YANGON, 15 Apr - Chairman of..the State Peace and Development Council Commander-in-Chief of Defence Services Senior General Than Shwe inspected Kyaukkhwet-Letpando Oil and Gas Field and Kokkohla river water pumping project today.
He was accompanied by Secretary-2 of the State Peace and Development Council Lt-Gen Tin Oo, Secretary-3 Lt-Gen Win Myint, members of the State Peace and Development Council, Deputy Prime Minister Vice-Admiral Maung Maung Khin, ministers and officials.
The Senior General and entourage left Mandalay for Kyaukkhwet-Letpando Oil and Gas Field in Myaing Township by helicopter.
On arrival there, the Senior General and entourage were welcomed by the families of the Central Command who sprinkled Atar water onto them.
They arrived at Kyaukkhwet-Letpando Oil and Gas Field at 8 am, and were welcomed there by Minister for Energy Brig-Gen Lun Thi and Deputy Minister Brig-Gen Thein Aung, Chairman of Magway Division Peace and Development Council Col Thein Zaw, and officials.
Minister Brig-Gen Lun Thi reported to the Senior General and entourage on the oil and gas fields in Myanmar, and works for boosting production of oil and gas, Minister for Electric Power Maj-Gen Tin Htut on distribution of natural gas to the power station and power supply, Minister for Agriculture and Irrigation Maj-Gen Nyunt Tin on the conditions of 228 river water pumping projects, and replacement of diesel-powered pumps with electric pumps, and Chairman of Magway Division Peace and Development Council Col Thein Zaw on the river water pumping project in the division.
After giving guidance, the Senior General presented gifts to the officers in charge of the oil and gas field.
Afterwards, Senior General Than Shwe inspected the sample of crude oil produced from Well No-31.
The Senior General and entourage proceeded to Kokkohla Electric Power River Water Pumping Project in Pakokku Township where they were welcomed by Deputy Minister for Agriculture and Irrigation U Ohn Myint, Officiating Tactical Operations Commander of No 101 Light Infantry Division Lt-Col Thein Dan and officials.
Minister Maj-Gen Nyunt Tin reported to them on the river water pumping projects and irrigated areas, and Kokkohla Electric Power River Water Pumping Project to irrigate 10,000 acres, Director General of Water Resources Utilization Department U Win Shwe on progress of work in the project, and Chairman of Magway Division Peace and Development Council Col Thein Zaw on the benefits that would accrue to the farmers, and arrangements being made for farmers to provide funds for the project.
Chairman of Mandalay Division Peace and Development Council Commander of the Central Command Maj-Gen Ye Myint and Deputy Minister for Agriculture and Irrigation U Ohn Myint also presented supplementary reports.
The Senior General gave guidance on boosting production of crops in the area by using quality strains and triple-cropping.
Later, he inspected works so tar completed in Kokkohla Electric Power River Water Pumping Project and cordially met with farmers and departmental personnel.
The project to pump water from Ayeyawady River is aimed at multiple cropping and local sufficiency of rice. The first phase of the project to irrigate 3,220 acres has been completed, and the second phase to irrigate 1,700 acres and the third phase to irrigate 4,978 acres are under implementation.
The Senior General and entourage proceeded to Bagan-NyaungU where they were welcomed by Minister for Culture U Win Sein, Commander of No 88 Light Infantry Division Brig-Gen Aye Kyway, Commander of No 99 Light Infantry Division Brig-Gen Htay Oo and officials.

(2) Senior General Than Shwe gives guidance on health policies in Mandalay
YANGON, 15 Apr - Chairman of the State Peace and Development Council Commander-in-Chief of Defence Services Senior General Than Shwe gave guidance on health policies in meeting with the rectors and medical superintendents at the meeting hall of the Central Command yesterday.
Also present at the meeting were Secretary-2 of the State Peace and Development Council Lt-Gen Tin Oo, members of the State Peace and Development Council divisional departmental officials, and rectors, medical superintendents, doctors and nurses of departments and hospitals of the Ministry of Health in Mandalay.
Deputy Director-General of the State Peace and Development Council Office U Zaw Myint Pe acted as the master of ceremonies.
In his address, Senior General Than Shwe said the government is implementing the objective for uplift of health fitness and education needs in implementing the tasks. He said human resources play primary role for development of the health sector as well as for advancement in the fields of arts and science, and pointed out that without the development of human resources, there can be no development in professional fields.
Other nations, he said, respect the health standard of Myanmar as there are professional specialists and doctors here. For human resources development required for the health sector, not only the Institutes of Medicine but also the Institute of Dental Medicine, the Institute of Paramedical Science, the Institute of Pharmacy and the Institute of Nursing are opened, and in order to turn out professionals in the field of medicine, on job training courses, diploma courses, masters' courses and doctorate courses are also conducted, and some are being sent abroad for further studies.
The Senior General spoke of the need to appoint specialists as medical superintendents of the district hospitals, and noted that the government is utilizing large sums of money on upgrading of the state and division hospitals and rural health development, opening hospitals and clinics, with goodwill for uplift of the health standard in all states and divisions.
He said that for the people of Upper Myanmar to receive treatment in Mandalay and nearby areas as in Yangon, modern hospitals are established there.
He pointed out that human resources development and material development must go together to make progress in the health sector, and that it is also essential to carry out research and development work.
All must work hard to reach the aspired goal - a peaceful, modern and developed nation and if the people are not healthy, they will not be able to work fully, he said and pointed out that the Ministry of Health, and health officials, personnel and workers are responsible for fitness of people in order that they can work fully for national development.
He said that the people living in the country are all relatives, and that health workers are required to cater to their health with goodwill, to enable them to live long in good health.
He said that only then will the objective for uplift of health, fitness and education standards of the entire nation and other practical objectives materialize.
Afterwards, the Senior General cordially met with the rectors, medical superintendents, doctors and nurses.

(3) Central Command holds seventh collective novitiation ceremony
YANGON, 15 Apr - The seventh collective novitiation ceremony of the battalions and units of the Central Command was held at Mandalay Nanmyo Hsutaungpyi Pagoda Dhammayon yesterday, attended by Chairman of the State Peace and Development Council Commander-in-Chief of Defence Services Senior General Than Shwe and wife Daw Kyaing Kyaing and family.
Also present at the novitiation ceremony were 36 members of the Sangha led by the State Ovadacariya Sayadaws and member Sayadaws of the State Sangha Maha Nayaka Committee, three nuns, tactical operations commander and staff officers, commanding officers, officers and families of the Mandalay Station, and guests.

(10) Zawgyi bridge, approach road in Kyaukse opened
YANGON, 15 Apr - An approach road to the bridge across Zawgyi River on Kyaukse-TadaU Highway was opened in Kyaukse, Mandalay Division, yesterday morning.
The ceremony to open the road was attended by Secretary-3 of the State Peace and Development Council Adjutant-General Lt-Gen Win Myint accompanying Chairman of the State Peace and Development Council Commander-in-Chief of Defence Services Senior General Than Shwe.
Also present on the occasion were departmental officials, officials, of Mandalay Division USDA and Kyaukse District Peace and Development Council, members of USDA, Red Cross and Auxiliary Fire Brigade and Township Maternal and Child Welfare Association and local people.
Making a speech on the occasion, the Secretary-3 said the country lagged behind in development as it was under the colonial rule for long time and there was no stability and peace due to lack of national unity after the independence. Now it can be witnessed the nation is achieving considerable progress due to the endeavors of the Government.
Seventeen peace groups are now joining hands with the Government, participating in regional development tasks, and the Union Solidarity and Development Association, a national political force, is carrying out widespread organization work among the people, he said.
In connection with the economic sector, he said, economic progress is being achieved through encouraging private sector in accordance with the market-oriented economic system being narcotized and the country and already has good foundations such rich resources, fine weather and traditional agricultural works.
For development of the agriculture sector, the government built 96 dams within 10 years and is now reclaiming two million acres of vacant and virgin lands in Ayeyawady, Yangon and Bago Divisions as well as encouraging private entrepreneurs so that they will participate in agricultural works, he said.
For boosting crop production, preparations are being made for reclaiming 23 million acres of virgin land which can be used in single, double and triple cropping, he noted.
The Secretary-3 also spoke about establishment of industrial zones in cities including Yangon and Mandalay for development of the industrial sector, creation of job opportunities, progress in local and foreign trade due to improvement of transport facilities and endeavors for boosting agricultural and industrial production.
Chairman of the State Peace and Development Council Commander-in-Chief of Defence Services Senior General Than Shwe laid down four tactics to be followed and implemented by all-boosting of production, export promotion, boosting of import substitute and practising of thrift.

(11) Secretary-2 inspects textile plant in Mandalay, briquette factory in Sagaing
YANGON, 15 Apr - Secretary-2 of the State Peace and Development Council Lt-Gen Tin Oo, accompanied by Minister for Agriculture and Irrigation Maj-Gen Nyunt Tin, Deputy Commander of Central Command Col Nay Win, heads of the State Peace and Development Council Office and departments concerned, Secretary of Mandalay Division Peace and Development Council Lt-Gen Tin Ohn, member of Mandalay Division Peace and Development Council Mandalay Division Commissioner U Kyin Pe and officials, inspected the textile plant of CYT Industrial Products Ltd at the Model Industrial Town in No-1 Industrial Zone, Mandalay, on 14 April morning.
In the hall of the plant, the Secretary-2 heard reports by owners of the textile plants from the Model Industrial Town and managing directors on construction of the textile plants, production, procurement of raw materials and requirements.
Minister Maj-Gen Nyunt Tin explained matters related to difficulties in procuring raw materials for the textile plants and works which should be carried out.
The Secretary-2 spoke of the need for the private entrepreneurs to work in accord with laws and rules and regulations, and stressed the importance of relations between the State sector and the private sector.

(15) 25,087 voters express no confidence in NLD Pyithu Hluttaw Representative U Maung Maung Gyi of Thanbyuzayat Township Constituency-1
YANGON, 15 Apr - A total of 25.087 eligible voters of Thanbyuzayat Township Constituency-1 submitted signed petitions expressing no confidence in U Maung Maung Gyi who was elected as Pyithu Hluttaw Representative of National League for Democracy in the 1990 Multiparty Democracy General Election from Thanbyuzayat Township Constituency-1, and no support for him at the ceremonies held at Kyakan Ward Kyonkadat Village and Kyaikkhami in the township on 6 March morning.
A total of 17,053 people from 4 wards and 2 villages attended the ceremony in Kyakan Ward.
Blacksmith U Toe Aung of Aungmingala Ward of Thanbyuzayat, on behalf of the voters, expressed no confidence in U Maung Maung Gyi and no support for him.
Rice Miller U Lun Khin, on behalf of the 7,881 people, presented signed petitions expressing no confidence in U Maung Maung Gyi and no support for him to member of Thanbyuzayat Township Multiparty Democracy General Election Commission U Ngwe Myint.
A similar ceremony was held in Kyonkadat Village attended by 12,040 local people from five villages.
Rubber plantation entrepreneur U Myint Soe, on behalf of the voters, expressed 110 confidence in U Maung Maung Gyi and no support for him. U Maung Yi, also a rubber plantation owner, on behalf of the 6,942 eligible voters from the five villages, presented petitions of no confidence in U Maung Maung Gyi and no support for him to member of Township Multiparty Democracy General Election Commission U Tun Myint.
A similar ceremony held in Kyaikkhami was attended by 16,450 local people of six wards of Kyaikkhami and four villages. U Myint Aung, a book shop owner of Kyaikkhami, on behalf of the eligible voters, expressed no confidence in U Maung Maung Gyi and no support for him.
U Ohn Myaing, a farm owner, on behalf of the 10,264 eligible voters from the wards and villages, presented petitions of no confidence in U Maung Maung Gyi and no support for him for member of Township Multiparty Democracy General Election Commission Dr Tin Htay.
Out of eligible voters of Thanbyuzayat Township Constituency, 12,250 or 33.10 percent voted for U Maung Maung Gyi of NLD in 1990 Multiparty Democracy General Elections. The number of voters who presented signed petitions of no confidence in U Maung Maung Gyi was 25,087 or 67.80 percent.

YANGON, 15 Apr - Eligible voters of Kyaukpadaung Township Constituency-2 submitted signed petitions expressing no confidence in U Ngwe Tun who was elected as Pyithu Hluttaw Representative of National League for Democracy at the 1990 Multiparty Democracy General Election from Kyaukpadaung Township Constituency-2 and no support for him at the ceremonies held at Kyansoe, Pwaykyit, Thayettaw, Letpanbya and TaungU station areas in the township on 15 February morning.
A total of 12,228 people from 21 wards and villages attended the ceremony in Kyansoe Station area, 14,264 of 16 villages the ceremony in Pywakyit station area, 14,791 of 11 villages the ceremony in Theyettaw station area, 10,493 of six villages the ceremony in Letpanbya station area and 15,250 of seven villages the ceremony in TaungU.
Out of eligible voters of Kyaukpadaung Township Constituency 2, 35,735 or 49.33 percent voted for U Ngwe Tun of National League for Democracy at 1990 Multiparty Democracy General Election. The number of voters who presented signed petitions of no confidence in U Ngwe Tun was 683,23 or 95.14 percent.

YANGON, 15 Apr - A total of 43,778 eligible voters of Nattalin Township Constituency-2, Bago Division, submitted signed petitions expressing no confidence in U Saw Sein Tun who was elected as Pyithu Hluttaw Representative of National League for Democracy at the 1990 Multiparty Democracy General Election from Nattalin Township Constituency-2, and no support for him at the ceremonies held at the Nattalin Township Sports Ground and in Thechaung and Damange Villages in the township on 7 March morning.
A total of 18,838 people from 14 wards and villages attended the ceremony at the Nattalin Township Sports Ground, 12,657 of 14 village tracts the ceremony in Thechaung Village and 10,564 of 14 village-tracts the ceremony in Damange Village.
Out of 48,188 eligible voters of Nattalin Township Constituency-2. 23,548 or 73.33 percent voted for U Saw Sein Tun of National League for Democracy at 1990 Multiparty Democracy General Election. The number of voters who presented signed petitions of no confidence in U Saw Sein Tun is 43,778 or 90.84 percent.

Sixty members resigned from National League for Democracy of Pale Township, Sagaing Division.
Sixty members of Pale Township NLD, Sagaing Division, of their own volition, resigned by sending letters of resignation to Pale Township Multiparty Democracy General Election Commission and the party concerned on 13 January 1999 as they no longer wished to participate in party politics of NLD.
Ngazun Township
Fifty-nine members resigned from National League for Democracy of Ngazun Township, Sagaing Division.
Fifty-three members of Ngazun Township NLD Sagaing Division, of their own
volition, resigned by sending letters of resignation to Ngazun Township
Multiparty Democracy General Election Commission and the party concerned on 13
January 1999 and six members of Ngazun Township NLD followed suit on 23 January
1999 as they no longer wished to participate in party politics of NLD.
