acres of farmlands, cultivation of monsoon paddy, requirements and future tasks.

(6) Commander inspects agricultural activities in Hlegu Township

YANGON, 21 June - Member of the State Peace and Development Council Chairman of Yangon Division Peace and Development Council Commander of Yangon Command Maj-Gen Khin Maung Than, accompanied by Commander of Indaing Station Col Hsan Aung, Tactical Operations Commander Col Thein Htaik, Secretary of Yangon Division Peace and Development Council Lt-Col Kyaw Tint, divisional departmental officials, Chairman of Yangon North District Peace and Development Council Lt-Col San Matu and officials, inspected agricultural matters in Hlegu Township, Yangon North District, this morning and gave instructions on regional development tasks to members of Ward/Village-tracts Peace and Development Councils, farmers and departmental officials.

(7) Workshop on boosting productive forces held

YANGON, 21 June - Workshop on boosting productive forces for Industrial Zone-1 and Industrial Zone-2 in Dagon Myothit (South) sponsored by Human Resources Development Sub-committee of the Myanmar Industrial Development Committee took place at the town hall of Dagon Myothit (South), this morning.

It was attended by Chairman of MIDC Minister for Industry-2 Maj-Gen Saw Lwin, Secretary of MIDC Deputy Minister for Science and Technology Brig-Gen Thura Aung Ko, Chairman of HRDS Deputy Minister for Labour Brig-Gen Win Sein, departmental heads of the Ministry of Labour, entrepreneurs of Industrial Zone-l and Industrial Zone-2 and officials.

(8) Meeting held to coordinate opening of border trade points

YANGON, 21 June-Minister for Commerce Maj-Gen Kyaw Than addressed the work coordination meeting on opening border trade points at Chinshwehaw (Shan State) and Mawtaung (Taninthayi Division) in the meeting hall of the ministry this morning.

The minister made a speech.

(9) Minister meets Taekwondo athletes

YANGON, 21 June - Minister for Sports Brig-Gen Sein Win met Myanmar Taekwondo athletes who will be trained together with regional Taekwondo athletes in the Republic of Korea.

Officials of Myanmar Taekwondo Federation reported preparation for Myanmar-ROK training programme to the minister.

(10) Press Release on Second ASEAN Ministerial Meeting on Transnational Crime

YANGON, 21 June - Myanmar is to host the Second ASEAN Ministerial Meeting on Transnational Crime at the Traders Hotel here on 23 June.

The Ministry of Home Affairs yesterday issued a Press Release on the meeting. The following is the full text:

The 2nd ASEAN Ministerial Meeting on Transnational Crime (2nd AMMTC) will be hosted by Myanmar on 23 June 1999 at the Traders Hotel in Yangon. H E Lt-Gen Khin Nyunt, Secretary-1 of the SPDC will deliver the keynote address at the opening ceremony of the ministerial meeting. The one-day meeting will be preceded by the Senior Officials Meeting on Transnational Crime which is to be held from 21-22 June 1999.

The Ministers are expected to adopt an action plan that is to extend ASEAN member countries' efforts to combat transnational crime from the national and bilateral levels to the regional dimension, and strengthen regional commitment and capacity to undertake the expanded task. The action plan is expected to put in place a cohesive regional strategy to fight transnational crime and would encompass, among others, information exchange, cooperation in legal and law enforcement matters and extra regional cooperation as key programme activities. An institutional framework to assist the Ministers to better direct and coordinate regional efforts in dealing with transnational crime is also to consider under the Plan.

The Ministers are expected to consider the establishment of the ASEAN Centre on Transnational Crime (ACOT). The ACOT is envisioned to promote data resource sharing, assist in the implementation of programme activities outlined in the proposed action plan, and be a repository of information on national legislation, regulatory measures and jurisprudence of individual member countries. It is also envisaged that the ACOT will have research capabilities to conduct in-depth analysis of transnational crime activities to recommend appropriate regional strategies to fight these felonious activities.

The Ministers are likely to discuss enhancing cooperation with the dialogue partners and relevant international organizations to effectively deal with transnational crime in the region.

The Second AMMTC is a follow-up to the First Meeting of ASEAN Ministers of Interior/Home Affairs held in Manila on 20 December 1997 where the Ministers adopted the ASEAN Declaration on Transnational Crime. As espoused in the Declaration, a high-level ad-hoc ASEAN Experts Group Meeting on Transnational Crime convened in the Philippines on 25-26 November 1998, developed an ASEAN Plan of Action to Combat Trans-national Crime and refined the feasibility study on the establishment of the ACOT for the consideration of the 2nd AMMTC.

ASEAN member countries have been fostering/cooperation in combating transnational crime for more than two decades. Initially, ASEAN was concerned with the abuse of narcotics and trafficking in illicit drugs. However, with the expansion and diversification of transnational crime to include terrorism, arms smuggling, money laundering, illegal migration, and piracy, and the highly organized nature of such crimes, ASEAN has stepped up and expanded its cooperative efforts against these crimes. ASEAN bodies currently involved in formulating policies and initiating activities against transnational crime are the ASEAN Chiefs of National Police (ASEANAPOL), the ASEAN Senior Officials on Drugs Matters (ASOD) and the ASEAN Ministerial Meeting on Transnational Crime.

(11) Sayagyi U Ba Thaung (Maung Hlaing Win) (1913-1999)

U Ba Thaung was born to U Hlaing and Daw Kywe at Sheinmagar Village in Wetlet Township, Shwebo District, on 9 January 1913.

At the age of 16, he served as school teacher at Sheinmagar AV middle school until the World War I. After the war, he became a high school teacher at U Hla Kyaw's private school in Mandalay, Taingchit high school, Nandwin Tatmadaw education school, Pwegon school, RRI high school and St Peters school. In Yangon he served at youth affairs schools in Kandawgalay and South Okkalapa.

He lectured at Translation Course conducted by the Ministry of Information till 1994.

He became a member of Doh-Bamar-Asiayon in 1940 and Wetlet Township duty officer. He took part in Revolutionary Party during Japanese occupation in Myanmar and in Burma Communist Party up to 1951. He was a member of Burma Socialist Programme Party in 1962 and CEC member of Literary Workers Organization till 1984. He was also reporter of Mandalay Thuriya Newspaper and Yangon Toe-Tet-Yay Newspaper. After regaining independence, U Ba Thaung served as editor and manager at Mandalay Hmyint-Tin-Yay Publishing House, Alinyaung Sarzin, Mandalay Nagani Journal and Pyi Nyunt Magazine.

He became columnist of Loktha Pyithu Nezin in 1962 and wrote articles up to 1980. He wrote on international affairs in Myanmar encyclopedia Year Book since 1974.

Some books he compiled are 'Three women of the world', 'Indira Gandhi', 'Significant events in 1974'.

U Ba Thaung, passed away on 13 June 1999.

(12) 52 members resign from Nattalin Township NLD

YANGON, 21 June - Fifty-two members resigned from the National League for Democracy of Nattalin Township, Bago Division.

Two members of Nattalin Township NLD, Bago Division, of their own volition, resigned by sending letters of resignation to Nattalin Township Multiparty Democracy General Election Commission Office and the party concerned on 27 May 1999, forty-four members and six members followed suit on 24 May 1999 and 11 June 1999 respectively as they no longer wished to participate in party politics of NLD.
